My hon. Friend makes a good point about sovereignty. As he knows, I absolutely agree with him on these matters, as I am sure the Minister does. It is important to make the point that the existing treaties make it clear that nobody can question our sovereignty over those territories. Others may have their own claims, but nothing in the treaties can encourage them to make them aggressively.
One might think that my hon. Friend the Member for Stroud had brought a niche issue before the House today. I think it is a big issue, but people might consider it a niche one in parliamentary terms. Nevertheless, it has generated quite a bit of interest in the form of parliamentary questions. It is a shame that my right hon. Friend the Member for Mid Sussex (Nicholas Soames) is not here today, because I know that he takes a close interest in it. I commend him in his absence for his work in pressing the Government on the mission and scientific research of the BAS. He has pressed both the Department for Business, Innovation and Skills and the Foreign Office on that and has raised some interesting points about the funding of the work that is carried out. I should point out that the hon. Member for Cambridge (Dr Huppert) has also done so. He has a constituency interest, given where the BAS is based.
I associate myself with my hon. Friend’s comments about the work of colleagues who are not here, as well as those who are, in highlighting the important work of the BAS. Will he also draw attention to the work of the Science and Technology Committee, which undertook an investigation and published a report this week? [Interruption.] It made a useful contribution to the final decision to put on hold decisions about the future of the BAS, which is completely the right thing to do. Will he encourage the Minister—

Commons ChamberWe live in a time when one can feel the tectonic plates of geopolitics move. In and out of this Chamber, Parliament is rightly engaged in debates about our nation’s role in the world. The demands on our armed services in Afghanistan, where we are working with our allies, and in countries around the world are increasing. Our diplomatic and humanitarian effort is being stretched even further. With so much going on, it would be all too easy to forget Somalia, and to think it less important than it is.
I think that it is essential to work with nations around the world to continue to provide support for Somalia. Many of my constituents ask me why that is so. Fundamentally, it is because it matters to the security of the UK. More than 350,000 Somalis live in the UK and we ignore Somalia’s problems at our peril. We should heed the words of the mayor of Mogadishu, who said to the BBC that disaffected young British Somalis were leaving to train in the al-Shabaab terror camps before returning to the UK with “revenge in their hearts”. In 2010, the MI5 director, Jonathan Evans, warned that it was
“only a matter of time”
before terrorists trained in Somali camps inspired acts of violence on the streets of the UK.
Points have been made about the importance of keeping our shipping routes open and free from pirates.
I am interested in what the hon. Lady is saying about the Somali community in Britain. She is correct that there are at least 350,000 Somalis living here. Will she for a moment pause and reflect on the hard work and contributions of that community in developing businesses and opportunities, and on the positive role that a lot of young Somalis play within their community and the education system? We should not allow a message to go out that denigrates an entire community of ambitious and hard-working young people.
I do not believe that my point reflected negatively on the vast majority of Somalis living in our country, who make a very positive contribution. That point has been made well by Members this afternoon and I concur with it. However, we must not put our heads in the sand and ignore professionals who are accountable to this Parliament and the professional advice that they give us.
I welcome what the Government are doing to re-establish an embassy in Somalia and the efforts of the UN to re-establish its base in Mogadishu.
In the weeks around the forthcoming major conference on Somalia, hosted by the Prime Minister, I hope that our media play their part in helping people up and down the country—especially people in places such as my constituency, who do not have day-to-day contact with the Somali community—to understand why it is important that they support Britain’s continued involvement in Somalia. As we are all in the Chamber today, it is clear that all parties understand that, but a large percentage of the people who have sent us here do not really understand it and have reservations about why we are continuing our support. That is quite understandable, because people are often susceptible to compassion fatigue, especially when their standard of living is being squeezed and some people are losing their jobs. Many fear that good money is being wasted. With so many conflicts erupting around the world, they might tire of even trying to keep up with what is going on. As taxpayers’ money is being spent, it is vital that we all do our bit to make the case for support. I believe that people will want to support our efforts in Somalia if they understand the risks to our national security and believe that we are really making a positive difference on the ground.
Today, I want to share with colleagues the positive difference that humanitarian aid is making to thousands of people in Somalia, who, we must not forget, are among the poorest and longest-suffering on the planet. I have mentioned ShelterBox in the House before. It is a great Cornish emergency humanitarian aid charity that provides boxes containing shelter, basic cooking equipment, water sanitisation equipment and tools. Its ingenuity in responding to different situations has enabled it to deliver a remarkable array of services in Somalia in its sturdy boxes. The boxes are all packed in and distributed from Cornwall, and enabled by donations and volunteers. Over the past few years, several thousand boxes have been sent to Somalia, and nearly a further 500 boxes, including 50 classroom boxes, are currently en route. That shipment of direct aid is enough to provide shelter for about 1,000 families.
Due to the security risks of working in Somalia at the moment, ShelterBox does not actually have any volunteers on the ground there. It is instead working with a partner agency, a French medical charity called Women and Health Alliance International, which has a long history of working in Somalia. At the main displacement camp in Mogadishu, it has already set up a health centre, where there is a hospitalisation facility using the disaster relief tents donated by ShelterBox. It is providing primary health care consultation rooms, a delivery suite and even a small hospital. The ShelterBox tents not only provide a clean, sterile area for the medical staff to work in but allow patients to be hospitalised while staying with their families rather than being separated. Pregnant women also have privacy while they are having their antenatal consultations and giving birth. The facility has been described by the doctors on the ground as having made
“a dramatic difference to the well-being of hundreds of Somali families in dire need of assistance in Mogadishu.”
ShelterBox’s success in helping people in Somalia is a result of having worked around the world for many years building effective working relationships with local organisations that do not have the bureaucracy and inefficiency of some of the multinational agencies. Wherever it works in the world, it works with locals and, in doing so, it tries to build capacity in those nations to deal with future disasters.
Working in partnership with other countries’ aid efforts and with people in the countries that we are supporting, so that they can develop their own capacity, is rightly at the heart of the Government’s humanitarian aid response. That theme was echoed in a recent report published by Oxfam, which stated that the UN and international non-governmental organisations provided only part of the answer to crises from Haiti to the horn of Africa.
When the Minister responds to the debate, I would appreciate his reassurance that the Government’s admirable plans to publish information on how taxpayers’ money is spent in Somalia will be implemented so that all can see it, just as donors to ShelterBox can go online and see how their money is being spent so well. Publishing that information would go some way towards reassuring my constituents that their money was being well spent and, as a result, build public support for the essential work that Britain needs to continue to do in Somalia.

Commons ChamberI absolutely agree. That is what the diplomatic excellence initiative is all about. It is the main subject we discussed at the FCO leadership conference taking place this week for all our ambassadors and high commissioners from around the world. It is necessary to know countries in detail—to know them geographically, to know personally their leaders and potential leaders, to know their languages and to understand their history—in order to be able to influence events. Those skills now need accentuating again. That is the clear and constant signal that I am sending out from the Foreign Office.
I very much welcome today’s announcement, particularly the comments about Russia. I would like to move on to other European countries and our representation in them, and ask my right hon. Friend to reflect on the fact that not all capital cities in Europe are the centres of commerce and industry. When he is thinking about our representation, will he consult British businesses—our trade with Europe will remain vital in the years to come—to ensure that we have the right representation in the right places?
Yes, my hon. Friend makes a very important point. One commitment in the FCO charter for business that I published last night is to consult business about the work of UK Trade & Investment. That will, of course, continue. Let me reassure her that the changes I am announcing for Europe do not necessarily mean changes to UKTI deployments and consular work around Europe. We believe that it is possible for diplomatic work in European countries to be centred on those nations’ capitals, but it will also be important in many cases to retain our commercial functions and presence in many other parts of those countries.

Commons ChamberWith great respect to the hon. Gentleman, a new country—whether it be Turkey or any other—joining the EU does not mean that more decisions will be shifted to the EU. Nor does a new country joining the EU mean the giving up of vetoes. That is the difference. Conservative Members have always supported the widening of the EU, and a wider EU has changed it for the better by bringing in free-market allies such as the Czech Republic. I hope and expect Turkey to join, and I would encourage it to do so.
Does my hon. Friend agree that in the event of Turkey joining the EU, we—unlike Labour Members—can exercise the transitional arrangements. If there are concerns about a great deal of people coming into this country, we can put limits in place, as indeed our colleagues have done in other European countries. That is something that Labour Members abysmally failed to do when they were in government.
That is absolutely right. Conservative Members have learned lessons from previous enlargements and we will not allow full free movement of workers from all new members, carte blanche, as soon as they join. We should require, it seems to me, complete fulfilment of all the membership criteria, particularly on criminal justice enforcement, for example. Labour messed up on that previously and this country suffered.
I respectfully submit that there has previously been a fundamental lack of understanding of sovereignty issues in this country. One example I would venture to provide is Labour’s creation of the Supreme Court. The very name is a misnomer, I submit, because in this country the law is not as it is in the United States where the American Supreme Court in Washington DC is empowered to say that the Government’s legislation is unlawful and to strike it down. The US Supreme Court can overrule Congress, but in this country Parliament is sovereign. Labour thus showed a fundamental misunderstanding of the British constitution when it called the institution that took over from the House of Lords judicial committee “the Supreme Court”. The law in this country is not supreme; Parliament is supreme and Parliament gives the law its authority, not vice-versa, unlike under the American system.
That brings me to clause 18, which is crucial and reaffirms that Parliament has ultimate sovereignty over European law.

Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

I am grateful to my hon. Friend who has gone one better than me in going to Iraq and seeing things for himself. I was able only to meet an Iraqi Minister last week, in Parliament. I bow to my hon. Friend’s experience, and thank him for his presence here and his continuing interest in the subject.
Some foreign countries, and Iraqis in exile, have called for greater provision to be made for Christians in Iraq to leave and settle overseas. Again, the view of Canon Andrew White and his congregation at St George’s, Baghdad, is that they wish
“to stay and to be safe”
where they are. That should not be too much to ask for. One issue of concern is the fact that traditionally, churches have been protected by Christian police and military personnel in Iraq. As the persecution of Christians has intensified there have been fewer Christian police and military personnel, at a time when they are most needed. The new Iraqi Government will need to examine that issue, to ensure that all minority communities can be protected, even when there are dwindling numbers of police and military personnel from the faith concerned.
An initiative that has done a lot of good in recent years in promoting tolerance and dialogue between the different faiths in Iraq is the High Council of Religious Leaders in Iraq. It was funded by the United States but I understand that the funding has been stopped. Denmark has now agreed to continue funding the group. Parliament should pay tribute to the Government of Denmark for stepping in to provide funding for that organisation. One of the fatwas produced by the group said:
“Therefore religious and ethical duty calls us as Shia and Sunni religious leaders to announce that all killing must be stopped now whatever the reasons and the cause and the motives between Muslims. We must start reconciliation and tolerance and make them the only way to solve the conflicts between the brothers in our country.”
It goes on to urge all people of faith in Iraq
“to reject and forsake all violence, killing and provocation”
and furthermore says,
“achieving peace and living together under the rule of law is the demand on all Iraqi people and is the religious and ethical duty of everybody to abandon all violence.”
I am sure we would all say amen to that.
In the debate two years ago concern was also expressed about Christian-owned land being taken in the Kurdish north of Iraq. The then Minister of State at the Foreign Office said that he would
“endeavour to discuss it with him”—
the Kurdish regional Government Minister for extra-regional affairs—
“at the earliest opportunity.”—[Official Report, 16 December 2008; Vol. 485, c. 44WH.]
It is excellent that my hon. Friend has secured the debate today. Does he agree that it was a very brave commitment by the coalition Government to maintain levels of funding for overseas aid? Does he also agree that the stated intention of helping post-conflict areas of the world to build tolerant, sustainable communities is a vital aim, and that the Government could be looking at the situation in Iraq with a view to investing resources to ensure the safety of the Christian community there and help them in their larger role of building a peaceful and sustainable Iraq?
I thank my hon. Friend, who makes an excellent point; I hope my hon. Friend the Minister will take it back to his colleagues at the Department for International Development to see what can be done. I would be grateful to hear from him whether such conversations with his predecessor took place, and what the result of them was. It would be good to understand how the British Government intend to handle the future protection of all minorities, including that of Christians in Iraq.
We who sit in this Parliament have the immense privilege of having a voice in the mother of Parliaments. It is our duty to use our voices to speak for those who are suffering for their faith in Iraq.
