Commons ChamberFuture expenditure will be set out in more detail by my right hon. Friend the Chancellor of the Exchequer, as I have said, and the ways in which the Defence Secretary will spend the money allocated to him will be set out by Defence Ministers. I have to say that I am still completely lost as to what the Lib Dems’ defence posture is. When I look back on our time in government together, I certainly cannot help thinking that if we had not had the sea anchor of the Lib Dems in coalition, we would have progressed much more quickly in securing the defence of this country.
The extra money for stockpiles and for AUKUS is indeed welcome. The Foreign Secretary rightly spoke of a challenge to the entire international order, and when we look at just two areas of capability in isolation—the size of the Army and the capability of the Air Mobility Force—we have to face the unpalatable fact that neither people nor equipment can do two things at once. Will he be working with his ministerial colleagues to ensure that our investment matches, and provides, the capability to be set against the challenges of which he rightly spoke?
My hon. Friend is very knowledgeable about this subject, and the points that he has made are points to which we listen carefully. I can only repeat that we will continue to work together closely, as we have done for a number of years, to align our foreign affairs and diplomacy posture—and, indeed, our international development posture—with our defence posture to ensure that we use most efficiently and effectively the public funds, the taxpayers’ money, given to us by the Chancellor to protect the British people and our friends and interests overseas.

Commons ChamberI thank the Scottish National party spokesman for his comments about the work of British service and search and rescue personnel, and of others in my Department, given their hard work throughout many nights and days when this terrible event took place. He asked three questions. We are very significant funders of the World Food Programme. On whether we decide to use that route to provide additional help in Syria and Turkey, we will have to wait and see, but for the moment we have responded and made sure that UK aid gets through to those who need it at this point in the crisis.
The hon. Gentleman asked whether funding will be considered for the Turkey-Syria fundraising conference. We will look at that at the time, but I assure him and the House that we have been right up there in the lead on making sure that critical needs are met. On the third and final question he asked, we will make sure, in every way we can, that aid gets through to people in north-east Syria. We will use whatever means are available to us. As I hope he has seen from what has happened already, Britain has not been shy in pressing these points to make sure that the aid gets through.
Will the Minister join me in thanking my constituents at Royal Air Force Brize Norton for the significant help that they have given to the people of Turkey? I am thinking in particular of the tactical medical wing, which has been deployed and is giving the medical assistance that he spoke of, and the wider air mobility force that, on top of significant other tasking requirements, has moved the aid so swiftly. Simply put, without them British aid would not be going anywhere. They ought to have our thanks.
I very much agree. My hon. Friend is right that the support of the Royal Air Force has been quite exceptional during this crisis. Across Whitehall—the Ministry of Defence, the Foreign, Commonwealth and Development Office, and the Department of Health and Social Care—there has been a quite unusual degree of cohesion and excellent co-operation.

Commons ChamberThe hon. Lady makes an incredibly important point about the ability to repair infrastructure. I spoke to His Majesty’s ambassador to Kyiv this afternoon about the remarkable speed with which Ukrainian municipal workers are repairing that infrastructure.
The right hon. Member for Tottenham (Mr Lammy) asked about humanitarian assistance, and it will include 856 portable generators to support power for essential public services in Ukraine.
I pay tribute to the extraordinary achievements of the Ukrainian air force in the current circumstances. Can the Foreign Secretary assure me that he will consider what support we can give so that the aerial dimension is not forgotten?
I can assure my hon. Friend that we will consider that. I am very proud that we have supplied a number of AMRAAM missiles specifically to help the Ukrainians defend themselves against attack from the air. We will keep that under constant review.

Commons ChamberTen days ago, a Royal Air Force C-17 left Brize Norton in my constituency, carrying parts of a field hospital destined for west Africa. Over the course of another five flights, the 130 tonnes of that field hospital will be taken to west Africa, where members of the UN and others are doing crucial, outstanding work in tackling coronavirus. That shows this country at its best. It shows the expertise of our armed forces, together with an outward looking foreign policy, and the expertise of DFID, which funded that mission. It helps this country spread its good name around the world. I 100% welcome this and the fact that the Government have made it clear that there is a total commitment to our international aid. There is no rolling back from it. It remains world-leading and the 0.7% target is to be maintained.
It is morally and ethically right that we help others, particularly the poorest around the world. But these aid flights also show that in helping others we are helping ourselves, because when facing a virus we are none of us safe until all of us are safe. In making that point, I also show that it would be naive to pretend that these flights are not also an expression of soft power and in pursuance of the British national interest. The merger that has been proposed gives us the opportunity to ensure that British aid money is always spent wisely and well. Too often, despite the good intentions, there has been a feeling that the two Departments are not acting in concert. Sir Malcolm Rifkind, who was of course Foreign Secretary, has said:
“The Foreign Secretary may not wish to help a particular country because of its poor human rights record. The DFID Secretary might take the view that the aid that is to be provided is more important and is, in any event, not directly relevant to the human rights situation. The outcome is confusion, both in this country and in the recipient country, as to what the policies and priorities of Her Majesty’s Government are.”
Lord Hague has made a similar point, saying that when he was Foreign Secretary he would often be listened to politely by those abroad, but they really wanted to talk to the DFID Secretary, whose chequebook was four times bigger. That rather proves that in the real world, whether we like it or not, diplomacy and development are intertwined.
We could learn some lessons from how other countries do things. Norway and Denmark do things in a similar way; they are often held up as the gold standard of aid. France, a close western European ally, also has her aid distributed according to a set of pre-set policy goals. This does not mean, I stress, that it is “trade for aid”. We can decide that altruistic alleviation of poverty is exactly what we want to do, provided that that is the foreign policy that we have thought about in advance. There is no sinister plot to decimate Britain’s aid contribution around the world. It is no good being moral and ethical if we are not also effective, and that is why I applaud this.

Commons ChamberI agree with the hon. Lady, and that is precisely the reason for the designations we have made today. If she looks at them, she will see that we have not ducked the issue. We need to be evidence-based; we cannot do it on a whim and it must be able to withstand legal scrutiny, but she will see from the designations, including the ones we will do in the future, that this regime will be applied without fear or favour.
I warmly welcome this statement. At a time when it seems that every dawn brings notice of fresh human rights horrors, it is good to see the Government taking such decisive action. Will my right hon. Friend reassure those of us who see Britain as a force for good in the world that this is just the first step in a review that will see him and the Government take whatever action we can to hold to account those who commit these dreadful human rights abuses?
The Magnitsky regime is the third of three pillars. We have been pioneering a campaign—I pay tribute to my predecessor in this role, my right hon. Friend the Member for South West Surrey (Jeremy Hunt)—with the Canadians to champion media freedom, by protecting individual journalists and strengthening the legal codes in more vulnerable countries around the world. Our media freedom campaign continues apace. We are also supporting freedom of religious belief and plan to co-host the international conference next year. These Magnitsky sanctions are, if you like, the third pillar. They will provide direct accountability through visa bans and asset freezes for those who commit these appalling abuses.

Commons ChamberOf course, while we are focusing on covid-19, there is the broader issue of vaccines. The UK is already one of the biggest global donors. To date, we have pledged £744 million to support the international response to covid-19. We have also funded £40 million for the Wellcome and Mastercard therapeutics accelerator initiative, up to £23 million for the Foundation for Innovative New Diagnostics, and up to £5 million through the joint initiative on research for epidemic preparedness. Because we are faced with a global pandemic, we absolutely need an international response, and it is about making sure that vaccines reach all those who need them.
We will always stand by the overseas territories. A range of Government Departments, led by DFID and the Foreign and Commonwealth Office, are supporting the overseas territories to mitigate the impact of the pandemic. Support includes essential medical supplies, public health advice, security and access support, and financial aid to mitigate the economic impact in the most vulnerable territories.
The Royal Navy is providing a pivotal role in providing medical assistance to British overseas territories. Will the Minister join me in recognising the dedication and skill of the servicemen and women of RFA Argus, which is providing that medical assistance to the Caribbean?
I know that my hon. Friend takes a keen interest in defence matters, and I absolutely do agree that the Royal Navy continues to provide great service to the territories, particularly in the Caribbean. I, too, commend the servicemen and women of RFA Argus, who are providing vital support to the overseas territories. RFA Argus is boosting the resilience of the territories as they prepare for hurricane season. The FCO and DFID are providing further support to the territories to help deal with the impact of covid-19. In addition, an MOD security assistance team will be supporting local authorities in some of the territories as they respond to the coronavirus.
The hon. Gentleman is absolutely right. As the Health Secretary announced, we have had trials announced very recently and we are taking a lead on research and development. However, as my right hon. Friend the International Development Secretary announced earlier at questions, we are also contributing to Gavi and CEPI to ensure that we can ramp up the international effort to find a vaccine and vaccinate all the people not only here in the UK but in the most vulnerable and poorest countries around the world. I entirely agree with what the hon. Gentleman says.
I pay tribute to my hon. Friend for all he is doing to champion small businesses. We want to help all businesses—small, medium and large—in Witney and across the country get through this incredibly difficult period and bounce back with confidence as we defeat the coronavirus. Through the coronavirus business interruption loan scheme, the coronavirus large business interruption loan scheme and the bounce-back loan scheme, we are lending to businesses of all shapes and sizes. The Government have stepped up to the plate, and my hon. Friend is absolutely right that we expect the banks to do the same.

It is a pleasure to serve under your chairmanship this afternoon, Mr Pritchard. I draw Members’ attention to my declaration in the Register of Members’ Financial Interests. Along with many other Members, I participated in a fact-finding trip to Israel, paid for by Conservative Friends of Israel, only last month. I also congratulate my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) on securing this debate and on his exceptionally powerful and moving speech. I will not cover the same ground, but the trip that I have just been on and his speech have made it clear to me that we have an awful lot of work to do in this area.
I was struck deeply by this beautiful, historic, troubled land. The names are familiar to many of us and have been for a long time, often for very unhappy reasons. Like everyone here, I long for nothing more than for peace, and for the Israelis and Palestinians to be able to live together in harmony and make the most of this wonderful land together, but I struggle to see how that will happen when the educational biosphere in which young Palestinians grow up is saturated with antisemitic hatred. My hon. Friend quoted some examples from the IMPACT-se report, which I also have in front of me, and I will quote one or two others. One example that particularly struck me was the teaching in science of Newton’s second law:
“During the first Palestinian uprising, Palestinian youths used slingshots to confront the soldiers of the Zionist Occupation and defend themselves from their treacherous bullets. What is the relationship between the elongation of the slingshot’s rubber and the tensile strength affecting it? What are the forces that influence the stone after its release from the slingshot?”
I was particularly struck by that because it normalises violence and legitimises hatred. There is no way that children are likely to grow up with a normal, benevolent attitude to their fellow citizens when science is taught in such a way.
A second example that particularly struck me came from “Arabic Language”:
“Students in grade 9 Arabic study a story describing a firebomb attack on Israeli passengers traveling on a bus, reporting the terror incident as a ‘barbecue party’...on one of the buses of the colonial settlement.”
Not only is that unacceptable material; it constitutes antisemitic hatred that will prolong and worsen the terrible troubles in that land.
We have established that the curriculum contains difficult material, on which action must be taken. From the Palestinian Authority, we have white-washing and sanitisation; according to the Library briefing, they have said that the contentious parts of the curriculum are “the ripple effects” of the conflict. UNRWA states that it reviews textbooks rigorously and that its curriculum framework
“aims to ensure that our curriculum is in line with UN values.”
To say that it “aims” to do so is surely not good enough.
Then we come to the UK Government’s position. I understand DFID’s perspective that it does not fund the making of the textbooks, but that is a little bit lawyerly, given that it funds the teachers who teach the material in the textbooks. Whichever way we look at it, the UK taxpayer is funding the teaching of this material, even if we do not actually fund the production of the textbooks. We surely have to do something about that.
I know that the Government have an independent report, and I am sure the Minister will refer to it in due course, but will he be kind enough to answer three questions from me? First, why has there been a delay? In December 2018, the review was meant to be completed by September 2019. Secondly, DFID has stated that it “will take action”, but what will that action be? Given that the UK does not fund the textbooks, what action will the Minister be able to take? Thirdly, what comment does he have on the IMPACT-se report, which shows that, despite the objections of European politicians for the third year in a row, the teaching material still exists? That must be changed. Will the Minister comment on those points?
I am afraid we will to have to set a time limit of three minutes, and then it will be 10 minutes for the respective Front-Bench speakers.

Our representative at the United Nations has spoken in no uncertain terms about how wrong the behaviour of the regime and the Russian backers has been in targeting civilian facilities and civilians. I am very proud of the fact that the UK has supported the humanitarian efforts in the region. We will continue to do so and have committed to doing so in future, but ultimately, the only sustainable solution is a political one in which the regime in Damascus and its Russian backers understand that their actions will not be accepted at the international level.
On that note, the UK has a very proud history of standing up for international humanitarian law. What steps are we actively exploring to ensure that those responsible for this bloody war are held to account?
As I say, we continue to work with international partners. We have made it very clear that the regime has stepped well beyond any internationally recognised bounds. We welcome the EU’s adoption of new listings under the Syria sanctions regime—18 businesspeople and two entities have been listed. The UK will continue to work with the international community to ensure that those who profit from the conflict are held to account.

Commons ChamberIt is not a question of hiding behind what others say. Generally speaking, it is a good thing to be in the mainstream of international opinion. I would have thought that the hon. Gentleman would be quite keen on that. I have already read out some of the comments made over the past 36 hours or so, and most of them say that they want to see a negotiation between the parties. At the moment, there is none—there is a vacuum. What we have is this document, launched this week, and if this can be baby steps towards something that makes sense in the future, I would have thought that most of us would at least welcome that as part of a process.
We are dealing with one of the world’s longest-running and most complicated conflicts. Does the Minister agree that if these proposals represent a step towards negotiations and an acceptable agreement, we should give them fair consideration?
It would be unwise to completely dismiss out of hand something of this nature, created and built by one of our closest allies, but that appears to be the position of those on the Opposition Front Bench. We need to get to a position where we have the start of a negotiation. That is, as I have said, baby steps, but if we can see a way forward to the start of a negotiation, that would be a good thing.

Commons ChamberThe meetings that the Prime Minister has will be publicised in the usual way through the usual channels, but I have met Richard Ratcliffe. We of course understand the concern of Nazanin’s family and also all the other dual nationals who are detained. We have seen Iran’s behaviour deteriorate not just on the nuclear front and not just in the Revolutionary Guard’s activities in the region, but in relation to dual nationals. It is at the forefront of our mind to get a deal, long term, with the Iranians that can bring in all those aspects, which is why the nuclear deal is critically important. We also want to address the wider issues; that is why the Prime Minister has taken the approach that he has.
Will the Foreign Secretary outline the steps that are being taken to safeguard British citizens, personnel and interests in the region?
I thank my hon. Friend for his question. We obviously keep the security of our armed forces under constant review. We do the same in terms of shipping in the Gulf, and particularly the strait of Hormuz. We have amended our travel advice recently, and we ensure that we have the appropriate level of security arrangements around our embassy and our diplomatic personnel.
