The hon. Lady makes a number of important points. It is fair to say, and most people in the House would acknowledge, that, although progress over the past five years has not been everything that it should be, in recent months we have succeeded in securing commitments from developers to remediate the buildings for which they are responsible. With the publication of the open letter today and the passing of the Building Safety Act, a requirement has been placed on freeholders to pay for the work that is required. We have a cap on the commitments that any leaseholder has to enter into and that cap is consistent with the precedent in Florrie’s law. I look forward to working with the hon. Lady, as an assiduous constituency Member of Parliament, to make sure that those whom she serves are relieved of any obligation beyond that which is fair to ensure that their buildings are safe.

Most of the new build properties built in North West Durham are built to a high standard, but sadly some are not, and when they are not, people get in touch with my constituency office. Will my right hon. Friend confirm that by further extending the rights of residents to seek compensation for issues arising from poor workmanship during construction we will help millions of new homeowners throughout the country to have the opportunity to pursue developers for poor workmanship, so that no one is left in substandard new housing?

My hon. Friend is a brilliant campaigner not just for his constituency but for those who are in poor housing. Although the overwhelming number of new homes are built to very high standards, some do not meet the quality and decency thresholds that they should. I will work with my hon. Friend to achieve precisely the goal that he outlined.

I am terribly sorry but I did not realise or appreciate that saying someone came from Elgin was an insult as far as the SNP is concerned; in my view, it is a compliment.

What plans he has to move departmental civil service roles outside central London.

- Hansard - - - Excerpts

The Government are committed to relocating 22,000 civil service roles from London by the end of the decade. Our “Places for Growth” portfolio is a vehicle to ensure that between now and 2030 the civil service becomes better connected with the people and communities it serves. A number of Departments have already made announcements about relocation, and further announcements will be made in due course.

“100%”, as they say on “Love Island”. My hon. Friend is completely right. We must ensure that we make use of the fantastic local talent that there is in the north-east and County Durham so that people whose voices have not been heard loudly enough in the corridors of power are properly represented.

I welcome the moves to the constituency of my hon. Friend the Member for Darlington (Peter Gibson), but the new joint administration just up the road in County Durham has been left high and dry with a £50 million county hall bequeathed to it by the previous Labour administration. To prevent it from becoming an enormous white elephant—a totem to Labour’s hubris in its administration of County Durham for over 100 years—will my right hon. Friend commit to working with the new joint administration in Durham County Council to explore all the possibilities that this new facility might have?

Michael Gove Portrait Michael Gove
- Hansard - - - Excerpts

I absolutely will. It is horrific that so much public money has been misused by the former Labour administration in Durham County Council and that the people of that county have been so poorly served. I will of course absolutely investigate that, but I should say that if it was a choice between Durham and Consett for the relocation of Government jobs, I would choose Consett every time.

The hon. Gentleman makes an important point. Equivalence is decided by the EU. It is an autonomous process separate from but occurring in parallel with the negotiations. As I mentioned earlier, with the Prime Minister having drawn attention to the slow pace in these processes, we have seen an acknowledgement of that on the EU side. The EU is obviously a sovereign equal and will make its own decisions, but I should say that it helps EU businesses to have access to the broad and deep capital markets that we have in this country. Were the EU to cut itself off from our capital markets and financial services, the cost of EU businesses’ transactions would increase and their shareholders would lose out.

This Government were elected with an overwhelming mandate to get Brexit done. In fact, substantially in order to ensure that the 2016 vote was respected, constituencies such as mine and others across the blue wall returned Conservative MPs for the first time ever. Will my right hon. Friend confirm that, in order that to give businesses clarity and to respect the will of the people of North West Durham, there will be no extension to transition?

Michael Gove Portrait Michael Gove

Yes. My hon. Friend is a brilliant advocate for the people of Consett and the whole of his constituency. There will not be an extension.

Yes, absolutely. If advice comes from the agencies, then that advice will always go, absolutely direct, to the Prime Minister and to the relevant politician. The record of previous national security advisers in the United States of America, from Condoleezza Rice to Henry Kissinger, is a distinguished one. Having people of that stature reflects well on the Presidents who appointed them, and it makes the case that a national security adviser of the kind that David Cameron introduced is a welcome innovation.

In 1987, David Frost was appointed to start his career in the diplomatic service. He served there for a quarter of a century. He has since served in senior appointments both in government and in the private sector. Does the Minister agree that it is exactly people with this range of experience that we need in senior government positions?

Michael Gove Portrait Michael Gove
- Hansard - - - Excerpts

My hon. Friend, who has served in government as a political appointee, knows absolutely whereof he speaks. As I say, I find it somewhat curious that Opposition Members who have themselves supported the Government on many, many political appointees are now having a fit of the vapours at the idea that there should be a political appointee.

My hon. Friend gets the balance absolutely right. Effective government, whether by Conservative or Labour Prime Ministers, has been driven by having strong Ministers who are exacting and demanding, and by having robust and professional civil servants who provide impartial advice with full integrity.

Does my right hon. Friend agree that allegations, when made, are just allegations—allegations that must be carefully investigated—and that, at all costs, we must avoid any sense of a trial by media?

Michael Gove Portrait Michael Gove
- Hansard - - - Excerpts

My hon. Friend is absolutely right. When there are briefings and counter-briefings, the most important thing is to ensure that the facts are established and that we, as a Government, uphold the highest standards in public life and ensure that the public whom we serve have the manifesto pledges they want to see implemented, implemented energetically and in full.
