The right hon. Member raises a very important matter, and I thank him for doing so, because we recognise how important it is to have a smooth transition for consumers away from the radio teleswitch service. I am concerned to hear what he says about that being off track for many of his constituents. We will continue to work closely with Ofgem and the RTS taskforce to ensure that the deadline is met, but I will absolutely ensure that Ministers come to this House regularly and update him and other Members on progress.

My constituent Clare Rogers came to my surgery after she lost her son to a ketamine addiction. Clare told me of the severe pain and neurological damage he suffered. A crisis of ketamine usage among our young people has become apparent, and we must look to mental health and addiction services because they are ultimately the ones that will treat addiction, prevent relapses and give people a chance to turn their lives around. Will the Leader of the House provide time for Members to discuss this issue, which goes across the Home Office, the Department for Education and the Department of Health and Social Care, so that our young people understand the harms of ketamine usage and so that we can put this issue to bed?

I am saddened to hear the case that my hon. Friend raises. She is absolutely right that ketamine is extremely dangerous, and the rise in its use across many of our towns and cities is deeply concerning. This issue has been raised with me a number of times in these sessions, so I will ensure that a response is made available for all Members about how the Government are tackling it.

Further to the reply I gave a few moments ago, the hon. Lady will know that our tax regime for charities is the most generous anywhere in the world and was worth just over £6 billion in the last year. We hear what she and others are saying, and we will continue to support charities. There will be Treasury questions in early December, and she might want to raise the issue with the Chancellor then.

Almost one in five of my constituents work in the freight and logistics industry. These hard-working people deliver Christmas. On Tuesday, I launched a report by the Road Haulage Association and the all-party parliamentary group on freight and logistics that made shocking revelations on the frequency and seriousness of freight crime, including at crime hotspots such as Corley services in my North Warwickshire and Bedworth constituency. The true cost of freight crime exceeds £1 billion, so can the Leader of the House facilitate a debate in Government time on tackling freight crime and keeping our drivers safe?

I join my hon. Friend in paying tribute to our road haulage community. In recent times, we have really understood the value of their contribution to keeping our country and our economy going. She is absolutely right to highlight the haulage crime raised with her by the Road Haulage Association. Home Office questions are next week, and she might want to raise these important matters then.

I know that the issue of wine duty is really important in the hon. Lady’s constituency, and I am sure that we will have ample time to debate wine and other alcohol duties in the many days of debate that we will have on the Budget, which is coming up soon.

Recently in my constituency, I held a meeting with residents of Water Orton to hear how ongoing High Speed 2 works are affecting them. My residents are suffering from mental and physical health issues because of the air and noise pollution caused by those works. May we have a debate in Government time on those effects, and how we can improve them?

The ongoing mishandling and mismanagement of the HS2 project has been a bit of an embarrassment for this country, I am afraid. I am sure the Secretary of State for Transport will update the House on these matters soon, and of course, the HS2 hybrid Bill is proceeding through Parliament as we speak.
