Commons ChamberWhen I was 20 years old, my grandma suddenly fell very seriously ill. She was undergoing emergency surgery and we all knew that the chances of survival were very slim. I vividly remember that long day, waiting for the bad news. On Thursday, as the country collectively held its breath, waiting for word from Balmoral, I found myself thinking of my grandma and that long day all those years ago. That is because, for many, many reasons, Her Majesty was a grandmother to the entire nation. She was a constant in all our lives—that familiar, smiling, reassuring and comforting presence.
I never had an audience with the Queen; I do not have any moving or amusing anecdotes to share. Many other hon. Members who are far more eloquent than I have already set out at great length her many remarkable qualities, and I will not repeat them to the House. I will simply say that we are all diminished by her loss, yet her memory is our blessing. On behalf of the people of High Peak, I want to set on record our deep-felt gratitude and love for our late sovereign, to express our heartfelt condolences to His Majesty King Charles III and to affirm that we remain his most loyal subjects. May Her Majesty rest in peace and rise in glory. God save the King.

Commons ChamberAs an Education Minister, of course I want every child to fulfil their potential. I am committed to speaking to and working with children, families, parents, carers and SEND experts, including the National Autistic Society, which I met this week as part of a stakeholder roundtable. I am always happy to listen to the voices of sector leaders and I would be happy to meet the hon. Lady.
I am delighted that Katharine Birbalsingh has begun her new role as the chair of the Social Mobility Commission. By expecting high standards and not indulging in the soft bigotry of low expectations, she produced fantastic results at the Michaela Community School and gave children the best chance in life. We want her to bring that same attitude to the commission and be a loud champion of equality of opportunity by focusing on education, employment and enterprise, levelling up opportunity and unleashing the full potential of our great country.
I welcome the Government’s commitment to tackling disparity in our healthcare, which is particularly important when it comes to maternity care. I ask the Minister to speak to her colleagues at the Department of Health and Social Care about Tameside Hospital, where there is a desperate need for capital funding in a new maternity unit and antenatal clinic. The current unit is located in the Charlesworth Building, which was built in 1971 and is poorly insulated, so sensitive clinical equipment often overheats. The capital funding bid badly needs support and I hope that she will work with me on it to deliver better healthcare for the women of High Peak.
Maternity care is a top priority for this Government, and we are making progress. Since 2010, we have seen a 25% reduction in stillbirths and a 29% reduction in neonatal mortality. On the new maternity unit at Tameside, I understand that the Acorn birth centre opened last year and has been well received locally, but I am happy to discuss further improvements with my hon. Friend.

Commons ChamberI have been asked to reply on behalf of my right hon. Friend the Prime Minister. As the House will know, he has been at the United Nations General Assembly in New York, where he has held meetings with world leaders, in particular leaders from countries vulnerable to climate change. He has also met President Biden for discussions on climate, covid and international security.
GPs have done a brilliant job delivering the vaccination programme. They have had to work very long hours in the most challenging circumstances, and now they are having to deal with a huge covid backlog. As a result, many of my constituents have contacted me, frustrated by how difficult it is to see their GP face to face. Just this week, I have been contacted by someone who was diagnosed with cancer after being taken into hospital. She said to me: “I can’t help but wonder if they’d have caught it sooner if I’d been able to see someone in person, instead of trying to describe my symptoms over the phone.” I therefore ask the Deputy Prime Minister what the Government are doing to tackle the covid backlog and get face-to-face GP appointments back as soon as possible.
My hon. Friend is a huge champion of his local NHS and I know of his incredible work on the reinstatement of breast cancer screening clinics among other things. I join him in thanking GPs for the heroic job they have done in seeing us through the pandemic. Although appointment numbers have returned to pre-pandemic levels, of course patients and the public rightly expect to see their GP face to face when necessary. As my hon. Friend will know, the Chancellor has funded a £36 billion package to deal with the NHS backlog as well as pursuing our plan for social care.

Commons ChamberThe hon. Gentleman raises an incredibly important point. We want this to be the most inclusive COP ever and, of course, we are planning for it to be an in-person COP, while taking into account contingencies. The point about vaccines is important, because access to vaccines is not consistent globally. We will work very hard to ensure that we have a safe and inclusive COP for all.
I should point out that, more generally, the UK is supporting the COVAX facility and the Coalition for Epidemic Preparedness Innovations, and the Prime Minister has recently made it clear that we will send the majority of any future surplus of vaccine doses that the UK has to the COVAX scheme to support developing countries.
This is the first COP ever for which we have set up an international civil society and youth advisory council—indeed, the next meeting of the group is later today. It is co-chaired by two young climate activists, one from the global north and one from the global south. I have committed to meet civil society groups and youth groups in every country that I visit, because I really want their voices to be front and centre and at the heart of COP26.
I welcome the appointment of my right hon. Friend to his role, which underlines how seriously the Government are taking their efforts to find international agreement on tackling climate change. The scale of the challenge ahead requires us to be innovative and to think outside the box. I pay tribute to the work done by local groups such as Hope Valley Climate Action, Transition Buxton, Sustainable Hayfield, Acclimatise Whaley and Transition New Mills. Is the President prepared to meet me and those groups to hear their ideas on how we can work together to tackle climate change?
My hon. Friend raises an important point, because local groups are vital to the delivery of many initiatives, not just in the UK but around the world. I pay tribute to him for his work in promoting climate action in his constituency and more widely. I will of course ensure that either I or members from the COP unit for civil society and the youth team will meet the organisations in his constituency to which he referred, particularly to hear their views.

Commons ChamberI am very grateful to my hon. Friend for his question on the importance of employment in the Calder Valley. I am sure that he will be pleased to learn that the Conservative party will be personally boosting employment in West Yorkshire when we open our new headquarters in Leeds next year. More broadly, the Government have announced unprecedented support across the whole of Britain to help unemployed people find a job, including the £2 billion kickstart scheme for young people and the £2.9 billion restart programme to help those unemployed for more than a year. We are doubling the number of work coaches.
High Peak has a covid case rate lower than the national average yet is in tier 3. This is having a very severe effect on our local hospitality industry, which is so central to our economy. Can the Minister assure me that she is working with colleagues across Government to provide all necessary support to those businesses and to work to get High Peak out of tier 3 as fast as possible?
My hon. Friend is a very strong voice for his constituents in High Peak. Tier 3 restrictions were introduced based on evidence from the Scientific Advisory Group for Emergencies about what was required to bring the R rate below 1 in a targeted way, thereby bringing transmission under control and reducing pressures on the NHS. Local authorities under tier 3 measures such as those in High Peak also receive additional funding for local public health initiatives to help to contain the spread of the virus and pave the way for local restrictions to be eased.

Commons ChamberI am grateful to the hon. Gentleman, but I think that Government and Opposition Front Benchers recognise that a Canada-style agreement is entirely consistent with how people voted in the referendum, including the people of Wales, who did vote to leave. It provides us with an opportunity to trade freely with the European Union but to chart our own destiny.
I share my right hon. Friend’s disappointment in the EU’s continued intransigence. It is right that we do everything we can to prepare for all outcomes on 31 December, but it remains the case that it is in the best interests of both the UK and the EU to reach a long-term trade deal. Can he confirm that if the EU does shift its position and return to the negotiating table, the Government stand ready to talk and that we are prepared to consider individual deals or agreements on specific areas such as haulage and security?
My hon. Friend is absolutely right. I was not party to the telephone call that took place earlier between Michel Barnier and Lord Frost, but if it does presage a change of approach on the part of the EU and a proper intensification, no one would welcome that more than I do. It would mean that we could make progress, but obviously the proof of the pudding remains. On my hon. Friend’s second point, if we leave on Australian-style terms, we will be negotiating and discussing with our friends and neighbours to ensure that we have effective interim arrangements, particularly in areas such as freight transport.

Commons ChamberIt is a pleasure to follow the hon. Member for Edinburgh West (Christine Jardine), who gave a thoughtful and forceful speech. There have been some excellent speeches so far. I particularly want to mention my right hon. Friend the Member for Vale of Glamorgan (Alun Cairns) and my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie), who made excellent speeches both in favour of the Union and in making the case against some of the amendments in front of us today.
On Monday evening, I voted to give this Bill its Second Reading, because I support the broad aims of the legislation. I am very grateful for the opportunity to speak on the detail of the Bill, particularly on clause 46. However, I do have reservations about certain aspects of the Bill, which I shall turn to in a moment.
The Bill is necessary to safeguard the Union and ensure that businesses in all parts of the UK can continue to trade seamlessly across the United Kingdom. It is important that Derbyshire hill farmers can continue to sell lamb to Scotland, that supermarkets in Wales can continue to stock sweets made in New Mills, and that construction sites across the country can continue to use the high-quality limestone quarried out of the hills around Buxton and Hope.
The UK’s internal market is centuries old and a cornerstone of our Union and our economic success. The Bill helps to provide certainty to businesses that, when we leave the transition period, the internal market will be safe and our high food hygiene and animal welfare standards will be maintained.
Clause 46 is a vital part of the Bill that will give the Government the power to spend money in areas previously administered by the European Union, such as infrastructure, economic development, culture and sport, as well as aspects of education, training and international exchanges. This is essential to allow the Government to properly serve all parts of our United Kingdom. I have previously talked in this place at length about how successive Governments of all parties have failed to properly invest in certain parts of the country, including, of course, in the High Peak over the past few decades. The clauses in front of us are part of remedying those past mistakes.
As I have said, it was for those reasons that I absolutely supported the core thrust of this Bill and voted for it on Second Reading, but I am uncomfortable with an element of the Bill, which is why the Committee stage is so important. I firmly believe that we must fully deliver on the 2016 referendum result and that we must take a hard-headed approach to negotiations with the EU to secure the best possible long-term trade deal. Brinksmanship and preparing for the worst are, of course, a key part of that. In my view, it is also essential that we secure that trade deal and deliver on our promises in a way that is in line with our values. Any breach of our commitments must be considered only as an absolute last resort, and even then only after considered debate, scrutiny and oversight.
As this Bill progresses through the House, I hope that the Government will listen carefully and take the opportunity to improve on it. I am grateful to the Lord Chancellor, the Attorney General, No. 10’s trade negotiating team, and the Minister herself, who is now in her place, for meeting me and others to discuss our concerns. I hope that we can make those improvements.
We have a tendency in this place to spend far too much of our time speculating on what might have been and on events that are outside of our control. Perhaps that is because it is more comforting than confronting the hard choices in front of us, but that is exactly what me must do to deliver on our promises and safeguard the future of the United Kingdom.
I must say that it is astonishing and perhaps a little bit frightening that here we are, elected representatives in a democratic country, meeting to give serious consideration to proposals that threaten the peace in Northern Ireland, pave the way for the breaking of international treaties and represent the undermining of the devolution settlement, which has been a fundamental part of our constitution for more than two decades. It speaks volumes, I think, about the chaos and confusion that shroud the current Government that these proposals have even seen the light of day.
My concern is with what these proposals represent for the devolution settlement. I have to caution Government Members, because there have been a few gripes that, “Oh, the SNP will always oppose this.” This is not a matter of the Scottish National party taking umbrage at these proposals. When the Government make them, they offend and affront not me or my colleagues but the ordinary people of Scotland, who, on 11 September 1997, voted by a majority of 74.3% to say yes to a Scottish Parliament and yes to devolution. If that vote took place today, those figures would be higher still, with up to 90% agreeing with either partial or complete autonomy of decision making in Scotland. Those are the people that the Government need to justify these proposals to.

Commons ChamberNot only will we protect animal welfare standards but, on leaving the EU, as we have, we will be able to increase our animal welfare standards. We will be able to ban the treatment of farrowing sows that is currently legal in the EU, and we will be able to ban the shipment of live animals, which currently we cannot ban in the UK. We will be able to go further and better, and I hope that the hon. Gentleman supports that. By the way, I also hope that he will tell all his friends in the—SNP, is it?—SNP that that is one of the reasons why their plan to take Scotland back into the EU would be completely contrary to the instincts of the British people.

Commons ChamberI am proud that we are one of the leading countries in the world for LGBT rights. The UK will host an international LGBT conference, chaired by Nick Herbert. The theme is “Safe to be me”. It will focus on asking countries to tackle the persecution of LGBT people, including ending violence and discrimination.
The Government have a strong record on LGBT rights, especially the introduction of equal marriage, which I am proud to have campaigned for. We have come a long way, but there is still work to be done. Can my right hon. Friend tell me why a married monogamous gay couple living in High Peak cannot donate blood or plasma, including for the ongoing and vital covid-19 trial?
I appreciate that many gay and bisexual men want to contribute to the efforts to fight this virus. The rules that specify the conditions for donating blood are from the Advisory Committee on the Safety of Blood, Tissues and Organs. I am taking up this matter with the Secretary of State for Health and Social Care to see what changes could be made.
