Commons ChamberObviously, I welcome the announcement, but my right hon. Friend is far too modest, since he has been knocking on the door of the Wales Office and the Department for Levelling Up, Housing and Communities for a very long time to demand extra funding for Barry. He makes a very strong case for that, and I assure him that the UK Government will continue to listen to him.
Cross-border transport links between Wales and England are a key part of the strength of the Union. Does my right hon. Friend agree that cross-border projects, such as the Pant and Llanymynech bypass and the longer term ambition to dual the A483-A5 passing through Clwyd South and North Shropshire, are vital?
The United Kingdom Government are absolutely determined to support infrastructure projects in Wales. We have done so through the levelling-up funds. It will happen again through the shared prosperity fund and it has, of course, been happening through the growth deals. What we do need is a Welsh Labour Government that will support infrastructure. That is why I find it so disappointing that the Welsh Labour Government have ruled out building any new roads ever again. It worries me greatly that that is seen as a blueprint for the rest of the United Kingdom.

Commons ChamberThe hon. Lady will be aware that sport is a devolved matter, but those concerns will be shared in DCMS. Those sorts of allegations have been made about not just rugby, but other sports, so there is a nationwide problem. My colleagues in DCMS will be doing everything they can to deal with such allegations in England. I would honestly be happy to work with her, the WRU and the Welsh Government—or any other body that has some means of dealing with the issue. We must absolutely ensure that sport is safe for women, minorities and everyone to take part in without any form of discrimination.
I have regular discussions with ministerial colleagues about how the £330 million allocated to Wales so far through the levelling-up fund is supporting communities, creating jobs, driving up economic growth and keeping the Government’s commitment to ensure that Wales does not lose a penny as a result of coming out of the European Union.
The Labour Welsh Government have badly let down Clywd South and Wrexham by scrapping the A483 junction upgrade, which would have unlocked substantial investment and jobs in our community. Does my right hon. Friend agree that they need to support and maximise the benefits of the UK Government’s Welsh levelling-up fund projects by investing in road upgrades across Wales?
My hon. Friend makes an excellent point. The Welsh Government’s response to the roads review gives the impression that Wales is closed for business by determining that no further road-building projects will take place. I urge them to consider the impact of not building roads on the economy and the long-term prosperity of Wales. They should consider how they might build on the record support that Wales has received through the levelling-up fund and city and growth deals by rebuilding roads and improving connectivity across Wales.

Commons ChamberI have certain powers as Secretary of State, but the powers of absolute clairvoyance are not among them. Therefore, I find it rather difficult to give an exact figure for the number of jobs that would be created as a result of any one of the many projects that the Government are doing to level up across the United Kingdom. What I can tell the hon. Member is that, where freeports have been trialled in Humber and Teesside, they have created thousands of new jobs, and I look forward to seeing something similar happen no matter where a freeport is established in Wales.
As a keen sportsman, I was absolutely delighted to visit the new 3G pitch at Baglan field. It received funds from the UK Government’s multi-sport grassroots facilities programme, which my right hon. Friend the Prime Minister championed when Chancellor. I look forward to meeting Welsh Government Ministers next week to discuss this and other issues around sports, as we cheer on our heroes in tîm Cymru a’r wal goch—team Wales and the red wall.
UK Government funding for grassroots football facilities in Clwyd South this year has included £57,000 for upgrading the pitch at Ysgol y Grango for the community hub, and £20,000 for Penycae football club, which is helping re-establish a girls team. Does my right hon. Friend agree that grassroots sport is vital for the health, wellbeing and quality of life of all our communities?
I absolutely agree with my hon. Friend, and that is why we have allocated £1.3 million to 17 projects in Wales to make vital improvements to changing room facilities and artificial grass surfaces. Sports clubs are at the heart of every community in Wales, and Wales is at the heart of every decision taken by this Government and this Prime Minister.

Commons ChamberWales will benefit significantly from the levelling-up fund, with projects focused on delivering jobs, promoting growth and levelling up communities. In Denbighshire and Wrexham, including in my hon. Friend’s constituency of Clwyd South, communities will benefit from over £16.4 million in UK Government investment through round 1 of the levelling-up fund and the community renewal fund.
How would the Minister assess the long-term economic, social and cultural impact of, and benefits arising from, the levelling-up fund in Wales, particularly our Clwyd South bid, which he has mentioned, which will send a great deal of badly needed investment into the world heritage site at the Trevor basin, projects in Llangollen and Chirk, and a steam railway in and around Corwen?
The successful levelling-up fund bid at the Pontcysyllte aqueduct and the canal world heritage centre will obviously maximise tourism in the area and provide significant long-term economic benefits to my hon. Friend’s constituency. However, it is just one small part of a much larger programme including the £121 million levelling-up fund, the £46 million community renewal fund and £2.5 billion extra money in a record block grant for the Welsh Labour Government, showing that this Government are committed to strengthening the Union, supporting Wales, and ensuring that jobs and prosperity flow to all parts of the United Kingdom.

Commons ChamberI have certainly had discussions about closures with Lloyds bank in my capacity as a constituency MP. We do not, of course, have the power to prevent independent commercial organisations from making such decisions, but it is regrettable that banks have closed down. Obviously, I would be happy to work with the hon. Lady, as I did last week when we visited the excellent Royal Mint in her constituency and met some of the kickstart workers who have benefited as a result of UK Government funding.
With its world heritage site, the Llangollen canal and the steam railway, tourism is vital for jobs and investment in Clwyd South. Does the Minister agree that the Labour Welsh Government’s plans for a tourism tax would be disastrous for the hospitality industry in Wales, particularly as we have just come out of the covid pandemic?
I absolutely agree with my hon. Friend and I look forward, I hope, to an invitation to visit his constituency at some point in the future to see some of the superb tourist attractions there. The UK Government have shown their commitment to the tourism industry by cutting VAT to 5%, whereas the Welsh Labour Government want to implement a tax on the tourism industry at a time when it is at its most fragile. The UK Government will always want to level up the economy, whereas Welsh Labour will always want to levy taxes.

Commons ChamberThe levelling-up fund is unquestionably good news for Wales. It will ensure that millions of pounds is invested in Welsh local authorities, providing much-needed local infrastructure and driving up regeneration in left-behind places.
Would the Minister meet me about, and visit when possible, exciting projects in Clwyd South that fulfil the requirements of the levelling-up fund, such as Wrexham Council’s bold regeneration plans and the reopening of Corwen station in Denbighshire on the Llangollen steam railway?

Commons ChamberWe have, of course, worked hand in hand with the Welsh Government throughout the covid-19 pandemic. The Secretary of State and I have regular discussions with Welsh Ministers about the ongoing UK-wide response to covid-19, and those include discussions between the Secretary of State and the First Minister and, of course, meetings between the UK Government and all devolved institutions.
Restricting the virus is vital, but the Welsh Government’s lockdown measures in Clwyd South and the rest of north Wales need reviewing. Given the difficulties they are causing, particularly for hospitality, the wedding industry and leisure businesses, by using county boundaries rather than being targeted on the specific areas with high covid case numbers, is the Minister able to outline how often the Welsh Government have invited the UK Government to participate in their covid-19 planning meetings and whether they have discussed using more detailed evidence by community rather than just by county?

Commons ChamberI would be delighted to meet my hon. Friend to talk about how we can support tourism after the crisis is over. We will be meeting with many other representatives of industry groups, including the automotive, defence and aerospace sectors, to discuss how we can support them as well.
Transport is an important area of intergovernmental relations between the Welsh and Westminster Governments. Would the Minister agree that both Governments’ transport investment plans are of even greater importance as we come out of the crisis, and would he meet me to discuss the need in Clwyd South for projects such as step-free access at Ruabon station?
I would be delighted to discuss step-free access at Ruabon station with my hon. Friend, and I hope that I will be able to give him news of much greater rail and road infrastructure projects that will be on offer to Wales once the crisis is over.
