Commons ChamberIt would be great to go from Qatar to Derbyshire and I would be more than happy to accept my hon. Friend’s invitation. She is right to talk about the many opportunities that we need to look at, including, particularly, the offer in the rest of the country for tourism from not just this country, but around the globe. One of my priorities is to get more people to come to London, of course, but then to visit other great counties such as Yorkshire, as I am sure you would agree, Mr Speaker.
Decisions about which organisations to fund and at what level were taken by the Arts Council, an arm’s length body from Government. The Arts Council remains committed to supporting the core cultural institutions. For example, three institutions that receive the most funding in the portfolio are the Royal Opera House, the National Theatre and the Southbank Centre. Many high-profile, established organisations such as the Royal Shakespeare Company and Opera North will continue to receive funding.
I thank the Minister for his answer. Arts Council England’s decision to stop funding English National Opera in London and to effectively demand that it relocates to Manchester will leave hundreds of talented artists and professionals either out of work or forced to uproot their lives. Some of them live in my constituency and are understandably devastated by the decision that they now face, but they also feel blindsided, given that they had very little warning. Will the Minister tell me whether the artists directly impacted by the removal of ENO funding were consulted in advance of the decision? If not, why not?
I know that the Arts Council has taken a considerable amount of time to look at the unprecedented number of applications—more than 1,700—that were received and that it has assessed them very carefully. It is making sure that £12.6 million is available in transition funding for those that will be leaving. The time has been increased from three months to seven months, so that there is support for them for up to 12 months. We would certainly encourage the Arts Council and the English National Opera to continue the dialogue that they are having.

Commons ChamberI want to start by paying tribute to my Department for its role in Her late Majesty’s funeral and the Lying in State. At the same time, we have also been getting on with delivering the Government’s priorities. In the coming weeks, we will, among other things, be announcing a new package of measures to assist broadband roll-out, bringing back the Online Safety Bill, providing an update on Channel 4 after reviewing the business case and updating the Gambling Act 2005 and the fan-led reviews.
The hon. Lady is right to highlight the importance of museums. Our Department is aware of the situation that she has raised and the Arts Council has been in direct contact, but I will keep a close eye on this and will keep her updated on any progress.

It is a pleasure to serve under your chairmanship, Ms Ghani. I congratulate the hon. Member for Blaydon (Liz Twist) on securing this debate on such an important issue. It is one that has caused a great deal of suffering.
The story of Football Index is one of regulatory deficiency, misunderstanding and failure by Government bodies to work together in the best interests of consumers. The Gambling Commission’s chief executive officer, Andrew Rhodes, said himself, in his September 2021 response to the inquiry into BetIndex:
“The lines between what is gambling and other types of products, such as financial services or computer games, has become increasingly blurred and no longer neatly fit into existing statutory definitions of gambling.”
Put simply, the lines were blurred and consumers trusted the product because it was licensed by a UK regulator.
However, the key issue is that the Gambling Commission did not have a firm grip of what it was licensing. Football Index managed to slip through the cracks between the Gambling Commission, the FCA, the Advertising Standards Authority and other bodies. The nature of the product meant that nobody was really sure who was responsible for regulating it, so nobody took full responsibility. While the Gambling Commission and the FCA sat on their hands, deciding how to deal with this new and unfamiliar product, vulnerable consumers were falling victim to Football Index’s misleading product and losing life-changing sums in the process.
One constituent told me they had lost £13,000—a sum totalling the majority of their life savings. Another has lost £50,000—a loss made even more sickening by the fact that their interactions with Football Index did not start until June 2020, long after the deficiencies had been exposed. I am sure that I do not need to explain the impact that losses of that magnitude have had on their mental health.
I know that the gambling White Paper is due to be published, and I hope that the proposals will strengthen consumer protections, the lack of which has cost Football Index customers millions. We must ensure that action to protect consumers from such schemes can be taken earlier, so that people do not continue gambling on a product that should not have been licensed. We need reassurance that the deficiency in regulation that allowed Football Index to slip through the cracks is remedied.
Finally, I agree with those who have said that we must ensure that customers receive compensation. Government regulation and licensing failed these consumers; the Government should do all they can to ensure that those owed money receive full reimbursement.

Commons ChamberMy hon. Friend is rightly back in her place and is holding my feet to the flames on these issues. Thanks in part to our gigabit strategy, there is a thriving market rolling out gigabit-capable broadband all across the country, but we cannot force providers to offer their services in specific locations. Where deployment is supported directly by publicly funded contracts, those contracts include requirements for wholesale access. For Project Gigabit, the procurement processes differentiate suppliers on the choice of retail offerings that they are able to bring. We are also supporting various industry initiatives to develop the wholesale market for smaller alt-nets.
In 2016, The Lee Parish Council in my constituency received an assurance about broadband provision from HS2 Ltd, that it would keep it
“updated on the outcome of discussions with the Department for Culture, Media and Sport and Broadband UK in relation to support for broadband provision for communities along the Phase One route.”
Apart from a few holding letters, The Lee Parish Council has not heard anything for three years. Will the Minister provide details about those discussions to reassure my constituents that they are indeed taking place?
I thank the hon. Lady very much for raising that. I am keen that any hon. Member should feel that they can write to me about issues in their area. We are trying to get a much better system up and running so that we can get such cases answered. I encourage her to write to me as I am very happy to look into her concerns.
