The answer is yes, Mr Speaker. Of course, the hon. Gentleman will have observed, as I have, that the consequence of Putin’s effort to demonstrate NATO’s weakness has been exactly the opposite: NATO is now larger and stronger than it was before February 2022. We will lead the way in ensuring that all members meet the investment required to be a member of that tremendous defensive alliance.
I congratulate the hon. Member for Strangford (Jim Shannon) on securing this urgent question. The United Kingdom has led the world in supporting Ukraine militarily, economically, diplomatically and politically, and as a former Minister with responsibility for sanctions, I saw the real impact that the United Kingdom could have with its partners in working together on this issue. There is, however, a real loophole within the international strategy to cut off Putin’s finances: the United Nations peacekeeping force, of which we are a member, currently procures its military helicopters from Russia, so that money goes back into Putin’s pockets. Were the Minister or the Government aware of that fact, and now that they are, will the Government raise it at the G7 to urgently ensure we cut off Putin’s finances?
I am grateful to my hon. Friend for raising that point, and will ensure that my colleague, the Minister with responsibility for sanctions, takes it into account.

Commons ChamberThe actions we are discussing are very specific and targeted, as the hon. Gentleman will recognise. They are not open to being repeated unless the attacks on us continue, so they can actually be stopped immediately. In terms of wider diplomacy, which I have gone into in some detail, I have met with Sullivan, Blinken and Lloyd Austin in the States, while the Foreign Secretary has been doing the same with his opposite numbers. As I have just described, I was in the region until this morning, where I was having extensive discussions on how to bring this situation to a conclusion. I am afraid it is not always possible to provide a line-by-line explanation of every single element of those talks, which I appreciate is frustrating for the House, but we are making broad and strenuous efforts to achieve exactly what the hon. Gentleman is looking for.
The Defence Secretary has said the Government are looking at a comprehensive strategy with a four-pronged approach to degrade the Houthis. We have classified the actions of the Houthis as terrorist and said that they pose a significant threat to British interests. I then look at the “Proscribed Terrorist Organisations” document from the House of Commons Library, which lists non-state actors Ansar Al Islam, Al Ittihad Al Islamia and Hezbollah, all of which meet the criteria for proscription, yet the Houthis are not proscribed as a terrorist organisation. The Secretary of State says that we have sanctioned some high-level individuals. The US has proscribed them; we have not.
My question to the Defence Secretary is this: will the UK set up a contact group to deal with non-state actors in the long term? This threat is not going to go away. The Houthis will splinter into other terrorist organisations in the region.
My hon. Friend rightly points out that the US has taken some action, although it is not quite the same as our proscription—what it has done in this case with the Houthis is sort of an in-between version. Of course, we have made sure that a number of individuals, whom I named in my comments, have effectively been dealt with. The wider question is getting the balance right between ensuring that food aid can still reach Yemen—that was the discussion I was having with the Yemeni Government yesterday—and full proscription. We need to make sure we get that balance right, and my right hon. Friend the Home Secretary is working very closely on that. Whether one would call that a contact group or something else, I can assure my hon. Friend that the work is being done.

I would fully expect it to be, but perhaps I can take the hon. Gentleman’s question away, ask it of the Department and write to him, so that we can both have confidence that my expectation is well founded.
The Minister will know that a number of years ago, the diptels of our brilliant former ambassador to the United States were leaked, which had real ramifications for our relationship with the United States and the issue of secret documents being shared within Government Departments. Were any specific lessons learned from that incident at the Foreign Office with regard to how our brilliant former ambassador was treated in doing his job and to the leak of secret documents? Does the Minister have a view on the point raised by my right hon. Friend the Member for Bournemouth East (Mr Ellwood) about restricting the number of individuals who see these documents?
As the shadow Secretary of State, the right hon. Member for Wentworth and Dearne (John Healey), set out, there have been occasions when we reside in a glass house on these matters, so I am reluctant to throw stones at any other Department.

Commons ChamberFirst, we should have real admiration for the bravery of many of those people. Those who saw the President of Ukraine’s speech in Ukraine will know that it was almost a desperate attempt to rally people to be more supportive. A number of countries, including Germany, have supported with field hospitals and medical assistance. That is as important as lethal aid. We will do what we can, and I know that many other nations are doing so.
I thank the Secretary of State for the stance and leadership that he has taken on preserving the international rules-based system. Will he comment on a specific loophole relating to where Russia gets its money from? Under the International Monetary Fund’s special drawing rights, $650 billion was allocated to states around the world last year, and Russia got $17.5 billion. I and my US counterpart, Congressman Hill from Little Rock, wrote to our respective Governments asking them to put conditions on IMF SDR allocations. Will the Secretary of State now relook at that so that we can consider all the loopholes along with firm sanctions?

Commons ChamberOn the official development assistance point, rather a lot of MOD activity, which has huge humanitarian advantage, was not counted under the ODA definition. We are rather proud of the amount that we do that does not make it into the accounting against that budget.
I thank the hon. Lady for raising the importance of human security as part of this mission. I had the pleasure the other week of doing a roundtable with the Countess of Wessex and the vice-chief of the defence staff, using Mali as a case study for exactly how the UK should lead in human security, and the role of the MOD and our armed forces in that leadership. The hon. Lady will be pleased to know that within the deployment to MINUSMA are specialist human security officers, who will add immeasurably to the emotional intelligence of the deployment and a recognition of the needs of women and other minorities in the community, so that human security can be integral to the UK’s effort within MINUSMA.
The hon. Lady asks about the term of the mission and the success criteria. This is very different from Iraq and Afghanistan, where the circumstances for our withdrawal were principally around political intent in London. We have signed up for a three-year commitment to the UN MINUSMA mission. We have said that we will review that commitment after 18 months to check that we still think it is the right contribution for us to be making. It is a time-limited commitment to the UN and we leave at the end of it, just as we did very successfully from South Sudan earlier in the year.
By way of a declaration, I am a reservist. I welcome the Minister’s statement. Terrorists and insurgents are exploiting open borders in this region to smuggle weapons, arms and drugs. Do the British Government support the French initiative to increase regional co-ordination through the G5 joint force to deploy 5,000 personnel from five neighbouring states? With France’s key role in intelligence in the Sahel region, what does the Minister make of the point made by some that France should be included in the Five Eyes intelligence-sharing system?
My hon. Friend’s last point may require a statement entirely in its own right. France is clearly an important partner in the international activity in the Sahel. It is really important, however, to note that the French-led Barkhane mission is entirely separate from MINUSMA. The Secretary of State and I both participate in conferences with other NATO Defence Ministers and Defence Ministers from across the Sahel, so we are aware of and support what France is doing to generate more mass to its Barkhane mission, but it is really important to note that that is separate from what we are doing with MINUSMA.

Commons ChamberThe hon. Gentleman makes a point about Republican Sinn Féin. I noticed the tweet: it is bizarre, but it shows the long tentacles that Hezbollah or the revolutionary guard of Iran may have had in the hon. Gentleman’s own communities. The proscription of any organisation is a matter for the Home Office, which will no doubt have heard what the hon. Gentleman has said; I can get him an answer from that Department if he wishes.
I very much welcome the Secretary of State’s statement on de-escalation. As he knows, de-escalation could mean many things to many people. If one asked the Syrians, the Iraqis or the Lebanese, they would say that de-escalation means the Iranian militia not operating in their sovereign territory. What have the Iranians said their end game is? What do they want to de-escalate the situation, because in the end there has to be de-escalation, with people living side by side and conducting themselves in a neighbourly way?
All my experience with the Iranians indicates that they want Iran to be a nation of the world that is respected and remembered for its culture and position; that is their end state. The challenge is that some think that they should get there in a way that has delivered this type of pariah status for them. We need to point out the importance of the rule of law. It is bizarre, but the Iranians have a very good constitution that they seek to avoid half the time. The way for them to enter into the world of civilised nations again is to behave like one, and that is what we are there to help with and support, and there are many people in the country who know exactly that.

Commons ChamberThe reason that we are setting up the dedicated team is to look at all the options. That is why it is so important to work with the Select Committee to try to find solutions to this problem, which has been going on for far too long.
The UK is as committed as ever to working through the global coalition to eliminate the danger posed by Daesh. We continue to undertake air strikes against Daesh targets, and we have been building the capacity of the Iraqi security forces, including the peshmerga, to deal with a potential insurgency. For as long as they want and need our support, we will continue to train Iraq’s security forces, enhancing their ability to respond to the threat and carrying out security sector reform in Iraq.
Apart from military action, what steps are being taken to help to tackle the sectarian tension in Syria and Iraq, and in the wider region, which in part led to the rise of Daesh?
My hon. Friend highlights an important element. This is not just about support through the military; it is also about international development support and about building civil law enforcement, which involves the police and, equally importantly, the courts, in order to give people confidence that the courts are fair and just.

Commons ChamberI would say, at the risk of repeating myself, that the National Audit Office and the Public Accounts Committee do important work for this House, but I should highlight the fact—I have said this once but I will say it again—that the figures quoted in the NAO report were a worst-case scenario. It looked at every single project hitting the worst-case scenario and at no efficiencies whatsoever being created within the programme. We are considering all these issues as part of our modernising defence programme, but I genuinely say to the hon. Gentleman that he should read the report with a bit more care and understand it.
The Ministry of Defence takes cyber-threats very seriously, and we regularly assess our ability to defend against them. We are strengthening our defences against increasingly sophisticated attacks through a wide range of technical, operational and administrative measures, including close co-operation with the National Cyber Security Centre.
I thank the Minister for that answer. Will he clarify how much the Government intend to spend during this Parliament to improve UK cyber-security?
I am grateful for that question as it gives me the opportunity to highlight that we have invested and continue to invest in cyber-capabilities, including with the opening of the defence cyber-school in March, a £40 million investment in a new cyber-security operations capability, and £265 million towards a new cyber-vulnerability investigation programme.

Commons ChamberI think the hon. Lady would agree that we need to provide an offering that attracts new recruits and retains those serving. We also have to recognise the competition we now face from within the private sector and the jobs sector. That is why we have an armed forces people programme looking not just at accommodation but at the offering right across the board. It is important that we roll out the new accommodation model. A pilot scheme will be introduced at the end of next year. It will provide an offering that gives people the choice between staying on the garrison, renting and owning their own property.
Mr Speaker, I join you and the Secretary of State in congratulating Prince Harry and Meghan on the announcement of their engagement. I had the privilege of working with Prince Harry in Toronto this year. The Invictus games are absolutely his project. They started in London and continue next year in Sydney. They give those who perhaps have given up on life a new chapter through sport. Prince Harry is to be hugely commended for the work he does, along with the rest of the royal family, in supporting our brave armed forces personnel and their families.

This conflict has a much larger dimension than previous ones. We have seen industrial-scale use of IEDs in cities such as Ramadi and elsewhere, where IEDs have been built into the walls of houses, concealed in rubble, and put under desks in schools and colleges. We have had to help the Iraqi army learn how to deal with that. A huge part of the training effort that we have been putting in at the four building partner capacity centres across Iraq has been specifically dedicated to counter-IED training that helps troops to recognise different types of IED, to recognise the traps that may be laid within IED devices, and to clear the IED once they have identified it.
The previous al-Maliki Government pushed a sectarian agenda against the Sunnis that led to the rise of Daesh. Bearing in mind that the composition of Mosul is predominantly Sunni, what steps have been taken to ensure that the Iraqi army is reflective of that, given that Turkey has indicated that it will be sending troops into Mosul to ensure that Sunnis’ rights are protected?
We all want to make sure that Sunnis’ rights are protected. It is incumbent on the Iraqi Government, who have Sunni, Shi’a and Kurdish representation, to ensure that all parts of Iraq are fully protected. The aim of the Government in the reforms that they are driving through is to devolve more power to the governor of Nineveh province, in which Mosul sits, to ensure that he and the local administration can provide such reassurance. It is critical to the campaign that Sunnis in Iraq understand that the Iraqi forces are for them as much as for the Shi’as.
