Thank you for calling me to speak this afternoon, Madam Deputy Speaker. It is a great pleasure and honour to follow the right hon. Member for Sheffield, Brightside and Hillsborough (Mr Blunkett), who spoke so well from his own experience, as did my hon. Friends the Members for Wolverhampton South West (Paul Uppal) and for Thurrock (Jackie Doyle-Price). The debate has been enlightening.

Those of us who have worked as either paid employees or volunteers on behalf of people who come into contact with the benefit system know that reform is overdue. The overhaul enabled by the Bill, and by other actions that the coalition is taking to integrate and localise services, is most welcome for people in our society who need help. The daily battles of trying to claim benefits, appeal against decisions and fight through expensive bureaucracy are draining on the human spirit, let alone the taxpayer’s purse.

The practical improvements and efficiency savings that will come with benefit simplification are important. However, I believe that the importance of the Bill goes well beyond that vital endeavour. The contract between people in our society is expressed, in part, in our provision of welfare. That is part of our expression of the responsibility that we have for each other. I like the conditionality in the Bill, which underscores the principle of the contract that people in our society have. It is built on the clear and settled view that as British people, we are all responsible for ourselves and our families. Just as importantly, it is also our responsibility to care for our neighbours and our communities to the extent that we can. We are each responsible for doing all we can to provide for our own needs and those of our family and community.

Our social contract is also built on an understanding that not all people are able to look after themselves at all times throughout their lives. Sometimes individuals and their families need emotional and practical support to meet their needs, including financial support.

That contract has made us a progressive society. However, over the course of my lifetime, as overall standards of living have risen considerably, I have seen well-intentioned but unwelcome consequences of the development of that fundamental social contract into a welfare state. For too many people it has created a culture of dependency and robbed them of a sense of worth, well-being and good health. It has also brought into question the fundamental principle of fairness that is so characteristic of Britishness.

I am very grateful for that question, and the answer is absolutely not at all. A great number of people in our country absolutely deserve support. In fact, I shall argue later that I believe they deserve more support.

Let me explain what I mean by giving some examples. Can it be fair to encourage a couple who would otherwise want to live together and raise a family to live apart because single parents have a better chance of securing social housing, or to encourage someone who wants to work more hours to work fewer for fear of losing benefits? Can it be fair to abandon people who have lost their jobs and need help to retrain and build their self-confidence to a life of poverty without support? None of those things are fair. The intention of the Bill is re-establish the contract between all in society, and to give a clear message that if people are able to work and to play their part in society, we will help them to do so and it will be worth their while, and that if people have a problem that prevents them from looking after themselves and their family, we will be there for them.

Many people would like more rather than less help for our elderly citizens and our disabled citizens who are unable to work, and for carers who do the incredibly important job of caring for their loved ones. I hope we can provide such help by taking the tough decisions now to establish a sustainable economy with less public and private debt and a more sustainable level of public expenditure, and by growing more sustainable enterprise that will enable people to earn a living wage and to look after themselves better.

I am a Conservative MP because I want to create a fair compassionate society, in which people of all backgrounds have the opportunity and hope to reach their potential. “Jack’s as good as his master” is a great Cornish expression. It is ingrained in me to value and treat all people equally. Any civilised society should be judged by how it takes care of its weakest members. By that measure the previous Government failed, despite years of increased public expenditure and huge national debt.

I am sure that not every word in the Bill is perfect, but there will plenty of opportunity to make improvements as the Bill passes through the House and we learn the lessons of the consultations currently being undertaken. I am proud to serve in a Parliament that will deliver the fundamental reform that our country needs. The measures in the Bill will be introduced over a number of years, even stretching into the next Parliament, so I believe that we will look back on today as the start of a fundamental process that rebuilds the contract between people in our society. I am delighted to support the Bill today.

Happy new year, Mr Speaker. We published the full invitation to tender for the Work programme shortly before Christmas. Would-be bidders have until early February to submit their bids and we remain on track to launch the Work programme in the summer.

My hon. Friend makes an important point. We are very clear that we want to see small local community, voluntary sector, social enterprise and private sector groups having the opportunity to work alongside major contractors in the Work programme. We have been very clear to would-be prime contractors that if they do not bring together a consortium of smaller organisations that demonstrate the breadth of skills necessary to deliver support to all the different groups that will be helped under the Work programme, they will not be successful in their bids. That is of paramount importance.

I very much welcome the assurances we have received from the Minister about the small-scale organisations that are being brought in to the larger contracting. What assurances can he give my constituents and others in Cornwall who benefit from EU convergence funding that the locally identified priorities under that programme and the excellent work that has been done to get hard-to-reach groups of people back into work will continue and will benefit from the Work programme?

I advise the hon. Lady that asking me to give way and answer another question when I have not yet answered the first is probably not the best way to get her question answered.

I ask the hon. Member for Wirral West (Esther McVey) where is this Work programme and this extra support? All that we see so far is £1.2 billion-worth of cuts. There are cuts to the future jobs fund, a programme that is already in place and delivering real opportunities. She should go and talk to the voluntary sector providers in her constituency and constituencies across the country about the great work that they are doing. Social enterprises, charities and organisations in the public and social sectors are doing some great things to give young people a chance, and her party wants to pull the plug on that. That would be madness at a time when young people need our help.

I wish to return to the right hon. Lady’s point about giving out food vouchers. What is compassionate about a benefits system that is leaving people hungry in their hour of need? Voluntary organisations in my constituency, such as Church organisations providing food banks, are barred from offering vital necessities to people in jobcentres who are literally starving. That is ridiculous when people are going hungry.

I am interested that the hon. Lady is concerned that people are not getting enough support and believes that they should have more help. I wonder why on earth, then, she has voted for a Budget that cuts £11 billion from benefit support for those on the lowest incomes in the country. What she is arguing for are cuts in Government and taxpayer support, and for people simply to depend on charities instead. That would be a return to the Victorian approach of the workhouse and the pre-Beveridge, pre-welfare state approach of not supporting families across the country, which would be deeply unfair. There may not be the type of charity that she happens to have in her constituency in every constituency and working with every jobcentre in the country. We in the Labour party believe that we should support people, which is why we have not proposed cutting benefits by uprating them only by the level of the consumer prices index, which will take £5.8 billion out of the value of benefits for some of the lowest-income people in this country.

Thank you for letting me join this important debate, Mr Deputy Speaker. I want to pick up where my hon. Friend the Member for North East Hertfordshire (Mr Heald) left off. He talked about the lessons that must be learned from the past regarding welfare-to-work programmes. It is a great pity that Opposition Members will not join the Government parties in what should be one of the most important challenges—uniting to make sure that people in this country get the work and employment they need. Taking the bold and decisive action of creating a single Work programme that will streamline and focus help for all those who need to get into work is essential.

Taking action on employment is about creating a fairer society and social justice. Work is the way out of poverty and dependency, and it helps people to reach their potential. The gaps in our society have grown in the past 13 years, and nowhere more starkly can the consequences be seen than in health inequalities. The Marmot review which was published in February clearly demonstrates the links between the social and economic circumstances of people and their health. Key to closing the gap in average life expectancy is improving people’s educational and work opportunities. We need to create an enabling society that maximises individual and community potential. The benefits of reducing health inequalities are economic as well as social. The review states:

“The cost of health inequalities can be measured in human terms, years of life lost and years of active life lost; and in economic terms, by the cost to the economy of additional illness. If everyone in England had the same death rates as the most advantaged, people who are currently dying prematurely as a result of health inequalities would, in total, have enjoyed between 1.3 and 2.5 million extra years of life. They would, in addition, have had a further 2.8 million years free of limiting illness or disability. It is estimated that inequality in illness accounts for productivity losses of £31-33 billion per year, lost taxes and higher welfare payments in the range of £20-32 billion per year, and additional NHS healthcare costs associated with inequality are well in excess of £5.5 billion per year.”

The current time of financial austerity is an opportunity—a time to plan to do things differently. The welfare state and the NHS were born in a time of austerity after the war. Today, we need to do the same and to have the same courage and determination to ensure the well-being of future generations.

I think that I will be the last person this evening to make their maiden speech—[Interruption.] No, I am sorry—I stand corrected. I am the penultimate person to do so.

Having grown up in Falmouth and having been confirmed in Truro cathedral, it is a real privilege to stand here today as the first MP for the new constituency of Truro and Falmouth. I am particularly pleased to join today’s debate, in which we are discussing the important contribution that many of the measures in the Budget will make in enabling enterprise to prosper in my constituency.

My immediate predecessors will be well known to Members of this House. Matthew Taylor served for more than 20 years as the Member for Truro and St Austell, and he played an important role in highlighting the issues of living and working in the countryside of Cornwall in his well-respected Taylor report. As chairman of the National Housing Federation and a director of South West Water, as well as serving in the House of Lords as a Lib Dem peer, he will be able to continue his work on the issues identified in his report. I look forward to helping him to take the words from its pages and put them into action, especially in delivering truly affordable homes for local people to buy or rent.

Julia Goldsworthy served as the Member for Falmouth and Camborne in the last Parliament, and she has recently returned to the Westminster to work as special adviser to the Chief Secretary to the Treasury. Her work in creating the Sustainable Communities Act 2007 is noteworthy, as is her dedicated campaigning work for NHS services in Cornwall. I look forward to working with her in her new role.

I have often heard colleagues in this House refer to Cornwall as part of the Celtic fringe; no doubt that is intended in a humorous way. While I am very proud of the Celtic culture, sports and traditions of Cornwall, there is absolutely nothing “fringe” about Cornwall or its people. Cornwall throughout the ages has been, and will continue to be, at the cutting edge of important national developments, as well as being at the centre of key moments of our history. The industrial revolution started in Cornwall, and Cornwall is leading the new industrial revolution—that of delivering the renewable and sustainable energy that our future economic security and growth will depend upon. Cornwall’s pioneering and inventive people and enterprises are ready to rise to the challenge of delivering a low-carbon economy and secure energy supplies. They need a Government who understand how to create the right market conditions for enterprise to succeed. I believe that this coalition Government have the determination to do this, and so to unlock potential in Cornwall.

My constituency is a slice of central Cornwall running from the north to the south coasts. It includes Cornwall’s administrative, retail and media centre and its only city—Truro. The Royal Cornwall hospital, the only acute hospital in the whole county, is in Truro, along with the Peninsula medical and dental school. I am grateful for the dedication of the staff in our NHS in Cornwall and the people who work hard in all our public services.

Cornwall has benefited from EU objective 1 funding, and now convergence funding, which has helped to develop the knowledge-based economy. Combined Universities in Cornwall has enabled people of all ages to access the opportunity to undertake higher education and obtain new skills. University College Falmouth is a world-leading arts organisation.

Throughout the constituency are very many beautiful villages, from the rugged splendour of the north coast villages of St Agnes and Perranporth to the no less beautiful but gentler coastline of the Roseland peninsula. As hon. Members will be aware, tourism is an important industry in Cornwall. Thanks to local farmers and fishermen, there is a thriving and growing local food scene, which comes together into some mouth-watering food festivals enjoyed by locals and tourists alike. I am delighted that the new coalition Government recognise the importance of farming and fishing to our national food security.

In the hinterlands of the constituency are the ruins of many of the mines for which Cornwall is famous. As a descendant of Cornish miners, I am particularly pleased to see renewable energy enterprises developing in the ruins of the old tin and copper mines. Cornwall has the hottest rocks in the UK and is a natural location for geothermal energy production. That, combined with our rich tradition of engineering and inventiveness, provides an ideal environment and ideal skills to develop that sustainable form of energy. Geothermal Engineering Ltd has submitted a popularly backed planning application to Cornwall council and if it is successful, we will see the first commercial geothermal energy plant in the UK, which will produce 10 MW of renewable energy to be fed into the national grid.

Nearby, at the former mine of Mount Wellington, is Kensa Engineering, an award-winning manufacturer of ground heat pumps that works with social housing providers across the country to deliver low-carbon energy and at the same time lift people out of fuel poverty. I am delighted that the coalition Government have stated their support for renewable energy incentives. I believe that the Government’s priority, as set out in the Budget, to enable more business finance and financial support for the low-carbon economy, will help support excellent low-carbon companies and energy providers such as those in my constituency. The Government’s emphasis on the need for economic growth to come from the private sector will also, I believe, create a better environment for the many businesses that already contribute so much to the local economy, particularly at Falmouth port.

Falmouth is not only important to the economy of Cornwall as the third-largest natural harbour in the world, it is of strategic importance to the UK. Falmouth has a long and proud maritime history and, as the most westerly port in the Atlantic gateway, has been at the centre of trade since ancient times. As ships for all purposes, including those needed to service marine renewables and the Navy, are getting larger, the deep waters of that safe haven are ever more important to the nation, not just to Cornwall.

I understand that many of the measures in the Budget will be tough for people living and working in my constituency. I do, however, believe that by taking the brave decisions in this Budget—
