It is a pleasure to serve under your chairmanship today, Sir David. I congratulate my hon. Friend the Member for Taunton Deane (Rebecca Pow) on securing this important debate. It is a pleasure to follow such great speakers—we have had two fantastic ones already.

I am pleased to see that DEFRA is consulting on a ban on microbeads in cosmetic products. Microplastics and other plastics in our oceans is the biggest environmental challenge that we face as a nation at the moment. It is absolutely ludicrous that hundreds of thousands of pieces of small plastic are washed down our drains each and every day when we take showers. Microplastics are having an environmental impact. Studies have shown that they are being ingested by micro-organisms and small marine animals, which can lead to physical harm, reproductive problems, toxicity issues and problems with food chains.

The hon. Member for Bristol East (Kerry McCarthy) mentioned the Sky ocean rescue campaign for marine plastics. As a coastal MP I am pleased that Sky has moved away from the rainforest and is now focusing on the ocean. We do not have to walk far in Cornwall to find plastics on our beaches. I recently did a beach clean in North Cornwall. I went out with a group of about 12 or 15 people, and we collected 18 bags of plastic in an hour and a half. The amount of plastic out there is phenomenal. As other hon. Members have said, much of that is not microplastics used recently, but plastic that has been broken down over a huge number of years. We need to tackle that issue.

I recently attended the Bude wave conference, which was attended by Surfers Against Sewage and various other environmental organisations. I was shown some of the nurdles that we have talked about today—plastics that are sometimes smaller than the sand particles that are already in the ocean. I take the issue very seriously, and as a rural and coastal MP I completely welcome any measure that takes plastic out of our oceans. Such action can be taken. Some people opposed Brexit on environmental grounds, but the Government can introduce environmental policy whether we are inside or outside the European Union, which is a very good thing.

On the subject of plastics entering the marine environment, I want to hear whether the Minister would welcome a fishing for plastic scheme. That has been encouraged in some parts of the country, but not uniformly. A fishing for litter scheme exists in Cornwall, and in some places in Wales. As we extricate ourselves from the European Union, we have an opportunity to emphasise that fishermen need to do their bit for the environment. I know that farmers have done so in the past through the common agricultural policy, but it might be time for us to show that our fishermen can do their bit as well.

The issue obviously concerns marine life, but does my hon. Friend agree that it concerns birds as well? I represent an estuarial constituency. The River Ribble has a lot of birdwatchers, and interesting bird life is affected by the plastics. The Preston Birdwatching and Natural History Society undertakes litter-picks on the Ribble. When I did one with it, I was astonished by the amount of plastics.

My hon. Friend is absolutely spot on. Feeding birds not only get plastic caught around their necks, but when they ingest small marine life they take that into the food chain as well, so she is absolutely spot on.

I must say that I was not a big fan of the 5p charge on plastic bags when it was first announced, but I am a complete convert. Not only has it had a positive effect on coastal communities, but when we walk around towns now we do not see the bags that used to fly around in trees. It has made a real impact, so we can create positive change, as my hon. Friend the Member for Taunton Deane said, if the Government are proactive.

If Brexit means that our fishing industry changes, I would ask that we consider a fishing for plastic scheme. It would be a great opportunity for us to show our country’s environmental credentials.

I was keen to speak in the debate because this issue is one of those that exercise the mind of the public. I am sure that the hon. Members who are present have had many emails on the topic. When we discuss it, we cannot really understand why it has taken so long to act on it. What I like about such issues is the fact that there is a huge consensus across the House—quite a rare and beautiful thing. I commend the hon. Member for Taunton Deane (Rebecca Pow) for bringing the debate forward.

As we have heard, many cosmetic, personal care and toothpaste products contain microbeads, which are adding to the microplastic pollution made up of the fragmentation of larger pieces of plastic waste. It is estimated that 86 tonnes of microplastics are released into the environment each year in the UK from facial exfoliators alone. As we have heard, some cosmetics companies have voluntarily decided to phase them out, but there is not currently a legal requirement to do so. That is bewildering when we consider the damage that they do and the fact that adding plastic to products such as face washes and body scrubs is wholly unnecessary, as harmless alternatives can be used.

Last year the Environmental Audit Committee called for a ban on plastic microbeads and the UK Government have, thankfully, agreed to put a ban in place this year. The Scottish Government are also setting out a plan for legislation to regulate the use of microbeads in cosmetics, and are committed to working with the UK Government to implement the ban when it is introduced. The political agenda is, as we know, crowded with important issues at the moment, but issues as important as this must not be crowded out and forgotten or slide down the agenda. We must be extremely mindful of it.

As we have heard at length today, plastic microbeads contained in cosmetics damage the marine environment when they are literally washed down the drain and then ingested by marine life. The Environmental Audit Committee estimates that about 680 tonnes of plastic beads are used in the UK every year. Even though microbeads make up a small percentage of the microplastics entering the environment, they still constitute preventable environmental damage, which should not be trivialised. We do not need to cleanse ourselves by rubbing our skin with millions of small plastic particles. There is no societal benefit to doing so, but there is huge, irreversible environmental cost. There is a real fear that the particles are building up in the oceans and potentially entering the food chain, and that there will be irreversible damage to the environment, with billions of indigestible plastic pieces poisoning sea creatures.

Does the hon. Lady agree that just as in the 1980s and 1990s there were public and media campaigns about cosmetic testing on animals, which we all became aware of as young people—young women—there may be a role for the media in highlighting the present issue? A lot of people are just not aware of it.

The hon. Lady makes an excellent point, although—this is anecdotal, not scientific—I think that the public are ahead of some of us in the House in their knowledge of the matter. Certainly my constituents have helped to educate me about it. However, it is right to say that the campaigns in the ’80s on animal testing were effective. Of course, the most important voice is that of the consumer; that is where spending power lies—the power of the pound.

It is a great pleasure to speak in this debate. I am doing so for two main reasons. First, I want to pay tribute to my hon. Friend the Member for Ribble Valley (Mr Evans). He was my first ever MP; I remember his election back in the early ’90s. Secondly, I was in Ribble Valley on Boxing day 2015 at my parents’ house, which is about four miles from Whalley. I grew up just outside Ribchester, which I have seen flood in the past. We woke up on Boxing day and we were all supposed to go off to a pantomime. I looked across the hill and asked, “What’s that?” A new river had grown up. I grew up in Lancashire and I know what wet weather is, but I had never seen anything like it.

My hon. Friend said he thought about what he could do. I pay tribute to him: what he did was really remarkable. My friends and family in Ribble Valley were really touched, particularly my auntie Pauline who was with my hon. Friend at The Dog Inn on new year’s eve in the square. My hon. Friend has been a fantastic constituency MP and parliamentarian for more years than we know because he looks very youthful. He has done great things, and I thank him for securing this debate.

The River Ribble, the historic border between north and south, flows from Yorkshire into God’s own county of Lancashire, and the flood plain is in my constituency of South Ribble. I share that great river with my hon. Friend. My constituency, like my hon. Friend’s and yours, Mr Deputy Speaker, had bad flooding on Boxing day 2015 when Storm Eva struck. The constituencies of my hon. Friend the Member for Morecambe and Lunesdale (David Morris) and the hon. Member for York Central (Rachael Maskell) were also affected, although Storm Desmond may also have been involved in those places. Various other parts of the country were affected.

I pay tribute to the local groups. We had flooding in Leyland, but work was done by my constituent, Celia Whittaker, and the Leyland flood action group. In Eccleston, Gillian Jamieson and other members of the parish council did sterling work to rebuild the parish hall back in November. Hon. Members may remember the views of the Chinook flying over Croston, which has three rivers, to assist with the breach in the River Douglas. I believe that Chinook was actually flown by one of your constituents, Mr Deputy Speaker—a member of the Chorley air cadets, of which you are president.

There are also flooding issues in the areas of west Lancashire in my constituency. I know that the Minister is aware of the situation with the flood pumps in Alt Crossens. The villages of Rufford, Croston, Banks and Hesketh Bank are all affected. Trying to stay on topic, there is concern in South Ribble about the progress of the Preston and South Ribble flood scheme. As the Ribble leaves urban areas, the last bridge, although we hope to have another, is at Penwortham in my constituency, with Preston on the other side. Flood defences were built up in the early 1980s but they are not ideal when there is a high tide and rain such as that which we saw on Boxing day 2015. I have walked the area many times, including in the summer with representatives from the Environment Agency. I know that there is funding, but we are hoping that it will be matched by the Department. I would be grateful if the Minister could say something about the progress there.

I pay tribute to Croston flood action group; to the parish council, whose members actually man their own pump; and to Kath Almond and Anne Peet, who came down to No. 10 when there was a reception for flood heroes in spring last year. Businesses in Croston have been very resilient. In fact, I went to Croston on Boxing day 2016. It was a beautiful, sunny day with blue skies and I wanted to see how people were. Jon Lilley, the publican of The Wheatsheaf, said that things were difficult but that the village really drew together. I think the people have weathered it well, but I met another constituent who has been badly affected by damage to his property and to the mental health of his family. As all hon. Members who have faced such a situation in their constituency know, flooding does not just affect possessions. There is a sense of people watching out for every flood warning and thinking, “Is it really going to happen again?”

Flooding is a complicated issue because rivers and waterways are complicated. We need to be creative in how we deal with water upstream, because what happens in Whalley and Walton-le-Dale affects what happens down in Penwortham. I pay tribute to my hon. Friend the Member for Ribble Valley for the great work he has done on the matter and for being such a wonderful champion for Ribble Valley. I look forward to the Minister’s response.

I beg to move,

That this House has considered the Flood Re insurance scheme.

It is a pleasure to serve under your chairmanship today, Mr Hollobone. I am delighted to have the opportunity to move the motion.

Back in 2005, Carlisle was badly affected by floods, following which substantial investment was made in flood defences. By December 2015, the view was that Carlisle was probably safe from further floods and would not be affected. Exactly one year ago today, however, Storm Desmond struck the United Kingdom and in particular Cumbria. It was an extraordinary weather event, and the floods had a profound effect on our city.

For the record, the emergency services were absolutely brilliant. We must also recognise the contribution of individuals—friends, families, strangers—and communities. They all did a terrific job. I acknowledge, too, the contribution of Government. Central Government and local government rose equally to the challenge of the times, giving great support, manpower and assistance to the community.

To give one small example, the week after the floods I asked the then Chancellor at Prime Minister’s questions if he would support the Cumbria Community Foundation. He indicated that he would match any funding raised. The foundation subsequently raised £5 million, which meant that, with the matched funding from central Government, £10 million was available, helping people enormously throughout Cumbria to recover from the floods. Work by the Environment Agency and the Cumbria Community Foundation is still going on, and people are gradually getting back into their homes. For the future, the Government have also committed a further £25 million to flood defences, which I am sure the EA will invest in and around Carlisle over the next few years.

What of the impact of Storm Desmond? From a Carlisle perspective—not even Cumbria, just Carlisle—more than 2,000 individual homes were directly affected. The knock-on impact on families, friends and the wider city was considerable. Furthermore, hundreds of businesses were affected, ranging from small, one or two-employee businesses to large factories such as McVitie’s, which has more than 800 staff—I am delighted that it is back up in production now.

Nor should we forget the side effects of the floods on sporting facilities. Carlisle lost its tennis, rugby, squash, football, cricket, bowls and athletics facilities. The impact of that on the wider community is quite extraordinary. Furthermore, many people do not appreciate that three secondary schools were also affected. One of them has closed at its original site and is looking to move to a different location. The impact on Carlisle, its community, individuals, families, businesses, schools and social clubs, can therefore be appreciated. The effect was dramatic and is still ongoing.

It is important to set the scene for the Minister and explain what happened in Carlisle as a result of the floods then and subsequently. However, the purpose of today’s debate is to address one particular aspect of flooding, namely Flood Re, which I will talk about from my perspective. A number of my colleagues are present today, and they will have their own views and issues to do with their own local communities, including the impact that Flood Re may or may not have had on individual households and the wider community.

For the record, Flood Re was an excellent bit of thinking by the Government and the insurance industry. Overall, it has been a great success. It took a number of years to get there; nevertheless, it was an inspired bit of thinking by the industry and Government, which reached a sensible compromise that has been hugely beneficial to many people up and down the country. The statistics are starting to tell the story about the number of people who managed to get insurance under the Flood Re regime.

An important thing from the Carlisle perspective was that the 2015 floods came, in many respects, unexpectedly—given what had happened in 2005 and the subsequent work on flood defences. At the time the community was badly affected and morale was low, but the one thing that gave people a little confidence was that through the Flood Re scheme they knew they could get insurance. That was vital for individuals and householders. I congratulate the Government and the insurance industry on Flood Re, because it is a job well done.

Therefore I am not here to be negative; I am here to be constructive. As with any new idea or piece of legislation passed by the House, however, sometimes issues can be overlooked, particular circumstances not taken into consideration, or judgment calls by the Government or the industry might need some adjustment or further thought. Perhaps the Government need to review the Flood Re regime and make some adjustment to it for the future.

I will concentrate on the specific issue of long leaseholders, although I accept that there are other issues with regards to leaseholds and so on. For example, there is what I call the accidental landlord—someone who for whatever reason, perhaps a job, might have to move to a different part of the country. Such people might not be able to sell their house, or they do not want to because they intend to move back to the area, so they lease the property out while purchasing or living elsewhere. That is clearly an issue, because they would not be able to get Flood Re insurance for the house they have vacated. That is a side issue for me, today in particular, but it is worth the Government looking at it.

I will concentrate on the long leaseholder. The purpose of Flood Re, as I understand it, is to help owner-occupiers—those who own their own principal private residence—not commercial owners. I fully understand the thinking about commercial owners, and in many respects I accept that.

I thank my hon. Friend for securing the debate. He is always a great champion of Carlisle and the north-west. May I make a point about non-commercial, community assets? On Boxing Day in my constituency, the village of Croston was badly flooded by Storm Eva, but Croston community centre is not eligible for assistance under the Flood Re scheme and it has been quoted excess of £35,000. The future of the centre, which of course was a hub of activity in the floods, is now unviable. I know my hon. Friend is concentrating on long leaseholders, but does he have anything to say about that?

I have some sympathy with what my hon. Friend says. In Carlisle, the sporting facilities were badly affected and they have ongoing issues with their insurance. She has raised a similar issue, which the Minister might wish to address when she sums up.

That is a very good question. I think the answer to my hon. Friend is that in an extreme weather event, such as the sort she saw in Somerset, the regular removal of silt from a 1.5 km-ditch is unlikely to have a significant impact on downstream flooding. What it would do in normal cases of winter flooding, is reduce the flooding of agricultural fields which would be good. So it is good for the general operation of farm business in normal winter flooding situations, but in an extreme weather event I am afraid that 1.5 km of silt removal is unlikely to tip the difference.

I welcome these proposals. As my hon. Friend the Minister knows, I also have many low-lying agricultural areas in my constituency that have suffered from flooding. Many of my farmers have asked for simplification about dredging and I wondered how the Department will communicate this simplification to landowners, so that they know about it and can save time in what they are doing.

My hon. Friend asks a very good question. The answer is that we began the communication process through a highly publicised speech given by the Secretary of State at the Oxford farming conference, which got a lot of coverage in the agricultural press. There is increasing awareness now among the farming community of this future exclusion, but clearly we can do more. We will do our best to work with my hon. Friend, with the Chair of the Environment, Food and Rural Affairs Committee, and particularly with the trade press, to make sure that farmers are now aware of the new procedures. In my experience, farmers generally cotton on very quickly to these kinds of legislative changes, but I am happy to take up the challenge if they want.

I will move forward to address the questions put by the hon. Member for Stockton North. Regarding the question of the calculation of risk and who calculates it, essentially that process has been led by water engineers within the Environment Agency. Some of the exclusions and exemptions are genuinely very low risk indeed. If we look through the list of the exclusions, it was necessary in the past to obtain a bespoke permit, in theory even if someone was just putting a floodgate over their house. Ambiguities within the legal drafting meant that anything that could possibly affect the flow of water, such as someone not letting water into their front door, could have required a bespoke permit.

In the past, putting a sign into a river required an entire bespoke permit. Now, there is absolutely no engineering evidence whatsoever that sticking a small pole into a river will have a significant impact on flooding downstream. However, to reassure the hon. Gentleman, I will point out that the process is very much driven by a cautionary principle—people are being very risk-averse. We have made sure that we have excluded only the very lowest risk activities. Again, registered exemptions are very carefully controlled. In fact, we have had some complaints from people who would like to see us go much further.

The reason we have had to be quite careful is that the measure has to apply to all rivers across the country; it is not possible for us to come up with a single set of rules without being very cautious. For example, there is a standard exemption for scaffolding to extend across 10% of a river. People come back to us and say, “Well, that doesn’t make much sense. If my river is only eight miles wide, you are allowing me to put only 0.8 meters of scaffolding into the river.” The reason for that is that we have to make sure we are very, very cautious, which is why nearly half of these cases will still require bespoke permits. We have to deal with the fact that every river is different, every condition is different and the hydrology of these different river systems is very testing. However, in straightforward cases—a noticeboard or a ladder going into a river, or a simple piece of work on banks, as mentioned by the hon. Member for Bassetlaw—we have taken the view that a calculated risk makes sense.

Finally, on the question of who is best placed to make such decisions, whether on IDBs or the action of local councils, the draft regulations apply primarily to main rivers, which is to say the rivers and streams that we believe have a significant impact on a large degree of flooding. Most of the local authority responsibility will relate to flood risk in general and include a lot of rivers that are not classified under the regulations as a “main river”.

In terms of the resources to be brought to bear, we believe that rather than imposing more costs on individuals, the Environment Agency should be saved about half a million pounds a year—a significant saving—and businesses about £14 million over 10 years. Those financial savings are only the beginning, from my point of view; the real saving is getting rid of the forms. Nothing is more eroding to trust in Government in the general sense of energy and common sense in action than having to fill out forms to put a ladder or a simple signpost into a river.

As I mentioned in my statement, levels of water on the River Aire were a metre higher than they have ever been—we have seen simply unprecedented river levels. In light of that, the Government will be reviewing the Leeds scheme to ensure that it is sufficient to protect businesses and communities in Leeds.

On Boxing day my constituency suffered widespread flooding, with the village of Croston the worst affected. I pay tribute to all the emergency services, the Environment Agency and the Lower Yarrow Flood Action Group which pulled together an amazing effort to protect Croston. Will my right hon. Friend confirm that there will be a review of river and watercourse maintenance across Lancashire, including in the constituency of my neighbour and hon. Friend the Member for Ribble Valley (Mr Evans), and that dredging of rivers—where appropriate—will be part of that review?

I pay tribute to my hon. Friend’s work in ensuring that we had all the right information on the ground in Croston, and we had support from the RAF and the Environment Agency to keep the village protected. We are looking at the issue that she raises specifically in Cumbria, and I am sure that the floods Minister would be happy to meet her to talk about how we could extend those efforts to Lancashire.

I express my sympathy for the people affected in Scotland. We are working very closely with the Scottish Government on our response.

My right hon. Friend the Secretary of State for Energy and Climate Change is currently in Paris working to secure a good international deal so that we can deal with climate change on an international level. Of course, we have a very clear carbon budget system in place in the UK.

I pay tribute to my local Environment Agency team in Lancashire and Cumbria, who worked all weekend keeping me up to date. My residents in Banks and Rufford are very concerned that in less than two years the flooding pumps at Alt Crossens are going to move away from the Environment Agency to another, as yet unnamed, body. Most of this water gives on to farmland. What is the Department doing to protect farmland?

I am happy to sit down with the hon. Gentleman and talk about his experience in his constituency. The hon. Member for Great Grimsby talked about detriment to fishermen, and European funds have contributed £400,000 to repairing the damage to fishing equipment that has been caused by extreme flooding events. There are many more ways in which Europe can participate, and I would be interested to hear about the hon. Gentleman’s experience.

Partnership is at the core of everything that we are trying to do. We are finding ways to bring together the excellent work of the Environment Agency, the genuine concerns of local authorities, the knowledge of people such as farmers—my hon. Friend the Member for Cleethorpes has touched on that—and the private sector. Port authorities are highly profitable private industries, which have an obligation to invest in their own capital infrastructure.

Does the Minister agree that in areas such as mine, where the railway line at Rufford is at risk from flooding, Network Rail should contribute financially to the internal drainage board, which is on the table, and not leave the matter in the hands of farmers and rate payers?

That is an interesting proposal. I do not want to be bounced into looking at something that I have not thought about, but the basic principle behind my hon. Friend’s suggestion is correct. One would want all those stakeholders to contribute to IDBs. I would be interested to see whether that would work for Network Rail, and I would be happy to sit down with my hon. Friend and talk about that in more detail.

At the heart of the contributions by the hon. Member for Great Grimsby and the shadow Minister was the question of resources. The discussion is becoming a slightly tedious one in which statistics are played back and forth. As the shadow Minister will be aware, because he has heard us say it again and again, we have invested more resources in flooding, in cash terms and in real terms, than the previous Labour Government did during their last five years.
