It is a pleasure to serve under your chairmanship, Ms McDonagh. I congratulate my hon. Friend the Member for Stroud (Siobhan Baillie) on securing this important debate.
I have a specific project that I wish to speak about today. I established and chair the all-party parliamentary group for the Celtic sea, and I have championed floating offshore wind, or FLOW, projects across the Celtic sea, working collaboratively with developers, ports, MPs and associated businesses right around the Devon, Cornwall and south Wales coast. I therefore find myself in a particularly difficult position, as are my constituents, on the proposed White Cross wind farm in my North Devon constituency. This project is 80 MW, so it is only a demonstrator project, and it has secured a distribution-level grid connection at Yelland. Given its scale, it has avoided being a national infrastructure project, and decisions about its development now lie with the Marine Management Organisation, which is under the Department for Environment, Food and Rural Affairs, and the local planning authority.
The local community is hugely supportive of FLOW. Although there are some environmental concerns about the six proposed turbines, it is the cable corridor that is proving highly controversial. I have been expressing my concerns about the proposed cable route ever since the project came to light. The route submitted to the planning authority involves tunnelling through several miles of sand dunes, a large seaside car park, holiday chalets, a golf course and possibly a world war two munitions dump, and it will take several years to construct. The quickest route to the plug-in point at Yelland is across Crow Point, a very active sand system and highly designated sand dune complex. Although that route is potentially more environmentally contested, it would cause far less damage to hospitality businesses in a constituency that is dependent on its tourism economy. No one has been able to explain to me who decided on the cable corridor, and both the MMO and the local authority advise that they have no influence and cannot comment on whether a better corridor might exist.
White Cross is owned by Flotation Energy, which has recently been taken over by the Japanese company TEPCO. As somebody in the industry observed last night:
“Their website is a disgrace. There is no contact details for anyone within the company. Just a generic reply section. Very poor and unacceptable. They are taking advantage of the consenting regime because they are under 100 MW. Compared to the work done on other projects it is a joke.”
Other developers have fallen over themselves to engage with the APPG, which works cross-party and cross-Government, but not White Cross. I would like to put on the record my wish to meet TEPCO, and for it to explain why it is bulldozing its project through our community.
One of the objectives of the APPG for the Celtic sea has been to co-ordinate a more strategic approach to this new region of offshore renewables, to avoid some of the cable issues seen on the east coast. The APPG’s preference throughout has been to establish a single cable corridor to Devon and Cornwall, and one to south Wales, in order to reduce sea floor damage, as well as cabling onshore as the bigger projects go out to sea. The project, which is ready to bid for a contract, will connect to Pembroke, and I know that the cable corridor there has been well managed, and that landowners have been fully consulted. Local landowners are being threatened with compulsory purchase orders, and businesses were not consulted or advised until the planning application was submitted. Councillors are completely at sea when it comes to dealing with this type of planning application.
Additionally, the project is now taking up almost the entire time of one planning officer, in an area where planning is the biggest factor slowing down commercial development and the building of the homes we so desperately need. I hear that the planning department apparently does not have any planning grounds to reject the application. Any support that the Minister’s team can provide to the council and councillors on planning would be most welcome.
I have spoken with the MMO and it also does not believe it that it has grounds to reject the application, or the ability to challenge it. It appears that the developer has been able to choose a cable route of their suiting, without any agreement with the local community or the bodies that provide the planning and leasing.
My concerns are multiple. There are only two potential grid plug-ins along the north Devon coast, and these are vital national infrastructure resources at this time—Yelland and Alverdiscott. My understanding is that Yelland is smaller, but I have been unable to speak to National Grid ahead of today to clarify whether the White Cross development will completely utilise the capacity at Yelland. The concern is that it will not.
My view, and that of many in my constituency, is this: if we have to endure this level of disruption to get a cable corridor installed on land, does the development maximise the potential of the Yelland socket? There is growing concern that the developers have chosen a scale that avoids being classed as a national infrastructure project and the scrutiny that would come with it. That may mean that the socket is not optimised.
I have asked White Cross why it could not work with the other projects in the region and consider Alverdiscott for its cable. I was advised that it is too far and therefore too expensive. If a strategic view of cable corridors was taken, the costs might be reduced, but I do not believe that this has even been considered.
I recognise that Alverdiscott has had concerns about the situation it finds itself in as a hub for plugging in huge renewable projects. It is vital that communities that are asked to host this sort of infrastructure are properly compensated. White Cross does not seem to have offered any community reimbursement, as recommended in the report by the electricity networks commissioner, Nick Winser.
The hon. Lady is making a powerful speech, and I agree with a lot of what she is saying. As she is talking about compensation, will she explain what compensation would be adequate?
I thank the hon. Lady for her intervention. Please do not think that this is a nimby issue. North Devon is home to the Fullabrook wind farm, which, when it was built, was the largest onshore wind farm in the country, at 66 MW. The project established Fullabrook CIC—community interest company—which was set up with £1 million from the then owners of the wind farm. It has now given over £1.58 million for community projects and receives £100,000 per annum from the current owners. I find it bewildering that White Cross has seemingly made no offer of community involvement. Indeed, its only offer is to decimate huge sections of coastline for its own financial gain.
I am gravely concerned that White Cross is not acting in any way appropriately with this development, and is taking advantage of the planning system, which it has chosen to use. I strongly believe that the entire Celtic sea FLOW project should be considered as one national infrastructure project. That would enable proper strategic planning and ensure that we hit our offshore wind targets, and that communities are included in decisions and appropriately recompensed for hosting infrastructure.
It is increasingly possible that the development will undermine all the support for FLOW that has been generated along this coastline. Hundreds of objections have been lodged, and further meetings are planned by local parishes in the coming weeks. It seems that the developers have carte blanche. As someone who is hugely supportive of the renewable opportunities ahead of us—as is my constituency—I ask that steps are taken to find a way through this cross-departmental maze to have this development withdrawn in its current form; that a better plan for the cabling is devised; that the Yelland socket is optimised, if used; and that the community across North Devon are properly consulted and recompensed for hosting this infrastructure.
With energy security so critical, alongside reaching net zero, surely we can devise a better way to install just six wind turbines, so that we can progress more quickly with these crucial infrastructure projects, with community support and transparency.

Commons ChamberCouncils are indeed well placed to help communities get to net zero, and they need to lead from the front with political leadership and genuine, tangible change. While we recognise that councils face real funding challenges at this time, the pandemic has taught us the importance of collaboration between local and national Government. Far too often, climate plans in response to councils’ declared climate emergencies are just that: a plan. I wrote about councils’ declarations of climate emergencies back in August 2021, and not much has changed in far too many councils’ responses since that time. The “Cambridge Dictionary” defines an emergency as
“something dangerous or serious, such as an accident, that happens suddenly or unexpectedly and needs fast action in order to avoid harmful results”.
By their very names, emergencies and crises invoke something of a helplessness in many, as they seem to be someone else’s problem. If we are to address climate change and achieve net zero, there is a need for everyone to feel that they can take action now, not wait for another long-winded plan.
Furthermore, our flag-waving Lib Dems who have run North Devon district council since May 2019 took a full three years even to produce a plan, and they continue to fail to reduce their own carbon emissions and energy consumption or to incentivise electric cars. To date, they have switched just one vehicle to electric, as was announced with much fanfare in their press release earlier this year, which stated:
“On Tuesday 18 April, North Devon Council took delivery of their first fully electric asset, making a significant step forward in their commitment to sustainability and reducing their carbon footprint.
The new electric asset, Eco City Sweeper 2, will be used to keep the streets of North Devon clean and tidy. It is equipped with the latest electric technology and has a working time of six hours on a single charge.”
Although I am delighted that it has arrived, I am not sure that it is going to make the largest reduction in emissions, given that it is replacing a man who did not create many. I appreciate that our hard-working council officers have been very busy with the pandemic and the projects that have fallen out since, and the staff at the council do a fantastic job, but one would hope that the lead councillor responsible for the environment could have found a way to at least install some solar panels on the new council building, or secure an electric bin lorry or two.
Time is of the essence, and we need not reinvent the wheel; we should look where solutions currently exist and work to implement them. UK100, which was referenced by the hon. Member for Bath (Wera Hobhouse)—I thank her for securing today’s excellent debate—brings together local authorities across the country to devise and, crucially, implement plans for the transition to clean energy that are ambitious and cost-effective and that garner support. I have spoken at UK100’s events and seen how effective its solutions would be. I am a big supporter and urge others to join. Its knowledge hub offers excellent ideas for how local leaders can work to hit net zero.
Declaring a climate emergency suggests that it is someone else’s problem. We need climate action, and we must work together in driving that action, rather than producing endless plans. If councils need funding to deliver those plans, they need to speak with their MPs and Government in order to detail how action will be taken. I live in a village that is full of tourists at this time of year, yet it is still many, many miles to the nearest public electric charging point. The pace of change in Devon may be marginally quicker at a county council level, but we do not have many buses, so surely we are overdue at least a single electric or hydrogen-powered one.
I hope that the hon. Lady will soon talk to the leader of her district council and get some answers, but the problem of electric charging is, of course, a central Government problem. It is a centralised grid, and grid connections are so incredibly difficult to achieve—that is the same for a local authority that wants to put in more electric charging points as it is for community energy projects. We share the concerns about those projects. Does she not agree that the problem is with the grid?
I thank the hon. Lady for her intervention. While I fully acknowledge some of the concerns about the grid, living where I do, I would suggest that that is not the reason why those charging points are not going in. I have parish councils that do not believe in electric vehicles and, to be completely frank, that is holding back some of the roll-out. There is a lot more we could be doing to drive through some of this change.
Having previously led debates in this place on decarbonising rural transport and levelling up rural Britain, I fully recognise how much harder some of these challenges are in a rural environment, but some councils are leading from the front, as UK100 is testament to. I just wish that any of the rural councils in Devon were on that list. Indeed, I support UK100’s “Powers in Place” report. I very much hope that the Minister will have had a chance to look at some of its recommendations, particularly on more strategic, needs-based long-term funding in a rural environment.
The Conservative Government are a world leader in fighting climate change, and we have introduced the legislative tools to enable and encourage individual leaders and businesses to take action. We as individuals, business leaders and councillors need to get on and do what we can to make change, rather than producing endless plans and PowerPoint presentations that do not in themselves solve the problem. My door is open to any of my councils who want my assistance in driving North Devon towards net zero.

That this House has considered the sustainability of burning trees for energy generation.
It is a pleasure to serve under you in the Chair, Mr Gray. I thank the Backbench Business Committee for finding time for this important debate.
In my mind, today’s debate is about changing scientific understanding as we decarbonise our energy supply. The burning of wood as a renewable energy source has been adopted by the UK and the EU as a sustainable option to replace coal. In the UK, we subsidise the use of biomass to generate energy by £1 billion. However, in recent years, scientists and industry have raised serious concerns about the actual benefit of burning wood for energy. I secured this debate so that we can have a discussion about how taxpayers’ money is being spent and whether, at this time of global energy disruption, we are investing in the best forms of energy generation for our planet and for our energy security.
Biomass became prominent when coal-fired power stations were converted into biomass power stations. That was subsidised to aid the phase-out of coal and originated at a time when biomass was cheaper than renewables such as wind and solar and had perceived additional benefits, such as providing consistent, reliable power. Now, however, Drax is the UK’s biggest single-point source of carbon dioxide emissions. Because of the technology installed, the power station must run predominantly on wood pellets and has only limited capacity for non-woody biomass such as energy crops and organic waste.
The whole lifecycle emissions of CO2 per kWh are 41 grams for solar, 11 to 12 grams for wind and 948 grams for coal. For forest biomass, they are 1,079 grams. That is far from the assumed carbon-neutral outcome. The UK produces roughly 12% of its energy from biomass and 3% from coal. The UK’s carbon emissions have not dropped at the same rate as our reduction of coal would indicate. The reality is that more carbon is being put into our atmosphere currently than when we were burning coal.
The difference between the idea that burning wood for energy is renewable and the reality comes from two misrepresentations. Both come about from the wrong approach to the accounting for the carbon output. The emissions from cutting down trees are attributed to the land-use sector rather than the energy-generation sector. As we import the majority of our wood pellets, we are exporting our carbon emissions. Although that may look good, it does not achieve anything, as we all share our atmosphere and the effects that carbon emissions cause.
The Intergovernmental Panel on Climate Change allows such zero-rating of emissions based on the idea that every tree will be replanted and its replacement will harness the same level of carbon as its predecessor; unfortunately, that has proven not to be the case. Many studies have shown that the carbon payback times for forest biomass are decades or centuries away, depending on the type of forest cut down to produce the wood pellets.
We are entering a crunch point in our work to limit the effects of climate change, with tipping points in the melting of sea and glacial ice, sea-level rises, ocean acidification, permafrost melt and the Amazon biome. We do not have the time to wait decades or centuries for the carbon to be reabsorbed and sequestered; nor does such an approach fit in with the goal of carbon neutrality by 2050.
Trees only grow in their carbon-storing potential as they age. There is a very minimal decline in their efficiency as they photosynthesise and store CO2 from the atmosphere, but that decline is far outweighed by their sheer size and capacity. A study carried out by 38 researchers across 15 countries measured 400 species across six continents. It found that 97% of trees grew more quickly as they aged and absorbed more carbon year on year. If a tree’s diameter grows 10 times as large, it will undergo a hundredfold increase in leaf mass and an increase in leaf area of between fiftyfold and a hundredfold.
Our forests are still the largest remover of carbon, and one study found that, across forests of all ages and types around the world, half the carbon is stored in the largest 1% of trees when measured by diameter. As trees age, they also store more carbon in the soil, so we are looking at not just our canopy but the carbon stored in the earth itself, much as we need to consider our peatlands and the blue carbon stored in the seabed.
The other issue with the accounting of emissions from the burning of biomass for energy is the carbon associated with the supply chain for sourcing the wood pellets required. The industry sources wood pellets from North America, eastern Europe, the Baltics and, historically, Russia. Covid and the war in Ukraine have significantly disrupted supply chains and put more pressure on available forests. Drax sources most of its wood pellets from North America. A BBC “Panorama” documentary has cast doubt on the claim that it just uses waste wood and has suggested that primary forests are harvested and timber- quality wood burned as biomass.
The Dogwood Alliance in Mississippi has been tracking the logging of forests in the south-eastern United States and the conversion of whole trees into wood pellets. The south-east is one of the most biodiverse areas of the United States, and another downside to the burning of wood for energy is the fact that such older and more mature forests are home to a greater diversity of flora and fauna. The wood pellets are shipped to the United Kingdom on enormous vessels that are in transit for 21 days. Drax receives 17 wood pellet deliveries a day, and the plant operates 24 hours a day, six days a week. The energy required to transport the pellets adds to their lifecycle emissions and uses up the very fossil fuels the pellets are supposed to replace.
This is not an attempt to discredit one company; it is about us better understanding what is going on in the name of renewable fuels and asking that a more rigorous analysis of the carbon cost of this form of power production be fully conducted—at one level, it makes sense because trees grow back—before we assume that we really are moving to a lower-carbon-generating fuel supply and that any subsidy that supports that reflects the true carbon cost of what is supposed to be carbon neutral.
I want to raise concerns about the industry’s efforts to store more carbon in an attempt to deliver negative emissions and remove carbon from the atmosphere. Although that is a laudable goal, and the bioenergy with carbon capture and storage—BECCS—system is included in the United Kingdom’s net zero pathway, it is important to note that it is based on the flawed accounting that calls burning biomass carbon neutral. It involves a number of risks and barriers.
BECCS is the process of capturing and permanently storing underground the carbon emitted by biomass energy generation. The carbon capture rate is not 100%. Research from Chatham House indicates that it is about 76%, and energy needs to be expended to maximise capture. The options are to maximise power generation or to maximise carbon dioxide capture.
The process would also be incredibly expensive—power stations are seeking new subsidies to develop BECCS, and it is projected that it would require £31.7 billion over 25 years, which is equivalent to £500 per person in the United Kingdom—and incredibly land hungry. It would require an area roughly 1.5 times the size of Wales to grow enough bioenergy crops to meet BECCS demand. That is 17% of the United Kingdom’s arable land.
Recently, global events have shown how important a reliable food supply is, and the United Kingdom must not reduce its domestic production of quality produce. There is already the challenge of finding the right balance of land for farming, living, energy production and industry, so using such a large percentage of our land for a form of expensive and unsustainable energy generation would be the wrong approach.
The Climate Change Committee has called on the Government to support domestic biomass supply to meet expected carbon-removal requirements for the industry; however, is that the answer? The United Kingdom is about to face a severe shortage of wood and is one of the least densely forested countries in Europe, at only 13% of land area. The idea that rather than using that wood in industry we should burn it flies in the face of the basics of reducing emissions. At the heart of what we are aiming to do is reducing our use of virgin products, reusing where possible and recycling where not, and looking at using such products for energy generation only once they have become waste.
When we log forests for wood products, the carbon remains sequestered for however long those products last—possibly decades or longer. I declare an interest as chair of the all-party parliamentary group for the wood panel industry. The industry is a UK success story, with gross value added in excess of £850 million per annum and an ability to meet 65% of the UK demand for wood panel products. It supports approximately 7,500 jobs across the UK and has an average salary of £36,000, which is significantly above the UK average. The industry has made great strides in supporting our net zero by 2050 targets and has had some success with efficient and carbon-negative processes.
The wood panel manufacturing sector uses more than 25% of the 11 million tonnes of wood delivered from UK forestry every year. The rise of the wood fuel sector, which itself consumes about 25% of the UK annual wood basket because it is subsidised, has distorted the market and created shortages in domestic supply. Manufacturing operations rely on the sustainable supply of wood materials such as forest roundwood and thinnings, sawmill products, and recycled wood, supplies of which are increasingly restricted, given the fact that the UK will reach peak wood availability in the early 2030s, followed by a forecast sustained drop soon after. We need to plant more trees, especially if we carry on relying on biomass for our energy generation.
The closure of the renewable heat incentive scheme to new entrants in 2021 was a welcome decision. Now is the time to transition to future support schemes that most strategically target taxpayers’ money and ensure a level playing field for all wood users. Will the Minister ensure that when the biomass strategy is released it does not contain a new tariff-based incentivisation scheme similar to the renewable heat incentive? Will he also clarify whether biomass is supported by the contract for difference subsidies? In 2020, the Government announced that they would exclude coal-to-biomass conversion projects from future rounds, starting with allocation round 4.
Does the hon. Lady agree that it is extraordinary that the biomass industry is asking for a combined CfD that would combine biomass production and carbon capture and storage?
I agree that that is part of the confusion in the entire strategy; we need urgent clarification. In AR4, dedicated biomass with combined heat and power were eligible to compete, although no contracts were awarded. The announcement of AR5, which starts in March 2023, has not come with any clarity on whether biomass will be eligible for that round.
The Government have done great work as we transition to net zero by 2050, but further investment in biomass is clearly the wrong strategy. It not only continues to contribute carbon to our atmosphere when we can now invest in significantly cleaner energy, but takes away from flourishing British businesses and exports our problems overseas. When the biomass strategy is released, I hope that the mounting evidence will be considered and that we can continue to increase investment in more sustainable energy sources rather than pursuing this path.

Commons ChamberKeeping people safe and secure is a priority for any Government, particularly this one. That is why I am delighted to speak in this important debate. I am fortunate to live in Devon, which enjoys the second lowest crime rate in the country. Crime continues to fall, in no small part thanks to the excellent work of the Devon and Cornwall police, and our excellent police and crime commissioner, Alison Hernandez. However, even in my remote rural constituency, concerns about an increase in pet theft are growing. As a dog owner, indeed a pet lover, I can only imagine the distress of losing my four-legged best friend. This is not the first time I have raised this issue in the House, and I am delighted that the cross-Government pet theft taskforce has been launched, better to understand and tackle the issue.
While crime may be low in Devon and Cornwall, in the past three years there have been 256 reports of dog theft, yet just two people have been charged. I am pleased that the maximum sentence for dog theft is already seven years, but that is no deterrent if no one is prosecuted. Understanding that disjoint is vital, and I hope that the taskforce will come up with a solution to increase prosecution rates and deter further canine crimes. Locally, our police and crime commissioner has highlighted issues regarding how dog thefts are reported. Classing such thefts as merely theft of property is a contributory factor to low prosecution rates, but there are many others. Unfortunately, the taskforce will not report until later this summer, but I am delighted that its policy recommendations may be made in the Lords, before the Bill returns to the Commons, to ensure that it adequately reflects what is truly needed. We are a nation of animal lovers, and it is vital that our animal companions are as safe and secure as their owners.
We are also a nation of shopkeepers. Some of the reports I have heard about the abuse received by retail workers, particularly during the pandemic, are horrifying. It is unacceptable that key workers, who have gone to work throughout the pandemic to ensure that we could access the items we needed, have been treated in this way. I warmly welcome our review into this area, which found that not reporting offences, and wider concerns about how the police handled those reports, were and are important issues that need addressing. I understand that Lords amendments may be considered, if required, to ensure that such offences are treated with the seriousness they rightly deserve.
I support the detailed analysis of such issues by the Ministry of Justice, to ensure that amendments, if needed, are tabled when the data are fully available, rather than being like many of the knee-jerk Opposition amendments, which frequently are poorly thought through, and in many cases seek to reduce sentences for those who commit crimes, rather than ensure that criminals see the justice they deserve.
The Government say that this Bill will empower the police and courts to take more action against crime. However, much of it continues the failed approach of successive Governments. Legislating for longer and longer custodial sentences without any evidence that they deter people from committing crimes shows ignorance of the real drivers of crime. At its best, the Bill will be ineffective; at its worst, it is an assault on human rights and democracy.
There are some good elements of the Bill. Trauma-informed services, the strengthening of rehabilitation and the police covenant are all things that we Liberal Democrats support, but we argue that there is a need to go even further. It is a great shame that constructive debate about those important measures, which should really be at the centre of the Bill, is undermined by the elements of the Bill that are extremely concerning: serious violence reduction orders, which hand over stop-and-search powers; the increases in mandatory sentences that tie judges’ hands and do not even work to prevent crime; the proposals to criminalise trespass on unauthorised encampments, which discriminate against Gypsy, Roma and Traveller communities; and the new restrictions on the right to protest, which are nothing short of an assault on our civil liberties.
