A thriving higher education sector is vital to our economy and I recognise the significant contribution that overseas students make to the sector. The reforms we have introduced have tackled abuse of the student migration system while protecting universities, to ensure that they can continue to attract the best and the brightest.
I am sure that the Minister will want to join me in congratulating Swansea university, whose pro-vice chancellor I met last night, on the start of its new, second campus, which will house 5,000 students. Will my hon. Friend make every effort to publicise the fact that Welsh universities are open for business and open to applications from overseas students?
My hon. Friend is absolutely right. Welsh higher education institutions attract a greater proportion of overseas students than similar institutions in England, Northern Ireland or Scotland; they are at the forefront of attracting overseas students. My right hon. Friend the Secretary of State visited the new campus at Swansea university recently; it illustrates the strong offer that the university now has.

Following the Prime Minister’s visit to India, will the Secretary of State join our universities in telling students from India, China, Malaysia and Indonesia that Welsh universities are open and that they would be welcome to study there?
Higher education is a major export earner for Wales and, of course, for the United Kingdom as a whole. During his recent visit to India my right hon. Friend the Prime Minister made it clear that there is no arbitrary limit on the number of students who can study in the UK, provided they have the necessary qualifications and can speak the language. They are more than welcome to come to the UK.

Commons ChamberThe only thing that is going to be annihilated is the argument for independence for Scotland, which is gaining no currency among the people of Scotland, because the vast majority of people in Scotland and elsewhere want to keep the United Kingdom together.
2. What recent steps he has taken to devolve power away from Westminster and Whitehall.
We are devolving power to the most appropriate level through local enterprise partnerships, local government finance reforms, giving local authorities a general power of competence, and city deals. We delivered a referendum in Wales, which resulted in the Assembly assuming primary law-making powers in all 20 devolved policy areas, and we established the Silk commission, which continues its work to review the present financial and constitutional arrangements in Wales. In addition, the UK and Scottish Governments are working together to ensure the smooth implementation of the Scotland Act 2012, which represents the greatest devolution of fiscal powers from London in 300 years.
I thank my right hon. Friend for that answer. In its recently published and much-applauded report, the Silk commission made several recommendations, including giving the Welsh Assembly Government powers to raise taxation and so making it more accountable to the people of Wales. When will the Government introduce legislation to enable those aspirations to be achieved?
As my hon. Friend may know, we are carefully studying the recommendations in the part I report from the Silk commission. We hope to provide our considered response in spring this year, and only at that point will we be able to set out what legislative plans might flow from it. Personally, I strongly support the principle of further fiscal devolution, as reflected in the Silk commission report.

Commons ChamberThis is an issue of concern and the Wales Office is in very close touch with all parties involved in the dispute. This is not actually a matter for the Government—it is a contractual discussion between the BBC and performing artists—but we are hopeful that a resolution can be found very soon.
Knighton in my constituency—very near to north-east Wales—is able to receive only 17 channels as opposed to the 50 channels received in Swansea, Cardiff and the Minister’s constituency. Will the Minister join me in making representations to UK Digital on that matter?
That issue is similar to the one raised by the hon. Member for Clwyd South (Susan Elan Jones). Where communities rely on relay transmitters, as opposed to the principal digital transmitters, they do not receive the full suite of channels and may receive only the 17 public service channels provided by BBC, ITV and S4C. We will continue to look into the matter and discuss it with hon. Members who have constituents facing those issues.

My Department and the Department of Health have been in close discussion with the Welsh Government about the detail of the legislation, and we are optimistic that all outstanding devolution issues will be addressed before publication of the legislation.
3. What steps he plans to take to implement the recommendations of the first report of the Commission on Devolution in Wales published in November 2012.
I welcome the publication of the commission’s first report. It is an important piece of work that is thorough and wide-ranging, and I am giving each of the 33 recommendations my full consideration in consultation with Treasury and other Cabinet colleagues. The Government will respond formally in due course.
I, too, congratulate Paul Silk and his team on the excellent work they have done and on the report they produced. Will the Secretary of State make a commitment to introduce legislation in this Parliament to carry forward some of the recommendations in the Silk report?
The point I would make to the hon. Lady is that yes, we have asked the police to make funding reductions. They have been able to do that, keeping a higher proportion of bobbies on the front line, which has been effective, and taking people out of back-office jobs. At the same time, crime has fallen and public confidence in the police has risen. Yes, we are asking the police to take difficult decisions, but they are doing it and they are delivering.
Q5. I congratulate the coalition Government on introducing regulations to protect the welfare of wild animals performing in travelling circuses. This House voted overwhelmingly for a complete ban in 2011. While we wait for a draft Bill to be published, will the Prime Minister commit to introducing legislation so that this ban can be introduced in this Parliament?
It is our intention to do just that. My hon. Friend is absolutely right to raise the fact that we have changed the regulations in advance of legislation, so that the clearly expressed will of this House can be met.

Gentleman will be pleased to hear that I am already holding discussions with the Welsh Government and local authorities in north Wales with a view to exploring the possibility of electrifying the north Wales railway line—105 miles, and an enormous economic benefit for north Wales.
I welcome the announcement of extra capital expenditure, but will the Secretary of State work with the Welsh Assembly to make sure that Welsh civil engineering companies help in competing for contracts for this work?

Commons ChamberI think it is important that the electorate know what the position involves and the job entails, as well as the qualities of the individuals being put forward. I am a democrat; I have faith in the electorate to make the appropriate decisions, provided, of course, that they have been given the appropriate information on which to base their decisions. That is why I believe this debate is so important.
To return to the specifics of the draft legislation, under the Government’s plans, police area returning officers—PAROs for short—will accept or reject material from candidates standing for election on 15 November. They will check and approve the material they receive, and then pass it on to the Home Office so that it can publish that material on its website. It is pretty clear to me that this will be a sensitive role for these officers, so I urge the Government to ensure that the criteria by which PAROs have to assess the material are set out clearly and in detail—much more clearly, I would suggest, than in the draft secondary legislation.
Secondly, the Electoral Commission will, to its credit, produce a booklet for every household where PCC elections are taking place. This is particularly important because the elections will take place at an unfamiliar time of year in November, as my hon. Friend the Member for Newport East (Jessica Morden) has said, and using a voting system—the supplementary vote system—that most people will not have used before. May I have an assurance from the Government that sufficient resources will be provided to the Electoral Commission for this information dissemination work to be carried out properly?
Generally, it is essential that guidance for candidates, agents, campaigners and returning officers is provided well in advance of the elections in November. The Government should note that the Electoral Commission wants most of these guidelines in place very soon so that they can be published and disseminated widely three months before the start of the regulated period. Of particular concern is the need to publish the limits on the amount of money that PCC candidates can spend during the last few weeks of the campaign, and I would hope that the spending limit for each specific police area—not a complicated calculation and a formula—is set out on the face of the secondary legislation. That is the way to ensure clarity.
The hon. Gentleman makes some good points. What worries me is that there will be no publicly funded mailing, and that individual candidates will be able to issue their own literature. That, surely, creates the possibility that the person who can afford the most literature will win the election, which is profoundly unfair.
The hon. Gentleman’s point reinforces the need for clearly defined limits to ensure that there is no confusion or ambiguity, and that every candidate in every police area is aware of the limits that apply to him or her. There should also be stipulations governing third parties to prevent candidates from receiving indirect financial support.
I am acutely aware that, in all probability, mayoral elections will take place on the same day as the PCC elections in some parts of England. Obviously no one can foretell what will happen in the elections that will be held in a number of English cities, but the odds are that they will take place concurrently, and I know that the two sets of elections will be overseen by two separate Departments, the Home Office and the Department for Communities and Local Government. Indeed, it is possible that a third will be involved. My right hon. Friend the Member for Delyn (Mr Hanson) mentioned the Cabinet Office earlier. How will it be involved in all this? That is yet another ingredient in the mix.
Both the mayoral and the PCC elections will use the supplementary vote system, and I hope that voters will be presented with two differently designed ballot papers. That is important, because, as I have said, at least two Departments will be directly involved in running these concurrent elections. Government co-operation and a joint approach will be necessary, so that the electorate are not confused by the process. There will also be room for considerable confusion if PCC candidates are expected to communicate with voters through a website while mayoral candidates rely on locally distributed booklets, given that the elections will take place on the same day. Whether we like it or not—and I consider the position to be very unsatisfactory—there will inevitably be some confusion, because the basic means of communication will be provided through different mediums. I am keen for those difficulties to be minimised.
It is possible that the Home Office will find all this work a little too much. We are all aware of the difficulties that it is experiencing. I respectfully ask the Minister to suggest to his colleagues in the Home Office that they should consider having a word with the Deputy Prime Minister to see whether it would be possible to bring in some Cabinet Office experience. Being entirely objective, the Minister knows a heck of a lot more about these issues than the Home Office—which is supposed to be conducting the elections—and I suspect that that is why he is here tonight.

Commons ChamberGurkha soldiers have had their terms and conditions improved vastly in recent years, but while they fight and die for this country they do not have the opportunity to vote in our parliamentary elections. Will my right hon. Friend investigate whether this can be corrected?
Clearly the Gurkhas will enjoy the same right as everyone else who makes the United Kingdom their home to vote for Governments in this country.

Commons ChamberI can heartily endorse that recommendation. Whether the powers that be will be able to fly that flag I do not know, so I cannot give him that guarantee, but it will be flying proudly above Gwydyr house.
When I meet businesses in Wales, I am always impressed by the resilience they are showing during these difficult times. One issue that they always raise with me is that of business rates. What discussions has the Secretary of State had with the Assembly to build on the excellent work that local authorities are doing to reduce the burden of business rates to companies that wish to expand?
As the hon. Gentleman knows, that is a matter for the Welsh Government, but I think the Welsh Government must carefully consider the conditions on the other side of the border in England, and ensure that inward investing companies and other companies in Wales are not disadvantaged in terms of taxation or non-tariff barriers. I encourage the hon. Gentleman to make his representations to the Welsh Government himself; I am sure that they will be interested in what he has to say.

I am grateful to all Members who have taken part in this important debate for its tone and the many helpful insights that they have provided. I commend the detailed work of the Science and Technology Committee. It was undertaken in an appropriate spirit of interrogation and challenge, and contains measured and thoughtful conclusions which, for the most part, the Government have accepted.
It is important to start by saying that it is unlikely that any Government will ever get this issue completely right. The nature of emergencies means that they are unpredictable; their likelihood may rise or fall, and we do our best to estimate that, but their effects are unpredictable and we can only prepare as best we can and try to manage the risks in a sensible and proportionate way. My family motto is, “Hope for the best while confidently expecting the worst.” That is not entirely a basis on which one can prepare for emergencies because, while we hope for the best, we must plan for the worst outcome.
There is always an incredibly difficult balance to strike between underestimating a situation and appearing complacent about its malign effects on communities and the economy if we do not prepare sufficiently—although we should always err on the side of caution—and investing many resources in preparing for outcomes that are wholly unfeasible but could mean that damage is imposed on the economy or disruption on people’s lives. The nature of emergencies makes it unlikely that that balance will be achieved exactly, but it is important that we strive to get it right.
I apologise for not being here at the beginning of the debate, but I was engaged in activities elsewhere in the House. The Minister makes a good point. At times, medical scientists may offer advice that would be hard to deliver in terms of social science. There could be a conflict between pieces of advice that are properly given by two proponents of the same profession.
My hon. Friend is right, and in the end we have to make a judgment and try to prepare in a proportionate way based on the best evidence available, while acknowledging that that evidence will not always be conclusive. The process set in place through SAGE will try to distil the best view, which is important.
A number of Members have raised points about the communication of risk, which is an important issue and difficult to get right. When communicating risk to the public, it is important not to scaremonger, make people agitated or cause them to behave in a way that is not reasonable. Nor should we devote resources to something in a way that cannot be justified. At the same time, we must never be complacent.
I have thought about the concerns raised in the report and by hon. Members during the debate about the concept of the reasonable worst case. It is difficult to get the form of words right. If the word “reasonable” is inserted, it sounds as if it is a situation that we think will happen. In fact, “reasonable worst case” is not what we believe likely to happen; it is the worst case possible if we remove situations that are absurdly improbable. Pitching that statement correctly is quite difficult.
A number of hon. Members mentioned the Blackett review that will be published in the next few weeks, which we will obviously consider. The Blackett panel looked at the concept of reasonable worst case, which it believes—as do the Government—that it is essential to consider when planning and building capability. It believes, however, that we must think about the use of that concept in communicating risk because it may be that the concept of the most likely case is more useful.
Governments will always be anxious about having a figure in their possession that they have not shared. That was the case with swine flu, and I understand the concern of the Health Secretary at that time. The Government did not want to suppress a figure that might have been arrived at properly, even though it proved to be way off beam. These difficult issues need to be tackled in a serious and measured way and it would be useful to have further discussion and debate once the Blackett panel has completed its review. We must get this issue right because, when emergencies happen—as they will—it is important to have some kind of shared understanding across the political spectrum, and between the Government, Parliament and the media, about the way the concepts in question have been used and the need for responsibility when dealing with facts and estimations.
My hon. Friend the Member for Croydon Central (Gavin Barwell), who could not stay for the end of the debate because he had to be elsewhere, talked about the figures changing in the course of the swine flu epidemic. The truth is that in an emerging epidemic, there are very few cases on which scientists can make assessments; there is very little epidemiology to go on. Arguably, it is better to be honest about the possible worst case and plan for the worst; and then if events turn out very differently, at least that is better than their turning out much worse than predicted. I was asked whether we had used the reasonable worst case approach for the Fukushima event. The answer is yes, that did happen.
On the difficult issues about trying to get right the communication of risk, I am grateful for the Select Committee’s insights. The Blackett panel will produce its conclusions in due course, and we will share them and continue to have discussions and debates.
I was asked what progress had been made in response to the concerns that the Select Committee raised, which I understand, about the role of the Government chief scientific adviser in national risk assessment. Work is under way to set up an independent scientific advice group for the NRA, which will be in place in time for the 2012 NRA. The draft 2011 NRA has been sent to the Government chief scientific adviser, and he will respond to me and my officials in due course. Obviously, it is important that that assessment has the benefit of his detailed scrutiny. We are taking the conclusions and recommendations in the Committee’s report seriously and acting on them.
The Chair of the Committee, the hon. Member for Ellesmere Port and Neston (Andrew Miller), asked when SAGE guidance would be published. We are aiming for later this year. We are building in steps that are being taken in the light of the inquiry and the reflections in this debate.
I was asked about transparency. We agree that SAGE should operate on the principle of openness and transparency. The membership, minutes and key scientific advice papers for all three recent SAGE activations, which were in relation to the Japanese nuclear event in and around Fukushima, the volcanic ash eruption and the swine flu epidemic, have all now been published online. Everything is being taken forward, I hope, in the right spirit.
My hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe) asked about international collaboration. We work closely with international organisations—the European Union, the UN and so on—and with global leaders in this field. For example, the Singapore Government are a serious leader in this area, and we work with them. We also work with other countries with which we share risks. For example, we work closely with the Netherlands on the risks associated with North sea flooding. There is also ad hoc joint work and research on community resilience and behavioural issues. We work on that with the United States, Canada and the Australians. International collaboration is therefore very important. There is a huge amount of expertise, and it is in the interests of all countries that we benefit from one another’s knowledge, expertise and assessments.
I was asked about volcanic eruption as a risk. I assure hon. Members that the possibility of volcanic eruption is certainly not being omitted from the 2011 NRA. There are two risks in the risk assessment, one of which is a severe, gas-rich volcanic eruption that could reach toxic levels at both ground level and flight altitude. Obviously, that is less likely to occur but would have very significant impacts. We acknowledge that the volcanologists are saying that the likelihood of further volcanic eruptions is higher. We are obviously taking that into account. There is a higher likelihood of a much less severe volcanic ash-rich eruption. A great deal of knowledge was gained from the experience of the eruption last year, and a lot of action has been taken on the back of that.
