Commons ChamberWhile we respect all the rights of those in the trans community, it is clear that biological men cannot breastfeed. It is remarkable that we are in a position where the Labour party leader cannot define a woman. I think he said something like 99.9% of women do not have a penis. On that basis, we cannot rule him out from running to be Labour’s first female Prime Minister.
My constituent Sarah has been waiting more than six months for a biometric resident’s permit, during which time she cannot work, access free healthcare or leave the country. Will someone do something to get her the status she deserves, so that she can go on with her life?

Commons ChamberThe traffickers organising these dangerous crossings are putting lives at risk, and it is vital that we do everything we can to protect them and prevent them from operating from France. We must break the business model of criminal gangs exploiting vulnerable people. Our position is clear: people should claim asylum in the first safe country they reach, and they should not risk their lives by making these dangerous journeys across the channel.
The Home Office is taking lawful action in the channel to disrupt the traffickers’ life-threatening and criminal business model, and that really should not be in question. This Government are taking urgent and necessary measures to fix our broken asylum system, stop people traffickers, and deter illegal entry, and I am most disappointed that the hon. Gentleman and his party did not see fit to support that.
The Home Office proposals are immoral, dangerous and, as we have just heard, illegal, because they break international law. This Government want to force others to do their bidding by breaking international law on their behalf. Any QC and Attorney General worth their salt would be telling the Home Secretary to forget her plans and not to break international law. Why will the Attorney General not step up to the plate?
The UK prides itself on its leadership within the international system and it discharges its international obligations in good faith. We have a proud history of providing protection to those who need it and to migrants who have a lawful basis to be here. My personal background is one such case of reference. Let me just say this. I have acted for the Government in court on several immigration and asylum cases—many, many of them—and I can tell the House that our asylum system is broken. Our Bill fixes it and it is a shame that the hon. Gentleman voted against it.

Commons ChamberI fully recognise the importance to fishing communities in Leigh-on-Sea of leaving the common fisheries policy, and my hon. Friend is a strong voice for those communities. We fully expect to negotiate as an independent coastal state in 2020 and, as the Prime Minister set out earlier this week, the interests of UK fishermen are at the forefront of our thinking as we consider the different options that have been proposed. What is clear is that, when EU rules no longer apply, the UK will be making its own decisions. We will control access to our own waters and we will seek to gain a fairer share of quotas.
What discussions has the Minister had with the Secretary of State for Environment, Food and Rural Affairs and with the Scottish Government about replacing the European maritime and fisheries fund and devolving the equivalent budgets?
All European maritime and fisheries fund projects approved before the UK leaves the EU will be fully funded under the Treasury guarantee, even when those projects are not completed by the UK exit date. Work is under way to consider the long-term future of all the programmes that are currently EU funded. Leaving the EU means that we will want to take our own decisions about how to deliver the policy objectives previously supported by EU funding.

Commons ChamberI was delighted to visit the ports of Immingham and Grimsby at my hon. Friend’s invitation. I was very impressed by the energy estuary, which is located there, and by the wealth of experience and output. It is the energy powerhouse for our nation.
The Conservatives are already arguing about what promises were made, or not made, at the Dispatch Box on Tuesday night; the Cabinet cannot agree a position on the EU; and the Brexit Secretary threatens to resign every other week. What message does that send to the international business community?
Well, let us look at the facts. As I said, CBI data shows an increase in output generally, the OECD revised its forecasts upwards for this year and next, and there is record low unemployment throughout the country. Those are signs of an economy that is confident and optimistic about the future, not one such as the hon. Gentleman describes.

Commons ChamberI pay tribute to my hon. Friend for his lifelong advocacy for the British Asian community, not least in the 1990s when he encouraged my mother to stand as a local councillor—you could say, Mr Speaker, that my hon. Friend is to blame for my being here today.
Leaving the EU offers us the opportunity to forge a new role for ourselves in the world. The Prime Minister’s first bilateral visit outside Europe was to India, which is very telling. It was encouraging that the Indian Finance Minister visited the UK for the year of culture launch in February last year. I am optimistic about the opportunities that leaving the customs union and the EU presents for UK-India relations.
Her Majesty’s Revenue and Customs is launching a new customs declaration service, which is due to go live in January 2019. Has it been designed to deal with the fourfold increase in customs declarations that will be required post Brexit?
The customs infrastructure is going through the upgrade that the hon. Gentleman mentions, and that is on track and on target. I am looking forward to the opportunity to build on our customs regimes so that we have a customs and excise framework that sets the standard for the world.

Commons ChamberWhat I am aware of is that the reforms are part of a package that includes an increase of free childcare to 30 hours, which is worth about £5,000 and will help working families combine work and childcare. That is how we are going to help children. Work, not benefits, is the route out.
Beveridge’s guiding principles were clear—the individual has to take greater responsibility, alongside the state establishing a national minimum standard to ensure that the most vulnerable are looked after and that the system is sustainable. The main problem with the existing welfare system is that it has allowed businesses to act in a way that is both unpalatable and bad for the economy. It has facilitated the underpayment of workers, which has allowed chronic under-training and under-investment in staff. The problem is simple. If a business or an employer knows that low wages will be topped up by the state, what is the point of investing in its workforce? What is the point of investing in training or promotion?
Does the hon. Lady think it is fair that businesses will get a taper on the increase in wages? She complains that tax credits subsidise businesses, yet the poorest in society will not get a taper—their income will be cut right away in April. How is that fair?
The Government are pragmatic and sensible, and they will be responsive. They will make announcements in the autumn statement that will deal adequately with that issue. [Interruption.] I have limited time and I want to make progress. It is important that we make work pay by stopping businesses underpaying their staff.
My next point is that we need to ensure that everybody keeps in mind the fact that the reforms are part of a package. The new measures on free childcare, the rise in the personal allowance, the tax lock on income tax, VAT and national insurance, and the welcome introduction of the national living wage will all ensure that household incomes rise over the course of this Parliament. People will be able to keep more of the money that they earn, rather than pay it in tax, which would just go to more Government expenditure.
Finally, the manner in which the Opposition have behaved is shameful. Prior to the election, there were suggestions that they would back our welfare reforms, acknowledging that welfare had become unsustainable and costly. They equivocated and suggested support. Even in July the right hon. and learned Member for Camberwell and Peckham (Ms Harman) was clear in her support for the reforms. What we have seen now is opportunism and the politicisation of an issue on which consensus is required. That is shameful and underlines the Opposition’s lack of integrity and decency, when we need cross-party support on this difficult issue. I support the clauses as drafted and expect the Opposition to do so too.
