Commons ChamberI rise to oppose the motion in the name of the official Opposition and to support the Government amendment. The Labour motion is narrowly worded. Yet again, it tries to invoke hysteria and crisis and to undermine those we serve, and it completely misses the facts. We cannot allow the electorate, especially young people, to be indoctrinated by the sort of nonsense contained in the Opposition’s motion, which claims that it is all the Government’s fault.
These are the facts. First, on mortgage rates, the impact of the global financial crisis under Labour back in 2007 meant that the base interest rate fell to its lowest level for 300 years. Starting at 5.7% in July 2007, rates had fallen to 0.5% by March 2009, with a further fall to 0.25% in August 2016. There was a very slight rise back to 0.5% in November 2017, and then in 2021, as covid-19 loosened its hold on us all, globally we were met with persistent inflation caused by a worldwide supply chain crunch and, of course, Putin’s war. Those are the simple truths.
I am going to make progress, because the Minister was very generous in taking interventions, and I want to ensure that everybody gets to speak.
The Bank of England, not the Government, pushed the rate up to 0.25% in December 2021, to 0.5% in February 2022 and then to 0.75% in March 2022—the highest it had been since the summer of 2018. That has continued, and we are now at 5%. I must agree with the Chancellor that there were flaws in the Bank of England’s economic forecasting. As the Governor himself has said, the Bank’s forecasting has not been accurate. It was for the banks to assess the financial competence of those applying for mortgages in the first instance. Banks would have understood that interest rates were artificially low—the lowest in 300 years of history—and that at some point they would naturally go up again, and they did. It took the huge global fiscal shock of a pandemic and a war in Europe to push interest rates up to where they are now, but such interest rates were common under Labour before it crashed the economy in 2008. We should not forget that.
If we look at the rates before the economy crashed and before Labour bled our economy dry and left no money, it keeps the interest rates “crisis” that Labour likes to talk about in perspective—or, to put it more succinctly, as the right hon. Member for Birmingham, Hodge Hill (Liam Byrne) said in the note he left to his successor in 2010,
“Dear Chief Secretary, I’m afraid there is no money. Kind regards—and good luck!”
That about says it all, and I will never tire of repeating it to remind people what they could be voting for.
Now for more facts. The employment market is strong. I recently visited my local jobcentre in Stourbridge. Those who worked there told me that the local job market is buoyant and that young people in particular are finding jobs. According to the International Monetary Fund, the OECD and the Bank of England, the prospects for the UK economy are bright. Even on mortgages—the subject of this debate—defaults remain at pre-pandemic levels, and the proportion of disposable income spent is almost half what it was in the 1990s. Banks around the world are raising interest rates to fight rising inflation caused primarily by Putin and a global pandemic. This is a global problem. Interest rates are higher in the US, Canada and New Zealand.
I absolutely cannot allow the Labour party’s economic incompetence to go unchallenged. Black hole after black hole after supermassive black hole is unearthed by my colleagues and I, as Labour seeks to twist and turn into whatever position of opportunism it favours in any given week. My right hon. Friend the Chief Secretary to the Treasury has uncovered another casual £3 billion from the shadow Chancellor’s U-turn on the digital services tax. That is in addition to another black hole 10 times the size—£30 billion, simply gone—from Labour’s plans to scrap business rates without replacement. Naturally, I look forward to whatever reply my right hon. Friend receives, but I doubt it will be forthcoming.
Perhaps the Opposition could tell us how Labour’s £90 billion of unfunded spending commitments would lead to lower inflation and interest rates—I await that with interest—or how Labour’s plans for £28 billion of borrowing would lower inflation and interest rates. The Institute for Fiscal Studies certainly does not think it would, and neither do I. We should also be mindful of not dragging language to the extreme. In Labour’s language, everything is a “crisis” these days—cost of living crisis, energy crisis, mortgage crisis. It cheapens the term and undermines all we serve.
I support the Government amendment, although I do not think we needed to use the word “charter”. I think this is just banks doing the right thing for their customers, nudged by a fiscally responsible Government. I will finish as I started, by saying that we cannot allow the electorate, especially young people, to be indoctrinated by the sort of nonsense contained in the Opposition’s motion, which tries to claim that it is all the Government’s fault. It is not. I will be supporting the Government amendment.

Friend the Member for Blackpool South (Scott Benton) said, these are unprecedented times and families are facing unprecedented cost of living pressures, but it is important that we set the scene. The covid-19 pandemic has created an immeasurable strain on global supply chains, leading to increasing inflation and rising prices of food and everyday household items. We have seen wholesale fuel and energy prices rise due to increased global demand for gas as economies around the world recover from the pandemic, and that has been compounded by Russia’s invasion of Ukraine, which has pushed oil and gas prices up even further. We may only import 4% of our gas from Russia but, as the world’s largest exporter of natural gas, Russia’s actions have driven wholesale gas prices up worldwide. So a global pandemic on a scale not seen since the Spanish flu and an act of naked Russian aggression that is reminiscent of a bygone age equal unprecedented factors that have come together to create a perfect storm of pressure on families and households who are struggling with the cost of living.
We must be honest: the Government cannot control these global factors that have caused a strain on families and households, but they can shield people from the impact of some of these pressures, and they have done.
Getting more people into work is the single most important way the Government can support people with the rising cost of living. I recently hosted a business breakfast club in Stourbridge and was encouraged by how many firms are hiring and expanding, including by way of apprenticeships. However, filling these job vacancies and addressing skills shortages were raised as two major challenges for local businesses. That is why I am pleased that the Government’s plan for jobs is geared to tackle those problems.
The £2.9 billion restart scheme and a new £200 million scheme to improve job search advice are helping unemployed people find work. There is also £2.3 billion in funding to double the number of work coaches to provide bespoke support for jobseekers. From speaking to work coaches at Stourbridge jobcentre in my constituency I know of the positive impact they can have, and in Stourbridge it is showing results, with a fall of nearly 30% in unemployment since this time last year, equating to nearly 50% for young people. That is a significant drop.
The lifetime skills guarantee is another important Government programme that will equip people with the skills they need to fill the record number of job vacancies. I know that this programme will be appreciated by local business leaders in Stourbridge. Ensuring that work pays and making sure that people earn decent wages are vital in supporting families and households with the rising cost of living, and we should not forget that the historic vaccine programme and the plan for jobs have together helped deliver the fastest economic growth in the G7.
That is, however, not the only avenue of support this Government are providing. They are implementing a wide-ranging package of targeted and immediate support for households facing rising energy bills and fuel costs, from a £200 rebate on energy bills for all households to a £150 council tax rebate for over 86% of homes in the west midlands and a fuel duty freeze for the twelfth year in a row. The Government are stepping up to support working people.
That Government support will help to alleviate the shock of energy prices in the short term, but it is important that we ensure an affordable and secure energy supply for families and households in the long term. On the continent we see only too well the problems that dependence on fossil fuels and Russian oil and gas are causing for our European neighbours. It is imperative that we reduce our reliance on fossil fuels and transition to renewable energy sources. The Government have already made significant progress over the past decade and have increased the UK’s renewable energy capacity by 500% since 2010. However, we must do more, which is why I am pleased that the Government have announced a plan to phase out British imports of Russian gas by the end of this year, along with £380 million to support the UK’s world-leading offshore wind sector.
To transition away from fossil fuels and towards renewable energy is the goal that we are and should be aiming for. Again, we should be honest: gas will remain a critical part of the UK’s energy supply for the years to come. The transition away from fossil fuels and towards renewable energy will not happen overnight. That is why it is important that we continue to support the North sea oil and gas industry and import from reliable countries such as Norway, to boost the supply of domestic gas and lower energy bills for hard-working families.
To conclude, I know that people face rising living costs—they face them in Stourbridge—but I also know that the Government are doing and will continue to do all they can to help alleviate the pressures for working families and households in my constituency.

If I may say so, the hon. Lady has an excellent reputation in this House for, among other things, fairness. I know that she would want a fair investigation to take place before any comment is made. All that we are asking is for the House to wait a swift period of time for the investigation to conclude. That is in the natural order of justice and fair play.
There is absolutely no doubt that this is an important matter, but there will be a full investigation into it, and that is the most important thing to remember at this time. Does my right hon. and learned Friend agree that, as we recover from the pandemic, this House’s time would be better spent debating how we build back better and level up? That is what my constituents are looking for.
My hon. Friend is right to mention that in the governance of this country, and in the performance of the Executive in delivering for the people of this country, both in dealing with the exigencies of the pandemic and in matters such as levelling up, this Government are performing and prioritising. She is right to focus on that. This is, of course, a matter of concern to the House—that is accepted and it is why we are before the House today—but it will be investigated and that will take place in the proper order of events.

Commons ChamberThe charge today is that the concerted economic failure of the past decade has “weakened the foundations” of our economy, leading to the country
“suffering the worst economic crisis of any major economy”.
The simple truth—I talk as someone who walks the steps of an ordinary person—is that, under successive Conservative Governments, we have seen nine consecutive years of economic growth. We have seen tax cuts for families, tax cuts for businesses, a reduction in inequality and a record low proportion of low-paying jobs. We have been helping people to keep more of what they earn and driving up median household income. The conclusive evidence for all of that is that we have seen record numbers of people in work—an additional 3.4 million up until 2019. Thanks to the decisions taken by Conservative Governments over the last 10 years, we have been able to withstand the blow that this pandemic has inflicted on our economy.
We have seen an unprecedented set of economic measures and financial support at a time of national crisis. We have delivered one of the most comprehensive economic responses in the world to support jobs, businesses and livelihoods during this time. This is a Government who have not been blown off course by the pandemic—who have helped those most in need at a time of crisis, while paving the way for an even more prosperous future. This is a Government who are focused on building back better and levelling up, and who have a key eye on jobs, focusing on reskilling and retraining at a scale and pace probably only seen following the second world war, ensuring people can get the education and training they need to get great jobs—creating that firm and solid link and pipeline of opportunity for those seeking work—with a keen eye on trade and all that it can do to boost our productivity and improve our international competitiveness, and, of course, not forgetting their ambitious investment in research and innovation.
It makes no sense to talk of 10 years ago, but if we want to, let us talk about the fact that every Labour Government have left unemployment higher than when they started. By 2019, we cut unemployment to the lowest level since 1974. It is thanks to the Conservatives that we reduced the deficit by more than 80%. When we handed over the deficit to Labour, it was £13.1 billion. Under Labour, it did not triple or quadruple—it went up more than 10 times, to £153 billion, by 2009.
It is thanks to the sound financial management of this Government that we could afford the unprecedented support we have put in place to protect people’s livelihoods. That is why we can build back better out of this pandemic on solid foundations. We can see that already with the speed and pace of the vaccine roll-out—a vaccine that is accessible due to the incredible foresight in the procurement by this Government. We probably have one of the first robust and defined road maps out of this pandemic because of this—

Commons ChamberWe are having this debate due to the drawn-out actions of others. The Government’s offer to support businesses in Manchester is generous and, importantly, proportionate to the support already given to Liverpool and Lancashire. I am bitterly disappointed that, after long, drawn-out negotiations, the offer of support was rejected. As the Prime Minister said yesterday, we have a better chance of defeating the virus if we work together. Compare that to what is happening in the west midlands. I am thankful we have Andy Street as the Mayor of the west midlands, who has already said that he will not accept a public and drawn-out negotiation with the Government. He will not put lives at risk.
Our Mayor’s aim is to agree measures alongside other local leaders on a cross-party basis well in advance of any move to a higher tier, so that we can protect businesses and livelihoods without delay. That is real leadership in the face of the biggest public health crisis we have faced in a generation. When the NHS is at risk, that is when we are at the moment of greatest danger. Those who are not willing to act collectively at the time of our country’s greatest need put the NHS and people’s lives at risk.

Commons ChamberThese are without doubt uniquely challenging times. Every Government around the world has had to shut down their economies to save lives. The consequences and impact of having to do this have been brutal not just for our economy but the world’s economy. Covid-19 is a medical force majeure unlike any we have known in the modern era. Scientists and policymakers alike are still trying to get to grips with its medical and economic consequences. No one has the holy grail in these many regards. We simply do not know enough about it.
But what we do know enough about is this Government. They are a Government who put people and their livelihoods at their very heart, who have been resolute in their response to this pandemic, and who have put in unprecedented measures to protect jobs and businesses with their economic support packages, for which my constituents are truly thankful. In my constituency alone, we have seen 13,000 jobs protected by the furlough scheme, over £9 million to support the self-employed, over 1,000 bounce back loans worth over £30 million to small companies, 64 loans worth over £11 million through the coronavirus business interruption loan scheme, and over £15 million of business grants paid out. This has all come from a £200 billion package of support that has been committed since the beginning of this crisis.
This is a Government delivering world-leading measures to protect jobs and support businesses through this crisis. We know that we are facing demand-deficient unemployment and the risk of structural unemployment. Just hearing the words “recession” and “unemployment” inspires dread, particularly having seen the harm done by welfare dependency in the past. We should not forget that before this pandemic infected our lives, it was the Conservatives who had a history of protecting, supporting and creating jobs. In 2019 we saw the highest figures on record for employment, and roughly 3 million jobs were created in the decade before the pandemic. We should not lose sight of that. Nor should we lose sight of the political opportunism of others who blame and criticise, as we have heard today from the Opposition, but without their own plans.
This is a Government interested in responsibility and accountability because it is the right thing to do, with the Chancellor launching a £30 billion plan for jobs in July, including measures such as the £2 billion kickstart scheme to help young people. It is very clear to me where the commitment lies. They are a Government focused on providing new work opportunities and not pretending to people that there is always a job to go back to in perpetuity. We cannot, after all, as a society of taxpayers, fund what would be the Opposition’s classic policy of letting people fail. This is a Government prioritising support and resources for jobseekers and the provision of retraining for those who need it.
Unlike the Opposition, who seem to thrive on the perceived delights of hindsight, the Government thrive on foresight: as the crisis evolves, their policy evolves. The Government have put people’s livelihoods at the very heart of the covid-19 policy and continue to act in the national interest while balancing the simultaneous objectives of keeping schools open and the economic engine firing and saving lives in more ways than one.
The Conservative party is the party of economic competence and sound financial management. This Conservative Government have stood up and protected jobs, incomes and businesses with unprecedented measures. They have not cowered under the weight of the pandemic; they have not abstained under the weight of the pandemic. At their heart they have enterprise to create, support and extend opportunity to as many people as they can.

Commons ChamberI want to start by paying tribute to the businesses up and down the country who have done so much to protect us at this time, businesses such as: Quotient Sciences in Rushcliffe, working day and night to develop coronavirus treatments; Ruddy Fine Gin in Ruddington, which converted its production line to make sanitiser and donated hundreds of bottles to vulnerable people; or Cheff— Clean Healthy Energising Fresh Food—in Lady Bay, which produces a range of fresh, healthy meals and has donated them to frontline NHS workers and the most vulnerable. I have always believed in supporting business, because business supports our communities. That is why I am so grateful to the Chancellor for the comprehensive response to the financial jeopardy many businesses found themselves in under lockdown.
The furlough scheme is effectively credit to business. My grandparents used to call credit never, neverland. Does my hon. Friend agree that unlike the Opposition, who live in never, neverland and thrive on the delights of hindsight, this Government take their responsibilities seriously and want to support people back to work?
The furlough scheme has done so much over the past few months for people in my constituency. In Rushcliffe, over 12,500 jobs have been protected by the coronavirus job retention scheme, over 3,000 self-employed people have been claiming support through the self-employed income support, and over £18 million in grants has been distributed to businesses in Rushcliffe. However, my hon. Friend is right that we must have sound public finances and that we cannot just carry on with support in this way forever.
Contrary to the claims of the parties on the Opposition Benches, support for business and jobs is not ending in October. It is changing. We must be honest with ourselves and the public about the future. Our economy is going to change. Coronavirus did not just press pause on businesses, but accelerated the big changes we will see in our economy and were always going to see in our economy in the medium term through the adoption of new technologies such as AI, data analytics and robotics, the fusion of our digital and physical worlds, changing the world of work as we know it and changing the mix of skills in the economy.
Change is unsettling. It makes us anxious and fearful. However, it also provides huge opportunities and we must make sure that those opportunities are there for everyone. The measures the Government are now taking as part of their plans for jobs will help to make sure that that is the case: over £100 million to triple the scale of traineeships; £32 million to recruit careers advisers for 250,000 people; double the number of work coaches to help people find jobs where they may have been lost; triple the number of sector work-based placements; and investing in apprenticeship creation for people of all ages. That is what the Government are, and should be, focused on: training people for the new economy and the new opportunities it will bring.

Commons ChamberI will keep this short and sweet, Mr Deputy Speaker, as time is precious and you do not need me to reiterate what we know is a bold and decisive plan—a plan for jobs; a plan with people and their livelihoods at its heart.
The Chancellor has yet again acted with a keen eye to preserving employment and our fiscal and economic capacity. As we recover from covid-19, the No. 1 priority of the Government has always been to protect jobs. Just as the virus scythed through society and did not articulate who it was going for, any economic impact will cut deep swathes. It will not discriminate; it will cut across us all. What we must remember is that this time it is not an endogenous shock triggered by huge imbalances; it is not man-made, as it has been in the past by Labour Governments. This is a slowdown necessitated by covid-19 and we have seen decisive action by this Government, who for the last few months have given us stabilisers to protect our livelihoods and who now recognise that we need to get the economy back into a higher gear.
My No. 1 priority as the MP for Stourbridge has always been to protect jobs. As a youth in the early ’80s, I saw the impact of unemployment on young people. That, combined with my strong belief in the nobility of work, means that I am over the moon about the Chancellor’s kick-start scheme, which will give 16 to 24-year-old youths the best possible chance.
I make an unabashed plug to get nail bars and beauty salons open. They are often run by people who have been on traineeships themselves and who now run their own businesses, proving that traineeships work—they are capitalists at their finest and of the future. Please, let us get them open.
This Government are giving us the tools to enable, facilitate and empower us all. The virus is not of our making, but we must make the best of it. We must be transformational and dig deep in the spirit of entrepreneurism. If you cannot sell it, online is your new high street and your new export opportunity. This is about being entrepreneurial, about foraging for opportunities and of course about jobs, jobs, jobs. This has been at the heart of my recovery plan for Stourbridge. I also welcome the joint announcement today from Andy Street and the Department for Work and Pensions that youth hubs will be set up, helping to join up local employment and training services and to ensure that they are targeting young people. This builds on the already great work being done by our jobcentres across the west midlands.
The Government’s support throughout the crisis has been decisive, and it will be a major factor in how we will come out of this period It is clear from the actions that the Government have taken that they are not a Government who leave people behind. They are a Government who put people and their livelihoods at their very heart. However, this will depend on our shared responsibility to contain the virus and, of course, on whether a vaccine—

Commons ChamberThe Finance Bill is presented at a time when the UK is fighting a destructive, invisible force, which is, of course, covid-19. The Government are operating and developing policy in unparalleled times and at unprecedented speed. Co-operation and collaboration are key to overcoming covid-19, and to making, and keeping, people safe.
That co-operation and collaboration are evident nowhere more than between the Government, the Treasury and the Bank of England in their financial response to tackle the consequences of covid-19. The Chancellor acted swiftly and decisively, with a profound level of financial support for individuals and businesses, to cushion them from the economic impact of policy to tackle covid-19, with a keen eye to preserving employment and productive capacity. Our Prime Minister is orchestrating the limbs of Government, demanding that they stretch every sinew to ensure that the engine rooms of our great economy have the support that they need to recharge our return to economic normality.
Of course, given their heroic efforts, it is those on the frontline and operating in the care community to whom we owe a debt of gratitude. They are our life-support system at this time of extraordinary need. It seems that we are a country with a deeper and perhaps more visceral understanding of the vital role of the NHS in our lives—a sense of rekindled communion. It is with that same sense of communion that we must, as a nation, seize new opportunities and new ways of doing things as we emerge from this immense time of uncertainty.
The economy is a vital component of that. One of the biggest discussion points has been how far policy should go in constraining the economy in order to beat covid-19. Just as the NHS and other key workers have been instrumental in safeguarding us through lockdown, we must now look to unleashing the entrepreneurial endeavour and innovation of businesses that will, with the support of the Government, be the next stage of delivering us out of these astonishing times. I therefore welcome the Government’s clear plan of investment in research and development, which will stimulate growth, drive technological change and attract foreign direct investment.
The Bill provides companies with the ability to push ahead and invest in world-leading research due to the increase in public investment in the area to £22 billion per year by 2025. It is a landmark investment, doubling the amount previously spent supporting world-leading research and infrastructure, investing in experimental research and supercharging public investment in science. It encourages innovation, with research and development tax credits set to rise, creating an environment where private companies will have the fiscal confidence to invest in new products, people and new ways of working, which will be vital during this national crisis.
Investment is essential if we are to maintain international competitiveness and deliver economic sustainability, wellbeing and prosperity to constituencies such as mine in Stourbridge. Advancement in research and development has never been more crucial than now, in combating covid-19. However, we can do more. The Government should consult on widening the definition of research and development tax credits, qualifying expenditure to include data cloud computing. As we enter a world of augmented reality, the next technological revolution is paramount to making a success of post-covid-19 Britain.
We do not need to be experts to understand that the economy is contracting. Less trade is being shipped, productivity is down, and there has been severe disruption to global supply chains. It is, of course, a simple consequence of people not working. People want to be responsible and to contribute to the foundations of society. The welfare state is a safety net that has caught so many people who are in need at this time, but it should never be a long-term solution. We must look at getting people back to work. After all, we have some pretty big bills that will have to be paid.
We must orchestrate our way out of covid-19 together. This is a Finance Bill by a Government taking decisive action towards long-term opportunities using the great evangelism of entrepreneurialism—opportunities that will bring real benefits not just to businesses, but to people in my constituency. I urge the businesses of Stourbridge to take note of the measures outlined in the Bill. It is imperative to have one eye on our collective recovery, as well as navigating through the immediate challenges in these difficult times. The jewel in the crown of this Government is that they put people first. The Bill puts people first. At its heart, it is about getting people back to work, but lifting lockdown only when it is safe to do so.

Commons ChamberThank you, Madam Deputy Speaker. I am thrilled to be standing here today in this great place—the mother of Parliaments—as the hon. Member for the Stourbridge constituency, which is the jewel in the crown and the beating heart of the urban west midlands. It is a constituency with a rich history in glass making; the beautiful Mary Stevens Park; a market town of residential streets interspersed with green spaces; and the stunning Old Swinford Hospital, which is now a school. Only my constituency could have a branch line that is a mere 0.8 miles long. Not even a model railway can compete with that—nor, it seems, can a main line, as I am reliably told that it is the most efficiently on-time train service in the country.
My constituency is the true face of conservatism, defined by the warmest, kindest, and friendliest people. They are hard-working and talented individuals who recognise the importance of responsibility and have pride in their own ability to make something of themselves. My predecessor, Margot James, understood that well. She was the MP for Stourbridge for nine years. She rose up the ranks fast and served Stourbridge well. Some may not agree with her view on Britain’s role in the EU, but that should not distract from her overarching sense of responsibility. In her maiden speech, she said:
“The people of the black country and Stourbridge hold on to certain basic truths that are not just old-fashioned notions that can simply be cast aside…that one should never borrow what one cannot pay back, that we should not foster a culture in which people are led to expect something for nothing”.—[Official Report, 7 June 2010; Vol. 511, c. 61.]
Those are principles that I share with Margot.
I chose to speak in this debate as the Government are committed to ensuring that everyone—whether as an individual or as a business—pays their fair share of tax and understands their responsibility to do so. The Government are, after all, the custodians of taxpayers’ hard-earned money. They have an obligation to spend it as wisely as if the taxpayer were spending the money themselves. Of course, many here will recognise the hand of Mrs Thatcher in those principles. Indeed, it was Mrs Thatcher who changed my world order and who shaped my political thinking. On 4 May 1979, as a teenager, I woke to a Conservative Government. The established political order had been demolished overnight as swathes of the UK turned blue. Fast-forward 40 years and not only has history repeated itself, but the Conservative party has doubled down on Mrs Thatcher’s extraordinary reshaping of our political landscape, with a resounding 80-seat majority.
I would like to take this opportunity to say congratulations to all my hon. Friends whose seats are Tory for the first time in history, from Scunthorpe to West Bromwich West and Dudley North. There are too many for me to mention them all. I thought that 1979 was special, but 2019 was something else. I am thrilled to be sharing these Benches with so many friends and colleagues.
Let me go back to 1979 and the start of my political awakening. A few days after that historic election, my two brothers and I were talking to nan, who, it remains the truth, made the best lemon meringue pie on this earth. My nan and grandpa never spoke to us about politics—ever. The money was on them being lifelong Labour voters, and so it had proved, but, on that fabled day, nan confided to us that she and grandpa had chosen to vote Conservative for the first time in their lives. She said they did so because it was about responsibility. Nan loved Mrs Thatcher’s ethos that the Government are the custodians of taxpayers’ hard-earned money, paid in tax by the likes of my school dinner lady nan. She related to Mrs Thatcher’s simple message that espoused the individual values of ownership, having a society of savers, and the responsibility and accountability of Government to respect and reward this. Nan shared the simple value that it is the responsibility of individuals to take pride in their own ability to make something of themselves—a value that she lived by for the rest of her life.
These values were espoused by my parents, affectionately known as Mac and Babs, and passed down to me and my two brothers. My mum was a teacher and my dad was a white-collar worker. Both were hard-working, resilient and committed to ensuring that their kids had a good education. They created the conditions whereby a comprehensive girl could go to university, own her own home, have a career working across global markets for more than 29 years, and, of course, stand here before the House as the MP for Stourbridge; and whereby one brother went on to become a lawyer and the other a headmaster.
Those values taught me the importance of hard work, resilience and a good education—an education defined not just by academic achievement, but by running for the county and by volunteering for Phab leading one-week holidays for more than 10 years, which I loved with a passion. Fast-forward 20 years: I want to continue this passion to ensure that places of employment become disability confident. The voluntary party has played a big role in who I am today, and I want to say a special thank you to all those who helped and supported me; you know who you are. You can take the girl out of the voluntary party, but not the voluntary party out of this girl. I will continue to support it with the passion with which it has supported me. And so it remains true—as it remains the truth that my nan made the best lemon meringue pie ever—that it is the responsibility of individuals to take pride in their own ability to make something of themselves, and it is with that same pride and responsibility that I will serve my constituency.
With the backdrop of our Prime Minister’s instincts towards opportunity, egalitarianism and one nation Conservatism, it is the opportunity of a fourth industrial revolution that I want to seize in the urban west midlands —a revolution of gigabytes. We have the commitment from the Government for HS2. We now need the commitment to bring the gigabyte factory to the heart of the economic renaissance in the urban west midlands led by the magnificent Andy Street.
We should be bolder when it comes to climate change—not the prophets of doom, but the pioneers of change. I refer specifically to the green belt, which is under much pressure in my constituency. I have long championed the protection of the green belt, and I know that we can do things differently when it comes to building houses. After all, these green spaces are the lungs of this great country. If we are serious about climate change, we need to start thinking differently about how we plan for our future homes and cities, and—importantly—about how we can protect those vast green lungs with fair funding for remediation, and focus on the regeneration of brownfield land.
We need to tackle knife crime—a terrible crime that Stourbridge has witnessed at first hand. My thoughts are always with the Passey family, and I will continue to support the Justice for Ryan campaign until justice is indeed done.
I am a proud midlander, and in true midlander speak, these are pretty bostin’ times. For those who do not know, “bostin’” means amazing and brilliant. Throughout this speech, I have talked about responsibility, whether as a Government or as an individual, and about taking pride in everything we do. I am proud to be part of a Government who understand their own responsibilities: towards fiscal conservatism, advocating low taxes while understanding their obligations to schools and further education; to the NHS, security and policing; to facilitating conditions that are beneficial to the business community; to their solid commitment to the transport infrastructure of the future; to their unwavering commitment to one nation Conservatism; and to those who lent us their votes in 2019. It will be my responsibility—one that I will not take lightly, but with great pride—to ensure that the Stourbridge constituency is a key beneficiary of this fantastic one nation Conservatism, which has its heart firmly rooted in this great and united kingdom.
