My right hon. Friend is absolutely right, and this should be a moment of reflection for all colleagues, when it comes to those who thwart the removal of those with no legal basis to be in the country, on the cost to the public purse and hard-pressed British taxpayers of not removing those individuals from the country in the first place.

Global Britain used to be a byword for bad trade deals; now it is an excuse to outsource our asylum system to Rwanda. Of course, we all stand, do we not, with the people of Ukraine in their fight to repel one dictator, but the Home Secretary is yoking the UK’s reputation to another. The Welsh and Scottish Governments have long asked for talks on a solution and on the establishment of safe routes for refugees. Did she engage with those two Governments, or does she only talk with dictators?

If I may say so, I think the right hon. Lady will be very well aware of the engagement that has taken place in Government on our safe and legal route for Ukrainian nationals coming over to the United Kingdom, and those discussions have taken place across the devolved Administrations. I should also say for the record that the number of people who have come to our country through safe and legal routes stands at over 180,000 right now. Global Britain is doing more than its fair share in the world, and we are leading the world when it comes to safe and legal routes. Finally, I conclude by saying that, when it comes to safe and legal routes, it is those from the right hon. Lady’s party and every party on the Opposition Benches who have voted against the Nationality and Borders Bill, which actually puts safe and legal routes into statute.

Yes. First, on the visa applications at VACs in the region, once we launch the digital approach, those 13,000 appointments next week will primarily be for those individuals who are vulnerable, without documentation, who will need our help to get their status, and we will need to do much more work with them.

Secondly, on Moldova, I spoke to EU Commissioner Johansson on Monday. She called me specifically about assistance for Moldova, which is having a very challenging time not just in respect of the number of refugees but at its borders. Moldova is finding that a number of third-country nationals are now presenting, trying to present themselves as Ukrainians when in fact they are not, and they have border-security problems as well. We have been specifically asked to provide assistance with security equipment and help to prevent weapons from coming into the country. I have also spoken to the Minister for Internal Affairs there this week. A lot of work is taking place directly to support the Government there as they support people fleeing Ukraine.

My constituent, Gareth Roberts of Trawsfynydd, is presently travelling to the Slovakia border with his wife, Natasha, to meet her daughter and granddaughter. Gareth is a fluent Russian and Ukrainian speaker and is well able to help the family make the digital applications, but he tells me that the applications can be made only in English and that this will directly affect many vulnerable Ukrainian applicants. Will the Secretary of State confirm that it will be possible, in future, to make these applications in Ukrainian? Better still, will she waive all these restrictive visa requirements?

The applications are in English, because the checks have to be done in the UK by British people. Work is taking place to see what else we can do. In particular, we are bringing in Ukrainian and Russian speakers to help us not just with translations, but to see what more we can do to deal with getting forms in the right language and to have more staff in our centres, working directly with the Ukrainian community. That also applies in the UK in the hubs that we are creating.

My right hon. Friend makes some important points. First, as a country we always stand by our international obligations when it comes to people who are fleeing persecution and in need of refuge. That is what the Nationality and Borders Bill does and why we are creating safe and legal routes. My right hon. Friend will be familiar with much of our work that has taken place thus far with, for example, British nationals overseas—people from Hong Kong—and the work that is taking place on Afghanistan.

The removal of people with no legal right to be in the United Kingdom and all rights exhausted is at the heart of the new plan for immigration and the Nationality and Borders Bill, because too many last-minute claims come through immigration courts and tribunals and prevent the Government from removing people who have no legal right to be here. They include foreign national offenders, including rapists and murderers—people who have committed awful and abhorrent crimes on the streets of the United Kingdom. I have to say it is quite telling that there is a great deal of lobbying from the Labour party to actually stand by many of these foreign national offenders and keep them in our country.

Plaid Cymru rejects the cynical framing of this issue as a crisis of numbers; the true crisis is a lack of humanity from a succession of Westminster Governments who scapegoat legitimate asylum seekers and refugees. In Wales, we take a different approach, with our stated ambition to be a nation of sanctuary for all people who seek support and flee persecution. Sadly, asylum remains a reserved matter. What consideration has the Home Secretary given to the lack of compatibility of her approach to channel crossings with that of Wales, with our nation of sanctuary and asylum seekers plan?

It is important to restate, for the right hon. Lady’s benefit and that of all colleagues, that, as she will know, through the new plan for immigration and the work we are doing with the Nationality and Borders Bill, we are crystal clear about giving refuge to people who are fleeing persecution through safe and legal routes. That is in line with the refugee convention. I spend a great deal of time speaking to the UNHCR, the International Organisation for Migration and other international agencies that will work with us on this issue. I have to say that the right hon. Lady offered a slight mischaracterisation of the Nationality and Borders Bill.

I thank my right hon. Friend for his remarks—his point was well made. I, too, have been written to by many police officers expressing very similar sentiments from their own experiences. The point about not pre-judging is absolutely right. The police have operational independence. Obviously, as Home Secretary, I called for a report. I have now received that report, and an independent review is under way. It is right that we have that review, yes, for assurance purposes, but also to strengthen public confidence in policing and, obviously, for all Members of this House to hear the full facts of what happened in due course.

I take this opportunity to extend my personal sympathy to the family and friends of Sarah Everard at this horrific time.

In June 2020, I proposed a domestic abuse register for the early identification of abusive men as a means of preventing death and injury. The Minister for Safeguarding rejected that, claiming that current systems for preventing violence against women were adequate. The National Police Chiefs’ Council also objected, on the grounds of cost and its capacity to manage such a register.

I sense that the Government now recognise that the current system is failing women and that a properly funded, staffed and supported register for serial stalkers and domestic violence perpetrators is urgently needed. How will the Home Secretary ensure that such new proposals and funding properly account for the different legislative landscape in Wales, so that women in Wales are not excluded from future protections, which I hope are on their way?

I think this is an important moment for this House and for all colleagues when it comes to Domestic Abuse Bill measures, which have been extensively debated in the House. The right hon. Lady has clearly spoken about Wales and the authority and responsibilities there. We are absolutely working across the devolved Administrations, because we want consistency of approach.

It is right that we all work together to support women, and the Domestic Abuse Bill will absolutely do that. My hon. Friend the Minister for Safeguarding has worked extensively with all colleagues in the House on the issue that the right hon. Lady raises, but the fact of the matter is that we want that Bill to receive Royal Assent. It should do so very soon. We need that to happen to safeguard more and more women and give them the protection that they desperately need from their abusers.

The scheme has only just been launched. I reassure the hon. Lady that we are working with all sorts of civil society organisations, and I have spent a lot of time in dialogues and roundtables with a range of representatives. Therefore, having just launched the scheme, which is a bespoke humanitarian route created for BNOs, we are absolutely looking at how we can ensure that the route works well. We are also engaging with non-governmental organisations and civil society to ensure that we do not miss people.

Given that planning permission for the asylum seekers temporary accommodation at Penally in Pembrokeshire is due to run out at the end of March, can the Home Secretary confirm that the local community will this time be fully consulted on the camp’s future and that all new transfers to the site will cease in the intervening period?

If I may, this is an important point that the Minister responsible for immigration compliance and the courts, my hon. Friend the Member for Croydon South (Chris Philp), touched on. I am so disappointed to hear that colleagues across the House are not supportive of asylum accommodation, when many local authorities fail to co-operate with the Home Office to identify sites in their constituency. Quite frankly, the hypocrisy of basically saying, “We don’t want asylum seekers here, send them elsewhere.” is simply not acceptable. We consult with everybody—I can assure the right hon. Lady—

My hon. Friend is absolutely right. He will know that in Britain post Brexit we are clear in terms of the powers and decisions that we are able to undertake. That is, of course, effectively what the Government are now doing, and my hon. Friend has highlighted some clear areas where that change has now happened.

The first covid case in Wales was recorded on 28 February last year, yet almost a year later the UK Government remain reluctant to follow the science wholeheartedly in relation to the health risks implicit in international travel. While today’s answer is insufficient, the Government’s measures will also be difficult to sustain in the long term. Given that health is devolved, what plans are in place for the UK Government and the Welsh Government to work together on a long-term plan to ensure that international travel is not again a threat to public health?

If I may I will take the right hon. Lady back to January last year. She just mentioned travel measures, but travel measures were brought in in January last year. I am not going to run through again the various measures that have been undertaken. If I may say so, when it comes to the devolved nations, there is support and work in place, and calls take place on a near daily basis. It is absolutely right that we take a united approach to dealing with measures and restrictions, but also to tackling coronavirus. I absolutely urge Ministers across the four nations: if they have any particular issues in respect of joining up, speaking with one voice and being much more united, the Government’s door is well and truly open because that is exactly what we have been trying to do over the past 12 months.

Black Lives Matter protests have been held throughout Wales and I, too, stand against the injustice and violence faced by black people here and elsewhere. The vast majority of protesters respected social distancing or made innovative use of communications technology. Will the Home Secretary give due credit to the peaceful majority? I thank my right hon. Friend for his point about transit passengers and future travel corridors—I am sure we will all agree on a term to use in the future. The fact of the matter is, from a Home Office perspective, that we have created the contact locator form. It is that data that will be instrumental in giving people that safe passage and the clearance to transit on to other locations. That piece of work has been done. We should look at how we can adapt that, again working with the aviation sector, so that in due course the form can contain so much more information, including covid test data or even electronic travel authorisation, which can help to bolster the industry and the sector, get people moving, planes flying and people travelling internationally again, and give the public confidence about the health protections they are looking for.

At a time when most European countries are in a much improved condition compared with the UK, the concern of communities in constituencies such as mine is transition by travellers within and between the nations of the UK. I have spoken to the police, representatives of the tourism industry in north Wales and local community leaders, and we all want our attractions and accommodation to open as soon as possible, so we need to be able to provide every assurance to vulnerable residents and their families anxious about the risks implicit in thousands—I emphasise, thousands—of people arriving in their communities the day after internal holiday travel restrictions are lifted in the UK. Will the Home Secretary come back to the House to explain what steps she is taking to ensure that holidays at home are safe for everyone?
