Commons ChamberIt is important that we do everything we can to help all children, right across the country. That is why, especially through working with the Education Endowment Foundation, the guidance and the evidence is freely available and exists to support all schools, whether they are state schools or private schools. We will always ensure that that evidence, information, and very best guidance and best practice are available for schools in the private sector as well as the state sector.
We have seen a road map back to education done on the back of an envelope, and today—only weeks from exam season—it appears that detailed exam guidance will not be available until the end of the spring term. There is nothing concrete to account for differentials in lost learning, no details on the quality assurance process, nor any on how schools and colleges will be supported with the grading process at the same time as helping pupils to catch up. Will the Secretary of State recognise that he needs to bring forward detailed guidance this week so that pupils and teachers can adequately plan? If he does not, I fear that he is walking us into yet another shambles.
It is always lovely to hear from the hon. Lady; I thank her very much for her comments. We have set out a comprehensive plan for the return of pupils to education, which is, let’s face it, something that she will always be opposed to. She seems to think that the only thing that a school should do is be shut. In her time on the Front Bench and on the Back Benches, she has never taken up the baton for children in order to campaign for them to be in school. She seems to take the view that they are best at home. That is not the view of Government Members.

Friend has been a great champion, defending his schools and doing everything he can to ensure that parents in his constituency benefit from being able to have access to their schools, but he makes an important point about clarity. I hope that what we have set out today brings a lot of clarity. The further detailed consultation that Ofqual will roll out in the early part of next week will be the next stage of consulting schools on the next steps. We recognise that, when that is fully completed, it is really important that we support schools, the teaching profession, and colleges and lecturers in those next steps and the awarding of grades in the summer for A-levels, GCSEs, and other vocational and technical qualifications.
Despite serious safety concerns, we were told yesterday that BTECs were still going ahead, only to be told late last night that it was simply up to schools and colleges to decide whether it was safe. The Secretary of State ignored education unions and organisations when they repeatedly told him that it was not safe to reopen schools, colleges and nurseries on Monday, and nurseries are still open in full today, despite widespread anger and disbelief in the sector and without any robust scientific evidence from the Secretary of State that nurseries will not act as a vector for transmission of the virus.
Safety is the Secretary of State’s responsibility. Up to one in 50 people now have the virus, and the number continues to climb. Will he now listen to education unions and organisations, cancel BTEC exams, urgently take the same safety approach on nurseries as he has done with schools, and provide upgraded risk assessment guidance and vaccine access to all settings that are currently open to vulnerable and key worker children?
May I say what a delight it is to have the hon. Member for Stretford and Urmston (Kate Green) as shadow Secretary of State? At least she seems to be enthusiastic about having children in schools, colleges and other settings, unlike the previous shadow Secretary of State, the hon. Member for Salford and Eccles (Rebecca Long Bailey).
At every stage—I think the hon. Lady understands this—we have put the safety and security of children and the workforce at the very heart of what we do. As the chief medical officers not just of England, but of Wales, Scotland and Northern Ireland have said, the best place for children is in school, but we have had to take unprecedented action as a result of the advice from the chief medical officer for England that the nation had to move to covid alert level 5. When the decision was taken on Monday to move to covid alert level 5, it was right that additional actions were taken, as reluctant as I was to see us in that position.
I think it is a little unfair of the hon. Lady to imply that the safety and security of staff and children are not at the heart of all our actions. They are at the heart of all our actions, but we know that children benefit from being in school and having the opportunity to sit in front of their teacher in the classroom. That is why Conservative Members have always been so enthusiastic for schools to have children in. I hope that she will eventually become a convert to that idea, as her successor has done.

Commons ChamberMy hon. Friend makes an important point about vaccination roll-out. We have also been doing testing pilots around the country to see how we can be in the best possible position so that, if a child does have covid, it does not mean that a large group of children will have to self-isolate. As we complete those pilots, we will look at how we can roll that out, especially into the areas that have been most affected. He makes an important point on vaccination, and we are certainly looking at how we can prioritise that, since teachers and support staff play such an important role in our national endeavour.
The Secretary of State’s statement sadly does little to address the disadvantage that pupils, particularly from northern schools, have faced compared with those in other areas less affected by the virus. Alarmingly, a survey of National Education Union members found that nearly 80% felt that they would not be able, in the time available and with repeated pupil absences, to teach the whole syllabus. At the very least, will he accept that to give pupils a real chance, he must release those topics that will be on exam papers now and not wait until the end of January?
It is very nice to see the hon. Lady again. The reason for this focus and the advance notice for schools is so that, where there has been missed time, they are able to be in a position to focus on the areas that matter. I appreciate that she would want everything yesterday, as against in January, but the work will take a little bit of time for exam boards to pull together. It will be done swiftly—by the end of January—to give schools as much space as possible to focus their attention on those areas.

Commons ChamberI share the Secretary of State’s comments about James Furlong and send my condolences to his family and to all those who were affected by the horrific events in Reading on Saturday. I also echo the comments made by my hon. Friend the Member for Ilford North (Wes Streeting) about Fred Jarvis, the former general secretary of the National Union of Teachers, who recently passed away at the ripe old age of 95.
Last Thursday evening, the Government issued a press release clearly stating that £700 million would be
“shared across early years, schools and 16 to 19 providers”.
Of course, it was not the strategic national education plan that I and many across the sector were hoping for, but it was a start none the less and I welcomed it. Less than an hour later, the Government amended the press release: the funding was not for early years and 16 to 19; it was £650 million, not £700 million; and it would not be available until September. Now I hear that schools will need to find 25% of the tuition funding themselves. I ask the Secretary of State: what on earth happened?
I was getting rather optimistic that the hon. Lady would say that she believed it was safe for children for go back to school, but she missed out on the opportunity. The difference between our scheme and the hon. Lady’s is that ours will deliver results and make a difference. Our scheme is for £1 billion extra to go to schools and for £350 million to be targeted at children from the most disadvantaged backgrounds. It will close the gap in terms of attainment much more effectively than any of the Labour party’s proposals. It would be nice if the hon. Lady welcomed such proposals.
Can I just say that it is the Opposition who ask the questions, not the other way round?

Commons ChamberI thank the Secretary of State for advance sight of his statement, and I join him in thanking parents and all those working in education and childcare at this difficult time.
For weeks, headteachers, education unions, school staff and many parents have warned that the plan to open whole primary schools before the summer was simply impractical while implementing social distancing safely, so I welcome the Secretary of State’s decision to roll back from that today. However, I must state my dismay at the way this has been handled. If the Government had brought together everyone involved in implementing these plans from the outset and really taken on board what they had to say, they would not be in the situation of having to roll back at all. But what is done is done, and now it is imperative that the Government look ahead to what the education system needs over the coming months and years.
Children and young people’s education and wellbeing will have been impacted cruelly by such a prolonged period away from school and their friends, and the situation at home may have been extremely stressful. Indeed, the Children’s Commissioner has said to me today,
“The risk I am most concerned about is that of a generation of children losing over six months of formal education, socialising with friends and structured routine. I’m also concerned about a deepening education disadvantage gap that could leave millions of children without education they need to progress in life.
The Government need to face-up to the scale of damage this is doing to children and scale-up their response. The starting point for this needs to be rapid action to support summer schemes for this summer’’.
Like the commissioner, I believe a crisis in education and children’s attainment and wellbeing could come at us incredibly quickly if we do not step in and mitigate it now.
There needs to be a national plan for education, so will the Secretary of State commit today to bringing together children’s organisations, trade unions, parents associations, health and psychological experts, Ofqual, school leaders and headteachers to develop that plan? Of course, he will say that he has met these groups. However, politely listening to concerns and not acting on most of them is very different from the creation of a formal taskforce where these groups play a key role in setting the principles of a national plan.
In the immediate term, will the Secretary of State consider issuing guidance that all children of compulsory school age should have a one-on-one meeting with a teacher from their school and parents, if appropriate, before the summer holidays start? Alongside that support, will he commit to increasing the resources available for summer schemes to help re-engage children socially and emotionally? On academic support, the Government must support blended learning with more resources and targeted tuition; significantly increase support for disadvantaged children, including considering a greatly enhanced pupil premium; and roll out devices and free access to the internet for all pupils who need them. For those in years 10 and 12 who are worried sick about their exams next year, the Government must work with Ofqual to redesign GCSE and A-level qualifications to reflect the impact that time away from school has had.
Longer term, the plan must cover all possible scenarios, including the possibility of a second wave, not least as Public Health England confirmed on Friday that the R rate was over 1 in some regions. Indeed, the Government have set out that keeping that rate below 1 is critical in stopping the spread of the virus. But the Government do not appear to have issued any direction to schools in those regions. So what is the Secretary of State’s safety advice? Should schools pause plans for wider reopening? Do they need to take additional measures, or is it acceptable to simply carry on bringing in additional pupils with an R rate above 1? Today, the Secretary of State infers the latter—that local action does not need to be taken. So I ask him to publish the scientific modelling to support such an assertion and reassure schools in these regions.
Finally, the Government have confirmed that the free school meal voucher scheme will not continue over the summer holidays. With 200,000 more children expected to be living below the poverty line by the end of the year as job losses hit family incomes, this is a deeply callous move by the Government. Will the Secretary of State change his mind today and commit to funding free school meals over the summer holidays?
I would hope that the hon. Lady and I are completely united in our concern to make sure that a generation of children do not miss out. We recognise and understand the truly extraordinary times in which we are living, and in which we are asking children to learn, teachers to teach and all those who support them to work. We also recognise that we need to be bringing schools back and pupils back into the classroom. Had it been left to the hon. Lady, she would not have been bringing children back into the classroom until the National Education Union said that she was allowed to do so. We will continue to work with all. We recognise how incredibly important it is to do the best for every single child. That is why it is so welcome to see so many schools opening their doors, welcoming children in and giving them the very best of what they can offer.
The hon. Lady raises an important point about summer schemes, but we need to lift our eyes higher and to be more ambitious. She is right to highlight the fact that there are real challenges that children have suffered as a consequence of this lockdown. But to put that right, we need to take a longer-term approach on how we can support children over a longer period of time. That is what we will be working towards and what we will be delivering. And, yes, we will continue to work with groups and organisations right across the spectrum to ensure that the policies are evidence-based and that they will deliver for children. We will not be doing virtue signalling; we will be taking the actions that will make a real improvement and a real difference to children’s lives.
The hon. Lady is right to highlight the importance of working with Ofqual. That is what we are doing, including with representative organisations of schools and teachers, to make sure that next year’s exams—whether they be GCSEs, A-levels, T-levels or BTECs and other qualifications—are fair and reflect the hard work of the children.
The hon. Lady mentioned the issue of SAGE and its data and Public Health England. That is not within my control, as it is an independent body. SAGE regularly publishes all its data and will be doing so with reference to this. When it comes to local authorities across the country, whether they are in the north-west, the north-east, the south-east, or the south-west, we will work with all of them where they have concerns, and with Public Health England, so that they get the best advice, because the interests of children and of those who work in schools are my primary interest and my focus in making sure that we can bring schools back. We will work with those local authorities’ We need to bring all schools back in every part of this country. If the evidence starts to point to the fact that we need to close down schools in small clusters as a result of this, obviously that is the action that we will take, but only on the best advice from PHE. At the moment, the advice from PHE and SAGE is that all schools can open and that they should open.

We all desperately want schools to reopen for the sake of children’s education and wellbeing, but the Secretary of State must appreciate that the guidance provided so far does not yet give the clear assurances over safety that are needed. Anxious shielding families, worried grandparents, teaching staff in fear—sadly, this sums up the theme of the past 48 hours. I hope that, to allay these concerns, he can address the following issues today.
Will the Secretary of State consider changing the focus of the plan so that, instead of asking schools to scramble to implement an unrealistic plan by a specific date, we ask them to plan to meet certain conditions that, when met, would signal that it was safe to open—a subtle but important distinction? Does he acknowledge that, due to the availability of staff and space, splitting classes while simultaneously providing remote learning is incredibly difficult, and will he work with schools to develop a realistic plan for social distancing? Has he modelled the impact of reopening schools on the infection rates, and will he publish that? Will he acknowledge that for younger year groups, social distancing will be virtually impossible and that the current guidance, sadly, gives the impression that those pupils and staff should just accept being exposed? With this in mind, will he rethink the position on PPE?
Finally, most schools break up for summer in mid-July; if the ambition is to get pupils back for a month, that means the whole school would need to be back less than two weeks after the priority years, so how does the Secretary of State expect schools to implement social distancing for the whole school when many heads say this is just impossible? If they do not, then what is the point of schools planning strict health and safety measures for two weeks only to abandon them? The Secretary of State repeatedly states that schools will open only when it is safe, and he referred to the scientific advice, which requires a return in a controlled manner; I do not see much of a controlled manner at the moment, so please will the Secretary of State work with the sector to get this right?
Of course. The hon. Lady points out the importance of working with the sector, and that is what we will do at every step of the way, and that is what we have been doing. We recognise the importance of supporting the sector to make sure that, as children return to schools in a controlled and phased manner, we offer schools the maximum amount of support, recognise that every school is individual and unique in how we support them, and give them elements of flexibility so that they can make the transition from just providing an education setting for vulnerable children and children of critical workers. Expanding that in the limited way that we are proposing will require some elements of flexibility; schools and the sector will need that, and we will work with them to achieve it.
I have always been clear that we will give the sector as much notice as possible, and we have said that, if we are allowed, as seems likely, we would like to see schools opening from 1 June, giving them as much forward notice as possible in order for them to get ready. We think that is a responsible and sensible approach to a phased return. I slightly fear that if we were to ask the hon. Lady to pin down the date it would end up being about what would be the year rather than what would be the actual start date. But we do want to work with her; we want to work with the whole sector to make sure that this is a phased, sensible and controlled return to schools, because those who suffer most from schools not being open are the children who are so desperate to attend.

Commons ChamberThe consultation closed in October last year. We were hit by twin issues of purdah being imposed and now, obviously, our principal focus being on dealing with the coronavirus. We hope to respond to the consultation in the near future, but I am not currently in a position to give my hon. Friend an exact date.
Constant speculation on when schools will reopen and whether it is safe to do so is leaving many parents, pupils and staff anxious. Last week, it was reported that the Government were looking at best practice in other countries; this weekend, it was reported that the Government would reopen schools for year 6 pupils on 1 June; and last night, it was reported that there were discussions in Government about giving schools and multi-academy trusts the flexibility to decide for themselves, amid concerns that Ministers were coming under pressure to help to kick-start the economy. I am sure the Secretary of State will want to reassure parents, pupils and staff that their safety is the Government’s No. 1 priority, so will he clarify the basis on which the Government are making decisions on school and college opening, and when will he make the scientific advice supporting his strategy publicly available?
First, let me take this opportunity to congratulate the hon. Lady on her new appointment. I appreciate the time she has made available to speak with me, and I hope the regular briefings from officials that we are providing are of considerable assistance to her, as I think they were to her predecessor.
All SAGE advice is made public, and we will certainly do that. On the return of schools, I am sure the hon. Lady shares my desire for children to be given the opportunity to return to school when it is the right time to do so. The decision will be based on the scientific and medical advice that we receive. I assure her that we will take a phased approach to reopening schools, and we will always aim to give schools, parents and, critically, children maximum notice of when that will happen.
I thank the Secretary of State for his kind comments. He must understand that faith that children and staff are safe will be necessary to parents having the confidence to send their children to school, but nearly 1 million pupils in English schools are in classes of 31 or more—an increase of 28% since 2010—so there is understandable concern that social distancing will be difficult in schools. Everyone wants a return to vital education to support pupils and to stop the ever-widening attainment gap, but does the Secretary of State agree that first we need a national plan for social distancing and personal protective equipment, evidence of a sustained downward trend in cases, comprehensive access to testing for staff and pupils, a whole-school strategy for when cases emerge, and protection for the vulnerable? In the words of the National Education Union:
“Anything else will be a dereliction of duty from government”.
I think the hon. Lady would very much appreciate the fact that I take my responsibilities for the safety and the health of children who attend school as the absolute principal motivation for everything I do, as is the case for those who work in schools. I always welcome constructive dialogue with her, which is why we have made every effort to do so, about how best we can support children to be in schools. Let us not forget that the overwhelming majority of schools—over three quarters of them—are currently operating in a safe, considered and proper way, supporting the children of critical workers as well as those children who are most vulnerable in society. Every step we take is about making sure that we look after those who are the most important part of our society, and that is our children, but also about supporting those who work in educational settings.
