It is a pleasure to serve under your chairmanship, Mr Sharma. I thank the Minister for his very thorough and wide-ranging introduction to the instruments. Like the shadow Minister, I do not intend to divide the Committee and I support the broad thrust of the proposals. The Minister referred to all the expertise that is on this Committee. I certainly do not count myself as being among the experts—I am slightly outside my comfort zone—but I have a couple of slightly geeky, lawyerly questions for the Minister.

The two draft orders that relate to the IBRD make perfect sense to me, because we can track through where those proposals have been approved by members by way of resolution. As far as I can see, however, the order relating to the IFC has not yet been approved by the membership of those institutions. Is it not slightly premature to bring the draft International Finance Corporation (General Capital Increase) Order 2019 before us? Essentially, we have been asked to approve payments of monies that have not yet been formally requested by those institutions. Could the Minister say something about why those IFC resolutions have been delayed? I have heard suggestions that it is related to the US blocking the resolutions until the rules have changed so that it retains a veto over future IFC capital increases. If that is the case, it would be interesting to know the Government’s position on that.

There is a second issue that I want to flag up. We have two instruments that relate to the IBRD, but just one that relates to the IFC; it is a general capital increase order, and there is no selective capital increase order. I understand that is because the UK will not get any additional shares as part of that rebalancing exercise, and therefore no payments of monies would be required. I totally understand that and have no reason to doubt that what is going on is perfectly fair, but it is slightly ironic that the one proposal going to the Royal Bank of Scotland that sees the UK’s share capital and voting influence being diluted does not require an instrument to come before MPs for scrutiny. As I say, I have no reason to suggest that anything untoward is going on, but we should have some alternative means of debating those proposals.

More broadly, I support everything proposed in the instruments, but there must be a question mark over whether the spending of such significant sums of money deserves slightly more interest than an albeit expert Committee on a quiet Monday evening in Parliament. These proposals were made several months ago, and I would suggest that we should have these debates in the Chamber and give the orders slightly more detailed scrutiny than we can give them in this short time span.

While everyone needs to take responsibility for issues that have happened in the past in Libya, it would be a little unfair to suggest that things were perfect before our engagement there in 2011. We all recognise that there have been major problems for some time, but the tragedy of what has happened in Libya and elsewhere is that things at least seemed to be better when there was a strongman dictator in charge, and that when we tried to move towards a more pluralistic and democratic outcome, things got worse. In my view, that should not in any way be a justification for dictatorship or autocracy, but it has tended to be the case. A number of dictators, including Gaddafi, have been supported by the west in the aftermath of 2003 and leading up to 2011. These are difficult issues that we inevitably have to deal with, but responsibility has to be shared with the people on the ground. The tragedy of what has happened in Libya is that it has been a divided country almost since it was created—it was created using rather an artificial divide—and the only time there appeared to be stability was under a dictatorship. That is a terrible lesson for future generations of Libyans to learn.

As we have heard, many thousands of migrants have already suffered outrageous human rights abuses in Libya, including in appalling detention centres. Will the Government now argue at international level for an urgent rethink of the inhumane policy of facilitating the return to those very conditions of many of the migrants being rescued from the Mediterranean?

I am sure that the hon. Gentleman will forgive me for saying that that is clearly a matter for the Home Office, rather than the Foreign Office. However, if the humanitarian situation in Libya deteriorates further, clearly the whole Government will have that in mind.

I slightly take issue with the hon. Gentleman, in that I think our intelligence services enjoy massive public confidence, and they deserve to do so. They put their own lives in danger sometimes, and they work to the highest standards of decency and democratic values that anyone could ask for. Instead of saying that they lack public confidence, I would like to take this opportunity to say that they enjoy enormous public confidence and they deserve to do so. I hope that that will continue.

I welcome the choice of debate and the motion, and I particularly welcome the call for effective action to alleviate the refugee crisis. With 23 million refugees worldwide and more than 40 million displaced internally, this is indeed, as has been said, one of the toughest global challenges of our time. There is no silver bullet to solve it, but Governments working together can achieve a great deal to alleviate the dreadful suffering and misery that it has brought—through efforts on conflict resolution, international aid and crucially, through the provision of safe legal routes for those fleeing persecution.

In my view, the report card on the Government’s response is mixed, with significant room for improvement. Let me start on a positive note with the role of the Department for International Development. As the Minister said, there is no doubt that UK aid in countries such as Lebanon has been hugely significant. In that respect the UK is playing its part, and long may that continue. However, it cannot and must not be the case that playing a part through international aid absolves any country of the responsibility of hosting a share of those who have fled persecution. In fairness, I do not think anyone is arguing with that, but on the question of whether the UK has played its part in sheltering its fair share of refugees in response to the crisis, I still believe that the Government have fallen short. Can we and should we be doing more? Undoubtedly, the answer is yes.

From the outset, the Government’s approach to resettlement and relocation of refugees and asylum seekers went essentially from strong resistance to extreme reluctance, only then to find that once the programmes were up and running, they can be genuine successes and make a genuine contribution to the international crisis. A case in point is the Syrian refugee resettlement scheme, which the Minister pointed to. It was introduced by the previous Prime Minister following what can only be described as a summer of resistance from the Home Office. Only after immense public and parliamentary pressure, magnified by the tragic pictures of little Alan Kurdi’s body washed up on the beach at Bodrum—who can ever forget them?—did we finally see a hugely welcome announcement that the UK would accept 20,000 vulnerable Syrians by 2020.

No scheme is perfect, but as I think everyone in this Chamber would agree, once up and running it has proved an extraordinary success. Across the UK, we have been very pleased to see more than 9,000 refugees arrive. As part of that, we were delighted to see the 2,000th arrival into Scotland just last month, and our thanks and congratulations go to all involved in making that happen.

Resettlement works and can make a crucial contribution to the task of the UNHCR. I hope that the Government’s initial reluctance towards resettlement schemes is now a thing of the past. As the Home Affairs Committee recently recommended, it is important that the Government establish a more general resettlement scheme for the future, echoing calls from the UNHCR, which estimated that 1.19 million people were in need of resettlement globally in 2017. It has asked the UK to aim for 10,000 places each year.

Whereas the Government’s report card on resettlement would say, “Solid start but could do better,” their record on solidarity with our European neighbours has fallen further short. It is worth remembering that at the outset, the Government even opposed the introduction of the Dubs scheme before being forced to accept a watered-down compromise. Despite that scheme having been significantly watered down, it is another example of one that can work and transform lives, as we saw when the Home Office was eventually pressed into urgent action by the impending demolition of the camps at Calais.

Although the recent change to the cut-off date applied to the Dubs scheme is a step in the right direction, this Parliament should insist on revisiting some other restrictions that the Government have placed on it, including, most obviously, the desperately inadequate “specified number.” We should insist on the necessary investment to make it work properly. We should find the children in Greece and Italy, and not make them resort to using people smugglers or travelling to Calais.

It is not only children who need protection, but men, women and children all require safety. Long before the Dubs amendment was tabled during the passage of the Immigration Act 2016, my party argued for UK participation in EU proposals to relocate refugees and asylum seekers from Italy and Greece to other member states. It is to our huge regret that efforts at establishing a relocation scheme have continued to flounder.

As we have heard, what does exist is Dublin III. It is far from perfect, but it is there and must be made to work much more quickly and effectively. The recent agreement that the Government reached with France seeks to significantly reduce the processing times for take-charge requests, and that is very welcome. However, huge problems still exist with accessing the asylum system altogether. We should not be waiting for children to come to us, but actively seeking out those who may have grounds for transfer to the UK. Otherwise, it is inevitable that there will be further deaths as young people and children undertake hazardous trips to join family here.

We need to work faster in other countries, too—notably in Greece and Italy, where it can take up to a year for the Dublin process to run its course. If we can do more to fix delays here and to find potential applicants in those countries, we will undoubtedly save men, women and children from hazardous onward journeys, people smugglers and exploitation.

Resettlement, relocation, and Dublin are three examples of safe legal routes that we support that can help to prevent dangerous journeys and alleviate suffering, but let me mention one more: family reunion. Scottish National party Members have repeatedly argued that rights to refugee family reunion in the UK are simply too restrictive. People with family in the UK are clearly the ones who are most likely to try to get here, but by making it virtually impossible for too many categories of family members to qualify for family reunion, including siblings who are over 18, too many are left with no choice but to make dangerous journeys.

My hon. Friend is making a very good point about family reunion. Does he agree with me and my constituents, including children from St Mungo’s Academy and Garnetbank Primary School, who see the absolute logic of being reunited with their family? They do not see the difference between someone being a day under 18 or a day over it—they are their family. Does he agree that we need to do so much more to ensure that those families can stay together? If children at primary school and secondary school can see the logic, why do the Government not see it?

I agree, and I urge hon. Members to support the private Member’s Bill that has been introduced by my hon. Friend the Member for Na h-Eileanan an Iar (Angus Brendan MacNeil). I very much hope that it is passed. He has support from the Refugee Council, the UNHCR, Amnesty International, the British Red Cross and Oxfam, among others.

Indeed, the Red Cross, Oxfam, the Refugee Council, Amnesty and the UNHCR have said that having this Bill is their priority. Does my hon. Friend also welcome the warm words that I detected from the Minister regarding this Bill on family reunification—for codifying what is happening and giving people the legal right and assistance from legal aid, which is also in the Bill? That important part of it would enable the rights that hopefully the law would bring. I think the Minister is warm to it, at least.

My hon. Friend makes a series of valuable points. In Scotland a degree of legal aid still is available to support these applications, which are not straightforward, as a recent report from the Red Cross made absolutely clear. Ensuring that those who need legal aid have access to it would be a hugely welcome development.

On another day we will debate our asylum system for those who seek protection once they are here. Suffice it to say that on the SNP Benches, we see massive scope for improvement. Regular reports are critical of asylum casework, with backlogs and under-resourcing contributing to poor decision making. The Compass contracts for housing are little short of a disgrace. Levels of support are shocking, the right to work is ludicrously restricted and the move-on period after a positive asylum decision is a shambles. In Scotland, we recently launched our second refugee integration strategy. The Welsh Government have one and it is now time for this Government to produce one. Talk of a two-tier asylum system must be shelved, as must dangerous talk of seeking to redefine the very concept of what it means to be a refugee.

The crisis is not going away anytime soon. As the motion says, conflict resolution must be central to our foreign policy. I highlight, for example, the Scottish Government initiative to train women from conflict zones around the world on peacekeeping and conflict resolution as the sort of initiative that Governments across these islands can take. And we have barely begun considering what climate change will mean for migratory flows. New Zealand is considering a humanitarian visa category for people displaced by climate change. That is the sort of conversation we will have to have here as well.

In conclusion, I wish to make one further point. Sometimes in these debates we speak as if hosting refugees is necessarily a hardship for our country. It is important to put it on the record, therefore, that, given the chance, refugees far more often go on to make incredibly positive contributions to their communities and new countries and to bring great joy to their new friends and adopted families.

I endorse what the hon. Gentleman is saying about the response from the refugee families who come and live in our communities, but may I also point out what it does to the communities themselves in rejuvenating a sense of civic responsibility, caring and community, which is vital to our future as a society?

I welcome that intervention and agree with it wholeheartedly. These refugees are determined to take advantage of the amazing second chance given to them to live a life free from persecution. We can make that happen—the UN convention on refugees is the framework that allows it to happen. I simply urge the Government to work harder than ever to support that system and to deliver as many opportunities as they can.

It is a pleasure to see you in the Chair, Mr Hollobone. I congratulate the hon. Member for Cardiff South and Penarth (Stephen Doughty) not only on introducing the debate, but on his speech and his ongoing work with the all-party parliamentary group.

It is extraordinary to believe that with political will we could achieve the sustainable development goal of ending the AIDS epidemic, to all intents and purposes, by 2030. As others have said, however, and as the recent campaign has highlighted, “It ain’t over”. Success is a long way from being a certainty. Indeed, to get close we will all need to up our game, as it seems that the 2020 interim target is likely to be missed. As the statistics cited by the hon. Gentleman illustrate, the scale of the progress gives us grounds for optimism, but the scale of the remaining challenge is formidable.

Some key obstacles are pretty predictable in the context of international development. One is, of course, money, with the Joint United Nations Programme on HIV/AIDS predicting that a $7 billion annual funding gap needs to be filled by 2020 if we are to get back on course. In fact, we seem to be going in the wrong direction. A second obstacle, which other hon. Members have highlighted, is attitudes. Epidemics will flourish where fear and prejudice stop people receiving the services that they need to live healthy and productive lives. Horrifyingly, there remain HIV criminalisation laws in no fewer than 72 countries.

Now more than ever we need a detailed strategy, and careful and generous funding—so where is the UK in all this? Undoubtedly, the UK has an immensely strong track record, and has been a world leader, particularly through its founding role and contributions to the global fund. However, there are genuine concerns that it has been losing its relentless focus and leadership role, so it is welcome that this debate has provided an opportunity to air those concerns.

There have been concerns about a decline in funding for certain HIV and AIDS projects, including cuts to direct funding for civil society organisations, which are so important in overcoming stigma and prejudice. There has been an overall shift away from bilateral programmes and HIV-specific projects. I accept that the Government will offer justification for that, which does have some reason behind it. Moving disease-specific programmes into wider sexual health or health and development programmes can, if done well, be more effective and sustainable. However, done badly it can undermine the work towards the goal. For example, among the clear challenges of such an approach is the problem of assessing exactly how much we are spending and what impact it is having. The hon. Member for Cardiff South and Penarth highlighted the example of the HIV policy marker, which seems rather opaque.

Over the last couple of years, as other Members have said, we have been without specific position papers or strategies to help assess priorities and the UK’s impact. Finally, there is a concern about a lack of ministerial presence and leadership at international meetings and summits.

There is no doubt that what DFID seeks to do is good and welcome—supporting country-led and integrated responses that meet the holistic needs of target populations—so why not say that loudly and boldly with a strategy? At the very least, be more explicit about HIV and AIDS policy goals in frameworks. Why not make funding more transparent, and the assessment of progress towards clear goals more robust? Why not once again play a robust, outspoken leadership role? The opportunity is there to meet the 2030 goal, and for the UK to be pivotal to that achievement. Let us grasp that opportunity.

I beg to move,

That this House has considered the International Day of Democracy.

It is a pleasure, as ever, to serve under your chairmanship, Mr Betts. In 2007, the UN General Assembly resolved to observe 15 September as the International Day of Democracy. The aim of the day is the promoting of and recommitting to the principles of democracy. Member states are invited to mark the day as one for celebrating our achievements in democratisation, but also for recognising the shared challenges in nurturing democracy at home and abroad. While we are not quite yet at 15 September, I do not believe there is any harm in kicking off the celebrations early.

I turn first to article 21(3) of the universal declaration of human rights, which states:

“The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.”

That simple but powerful principle, expressed as a human right, seems common sense to us all here today, but for most of our history it was quite the opposite, and it remains disputed by too many regimes across the world. I hope the debate will be outward looking in considering the challenges facing democracy across the globe and what we, both as a state and as parliamentarians, can do to support democracy abroad. However, the debate should also be self-reflective, as we look at the steps we need to take here to help democracy flourish.

This year, the theme of the International Day of Democracy is democracy and conflict prevention, focusing on the need to strengthen democracy not only as a good thing in itself, but also so that we can manage and reduce the risk of violence and conflict. That can be seen at all levels of polity, whether we look at the global level, across our European continent or within these islands. Even the briefest of surveys suggests that, where democracy, rights and civil society are disregarded—often for short-term gain—peace and stability are undermined in the long term and conflict ensues.

The link between democracy and peaceful societies is recognised by goal 16 of the sustainable development goals, which seeks to:

“Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.”

Such institutions play a vital role in preventing the spread of violence, which can have destructive and disastrous impacts on a country’s development. In the context of war and violence, it becomes virtually impossible for a country to combat challenges such as extreme poverty, lack of access to education or gender inequalities, for example. Goal 16 and the prevention of violence are therefore fundamentally important to achieving the ambitions and the ambitions agenda set out by all 17 global goals for sustainable development. I am sure the Minister will be eager to update us on the UK’s progress in achieving those goals—goal 16, in particular—both internationally and at home.

It is appropriate to turn to what the UK is doing to support democracy abroad and on conflict prevention, and to ask where there is still room for progress. In 2016, the House of Lords International Relations Committee published a report on co-operation between the UK and UN, and outlined priorities for the UN’s new Secretary-General. It concluded that:

“The UN needs to invest more in conflict prevention. Member states should consider awarding more financial resources, intelligence and analytical capacity to support the ‘good offices’ of the Secretary-General. The UK should take the lead in this field.”

It would be helpful to hear from the Minister what progress has been made in that regard.

The report identified a number of ways in which the UK could further assist UN peacekeeping operations, including by increasing our contribution and stepping up support for the training of other forces. It also suggested that:

“The UK might provide ‘greater and more systematic general and specialist training, which could be expanded to special training’ to address the issue of sexual exploitation and abuse by UN peacekeepers.”

Similarly, it would be useful to hear from the Minister about what work is under way to take forward that recommendation.

Another significant development in the past few years is, of course, the conflict, stability and security fund, which is overseen by the National Security Council. In terms of budget, it is potentially now one of the world’s largest mechanisms for addressing conflict and instability. I think there are questions over the accountability of that fund, and it is early to say how effective it has been and whether its role is defined appropriately, but we should recognise some of its important contributions. Over the past couple of years, it has funded a doubling of the UK’s troop contribution to peacekeeping through two new deployments: providing essential logistical support for the African Union mission combating al-Shabaab, and providing 370 UK military personnel to give engineering and medical support to the UN mission in South Sudan. I pay tribute to the personnel undertaking that work. Again, it would be helpful to hear more from the Minister about how the CSSF will aim to support democracy and conflict resolution in the years ahead.

Another way in which the UK can play its part is in promoting democratic values through its participation in the Community of Democracies, which is an international organisation founded in 2000 that aims to strengthen democratic norms and values around the globe by combining the expertise of Governments, civil society and the private sector. The next Community of Democracies conference is scheduled for later this month in Washington DC. However, I understand that there are concerns that the meeting will not take place as President Trump is still to commit to hosting the event. As a member of the governing council, I hope the UK Government will make representations to ensure that the conference takes place. I will be grateful if the Minister will comment on whether that is under way.

It is also important to remember the great strides taken by the UK’s devolved nations in promoting peace and security around the world. Aside from playing its role in welcoming refugees fleeing violence in Syria, and providing funding to aid agencies in that region, Scotland will be working with the UN to host an international women’s summit in Edinburgh. That will support Syrian women by providing training in communication, negotiation and post-conflict planning, to help ensure that women play a key role in building a lasting peace in the region when the opportunity arises.

My hon. Friend rightly mentions the role of women in making peace. The Finnish Crisis Management Initiative found that, since 2000, fewer than 2% of peace agreements were signed by women and fewer than 9% of peace negotiators were women. Does he agree that a whole lot more needs to be done to bring women into that process, to bring a lasting peace that works for everybody in society?

I absolutely agree with my hon. Friend. I very much hope that the Scottish Government’s work with the United Nations will at least set that ball rolling in the context of the crisis in Syria and the middle east. That work certainly has to be done on a far greater scale in relation to conflicts around the world.

As well as asking questions of our Government, I will turn to the work of individual parliamentarians and what we can do to support peace and stability through strengthening democracies abroad. I freely confess that, until the debate, that is probably not something I had given enough thought to, never mind participated in, so what follows will really be a tribute to the work of colleagues across all parties who are taking action where I have merely made speeches. By way of a very immediate example, Iraqi Kurdistan will hold an independence referendum on 25 September. The Scottish National party will share its experience of holding a peaceful, democratic referendum, and members will attend as observers.

The SNP’s Westminster Foundation for Democracy project liaises directly with the Kurdish regional Government and the three main political parties there. Each of them has agreed to a cross-party delegation to Scotland and London in 2018, to review and learn from the processes of the UK and Scottish Parliaments. The main objective is to strengthen the case for resuming the normal parliamentary processes of the Kurdish Parliament, which was disrupted following violence in 2015. I pay tribute to my colleagues—and former colleagues from the previous Parliament—who have already been in Kurdistan, met politicians there and worked to strengthen the understanding of the operations of our Parliaments here. I know that other parties have had similar experiences with their own projects, and it is right that we take the time today to reflect on what we, as a Parliament, can offer to people elsewhere, by means of training and capacity building, as they seek to enhance or even restore democratic rule.

The International Day of Democracy is not only about what we can do to support democracy elsewhere, but is a chance to look at where we are going wrong here. Indeed, it undermines our arguments for there being democracy elsewhere if we are not seen to pursue best practice at home. I had the privilege of meeting Maina Kiai, the former UN special rapporteur on the rights to freedom of peaceful assembly and of association, on his last official visit to the UK. He said in his report on that visit:

“It is imperative that the same standards that the UK calls for internationally…are implemented domestically.”

Building democracy must be an ongoing process of renewal, not just an historic roll-call of celebrated achievements along the road to where we are today.

Everyone here today will have their own ideas about what more can be done. My party will continue to advocate for the abolition of the House of Lords. In Scotland, we implemented votes for 16-year-olds and put in place the Community Empowerment (Scotland) Act 2015. We also opposed the Trade Union Act 2016 in Westminster because of its attack on the democratic right of freedom of assembly and association, and we stood against the oversized powers of the Investigatory Powers Act 2016 because of their invasion of privacy. Ultimately, my colleagues and I would argue that our goal of independence is about enhancing democracy and the accountability of political decision-making in Scotland.

Putting all that to one side, today I want to focus briefly on another piece of legislation. My party has repeatedly voiced concerns about the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014, having heard about some of its impact on genuine charities that are trying to inform debate. Everyone in the House can appreciate that there is a difference between charities working to fight injustice and a commercial lobbying firm seeking to shape a debate in their client’s favour. Treating lobbying firms and charities as the same seems to be entirely the wrong way to go about it. Registered charities are regulated in a different manner than lobbying firms, so the elision that occurs in their treatment under this Act seems very much to be a backwards step. We know from various reviews that it caused serious problems for charities at both the 2015 and 2017 elections. I therefore ask the Minister, who might not know himself, but can raise it with colleagues, when will the Government respond to Lord Hodgson’s report on the Act? How do they plan to implement its recommendations and what is their timeframe for doing so?

In concluding, I am grateful as a parliamentarian to have had the opportunity offered by the International Day for Democracy to reflect on what we can do to support democracy abroad and nourish it at home. It is a human right that we should never take for granted, and I look forward to hearing the contributions from other Members today.

We may not have had a huge number of contributions, but we have definitely had some very powerful, thoughtful and varied ones. The hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie) put me to shame: within three or four months of his election he has already participated in a trip to try to help support democracy abroad. It has taken me more than two years since my election even to speak about it, but I am inspired to put that right.

As ever, the hon. Member for Strangford (Jim Shannon) made an incredibly powerful speech. He reminded us that democracy is about not just having a vote, but having a voice and other fundamental rights, including, of course, freedom of religion. In a previous life, I acted as an immigration and asylum lawyer, and I met clients from a number of the countries he mentioned. As ever, I pay tribute to the work he does in championing freedom of religion and other fundamental freedoms through his all-party parliamentary group and during debates.

I was very sorry to miss the Thomas Muir lecture of my hon. Friend the Member for Edinburgh East (Tommy Sheppard), so I was very grateful to have the opportunity to hear some of it today. He was as eloquent and powerful as ever in raising questions about the democracy we have here—particularly relating to the House of Lords and the electoral system. More fundamentally perhaps, he spoke about the link we should see between democracy and other issues relating to empowerment.

The hon. Member for City of Durham (Dr Blackman-Woods) warned about the crisis of confidence that is emerging in some democracies—some very close to home, in eastern Europe—while rightly highlighting the EU’s good work abroad. I was very grateful to hear that we can work together to repeal the lobbying Act just as soon as we get rid of the Government—whenever that may happen.

Speaking of which, I am very grateful to the Minister, who made an incredibly thoughtful and eloquent speech. He answered most—not all—of the questions that were put to him in the course of the debate, but that is better than most Westminster Hall debates. We will perhaps get back to him about the lobbying Act on another occasion. Like the Opposition spokesperson, he highlighted the huge challenges we face in reversing the democratic slide in some countries. He also said that we should take pride in some of the institutions we have established here. He laid down a challenge to us all as parliamentarians to be honest, to engage our constituents properly, to support developing democracies abroad and, more than anything, to build trust among all those institutions. That is a task for us all, and I feel inspired to get on with it after our debate. I hope everybody else does, too.

My hon. Friend is right: this is far from esoteric. It not only touches the hearts of millions of people in our country—as the hon. Member for Gedling (Vernon Coaker) said—but helps to cause increased human misery. The same people are involved in trade in drugs, arms and people, worth up to £13 billion a year, and we are playing a major part in frustrating that trade.

There is increasing evidence that the UK’s legal ivory market has been used as cover for illegal trade. What discussions will the Foreign Secretary have with colleagues about an all-out ban on the ivory trade, as previously committed to?

The appalling treatment that LGBT people face in some countries makes it all the more important that officials here making decisions on sexual orientation-based asylum cases get them 100% correct. Will the Minister at least make representations to the Home Office that no asylum case should ever be refused solely on the basis that a person can return home and hide their sexuality?

I thank the right hon. Member for Doncaster North (Edward Miliband) and the hon. Member for Stratford-on-Avon (Nadhim Zahawi) for securing this debate. Like so many colleagues, I agree that what President Trump has done is absolutely appalling. It is a prejudiced, xenophobic, Islamophobic policy and a horrible, sad episode in the history of a country with such a strong and proud record of welcoming migrants and refugees.

Remarkably, it has not even been six months since President Obama hosted his international summit aimed at encouraging states to pledge more resettlement places for refugees. The background to that summit was that more than 65 million people have been forced to flee their homes—the highest number since the second world war—more than 21 million of whom have had to flee their countries altogether. Presciently, President Obama warned world leaders that

“if we were to turn refugees away simply because of their background or religion, or, for example, because they are Muslim, then we would be reinforcing terrorist propaganda that nations like my own are somehow opposed to Islam, which is an ugly lie that must be rejected in all of our countries by upholding the values of pluralism and diversity.”

That of course is exactly the disastrous mistake that President Trump has just made.

In 2015, the US accounted for 60% of global refugee resettlement places. With President Trump in office, it is now more imperative than ever that other Governments step up to the plate, reject the narrative that he has capitulated to, and send a message loud and clear that we will stand up for and defend to the hilt the precious international system for the protection of refugees established by the Geneva convention of 1951. The question is whether the Prime Minster and this Government will step up to the plate. It is fair to say that I have some doubts, but I dearly and sincerely hope to be proved wrong.

The Government can start proving me wrong today by putting on the record their unequivocal backing for the refugee convention, by abandoning talk of redefining the convention’s fundamental terms, by emphasising their commitment to resettle 20,000 vulnerable Syrians. If possible, which it is, they should do more and expand the scope of refugee family reunion and provide safe legal routes for those escaping persecution. Most importantly of all, will the Government commit today to ensuring that the Dubs scheme for relocating unaccompanied child refugees from Europe will remain in operation in the long term while the refugee crisis continues to unfold? What could be a stronger and more fitting rebuke for such a terrible and divisive decision?

My hon. Friend hints at one of the issues that have caused a stalling of the accession negotiations in recent years. That, too, will need to be thought about, and talked about, during the days before next week’s European Council meeting. There has been no agreement, as yet, on the opening of any accession chapter.

Is not the logic of the proposals that if Turkey succeeds in stopping sea crossings, no refugees will be resettled from Turkey? Is that not a greater incentive than ever for Turkey to wave people on to the boats, and is it not clearer than ever that a better solution is to provide more safe, legal routes?

That is not the nature of the discussion that we are having with Turkey. I do not want to be unkind to the hon. Gentleman, but I think it is slightly simplistic to imagine that Turkey can just switch the taps on or off when it comes to flows of people and the activities of people traffickers. That applies particularly to the sea crossing to the island of Samos. Only 1,600 metres separate the Turkish and Greek coasts at that point, so once a dinghy has travelled 800 metres it is in Greek territorial waters. However, I think on Monday there was a clear commitment by both the Prime Minister of Turkey and EU leaders to finding a way forward, and a recognition that it was in the interests of both EU countries and Turkey for the issue to be settled through a coherent, well-planned strategy such as the one that is outlined in the statement issued by the Heads of Government.
