My hon. Friend and I share the same objectives, and that is what our rehabilitation reforms are about. The truth is that approximately 95% of the people who end up in prison have already been through community sentences and probation work. We have to improve what happens at that stage and rehabilitation post-prison, but what we cannot do is simply not send to prison people who have committed serious crimes and are found guilty by the courts.

The Secretary of State may know that I, too, have three prisons in my constituency. Just last month, the chief inspector’s report on Durham prison noted that it faced huge challenges and stated clearly that cells designed to hold one prisoner should not be used for two. At the time of the inspection, a prison designed for 597 prisoners was accommodating 940. Why is the Secretary of State not doing more to alleviate this appalling overcrowding, rather than seeking to exacerbate it?

I do not think the hon. Lady has been listening to what I have been saying. Today, despite the budget cuts we have had to push through, a smaller proportion of prisoners are being forced to share a cell than was the case under the Labour Government, who were in office until 2010. We are delivering a better performance for less money and in difficult circumstances. I am proud of that and Labour should be ashamed of itself.

One of the many excellent things the Secretary of State inherited from the previous Labour Government was an outstanding Probation Service in County Durham, which is now at risk from the Government’s privatisation. Will he now pay attention to the many issues raised in the Select Committee on Justice’s report of 22 January, and scrap that botched privatisation?

I do not recall the Justice Committee asking us to scrap our plans. Although good work is being done around the country by probation officers, we cannot go on with this situation in which 50,000 offenders are released from prison every year and left with no supervision on our streets, so that tens of thousands of crimes are committed, with victims around the country. We cannot go on in that way.

As Minister with responsibility for probation, I have had the opportunity to see the hard work and dedication of many probation officers and I do not think the probation service always gets the credit it deserves for helping to keep the public safe. Probation officers will continue to have a key role. However, reoffending rates are still too high and we need to explore new ways of delivering rehabilitation and reducing reoffending.

I am sure that the Minister is aware of the most recent report from the inspectorate of probation, published today, which shows that vulnerable and troubled young people are not being adequately supported by the care or probation system. How will the Minister respond to the serious resource issues raised in that report?

The hon. Lady is right to draw attention to that report, which deals with the interests of children who have been in care. We will study it in detail and respond accordingly, but the report makes the point that this is not simply about money—it is also about attitudes. A great deal of work needs to be done to ensure that we meet our very important responsibility to those children who have been in care, who have particular requirements. We will consider the report and respond accordingly.

I begin by thanking my right hon. Friend the Member for Exeter (Mr Bradshaw) for securing this debate. I am very pleased to be able to take part in it. My Durham constituency is an ecclesiastical and Anglican centre, so this is a matter of great importance for a number of my constituents. I am tempted to spend a few moments just highlighting the beauty and spirituality of Durham cathedral, but I have a feeling that you may rule me out of order if I did, Madam Deputy Speaker. I would, however, recommend that all Members visit the cathedral at some stage.

It was some considerable time ago—1992, so 20 years—that the General Synod first voted to allow women to become priests. Without legislation to extend this to include bishops, a glass ceiling has been created for women in that their careers in the Church are limited purely by their gender. A number of us hoped that this situation would be rectified in November this year; unfortunately, the General Synod voted no, although narrowly, to women bishops. This is somewhat surprising, given the great advances made by women in the Church of England. The most recent data show that more women priests are being ordained than men—290 women were ordained into the priesthood in 2010, compared with 273 men. Partly because of this growth in the number of women priests, the result in November was particularly devastating, especially when considered alongside the view that has been expressed since—that it could be 2015 before this matter is considered again.

My hon. Friend is absolutely right that this has been a real blow to a great number of women who have dedicated their lives to the service of the Church. Given that there are some real difficulties in reconciling different views on the apostolic succession and the laying on of hands, is it not absolutely crazy that with ground having been conceded on the issue of ordaining women priests, they cannot then move up through the organisation to become bishops?

I am grateful to my hon. Friend for making that excellent point. I shall come on in a few moments to the difficulty of finding a compromise other than the one considered in November.

I am going to argue that the Synod needs to reconsider its decision as a matter of urgency. This time, it will I hope come up with the right answer, which is to allow women to become bishops. The change needed is really a simple one. All it needs is the simple repeal of the clause in the Priests (Ordination of Women) Measure 1993 that states:

“Nothing in this Measure shall make it lawful for a woman to be consecrated to the office of bishop.”

As I say, this simply needs to be repealed.

Unlike some Members, I think that because the Church is established, this is a matter for Parliament. What I want, however, is for the Church to resolve the matter first. It seems to me particularly important for it to do so. I also think we have to recognise that the Church has had a pretty long time to do that—[Interruption.] Yes, a very long time to do it. The specific Measure before the Synod in November had been considered for five years, during which many legislative committees had brought together members of the General Synod who supported women bishops and those who opposed them, but no agreement other than the compromise before the Synod in November was agreed. If those five years of talks did not reach any other conclusion, prolonging a decision further is unlikely to get any other one put in front of the Synod. This suggests that action simply needs to be taken now. As the campaign group WATCH—Women and the Church—highlighted, this creates a difficulty. Those who support women bishops require women to be bishops on a par with their male colleagues, with no legal no-go areas. Those who will not accept women bishops require legal separation from women bishops.

As I have said before, I think that if another compromise were sought it would prove elusive, and that it would be better to consider how a general Measure supporting women who wish to become bishops could proceed. I should like that to happen quickly, because a number of constituents have written to me about the matter. Although I knew that there was a very strong Christian community in Durham, I was surprised by the number of letters that I received and the anger that was expressed in them. Perhaps I should start with the Bishop of Durham himself, the Right Rev. Justin Welby. He is soon to become Archbishop of Canterbury, and I think that Durham’s loss will be the country’s gain.

Is it not extraordinary that, although he has already been appointed, he will not take up his post until Easter? Would it not be a good move for the Synod, having elected a new leader, to put him in post speedily, particularly when he has a reforming programme to accomplish?

That is an interesting point, and if I were not about to lose a really wonderful Bishop of Durham I might well agree with my right hon. Friend. In this instance, however, we are in no hurry to get rid of our bishop, and I am quite pleased that he will be with us until Easter. I suppose that it might be to the greater good for him to move earlier, but I am sticking to my position, which is that we need his ministry in Durham for as long as possible, and certainly until we have someone else to take his place.

I was about to tell the House what the Bishop of Durham said, which I think is very important. He said:

“It is a very grim day, most of all for women priests and supporters.”

I also heard from Miranda Threlfall-Holmes, a vicar at Belmont and Pittington in my constituency. She said that she felt

“rejected by the church that accepted me for ministry”

but was not prepared to consecrate her as a bishop.

A letter from Richard Cheetham, a constituent of mine, is typical of many that I have received. He said:

“I find the whole thing a huge insult to women priests, and to women in general. Women can rise to the top positions in industry, commerce, education, and politics. Therefore I find the decision not to allow women bishops totally unacceptable.”

Is it not testimony to the strength of these women—and, indeed, that of other people who have been rejected by the Church—that they carry on, and stick with it? The strength of their faith, and their dedication to it, must be far greater than that of their male colleagues, given the way they stick it out, with good grace and good humour.

I agree with my right hon. Friend. In fact, I do not think that I received any letters or telephone calls from people saying that they were considering resigning, which, as my right hon. Friend says, is extraordinary in the circumstances.

I absolutely agree with Mr Cheetham and with others to whom I have spoken and who have written to me. The decision not to allow women to become bishops seems particularly absurd when we know that women priests and their ministry have been so very successful.

A recent article in The Observer highlighted the story of the Rev. Philippa Boardman, vicar of St Paul Old Ford church. When she arrived at her London church in the mid-1990s, St Paul Old Ford was derelict, its Victorian structure rotting away quietly after a decade of neglect. Under the watch of the enterprising new vicar, however, it was born again. It reopened as a thoroughly modern church-cum-community centre, with a gym in the attic and a café in the entrance. It also provides Zumba, WeightWatchers and after-school clubs. Last year, in recognition of her efforts, Ms Boardman was appointed MBE, and many members of the church community believe that she is also a prime candidate to become a bishop. Without change, however, that cannot even be considered.

I think that most of us who have women priests in our constituencies know what a fantastic job they do. In my constituency, Margaret Masson does a tremendous amount of community work. She sets up schemes to address the needs of older people, and she is at the heart of her community. I could mention others, too, but I will not take up the House’s time. My point is that women do a fantastic job at all levels in the Church. It is unfair that they are not able to become women bishops, and I do not think it is good for the Church either.

James Jones, the Bishop of Liverpool, said the Church would collapse if all the female priests in place now were somehow removed. Other Churches have made progress with this issue, and perhaps we have something to learn from the Church elsewhere. Some 29 female Anglican bishops have been consecrated worldwide. In many of the countries where that has happened, such as Canada, the USA and Australia, those who will not accept female bishops are offered provision informally and pastorally.

If we were to accept this approach, just one simple change would be required: the removal of clause 1(2) from the Priests (Ordination of Women) Measure 1993. I hope the Synod will consider that. I urge the Church to reconvene the Synod and reconsider its decision, and to allow all of us to benefit from the ministry of women bishops in the future.

The right hon. Gentleman will know that we are looking at ways in which we can deliver a better probation service, more rehabilitation for offenders across the board and better outcomes, because this is the key. It is not just about the processes we go through; it is about the outcomes we achieve. We are seeking to reward those who provide rehabilitative services in a way that also reduces reoffending. Doing that will help the offender and the wider community. It is also, incidentally, a good deal for the taxpayer.

The Prime Minister has restated our determination to apply an intelligent approach to reducing reoffending. By 2015, I intend to apply payment by results to the majority of rehabilitation work conducted with offenders in the community. In addition, the National Offender Management Service published its commissioning intentions for the coming financial year on 1 November, clearly stating our commitment to evidence-informed commissioning.

As the House heard earlier, the Ministry of Justice’s own survey has revealed that restorative justice can reduce reoffending by as much as 14%. These methods are being effectively used by probation and prison services in Durham, which has one of the lowest reoffending rates in the north-east. What further steps will the Secretary of State take to ensure that this evidence-based approach is supported and has the necessary resources to be effective?

We are looking to allow for the greater use of restorative justice in the criminal justice system—for example, by allowing an element of restorative justice between a verdict and the sentence in court, to establish whether that can have an impact on the sentence that would otherwise be passed and the likelihood of the offender to reoffend. I would commend all those who are using restorative justice. It is a common-sense early intervention in the criminal justice system and there is no doubt that it is having an impact on offending rates.

On a point of order, Mr Speaker. I would appreciate your ruling on the appropriateness of commencing this important debate on the national planning policy framework with only about half an hour of parliamentary time available. Surely this is shambolic organisation, mirroring the NPPF process itself. Would it be possible to have the debate rescheduled, bearing in mind the commitment given by the Minister in this House on 27 March to have a full parliamentary debate on the subject?

I am sure the Minister is aware that Durham Tees Valley probation trust has been assessed as the top-performing trust by the probation trust rating scheme. Indeed, it was considered to be exceptional. What guarantee will he give that the reform of probation services will enable the good practice from Durham Tees Valley to be rolled out across the country and enable its front-line services to be protected?

Perhaps it is not a complete coincidence that Mr Sebert Cox, the chairman of the Probation Association, is also the chairman of the Durham Tees Valley probation trust. I had the pleasure of discussing these issues with him last week. Like the hon. Member for Luton North, the hon. Lady will have to contain herself until we come forward with our proposals early in the new year.

I am sure the Secretary of State is aware that prison staff already have to deal with requests for further information about how voting rights will be implemented—not only from prisoners, but from local communities who have grave concerns about the matter. Will he meet a group of MPs for whom that is a particular concern, so that the needs of our constituents might be considered?

I will consider that request when we have announced our conclusions, which we will, to the House. The previous Government were incapable of taking a decision on the Hirst recommendation, which was made five years ago, and we are about to produce our proposals. I would point out that remand prisoners already vote, and always have voted; they vote by post, and it has never caused any difficulty. In the end, there is no suggestion that prisoners are going to be registered in the prison at which they are Her Majesty’s guests. Those that bother to get registered will be registered in constituencies scattered across the country. Of course I will consider the logistics if, after we have produced our proposals, it is apparent that any particular logistical problem will be posed.

On that precise point, does the hon. Gentleman accept that the Deputy Prime Minister came to my constituency to launch the Liberal Democrat plan for more police officers by getting rid of ID cards, and that although we now have no ID cards, we not only have no additional police officers in Durham, but face substantial cuts to them?

All I can do is go over the same response that I gave earlier. First, I am very pleased that we have started the process of getting rid of ID cards so quickly. Secondly, I am sure that my right hon. Friend the Deputy Prime Minister would have said something different if the hon. Lady’s Front-Bench team had provided greater clarity on where we stood as a nation in terms of our finances. I am afraid that the only example of clarity we have had is the single-sentence letter on there being “no money”. That was a good example of a very honest Minister making it clear where the new Government stood and what problems they would have to tackle.

To return to detective rotation, about which a constituent contacted me, it may be a good example of how more money could be saved in the service. As I understand it, detectives are often rotated a matter of months before retirement. They then have to undergo a new raft of training for a new role before—literally, just a few months later—retiring. That does not seem a very sensible investment. Perhaps it could be looked at to ensure that detectives are allowed to continue in their present posts so that the police service does not incur those training costs for a role that they will not carry out beyond a couple of months after starting it.

No reduction in funding is ever going to be welcomed. I believe, however, that the scale of efficiency savings being proposed is manageable and that it is possible for our police forces to deliver both value for money and security on our streets at the same time.

One of the most dramatic changes in the nature of police accountability has been brought about by neighbourhood policing teams. In various parts of my constituency, local people can attend monthly meetings to engage in discussion and hold the police to account. Information from those meetings—along with other information about where antisocial behaviour is happening, which is collected and captured on computers—is tasking the police in a far more intelligent and accountable way than we have ever seen before. However, that did not just happen; it had to be driven by Government, and it was driven by a Labour Government.

My right hon. Friend is making a brilliant speech, but does she agree that what is most important to our constituents is being able to see police officers on the beat, as well as police community support officers? Is it not absolutely disgraceful that the coalition parties have not guaranteed to protect front-line policing from cuts?

I entirely agree with my hon. Friend. Fine words about law and order and sanctimonious speeches about how we support the police family and the reduction of crime in our neighbourhoods are all very well, but if we do not will the means, that is not going to happen. Up and down the country, as budgets are stretched and pressures are put on the police, the good work that has been done will take two steps back rather than forward, and that is a crying shame.

I have a long-standing interest in the handling of serious and organised crime, and the impact on that of reductions in police grant. We should view the cuts in police funding in the context of a number of other developments that undermine the ability of our police to do their job. For instance, police powers relating to CCTV and DNA have been reduced, as has been pointed out by the hon. Member for Shipley (Philip Davies); perhaps I should call him my hon. Friend these days. Last week there was an Adjournment debate on CCTV and DNA, and I must say that I welcomed the support from the coalition Government Benches for the views expressed by Opposition Members on that day. Clearly there is some common ground in this era of new politics.

We need a 21st-century police force that is equipped to tackle 21st-century crime and 21st-century criminals. There is no doubt that technology provides a major opportunity for the police to crack down on criminals, wherever they may be. Like many other Members, I am disturbed by some of the comments that have been made about CCTV and DNA. Obviously CCTV helps to the police to deal with antisocial behaviour, but we should not forget that both it and DNA make a major contribution to tackling far more serious and violent crimes which, I regret to say, are committed on streets throughout the country.

I do not think that the present proposals accord with the front cover, as it were, of the Liberal Democrat-Tory coalition Government. They do not suggest that the Government really have the safety of our subjects in mind when they take responsibility for governing our policing community.

I intervened on the Minister of State to ask whether any assessment had been made of the cost of elected police commissioners. I do not suggest that every aspect of the way in which police authorities are organised is the best thing since sliced bread. I think that some do better than others. Colleagues of mine have worked very well on police authorities and have done a good job, but that does not necessarily mean that some authorities do not need to be looked at. But what will the introduction of elected police commissioners mean for policing in our neighbourhoods? How much extra cost will it involve? Will someone who has been elected expect a higher premium on the services that he or she gives to the police? What will be the relationship between the commissioner and the chief constable?

This brings me back to the subject of serious and organised crime. I fear that elected commissioners could find themselves responding, understandably in some respects, to the demand for attention to be paid to local policing—which is, of course, important—to the detriment of the handling of much more serious crimes which require more cross-border co-operation. I worry greatly about the impact on that. I agree that we need to discuss savings, but why has there been no financial assessment of the cost of elected police commissioners and whether, in these times of austerity, that is a good route to go down? I would suggest that it is not. Taken together, therefore, I fear that these proposals could inhibit our ability to fight serious and organised crime, and also make it more difficult to protect the country from international terrorism.

None of us doubts the need for effective local policing. We need bobbies on the beat, and we need civilians to take on some of the jobs that then allow our fully qualified police officers to be out there fighting crime. We need to work with others, such as community support officers and community safety wardens, too. We also must not forget community organisations and groups; those that have good relationships with their local police are a vital source of information and intelligence, and also help to promote what is being done in the community to fight crime, as opposed to the lurid stuff that is often reported in the tabloid press.

We know that every single day people feel angry and frustrated—and often isolated—by the antisocial behaviour and low-level crime on their doorstep, and that must be attended to. However, although effective community policing is rightly a priority for the police, it cannot be their only priority. As I have said, for people in Doncaster it is our borough commander at Doncaster level who, day to day, is the public face of local policing. Above that, I do not think the public necessarily care very much whether it is a south Yorkshire or a Yorkshire and Humber force; what they care about is that other levels of crime that they do not see on their doorsteps should be dealt with effectively. As the Metropolitan Police Commissioner outlined in the annual lecture to the Police Foundation on Monday night, we still face a real and severe threat from terrorists and from serious and organised crime, which costs the British economy £40 billion a year and, in its own way, affects every person in the UK. The drug dealer at the end of somebody’s street, who usually is a drug addict as well, is just a small fish in a big pond. The sharks that feed that crime on the local street are living in big houses; they are not paying their taxes and they are living the life of Riley. They are the criminal entrepreneurs who put the despair on to our streets, and if we do not deal with the sharks we will not get a grip on organised crime in our country. I am very worried about the implications in respect of the police grant and the fact that the Minister said nothing—I will look at Hansard to check this—about the impact on serious and organised crime. I would be happy for the Minister to respond to that or to indicate anything, if he wishes to do so.

When the public are asked for their view they do not always rank serious and organised crime or even counter-terrorism as their top priority for the police. That is because people do not see that directly or immediately affecting their family and their street and community. However, many of the problems they do worry about—drugs, prostitution, illegal weapons—are intimately connected to serious and organised criminals. The real danger is that with cuts to be made and, I am afraid, with these potential commissioners falling over each over to protect the most popular police priorities, the axe will fall precisely on those areas that the public least understand but most need.
