Commons ChamberMay I first put on the record our gratitude to my hon. Friend for the very hard work he carried out as a member of the Select Committee on the hybrid HS2 Bill? We occasionally ask trust ports to review their status. All the feedback I have had from his trust port certainly shows that the trust port model is working well, and we would not wish to interfere with that.
It is clearly in the public interest for a person reporting somebody as unfit to drive to have anonymity. However, does the Secretary of State agree that anonymity should be rescinded where the allegation appears to be malicious, and that the reporting form should clearly state that an accuser will be liable to prosecution if false accusations are made about an individual?

Commons ChamberNever mind “one of the world’s leading producers”. I think that we are the world’s leading producer, given that all the i8 hybrid engines for BMWs are made at BMW’s £500 million Hams Hall plant, Donington Park has been chosen as the global headquarters for Formula E, and Geely is investing £250 million to make plug-in hybrid taxis at the new plant in Coventry, thus creating 1,000 jobs. So we are indeed leading the world. As more manufacturers make these models available, more consumers will be given that option at their local showrooms.
The Minister will know of the report that was submitted to the Economic Sub-Committee of the Cabinet which showed that the cost to our economy of air pollution from diesel and other vehicles was between £9 billion and £20 billion. When considering low emissions, will he take into account particulate matter—the PM 2.5—and nitrogen dioxide?
Internal combustion engines produce pollutants which contribute to air quality problems. That is why we need to ensure that more people opt for green alternatives such as electric vehicles, plug-in hybrids, and other technologies that are becoming available.

Commons ChamberI understand that the Cheshire and Warrington local enterprise partnership has submitted a bid for local growth fund funding to support the Congleton link road as part of its strategic economic plan. We are currently assessing the plans and bids submitted by every LEP in England and we hope to be able to make an announcement in July.
T5. Mr Shah and other wheelchair users in my constituency will be disappointed by the Minister’s response to my hon. Friend the Member for Blackpool South (Mr Marsden) in relation to the disability awareness training for bus drivers under EU regulation 181/2011. They tell me that drivers simply say, “Sorry mate, the lift is not working” or “the ramp is not working.” Sometimes they drive by with their thumb down and ignore them. Only 28% of drivers have received such training. When will the Minister get on and act on the regulation?
I say gently to the hon. Gentleman that his assiduity is not in question, but his ability to distinguish between a substantive and a topical question in terms of length perhaps is.

Commons ChamberThe latest advice I have is that there is not a higher level of accidents involving these types of vehicles. We have an awful lot of vehicles that make no noise on our roads—they are called bicycles and people have to be aware of them as well.
The Minister initially said that the Government would spend £400 million supporting low-emission vehicles. Answers to parliamentary questions have shown that £170 million of that will not be spent by the end of this Government’s life. Last year, the Chancellor cut the first-year capital subsidy for low-emission vehicles, as a result of which no right-handed vehicles are being produced in the UK. What will he do to incentivise this industry, and to ensure that the emissions causing the deaths of 29,000 people each year are cut down?
As more manufacturers produce these vehicles, they are becoming much more mainstream, and people are getting used to the issues about range anxiety. As a Yorkshireman, I was particularly pleased to hear that the new Volkswagen model is to be called the e-up!
