As my hon. Friend suggests, the EDF is one of the vehicles for achieving that. Along with other members of the European Union, we are leading a drive to increase transparency in the EDF—so far, that message is being reasonably well received. I must point out that although Britain contributes 17% of the EDF’s funding, 40% of that funding is spent in Commonwealth countries.

Will the Secretary of State turn his attention to women in Haiti? One year on from the earthquake, people continue to suffer and an alarmingly high number of women and girls are subjected to rape and sexual violence every day: 250 women were raped in just 150 days after the earthquake. What is he doing to ensure that the British Government, the EU, the UN and the Haitian authorities are doing everything possible to bring an end to that appalling violence?

The hon. Lady is right to target the current position in Haiti, including the great difficulties that the international community has experienced in making its aid effective and the failures of governance and justice that she graphically identified. Britain is not leading on Haiti—the lead is taken much more by the Americans, Canadians and, indeed, the French, but we were extremely supportive in the initial stages in the aftermath of the earthquake that struck Haiti a year ago, and we continue to help, not least in December, with specific interventions to stop the spread of cholera.

My hon. Friend is absolutely right. Reproductive, maternal and newborn health care is the subject of a business plan discussion that is under way. With his expertise, I very much hope that he will contribute to our thinking on that. The plan will be published in January. As he said, we need to focus on the continuum of care, up to birth and beyond. We are quite clear about the importance of the issue, but he will know that placing women’s choice over whether and when they have children is at the heart of all the overseas programmes that we run.

Let me declare an interest in that I recently went to Bangladesh as a guest of Oxfam. I am sure that I join the whole House in paying tribute to the excellent work of British development non-governmental organisations around the world. In Bangladesh, I saw Oxfam’s work in raising awareness of the impact of climate change on some of the world’s poorest. Although the Government’s commitment to continue the work on development and climate change is welcome, the commitment of the international community still falls short. Ahead of Cancun, what steps will the Government take to push for a greater commitment on climate finance from other countries?

I thank the hon. Lady for what she said about the quality of the programme and those who staff it in Bangladesh. I am glad that she was able to visit our programme last week. She has seen a country where climate change affects the everyday lives of millions of people, and she is quite right to underline the Government’s commitment to ensuring new and additional mechanisms for raising international finance to tackle climate change. I will be making a speech on the subject tomorrow, and the Government will be pressing hard in the run-up to Cancun and beyond to see that we make significant progress in this area.

My hon. Friend makes an important point. The commitments in the Paris declaration are based on the lessons learned in relation to improving the impact of aid, including having more focus on results while supporting partner countries’ priorities, not least co-ordinating how various multilateral and bilateral donors come together. When I was in Uganda recently I was heartened to see our DFID office taking a leadership role in bringing multilateral donors together as part of the commitment following the Paris declaration and the Accra agenda thereafter.

Let me strongly endorse what the Secretary of State said at his party conference. He said that we have a

“duty to bring an end to the injustice of millions of children dying every year from drinking dirty water.”

Will he reassure the House that he will reject the recent option presented to him by his Department to drop the vital commitments to help 25 million people to gain access to water and sanitation in Africa over the next five years and to help 30 million people in south Asia by 2011? Will he reassure the House that that commitment still stands?

First, may I take this opportunity warmly to welcome the hon. Lady to her new post and to congratulate her on it? I look forward to the numerous exchanges that we shall have in the House. She will be aware that we are reviewing all programmes, be they bilateral or multilateral. As we are focusing so much more on outcomes rather than inputs, I think that she can look forward positively to the likely result of the review, particularly in relation to water and sanitation. She is right that they are crucial, and I dare say that during the recent conference season, she, as much as I, was engaged with a number of those making representations to ensure that that emphasis is reflected in programmes as they come through the review of bilateral and multilateral aid.

Pakistan Floods

I thank my hon. Friend for his comments, and he is of course right to say that the 1 million or so members of the Pakistani diaspora, many of whom have relations directly affected by the flooding, have been extremely concerned and worried. We have been able through a number of mechanisms to give both information and reassurance. I pay tribute to my noble Friend Baroness Warsi, who has been very heavily involved with all the diaspora community and who came with me to Pakistan. I also join my hon. Friend in paying tribute to the work of Rotary, which makes such a tremendous contribution in this and so many other areas of development.

I welcome the Secretary of State’s statement. I remind the House that the community in my constituency has, with the rest of the British public, been working hard to raise money. A third of my constituents are of Bangladeshi origin and they are no strangers to floods causing such devastation as has happened in Pakistan.

I urge the Secretary of State to work with the EU countries to focus on what steps can be taken to tackle the long-term challenges of climate-related disasters. What additional funding, on top of what has already been committed and Government aid funding and emergency aid, is he committing to climate change adaptation?

On that final point, the hon. Lady must wait for the outcome of the spending review, which will be announced on 20 October, but I assure her that the points she made so eloquently are being actively considered. This morning, I discussed with the Foreign Secretary the point she made about ensuring that we work closely with EU members to take forward our common endeavours. Her comment about closer EU co-ordination is very well made.

I am very happy that one of my colleagues should have a meeting with the hon. Gentleman. It is important that we make sure that electoral registers are accurate. It is also important to recognise that it is an offence to vote at a general election in two different places. However, I think that there are problems with saying whether second home owners can vote. I think that a number of hon. Members might take rather a dim view, as some of them might not be able to vote in their own constituencies, but I am happy for the hon. Gentleman to have a meeting with the Minister responsible for electoral registration.

Q10. What discussions he has had with ministerial colleagues on the future funding of the decent homes programme.

First, may I welcome the hon. Lady to the House?

Good quality social housing is vital, especially in areas such as her constituency. It is completely unacceptable today that 58% of the housing in her constituency is not of a decent standard. We have a huge backlog of work to be carried out. We have ploughed £170 million back into social housing schemes this financial year, which the last Government promised but did not fund. Clearly, the decent homes programme will have to be looked at in the spending review, but I understand the force of argument in her constituency particularly.

I thank the Prime Minister for that reply. Is he aware that some 7,000 council homes in Tower Hamlets still need to be brought up to the decent homes standard? The previous Government committed £220 million towards addressing the problem. Will his Government honour that commitment to my constituents?
