Performance varies across the network and is dependent on both reliable infrastructure and strong operator performance. Where we have both, as on Greater Anglia, passengers enjoy great performance, and I am clear that this is a standard for all operators to achieve, working with their Network Rail route counterparts. I regularly meet Network Rail and train operators to encourage greater collaboration on day-to-day performance, including convening a rail industry summit in March.

The hon. Member is completely wrong. The pre-legislative scrutiny of the draft Rail Reform Bill is being done right now by the Transport Committee. I think I am the final witness to appear before the Committee next week, so that it can, I hope, report in July. Contrast that with the passenger-in-chief approach of meddling with the railways and indeed of a resource-led timetable to fit the existing staff, and I think it is quite clear that it is the Conservatives who want to improve the rail system.

Summer has arrived and tens of thousands of visitors will be heading to Chester and north Wales, and cross-border connectivity is essential. I remind the Minister of his Government’s cast-iron commitment, made in October, to electrify the north Wales main line. When will the north Wales main line actually receive an allocation of real money so it can start work on the electrification of the line?

The hon. Member is absolutely correct that the Prime Minister’s Network North commitment means over £36 billion of former HS2 money is being put into other projects, chiefly in the north and the midlands. The electrification of the north Wales main line is one of those, and it is something I am determined we will deliver. We are taking steps in allocating project time and resource so that we can advance such projects, but bear in mind that the HS2 spend was for up to 2043, so it will not all come at once.

It is ultimately for local authorities to make decisions. They are accountable, and it is for them to make decisions about how they choose to spend the taxpayers’ money for which they are responsible. I have heard very clearly what my hon. Friend has said about where that money should be spent, and his local authority will have done so. More importantly, however, so will have his voters, and they will be able to make a decision about the council’s future in due course.

A number of years ago, the Conservative Government expressly instructed Members, local councils and other stakeholders not to focus on the electrification of the north Wales line. As a result, virtually the entire rail development case for Cheshire, north-east Wales and the Wirral was built on the premise of HS2. Have I heard the Secretary of State correctly that we are going to waste all the time, effort and money spent over the years, and go right back to the drawing board? To paraphrase the hon. Member for Milton Keynes South (Iain Stewart), what exactly is the plan?

I am not entirely certain exactly what the hon. Lady’s question was, but we have set out the plan very carefully. We are going to deliver the first phase of HS2 from Euston to Birmingham, we are going to cancel the second phase and we are going to reinvest every single penny—the £36 billion we have saved—in the north, the midlands and the rest of the country. That is a very clear plan, and I think it is one that will be welcomed by the public.

I understand the hon. Gentleman’s concern. It is fair to say that, from day to day, there are different issues that interrupt a good service. As I have already said, those relate not just to the availability of drivers and other key staff, but to underperformance from time to time and disruption to Network Rail infrastructure. All of those things can play their role in a highly integrated network.

The right hon. Member for Clwyd West (Mr Jones) and I have worked for many years on the issues surrounding rail connectivity covering Chester and north Wales and, since I arrived in this House in December, I have not seen any improvement. The Minister talked about micromanaging situations, but the reality is that the Government do not seem to have understood what happened to Chester and north Wales during the summer. As the right hon. Member said, the decision was taken to cancel through trains, which fundamentally affected tourism and the visitor economy, not just for Chester but across north Wales. To be honest, that smacks of gaming the figures, and my constituents and residents across north Wales are absolutely staggered that this contract has been re-awarded to Avanti West Coast. I simply do not understand that. This is so business-critical and important to local residents and there has been a failure to take into account the realities of travelling across Cheshire and north Wales.

The hon. Lady did not ask a question, but I understood every word of her speech. Since she is new to the House, she might want to have a conversation directly with the rail Minister about this: he is highly engaged on these issues, as colleagues across the Chamber will know. If she has not seen any improvement in relation to her constituency, at least she has the satisfaction of knowing that improvements have been recognised around the House.

I welcome my hon. Friend’s question. On the point about drivers, almost 100 drivers have been recruited—I said more than 100 earlier, but it is almost 100, and I would like to correct the record at this early opportunity.

My hon. Friend’s point about open-access operators is right. As I said in answer to a previous question, that competition and choice are welcome, but we can only have that when we have sufficient capacity—that is important. I also note that Avanti’s announcement today makes it clear that the new managing director it has brought in to grip its performance and to continue delivering improved performance has been responsible for two of those very successful open-access operators. I think that bodes well for Avanti’s customers.

I have to tell the Secretary of State that the only cancellation my constituents would welcome is the cancellation of the Avanti contract. He mentioned the five services a day between Holyhead and Crewe, but he may not be aware that two of them have been cancelled today. For communities in Chester and north Wales, this ongoing nightmare is affecting lives and economic performance. When will the Secretary of State stop rewarding failure and get a grip on this service?

I think the hon. Lady’s question would be fairer if I had pretended there was not more work to do. Avanti has delivered performance improvement, running 40% more services, reducing the rate of cancellations to 4.2% and running significantly more trains on time, but I was very clear that it needs to do better on punctuality and deliver sustained improvement on cancellations. I know how much cancellations inconvenience passengers—not just those who wanted to catch the cancelled services, but passengers on other services that are then overcrowded. Avanti has work to do, but I think it has done enough so far to justify a six-month extension. We will consider whether it has sustained that performance when we have to make a further decision later this year.

I completely agree with my hon. Friend. The £2 bus fare cap is not only innovative in helping people save money on their regular transport costs, but helping to take 2 million car journeys off our roads. There are 4,600 routes across England in the scheme, including the 44 bus from Nottingham and the 53 and 39 buses. I look forward to visiting my hon. Friend very soon.

The Conservatives’ promise of great bus services for everyone everywhere is clearly another empty promise. The Minister was right that the only way to solve this is through the devolution of powers and funds to places such as Chester. Will he therefore urge the Secretary of State to take seriously the devolution bid put forward by Cheshire and Warrington, so that we can get buses going where Cestrians need them?

We always look forward to working with local authorities on whatever plans they bring forward, but I remind the hon. Lady that this Government put in over £2 billion of support during the pandemic. We are trying to drive the crucial ridership that will ensure services are sustainable in the long term via the £2 bus fare scheme, which I am sure she will be promoting in her constituency. It has been really good news to see Cheshire West and Chester Council getting an extra £13.3 million today from the levelling-up fund.
