Commons ChamberI am not going to comment on live negotiations. Indeed, we were delighted to welcome the Indian negotiators to London this week for a further round of discussions. We have been very clear that we want trade to be a force for good in the world, including green trade, which we believe can create thousands if not millions of jobs across Britain and indeed the world, and I am sure that the Indian Government would agree.
Mr Speaker, may I also associate myself with your remarks about Jo Cox and her legacy? My thoughts are with her family today.
Pre-pandemic, the combined GDP of the Commonwealth was $9 trillion, and nearly 80% of that was due to four nations: us, India, Canada, with which we are now negotiating a free trade agreement, and Australia, with which we have already secured a from-scratch FTA. With 27 economic partnerships, we intend to boost our intra-Commonwealth trade to $2 trillion by 2030.
In this year of the platinum jubilee, what better time could there be to cement our bond with Commonwealth countries? Does my right hon. Friend agree that this would be an excellent year to redouble our efforts to increase trade with those nations, which have such a strong history with our own?
I thank my hon. Friend for raising that. Yes, we have the jubilee, and we also have the Commonwealth games, and the Commonwealth Heads of Government meeting is approaching. It is right that we celebrate and enhance the power of our Commonwealth family. We are united in our commitment to democracy, peace and prosperity, and we will continue to work with our partners to capture the potential of the Commonwealth advantage, which on average allows for 21% lower bilateral trade costs between Commonwealth countries, compared with most non-Commonwealth countries. We should put all our weight behind maximising that.
I would direct the hon. Lady’s businesses to contact the export support service, which provides practical assistance in overcoming particular issues. On top of that, we also have the internationalisation fund, the shared prosperity fund and the trade access programme. Picking on one pot that is no longer available misses the point. A whole range of financial support pots are available to businesses. If she would like directions to those pots, I am more than happy to write to her.
Will my right hon. Friend update the House on post-Brexit trade opportunities?
Obviously, we have agreed an enormous number of trade agreements, including several from scratch. We have a new export strategy and more support for British business; we have a new export finance mission; we are an Association of Southeast Asian Nations dialogue partner; we have a voice back at the World Trade Organisation; we have created the Trade Remedies Authority, to help support our own economic interests; we have set our own global tariff regime; we have streamlined nearly 6,000 tariff lines, lowering costs for business, and scrapped thousands of unnecessary tariff variations; we are creating a single trade window; we will have the most effective border in the world by 2025; and Mr Speaker will be very pleased to hear that we are bringing forward measures to ensure that cat fur products are not allowed to be traded. All this is in addition to blue passports and the prospect of the crown stamp on a pint of English beer.

Commons ChamberI am really pleased that the Prime Minister is able to be in India today and tomorrow to discuss broad matters of trade and to support the Department’s work to bring together a really comprehensive trade deal with India in the months ahead. He is also there to discuss the international situation. He has a good relationship with Prime Minister Modi, and I know that he will discuss all these issues. The UK, the US and the EU have been working in close concert to bring together a series of sanctions, limitations and export bans, and the Prime Minister will discuss with Prime Minister Modi what we have been doing in the UK, with the US. They will continue to take the direction that they need for their economy.
Locally based trade advisers, as well as support through the UK export academy, can help businesses such as Cornwall’s Ideal Foods take advantage of all free trade agreements. Cornwall’s very own tea grower and producer, Tregothnan, will benefit from tariffs being removed on all UK food and drink exports to Australia.

Commons ChamberWe are following developments on the EU carbon border adjustment mechanism closely. The UK has ambitious carbon pricing through our emissions trading scheme and carbon price support mechanism, and we expect the EU CBAM to take account of that in its implementation. The COP President-designate, my right hon. Friend the Member for Reading West (Alok Sharma), has said that he does not anticipate carbon border adjustment mechanisms becoming an issue within the COP26 negotiations.
I congratulate my hon. Friend on her championing of her constituency and Cornwall’s farmers. We are opening markets, as we have discussed. We are activating farmers with our “Open Doors” campaign, and we are grateful for the support of the National Farmers Union and the Agriculture and Horticulture Development Board. We have a mentoring scheme, which I was delighted to launch in the south-west, and we are leading trade missions such as “Spring into Japan”, to make sure that on a greater scale than ever before we are engaging more farmers’ produce with global markets, leading to jobs and prosperity in her constituency and beyond.

Commons ChamberI thank the hon. Member for that question. First, I commend the Australian high commissioner, who really does an excellent job right the way across the United Kingdom in promoting the benefits of this deal. We have been clear from the very beginning that UK free trade agreements will benefit Northern Ireland. Yesterday, I was speaking to Bushmills in the hon. Gentleman’s constituency and talking to Colum Egan about Irish whiskey, particularly with reference to the Australia free trade agreement, including what we can do on rules of origin and on seeking to remove the current 5% tariff on both Irish whiskey and Scotch whisky going into Australia. I am sure that we can continue to do more work to make sure that Northern Ireland continues to benefit from the UK free trade agenda.
We are making good progress on negotiations with the US, Japan, Australia and New Zealand, and on accession to the CPTPP. We are also intensifying our negotiations with Australia. We want a gold standard deal that pushes new frontiers in trade and advances British interests in vital areas such as financial services, telecoms, tech, and food and drink. We want to work with like-minded friends and allies who believe in free trade and fair play.
Cornwall prides itself on its excellent food and drink produce. Will my right hon. Friend please promote this fantastic Cornish and British produce during her trade negotiations around the world?
My hon. Friend is right. Cornwall is renowned for its fantastic food from clotted cream to the Cornish pasty. I am going to be in Cornwall in a couple of weeks’ time, visiting the Saputo creamery, which exports Cathedral City to the United States—there is currently a 26% tariff on that cheese, which I am seeking to get removed—and I would be delighted to visit her in her constituency and see some of her great food businesses as well.

Commons ChamberMy hon. and gallant Friend is absolutely right that the lessons learned will be picked up by the IR. There will be many points to take on board from what has been a formidable military effort, including the value of being plugged in early for effective working at regional and devolved level. The huge value of our reserves, not only to their local links but for the specialist skills they can bring to bear, and for their agility in coping with all the tasks of our brilliant military planners and logisticians, is a point that will not be lost on my hon. and gallant Friend, a former commanding officer of 27 Regiment Royal Logistics Corps.
I am sure the whole country was disappointed that the planned parades and commemorations could not take place, but the activities we did manage were, I felt, still a very fitting tribute to the greatest generation. From the Red Arrows over London to our ships at sea and the military banners in the gardens of Downing Street, I was proud of the way our armed forces still managed to mark such an important moment for our nation.
My dad fought in Burma during the second world war, and clearly VJ Day has always been very significant to my family. What plans does my hon. Friend have to celebrate VJ Day in the middle of August?

Commons ChamberI am convening a new taskforce of experts from all sectors to ensure that we end period poverty in the UK. The taskforce will build on good work already being done and recent announcements of funding for sanitary protection in schools and hospitals.
I absolutely agree. That is why we have also launched a new campaign to step up international action to end period poverty globally by 2030, in line with the global goals. This will be kick-started by £2 million of funding for small and medium-sized charities working in the Department for International Development’s priority countries. We are building on our existing international work, because obviously this is embedded in all our education work.
I thank my right hon. Friend for that answer. Like me, does she look forward with ever-increasing excitement to the day when we finally leave the EU and can set our own VAT rates on all products, including tampons, and end this injustice forever?
I absolutely agree. The Government strongly believe that VAT should not apply to these products. That is why we took the initiative in 2016 to introduce legislation to enable a zero rate to take effect as soon as possible. In the meantime, we currently apply the lowest rate that we can—5%—to these products.

Commons ChamberI have a lot of admiration for my right hon. Friend. He is a much more experienced Member of Parliament than me and has been in this place for a long time. Could he explain to me how we would have no Brexit at all? As I understand it, and as many people are saying, even if the withdrawal agreement falls, the date of 29 March is in the European Union (Withdrawal) Act 2018.
A majority of the voters in my constituency voted leave in the referendum, and they have told me in large numbers that they feel insulted by the comment that they did not know what they were voting for. Many of my constituents have urged me not to support this withdrawal agreement. Indeed, some of them have told me they voted to remain but would vote to leave in another referendum. Opposition Members might like to know that some of them are lifelong Labour supporters. One emailed me to say:
“I implore you to vote against the current deal being presented to Parliament on Tuesday. Voting for it would be a betrayal of all the promises made”.
The vote was not a mandate for a second referendum. It was not a mandate for delaying article 50. It was not a mandate for cancelling Brexit. However we vote tomorrow, we must leave the European Union as promised on Friday 29 March. The only question is whether we do so with an agreement or on World Trade Organisation rules. Some have implied that the closeness of the referendum result justified another vote or a compromise on leaving. This morning, the Prime Minister gave the example of the Welsh devolution referendum in 1997, when people voted by a tiny margin of 0.3% to create the Welsh Assembly, arguing that this was accepted by both sides. We can learn from that.
I want to know why Northern Ireland should be the price we have to pay for Brexit, as Martin Selmayr has said. Why have experts warned that the UK-US alliance and the Five Eyes alliance are at risk if we sign up to this withdrawal agreement? Why should we cough up the £39 billion of punishment money without any indication of a trade deal? In my view, that is unacceptable.
The fishermen of south-east Cornwall, whom I have represented in various ways for around three decades, are already struggling from the EU landing obligation without adequate bycatch to compensate them for having to bring untargeted, over-quota fish ashore. Just yesterday, I received a text message from a local fisherman with a photo of a deck full of bass. He said that this was
“another failure of the CFP…How many tens of thousands of tons”—
have been—
“thrown back since November only for it to rot on the sea bed. An absolute joke!”
Brexit promises great opportunities for an outward-looking global multicultural nation—the home of engineers, scientists and artists. Our future success will be to the benefit of all our European friends, but we cannot seize those opportunities if we are trapped in backstop limbo, like in “Groundhog Day”. The referendum was a wake-up call to the establishment, but the establishment keeps pressing the snooze button. It is time to wake up. I cannot support this deal.
The consequence predicted by the Bank of England is about the long-term impact over time. Yes, we can treat some of these assessments with scepticism, but it is not just the Bank of England—it is the Treasury itself, the CBI and other representative organisations, and the National Institute of Economic and Social Research as well. The concerns they have expressed have been flooding in. The CBI has warned of a “lost decade”. We can be in no doubt about the likely consequences of a no-deal Brexit, and we cannot say that we were not warned. I believe that this House will act accordingly and reject a no-deal Brexit.
The Prime Minister repeatedly warned that no deal is better than a bad deal. She may now be regretting saying that as she tries to persuade Members of this House, including those on her own Benches, to vote for a bad deal. Because let us be clear on one thing, and it seems that the House is very likely to be clear on it tomorrow: this deal is a bad deal. The cross-party Exiting the European Union Committee—
Perhaps the shadow Chancellor would like to tell us exactly what his deal would be.
I will come on to that.
We believe that this is a bad deal because of the advice we have been getting. Some of that advice came from the cross-party Exiting the European Union Committee, which unanimously warned that the deal
“fails to offer sufficient clarity or certainty about the future.”
I quoted Mervyn King in the debate a month ago. Let me remind Members of what Mervyn King, a former Governor of the Bank of England, said. He described the withdrawal agreement as incompetence of the highest order.
The result of that incompetence is that jobs are being lost and livelihoods are already being threatened. As has been mentioned, Jaguar Land Rover, citing factors including uncertainty around Brexit, has announced 4,500 job cuts. Ford is planning to cut 1,000 jobs in Bridgend. Honda will stop production at its Swindon plant for six days in April. Government Ministers are fully aware of the consequences of their actions. We recently debated the Government’s own analysis of something approximating to the Prime Minister’s proposals. The Government themselves admitted, as has been mentioned, that the economy would be 3.9% smaller as a result of us agreeing to this deal. To put that in context, that is a cost of over £80 billion. In the long term, the damage is even greater. The Government analysis also estimated that the impact of trade barriers alone could mean an average drop in wages of 3%—£800 a year in today’s terms.
I believe that this House will not vote for a deal that damages so badly the living standards of our constituents. We must also be aware of the political damage that would be caused by forcing through an agreement that clearly does not have the support of the people of this country and that contains a backstop which, in the words of the Attorney General,
“would endure indefinitely until a superseding agreement took its place, in whole or in part, as set out therein. Further, the Withdrawal Agreement cannot provide a legal means of compelling the EU to conclude such an agreement.”
None of that has been changed by what the right hon. Member for Belfast North (Nigel Dodds) described earlier today as “meaningless letters”.
Let me be clear what Labour is proposing. Our negotiating priorities would differ from this Government’s. We would prioritise a permanent and comprehensive customs union with a say in future trade deals. We would deliver a strong, collaborative relationship with the single market, and we would guarantee that the UK does not fall behind the EU in rights for workers, consumers and the environment. Tomorrow it will be clear that the Government’s deal does not have the confidence of the House, and that a new approach is needed.

Commons ChamberAs my hon. Friend knows, my family has roots in Cornwall that go back over 100 years, which I think means that we are now no longer incomers. The Secretary of State, of course, is a south-west MP and I believe he has met Cornish producers, and I am a frequent visitor to the extraordinary county that produces such fabulous produce. At the very first opportunity, I will go with my hon. Friend to meet his constituents and, indeed, people across the whole of Cornwall to explore ways in which we can push this fantastic county’s product.
I launched a trade policy dialogue with the New Zealand Trade Minister last October to consider how we can strengthen our economic ties. Last month, my right hon. Friend the Prime Minister met the Prime Minister of New Zealand and agreed that preparatory work should be undertaken on the potential for an ambitious new free trade agreement between the UK and New Zealand, once the UK leaves the European Union.
I warmly welcome the early and constructive dialogue with our colleagues and friends in New Zealand. Will my right hon. Friend do all that he can to explore every opportunity for bilateral trade with New Zealand, including the natural synergies between our rural economies?
I very much agree. The UK exported over £1.2 billion-worth of goods to New Zealand last year, and opportunities for our rural businesses and farmers will be a very important part of our work as we take forward the dialogue with New Zealand, which I intend to visit over the summer months.
It was not an obscure Committee; it was a two-and-a-half hour debate in Committee Room 10 following the proper procedures laid out by the House. I remind the hon. Lady that, at the end of the debate, she failed to oppose CETA, yet the Scottish National party in yesterday’s deferred Division voted en masse against it. Like the official Opposition, it changed its position on something that has been debated for eight years now within the space of merely 24 hours.
It is good to see the far west of this country being so well represented today, on a one-line Whip just ahead of the recess. My hon. Friend is absolutely right. There are fantastic products coming from her constituency, including award-winning brands such as Cornish Orchards cider, Cornish Blue and Cornish Gouda. It is absolutely the job of the Department to go out to the rest of the world and, as I said before, to push Cornish exports far beyond the Tamar to the four corners of the globe.
