If, as I hope she will not, she finds herself a Minister after the election and has to make this decision—[Hon. Members: “Hear, hear.”] If she finds herself in that position, I hope that she will discover the truth, which I have already told the House—that the CCRC has already seen the papers, so there is no question of justice being either delayed or denied.
3. What assessment he has made of the effectiveness of the work of the Government Digital Service in implementing the digital-by-default programme.
The Government Digital Service has created the award-winning, world-leading gov.uk, the single web domain for Government information and services, and 25 major services have been redesigned to make them simpler, clearer and faster to use. That will not only provide savings to the taxpayer but improve delivery for the public, so that it is focused on user need, not Government convenience. In the next Parliament, we will deliver government as a platform, building common services such as a once-for-all payments platform.
The Government Digital Service has been one of the current Government’s unsung success stories, improving the efficiency and effectiveness of public services and saving the taxpayer money. Will my right hon. Friend, on the occasion of his final Cabinet Office questions, accept my congratulations on the fantastic revolution in public services that he has led over the past five years?
I am grateful to my hon. Friend for those kind words. There has been a great success with the Government Digital Service, which the Washington Post has hailed, stating that the UK has set
“the gold standard of digital government”.
The Obama Administration and the Australian Government have created their own analogous organisations, explicitly modelled on what we have done.

Commons ChamberI welcome yesterday’s launch by the Cabinet Office of the report into cyber-insurance, which hopes to make the UK the world capital of cyber-insurance in the marketplace. It will not only give the UK insurance market the leading edge in order to become the world leader, but will encourage our small and medium-sized enterprises to take up cyber-insurance through the terms and conditions of their insurance policy.
My hon. Friend is absolutely right to draw attention to this. We have, I think, got ahead of the game by commissioning the work we have done jointly with the insurance industry. Cyber-insurance is a market in its infancy. Many businesses do not know whether they are covered for damage and loss caused by cyber-attacks. The fact that Britain excels in the insurance market—London is the world’s centre of insurance—and that Britain is very good at cyber-security will enable us to become world leaders in this important area. The sophisticated pricing of cyber-risk will be a huge stimulus, particularly to smaller businesses, to ensure that they have done what they can to protect themselves. I welcome the industry’s support, particularly for smaller businesses and SMEs, of the Cyber Essentials scheme as a kitemark for taking the right steps to protect themselves.

Commons ChamberI very much hope it is not the last time the hon. Gentleman and I interact across the Floor of the House of Commons—and in this configuration as well. Liverpool already has a seat at the top table of the Northern Futures and northern powerhouse initiatives. The significant rail and road transport projects, which were confirmed just last week, had Liverpool very much at their heart. They will lead to significantly improved road and rail connections from Liverpool to the rest of the north-west and to the rest of the country. The good thing is that those proposals were developed on a cross-party basis—of all parties—and in a consensus of both national Government and local government, including in Liverpool.
T10. As someone who was initially sceptical about the longevity of the coalition Government, I am very proud of our achievements and very pleased with our successes. Consequently, I would award the current Government nine marks out of 10. How many marks out of 10 would the Deputy Prime Minister rate the current Government?
I will leave the marking and the scores to other people. I look to hearing the scores that will no doubt be delivered by other, more critical voices shortly. I agree with my hon. Friend that the durability of the coalition Government was not widely predicted when we were formed. I remember, when the coalition started, reading almost daily portentous predictions that the coalition Government would not survive. We have survived for half a decade and we have done so in the national interest.

Commons ChamberI am grateful for my hon. Friend’s kind remarks. This will be the second time I have left the House of Commons—the first time was not entirely consensual—and I shall be sorry to leave, although I think I have one more outing this time before the House dissolves.
Many businesses in the private sector operate as mutuals—John Lewis prominent among them—and they have been generous in their support for this programme because they think that employee ownership and control also benefit service users, which should be our overriding concern.

The Washington Post hailed the UK as
“setting the gold standard of digital government”,
and the Obama Administration have created a digital service modelled on our own. The Australian Government announced the same in January this year. The New Zealand Government have taken the source code from gov.uk and used it for their own online presence. Last October, we celebrated the 1 billionth visit to gov.uk.
The Government Digital Service has been one of the unsung success stories of the Government, and it has been introduced smoothly and successfully. There have been none of the mess-ups that occurred on previous IT projects, which has meant that it has not had the public attention it deserves. What further services does the Minister foresee digitising to save taxpayers’ money and improve services for the public?
We have already saved a great deal of money and improved services for citizens, and we are beginning to roll out much better technology in government, so that civil servants are helped by the technology they have rather than hindered by it. There is much more to do. We inherited some extremely expensive, cumbersome and unwieldy IT contracts, and for one of them the Department had to pay £30,000 to change one word on a website. That is not acceptable; it is no way to treat taxpayers’ money; and it is going to change.

Once again, an hon. Friend makes a vital point. It is critical to bring city and county together. There is a lot of talk about cities, and that is understandable, as a lot of journalists work in cities and they get that side of things, but the truth is that the broad and important rural agenda needs to be linked into cities. I passionately believe that city and county need to work together, and it will be through strategic partnerships that we make that work. The initiative in Cheshire, Liverpool and Manchester that we want to move forward is the science corridor, so that we have a thriving life sciences sector stretching from Liverpool to Manchester, down to Alderley Park and east to Macclesfield.
My hon. Friend is talking about life sciences, but it is worth saying that there has been a total renaissance of all science in the north-west. We have the Sir Henry Royce Institute in Manchester, the Cognitive Computing Research Centre at Daresbury, the Square Kilometre Array in Cheshire, the National Graphene Institute at the university of Manchester—
Most importantly, we have the energy sub-surface test centre at the university of Cheshire.
Order. I do want to get cross, particularly since Members are making excellent points, but I am sure the hon. Member who secured the debate would like to continue.

Commons ChamberMy hon. Friend is correct. His experience is similar to mine. I know of people who go to food banks in my constituency who hand food back that has to be cooked, and ask for food that can be prepared without the necessity for cooking. That is anecdotal; I do not know what the percentage is. There is no tick on the food voucher for that, but that is indeed happening, in my experience and that of my hon. Friend.
It is truly shocking that, according to the Trussell Trust’s figures, 45% of the ever-increasing need for food aid—or 60% according to the numbers in “Feeding Britain”—is caused primarily by the actions of the Department for Work and Pensions, yet the Department has done nothing since our debate last year to tackle the benefit delays and changes that are causing so many of the problems. I notice that no DWP Ministers are on the Front Bench today for this debate. Why has the DWP done nothing?
The hon. Lady must be aware that the number of claims being processed on time by the DWP has gone up to 93%, compared with 85% in 2010, so action is being taken. She is right to say that delays are the biggest problem, so far as food banks are concerned, but things are improving.
My hon. Friend is absolutely right. I know that the volunteers at the food bank really welcome the volunteers from my team, who provide such important advice in getting to the underlying reasons why people are there. We can help with issues relating to benefits, employment, housing and debt, among many others, because there is a huge variety of issues. By working with DWP locally and Cornwall council, as well as with employers and civil society, we can help a great many people access the available help so that they can deal with those issues and get themselves back on their own two feet, which is exactly what they want to do. Nobody wants to end up at a food bank, but some people at some time in their lives will need a great deal of help to help themselves. Although the state of course has a role to play, nothing will ever replace the kindness and generosity of somebody freely giving their time to help a person in need.
The volunteers in my constituency, like those in my hon. Friend’s, work really hard at the food bank to support and help people. One thing they raise with me, however, is the fact that from time to time people have nowhere to turn when they have benefit problems. Does her office have people in that situation coming to see her for help?
Yes, and I am very pleased that I have such experienced members of my team at the food banks. They have years of experience at the citizens advice bureau and can give that advice and sort out benefit problems with the DWP locally. I have nothing but respect and admiration for the team in my local Jobcentre Plus, who work very well with us when issues are identified, to ensure that people get the support that is there for them. The biggest single issue we find in the work we have been doing for well over a year now is that people do not get, or do not even know about, all the help that is available to them. Having people at food banks who can offer good advice on welfare, debt and employment is absolutely essential. Although I really appreciate and value the opportunity to talk about the excellent work being done in my constituency, I think that the way the Opposition have approached the issue today is shameful.

Commons ChamberThe right hon. Gentleman makes important points. On off-grid heating oil and the costs, more needs to be done to put pressure on companies not just in Northern Ireland but across the UK. On the issue of corporation tax, I maintain the commitments that I have made before about what we will be saying and when we will be saying it, but as we address this issue we are also going to have to look carefully at the Northern Ireland budget, and to ensure that the budget is working and that the Government of Northern Ireland are working, because that is an important part of the overall picture.
Q7. This week I am launching my latest small business awards in Chester, ahead of small business Saturday on Saturday 6 December. Will the Prime Minister join me in congratulating small businesses that have helped generate our economic recovery and will he commit to shopping small and shopping local on Small Business Saturday?
I can certainly make that commitment and that is what I will be doing on Saturday. Small business Saturday is an excellent initiative, and I urge all hon. Members to get behind it. In terms of helping small businesses, it is worth noting that we are cutting the jobs tax of businesses and charities by up to £2,000, we are abolishing national insurance contributions for under-21-year-olds, we are extending the doubling of small business rate relief and we have cut corporation tax to small business. Small businesses are the lifeblood of our economy, and they know that in this Government they have got a true friend.

Commons ChamberI agree entirely with the two triggers that my right hon. Friend has outlined, but surely there is a third case: where a Member is not doing his duty. In local government there is a rule whereby councillors who do not attend meetings or vote for six months are automatically disqualified. Surely that, too, should be a trigger to allow a recall.
As I have made clear, there are many views about the level of the recall and what the mechanism should be. I look forward to my hon. Friend’s contribution to the debate and think that all Members will understand the point he makes. One of the consequences of imprisonment, of course, is that an MP is prevented from attending, so at least part of that is covered by that provision.

Voter registration is now easier and more convenient than ever before with the launch of online registration. Applying to register now takes as little as two to three minutes. It has been a big success so far. More than 90% of users who have provided feedback on the “Register to Vote” website have said they are satisfied or very satisfied with the service. To date, more than 2.5 million applications have been made under individual electoral registration, with the majority made online.
I am grateful to my hon. Friend for that question. The Government are taking action to target all those missing from the electoral register, such as students, those in residential care homes or those with learning disabilities. We have learnt lessons from places such as Northern Ireland. We are currently funding not just electoral returning officers but a number of organisations, including Mencap, to ensure that people end up on the register.
One problem with the electoral register in my constituency is that in areas with lots of students and rented properties those on the register will often have moved, so one can imagine more and more people being registered at the same property. What steps are being taken to remove people from the register when they no longer live at a property?
First, let me clarify that no one who registered to vote at the last household canvass will be removed from the electoral register before the general election. Secondly, those who did but were not automatically confirmed—a small minority of those registered to vote—have at least until the end of 2015 to register. It is the job of the electoral returning officer to contact people and ensure that the register is as complete and accurate as possible.
I am always receptive to ideas about the ways in which costs can be capped, but it is right that I remind the hon. Lady that the CPS still performs the lion’s share of confiscation orders, and that in 2013-14 £97.69 million was recovered. The new CPS proceeds of crime unit, which was set up in the summer, will bring together in a more effective way the regional asset recovery teams in order to achieve the results that both she and I want to see.
My hon. and learned Friend will be aware that last month’s incredibly successful Invictus games were supported by £1 million from the LIBOR fund. What other projects have benefited from money confiscated as a result of fraud and criminal activities?
My hon. Friend is right to emphasise the huge publicity that the Invictus games brought to the victim surcharge. It is now being used to help a range of victims—victims of rape and domestic violence and families bereaved by murder and by road traffic crimes involving a fatality.

Commons ChamberFrankly, what is regrettable is that the Government of which the right hon. Gentleman was a major part created entirely phoney, Mickey Mouse apprenticeships, called programme-led apprenticeships, which involved no employment at all, no job and lasted less than a year. We make no apologies for culling those qualifications, which were a fraud on employers and young people. We are increasing the funding for higher apprenticeships and the plans have been set out.
Since May 2010, more than 3,000 young people in Chester have started an apprenticeship scheme, and those fabulous opportunities have become available only because more than 600 local employers are offering apprenticeships. Does my hon. Friend have any intention of changing the incentives that companies receive for taking on apprentices in order to encourage more companies to get involved and for more young people to have this fabulous opportunity?
I thank my hon. Friend for his comments. Chester is just one example. The truth, contrary to what the right hon. Member for Birmingham, Hodge Hill (Mr Byrne) has said, is that in 2012-13 more people were in an apprenticeship—that is, at the start, middle or end of one—than ever before. The more than 830,000 young people that year is a number that the previous Government never even came close to, despite their Mickey Mouse apprenticeships.
My hon. Friend is right about incentives, particularly for young people to take apprenticeships and, more importantly, for employers to take them on, because often they are the ones who require the most supervision, and that is exactly what our funding reforms will deliver.
