We have a genuine focus on protecting and enhancing our peatlands, because that helps to tackle net zero and add to wider ecosystem services. We have an England peat action plan and a nature for climate fund, £4.8 million of which is to restore 3,500 hectares of blanket bog in the Pennines. That forms part of a bigger initiative working with the great northern bog.

I thank the Minister for that answer. The North Pennines area of outstanding natural beauty contains some of the largest areas of blanket peat bog in the UK. Peat can trap up to four times as much carbon dioxide as woodland. The peatland code provides a real opportunity for the voluntary carbon market to show it has quantifiable and additional benefits for the environment. What are the Government doing to highlight that and enable more environmental opportunities for areas of blanket bog peatlands, and ensure that environmental schemes are concentrated on where they can do the most good and not taking up—

What assessment he has made of the potential merits of increasing the number of areas that benefit from the countryside stewardship water quality priority areas scheme.

Countryside stewardship is designed to maximise environmental improvements and value for money for the taxpayers. Water quality actions are focused on areas posing the highest risk of water pollution from agriculture, for example, in catchments draining into specifically protected sites of biodiversity. We will look to review these focus areas in the transition period and, importantly, how we reward farmers for delivering public goods, such as water quality, through our new environmental land management scheme.

As we move from the single farm payment to support for farmers to protect the environment, these water quality protection areas are one of the schemes that my local farmers in the Wear valley are particularly interested in looking at. May I therefore urge the Minister to include us in any review that is taking place?

I thank my hon. Friend for that question. I know that this is an area he is particularly interested in, as he has spoken to me about it before. Management practices that farmers introduce on their land can bring multiple benefits to the environment, including to water quality. I will pass on the invite to the Secretary of State, whom I believe he has asked to visit. He may have to make do with me or indeed with the farming Minister, the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Banbury (Victoria Prentis). We both have children at Durham University, so perhaps we could come together.

7. What steps the Government are taking to ensure that farmers benefit from the Government's proposal to move from land-based to environmental enhancement-based support.

Our new environmental land management scheme will reward farmers and other land managers for delivering environmental public goods. We are committed to co-designing the scheme with stakeholders to produce the best possible outcomes for both the environment and our farmers and land managers. We are currently running a programme of tests and trials, which will be followed by a three-year national pilot, commencing in late 2021. The scheme will roll out from late 2024 across England.

Although my upland farmers in Weardale are already working on schemes such as peat restoration and afforestation, my lowland farmers are particularly concerned that they might miss out on some of these environmental schemes. What reassurance can my hon. Friend give me that these schemes will be available to all?

I thank my hon. Friend for that pertinent question. New schemes will be for all farmers, in all areas and for all types of landscape. At the moment, farmers can enter our new countryside stewardship agreements, which start from January 2021. Those who sign up to the improved scheme and who wish to enter the new environmental land management scheme will be able to leave their countryside stewardship agreements at agreed exit points, without penalty. Lots of farmers were concerned about that issue, but it is now clear that they can do that. Financial assistance under the environmental land management scheme will be available for all farmers and land managers, including lowland farmers in the country who undertake the eligible activities.
