My hon. Friend is quite right that the jet zero strategy provides the opportunity to spread cleaner, greener air travel across all parts of the UK. For example, the UK sustainable aviation fuel industry could create up to 11,000 green jobs while helping to level up with production facilities across the UK. We will be looking at regional aviation in our forthcoming aviation strategy.

I say in response to the Minister’s response to the hon. Member for Ruislip, Northwood and Pinner (David Simmonds) that the Secretary of State committed to review the airports national policy statement last July. It has to be done urgently. Since it was adopted four years ago, our net zero commitment has become law, we have adopted a carbon budget and we have held the chair of COP26. What we know about the jet zero strategy and the implications and difficulty of delivering sustainable aviation fuels means that the review must surely come sooner rather than later to incentivise change.

The point that the hon. Member misses is that we have also had the jet zero consultation. A number of presentations have come in on that and we need to consider them carefully. There is a lot of interesting work going on and we will respond on that in due course, which will give us the context to consider jet zero and the impact of covid. We will then look at the ANPS again.

I gladly join my hon. Friend in celebrating the growing success of Gravitilab. I congratulate him on being an excellent advocate for it, Broadland and the space industry as a whole. The Government have put in place the most modern space flight legislation in the world. We will continue to review it to ensure that it meets the needs of the UK’s entire space industry.

My hon. Friend gives a perfect example of the importance of travel: there are certain things we cannot do over Zoom and she is quite right to draw attention to that. Transatlantic travel is hugely important to the United States and to the United Kingdom for many reasons, and has obviously been greatly affected by the pandemic, which has kept families apart and made trade difficult. We want to restore travel with our closest ally as soon as we possibly can. My hon. Friend will know that the Prime Minister and President Biden made clear the importance of bringing about the return of safe travel as soon as possible, which is why the joint UK-US experts’ working group to which she referred has been formed, and work is well under way to deliver that goal as soon as possible.

Significant concerns about conditions for people who return to the UK and in the quarantine hotels have been expressed by Members of this House and by the directors of public health for the local authorities around Heathrow airport. One cannot book a flight until the quarantine hotel is booked. My constituent had to wait for more than a week to receive vital HIV medication while he was waiting to enter the UK and then again while in the quarantine hotel. He contacted me and we were fobbed off by being told: “The hotels have on-site doctors”. He needed a specialist doctor to prescribe his essential medication, which he had to wait too long to receive. That is unacceptable and I worry how many other people’s lives and health are being put at risk due to such delays and the poor management of the quarantine hotels and arrival system. What steps is the Minister taking to prevent this from happening to others who arrive in the UK?

I am concerned to hear about the case raised by the hon. Member. If she would like to share it with me in writing, I will ensure that that complaint is sent to the right place and addressed. I am happy to take action on that individual case. More broadly, we of course continue, across Government, to ensure that the policies we have in place are not only accurate and required but carried out to the satisfaction of all involved. Circumstances have obviously been fast-moving. We are all committed to making sure that the policy is delivered and that quarantine hotels are managed appropriately.

The hon. Lady is quoting from the Bar Council. I want to make the Committee aware, in reference to my entry in the Register of Members’ Financial Interests, that I am a member of the Bar and have practised at the Bar of England and Wales.

The Bar Council is a very authoritative body that needs to be listened to when we are introducing legislation that affects issues such as sentencing.

On the POA point, Peter Dawson pointed out clearly, in relation to violence against prison officers, that when hope is lost and the atmosphere and the management of prisoners gets much more difficult, we have nowhere to move terrorist prisoners who are already in specialist separation centres. He said that removing hope of early release increases that risk. I would like the Government to commit to a review if the proposal is implemented in this way. Obviously, we support the motivation behind it.

I have one more question for the Minister. Might the option for this sentence, with the loss of early release, lead to unintended consequences in charging and sentencing? Would sentencers avoid it and impose a lesser sentence? I am sure that the Government do not intend that.
