It is important this evening that we show the Government that the will of this Parliament, across the parties, is that that body should be set up to administer compensation payments and to start to deliver justice to those infected and affected by the contaminated blood scandal. I have a great deal of respect for the Minister, but I want to say to him how disappointing it is that his Government are mounting a hard three-line Whip operation to defeat these amendments and new clauses. That is shocking, when Ministers have stood at the Dispatch Box and said clearly that they accept the moral case for compensation. If they accept the moral case for compensation, now is the time for them to do the right thing and support new clause 27. Let us get on with this. Let us get justice to these people who have been waiting decades for justice to be delivered.
I am grateful for the chance to speak in this debate and I want to commend the Minister for the diligent work he has done on the Bill and also the Bill Committee for its scrutiny of the legislation. Some of us have been waiting for over a decade for this Bill to come forward, and a great deal of positive work has taken place.
I welcome the amendments, many of them tabled by the Government, and in particular new clause 37 on Jade’s law, which as the Minister has said is incredibly important. As the Bill goes to the other place, I ask the Government to reflect on whether the measure could go further to cover other serious offences. The Minster will be aware of recent reports of a family that spent £30,000 in legal costs to remove the parental rights of a father from his daughter following a conviction of child sexual abuse. These are complex issues, but we should make sure that we are protecting all victims.
I welcome the amendments on the introduction of a standing advocate and the clarification provided by the Government around major incidents. We know from the Manchester Arena terror attacks and other serious incidents how important it is that victims and the families who are affected are given support. I pay tribute to all hon. and right hon. Members who have campaigned hard on this issue. I am afraid that too many of us have spent a lot of time with victims and their families and we know that their voices must be heard. Legislation to ensure that a standing advocate is in place will provide the Government as well as the victims with an extra layer of focus and the protection that we would all welcome.
A number of amendments and new clauses relate to domestic abuse, and I shall comment on them briefly. A great deal of work has taken place on the Bill, and new clause 20 on domestic abuse-related death reviews is particularly welcome as it focuses on ensuring that lessons are learned from these horrific incidents. I know from my previous work as Home Secretary and the work that took place on the Domestic Abuse Act 2021 that so many deaths take place, and it is right that the public services should review these incidents to see whether lessons can be learned and whether any changes can be made to prevent or reduce risk to other victims.
I commend the hon. Member for Rotherham (Sarah Champion) for her new clause 6, which rightly highlights the importance of the role of independent domestic and sexual violence advocates and stalking advocates, and the specialist service that she is asking for. There are some really strong lessons that could be learned here with these annual reviews, and I hope that the Government will look at these areas and give some assurances on the ongoing work that could take place as this legislation comes forward. There is much more that we could do not only to prevent these horrific crimes but to ensure that the victims and their families are given the support that is needed.
I am pleased to support amendment 14, also tabled by the hon. Member for Rotherham, which has cross-party support and would require criminal justice bodies to ensure not only that records are kept of name changes of perpetrators but that victims are notified of this. This is all about making sure that victims are given representation. I want to pay tribute to Della Wright, who has campaigned for this change with a great deal of personal courage and conviction. I look forward to hearing the Government’s approach to this amendment.
I also want to comment on new clause 7, again tabled by the hon. Member for Rotherham, which deals with one of those areas where victims feel that they get a poor service and have many frustrations around a lack of information about their rights and the support that they are entitled to. There is concern that the current victims code is not being promoted enough, and much more work needs to be done in this area.

Commons ChamberThank you, Mr Deputy Speaker, for calling me to speak on the Second Reading of the Criminal Justice Bill. It is always a great pleasure to follow the hon. Member for Chatham and Aylesford (Tracey Crouch), who made a powerful speech. She speaks for many in Chamber when saying that there are things in the Bill that should not be there and things that should be that we do not have yet. I hope that we will see some improvements in Committee.
I refer back to the point made by the previous Home Secretary, the right hon. Member for Witham (Priti Patel), on spiking. That is an ongoing issue—the hon. Member for Gloucester (Richard Graham) is in his place, and he has done an enormous amount of work on it. The Home Affairs Committee carried out an inquiry and produced a report in which we were clear that we would like a specific offence of spiking to be introduced. We were also conscious of how important it is to work on prevention. That is ongoing work, and I am hopeful that we might see some progress from the Home Office in the coming months. It will be interesting if we get to the point where we need to table amendments to introduce that specific offence.
Another Session, another Home Office Bill. As the hon. Member for Chatham and Aylesford said, it is probably the last before the general election. I want to focus on the issues that the Home Affairs Committee has considered in some detail in our recent inquiries. A few weeks ago we published our policing priorities inquiry, and before that a report on police misconduct. I want to look specifically at the clauses relating to policing. It is important to pay tribute to our police forces and officers for their work day in, day out, dealing with very difficult circumstances. However, we all know and accept that, in recent years, policing has had far too many scandals. Far too many police forces have gone into special measures, and there has been a real exposure of the racist, sexist and homophobic culture in many of our police forces. We must be mindful of the powerful report by Dame Louise Casey this year on the Metropolitan police. The Committee has been conscious of her recommendations in that report and the need for action from the Home Office and the Mayor of London.
I turn to clause 73, which I welcome in principle. It is the requirement that the College of Policing issue a code of practice on ethical policing. The College of Policing already publishes a code of ethics, so I assume from the drafting of the clause that the new code of practice relies on a trickle-down effect from chief officers, rather than being—as we all thought it would be—a general duty for all officers at all ranks to be open and honest with the public when mistakes are made. The importance of leadership in driving and improving culture is recognised in our policing report, but the public are entitled to expect openness and honesty from officers at all levels. The creation of a less defensive culture across policing is necessary to rebuild public trust and confidence in the police.
The right hon. Lady is making a powerful speech and has concentrated on the ethics of policing in a constructive way. The Government are introducing the duty of candour, which we welcome, although there has to be concern about how that fits within the overall structure of the language of ethical policing, which is important. She will be familiar with the work of the College of Policing and of His Majesty’s inspectorate of constabulary and fire and rescue services and its chief inspector, former police constable Andy Cooke, who has been doing a great deal of work on this. It has to be deliverable. We are learning lessons from Hillsborough and other reports in the past, but we need specifics about what this means in practice.
I am very grateful to the right hon. Lady, who speaks with great knowledge about this area and about how legislation has to be deliverable. It has to work for every officer at every level in all our police forces, so there is a job of work to be done. I hope that in Committee the information on how it will all fit together will become clear. The Home Office has said that the duty will filter down to all officers. The concern of the Home Affairs Committee is that if we are really serious about changing police culture we need more than just a hope that things will cascade down. We need clear responsibilities and clear duties.
Clause 74 gives chief officers a statutory right to appeal to a police appeals tribunal against a disciplinary decision. I would like to highlight again that the Home Affairs Committee heard, on several occasions, that simply giving chief constables more powers of appeal will not solve the underlying problem of the initial quality of investigations or even the confusion over the definition of misconduct. That has proved very problematic in dealing with disciplinary cases, so more clarity on that is needed.
The Bill will allow the Secretary of State to enable appeals by police and crime commissioners in limited circumstances where the chief constable is the officer subject to a misconduct decision. The Home Affairs Committee has previously questioned whether extending rights to challenge misconduct hearing outcomes in general to police and crime commissioners would create a conflict of interest for them. The Committee was concerned that giving PCCs extra powers to challenge individual misconduct hearing outcomes could encourage them to stray into operational decision making, and that the often party political and elected nature of their posts could be seen to influence their decisions. The Committee concluded that PCCs should drive systematic improvements in local forces, for example by taking steps to assure themselves that misconduct and competence processes are fit for purpose, rather than intervening in individual cases.
At this point, I want to make a comment about something that is not in the Bill, but which the Committee would have liked to have seen in it. The Independent Office for Police Conduct has, very unusually for such an organisation, one post for the roles of chief executive and chair. The Committee has been concerned about that for some time, and a review of the structure of the IOPC is ongoing. Separating out those two very important roles would be an important part of the reform of the IOPC that is perhaps still needed, and that is not in the Bill.
Clauses 15 to 17 expand police powers to test suspects in police detention for drugs. I would be really grateful if the Minister was able to confirm what resourcing will be put in to ensure that any increase in those testing positive for the extended range of drugs will be matched by the necessary diversion services. I think we all want the Government’s 10-year drug strategy to meet its aims and objectives, but if it is to do that we must be clear that much more work needs to happen.
As the Committee set out in its recent report on drugs, we must have the right interventions in place to help people break away from the terrible cycles of addiction and criminality that drug addiction can cause. They need the right support to let them deal with addiction, but they also need psychosocial support and interventions to deal with the underlying trauma that may have led them to drugs in the first place. I welcome the measures in clauses 1 to 3, including the creation of a new offence to better enable law enforcement agencies to prove illicit use of pill presses. That is very welcome, and it too was proposed in our drugs report. However, I hoped that the Government might make an announcement about a roll-out of naloxone to all police forces. In Scotland it is carried by all police officers, and it plays an important part in saving the lives of people who have taken an overdose.
Clause 19 deals with extending the powers of the police in respect of acquisitive crime. There are some important unanswered questions here. First, can the Minister provide examples of what might constitute “reasonable grounds” for believing that goods are stolen and on the specified premises? Secondly, how confident is she that the new power to enter any premises without a warrant will be used proportionately? Thirdly, given that forces are committed to following
“all reasonable lines of enquiry”
in the case of every crime, may I ask how they can be adequately resourced to undertake what they have promised to do?
There are a couple of other measures, recommended by the Select Committee in the past, that I hoped would be in the Bill. The first involves retail crime. We made a very specific recommendation that certain offences be created. A few weeks ago, the manager of my local Co-op was showing me the system that it had on its CCTV. While I was at the back of the store, someone came in, opened the door of the fridge, scooped out all the chicken legs and thighs and other kinds of meat, and then left. According to those at the Co-op, the crime that they see the most is organised crime. It is not a case of someone stealing a loaf of bread or some sandwiches; people are going into stores and stealing every day, and that needs to be addressed.
This issue has already been raised, but I still do not understand why each and every one of our police forces—rather than just two thirds of them—does not have specialised units dealing with rape and serious sexual assaults, when all the evidence makes it clear that what is needed is specialist investigation of those very serious crimes.
There is another provision that is not in the Bill and ought to be, in the light of recent disturbing and tragic events. I have mentioned several times in the Chamber that women can still face prosecution under section 58 of the Offences against the Person Act 1861 if they end a pregnancy after the legal time limit. In 1861 Queen Victoria was on the throne, Charles Dickens was writing “Great Expectations”, women could not vote or be Members of Parliament, and the age of consent was 12. The maximum penalty under section 58 is life imprisonment.
Between 1861 and November 2022, just three women were convicted of having an illegal abortion, but let us make no mistake: this not a defunct piece of legislation quietly gathering dust on the shelf. Since December 2022 one woman has been convicted for a late termination, and six women are awaiting trial. We also know that police officers have investigated at least 52 women over the past eight years on the basis of suspicions that abortions have taken place after the legal limit.
Abortion care providers also report a stark increase in information requests from the police. For example, after Hampshire police found a human placenta in woodland in Southampton over the summer, it contacted the British Pregnancy Advisory Service and asked for details of anyone who had been seen at a clinic but turned away because they were past the time limit at which they could seek an abortion. That request was made without any court order. Earlier this year, it was reported that distressed women who have had miscarriages are being tested for abortion drugs by the police. Abortion providers have warned that women suspected of illegal abortions have been pushed into having these tests while in hospital, with no legal representation and without their proper consent being obtained. No woman should be pursued by the police for ending her pregnancy.
Those calling for the threat of criminal prosecution relating to abortion to be lifted from women include the Royal College of Obstetricians and Gynaecologists, the Royal College of Midwives, the Faculty of Sexual and Reproductive Health, the British Pregnancy Advisory Service and Rape Crisis England & Wales. That is why I will be tabling a new clause to remove women from the criminal law relating to abortion. Let me be very clear with everybody: this is a very limited and highly targeted amendment. It would not change any law regarding the provision of abortion services within a healthcare setting in England and Wales. The abortion time limit, the legal grounds for abortion and the requirement for two doctors’ approval would all stay as they are. What the amendment would do is usher in an end to women being put in jail for having an abortion, and in 2023, I hope that we can all come together and agree on that course of action.

I agree with the Home Secretary that it takes multiple ways of looking at the problem of channel crossings. In July, the Home Affairs Committee produced our report on channel crossings. We were very keen to discuss the report with the Home Secretary but, sadly, she cancelled her appearance before the Committee. However, we hope that she will, in whatever capacity she holds in the coming weeks, attend the next Committee hearing in September to discuss her time at the Home Office. One of our key recommendations was to pilot providing UK asylum assessment facilities within France, enabling the juxtaposed consideration of claims in the same way that we already have juxtaposed immigration and passport controls in Dover and Calais. I wonder whether she might say what her solution to the problem would be.
I would be very happy to attend the right hon. Lady’s Committee. I think the date of 21 September has been set, although I am not sure whether that has been shared with her.

Commons ChamberLast week the Home Affairs Committee met Ukrainian MPs who told us that they had had to travel 11 hours to get their visa from the visa application centre in Poland, then 11 hours back, and then again to have the visa stamped. They wanted me to ask the Home Secretary about young people and children travelling with grandparents and elder siblings, who are not eligible for visas under the Homes for Ukraine scheme. Will the Home Office look at that again, because all the necessary paperwork is there to ensure that those children are travelling with their parents’ consent?
The right hon. Lady and many other colleagues have raised this point over recent weeks and months. We are looking at this issue, and a lot of work is taking place across the Home Office with the Minister for Refugees and DLUHC, regarding the safeguarding aspects. We are going to make changes and, without pre-empting any of those now, a lot of work is taking place, primarily because the focus has to be on the safety and wellbeing of those children. We must ensure that they get here in the right way and are supported. We will report back on that issue, because a lot of work is taking place on it right now.

The permanent secretary refused to sign off the Rwanda policy on the basis of a lack of evidence of value for money for the taxpayer. That is only the second time in 30 years that the most senior civil servant in the Home Office has had to be ordered by the Home Secretary to implement a policy.
In light of those concerns about wasting public money, will the Home Secretary confirm that on top of the payment of £120 million to Rwanda, the taxpayer will also now be picking up the £0.5 million cost of the flight last night, and all subsequent charter planes, whether they take off or not? Will there be additional payments to Rwanda for people whom Rwanda is expecting, whether or not those people actually arrive?
First, on our accounting officer advice, we should always put this in the context of asylum costs that are soaring across the United Kingdom—and have been for many years because of the number of people coming here illegally—and the costs and strain that that puts on the system, particularly during the pandemic. As Chair of the Home Affairs Committee—this issue has been discussed in the Committee many times, including when it was chaired by the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper)—the right hon. Lady will know about the impact of covid on asylum claims. She also asked about payments, but we do not speak about operational costs right now—[Interruption.] Yes, it is taxpayers’ money. That is for a range of reasons, but primarily because of commercial sensitivities in terms of how we run our operations.
The House should recognise that when we have mob rule turning up to thwart our charter flights—some of them have ended up in courts—it is right that we keep our commercial operators, and the way they work with the Home Office, confidential. The right hon. Lady asked about payment mechanisms to Rwanda as part of the partnership deal, and we would be happy to drop her a line and share that information with her.

I am very grateful to the Home Secretary. On the issue of convictions for rape and serious sexual assault, one of the recommendations from the Home Affairs Committee was to have RASSO—rape and serious sexual offences—units in all police forces. Will the Home Secretary ensure that all police forces now have those specialist units, because we know if that is the case, it is more likely that investigations will be more thorough, victims will be treated better and convictions will follow?
The right hon. Lady is absolutely right, and she will be aware of Operation Soteria, which does that. I will come on to wider support through the courts system and independent gender violence advocates, but the system is working now in a much more joined-up way, which I am sure the right hon. Member for Normanton, Pontefract and Castleford will also welcome. These measures have to be integrated not only with policing, but with the CPS, so that we have an end-to-end approach on prosecution.

The announcement made last week, when Parliament was not sitting, has caused a great deal of confusion about what this policy actually entails. Unfortunately, the Home Secretary turned her head away from the microphone when she responded to the right hon. Member for Maidenhead (Mrs May), so I wonder whether she will answer the question of who will actually be eligible to be sent to Rwanda. Will it be single young men, or will it be women and children? What percentage of asylum seekers does she think will be sent to Rwanda?
On eligibility, as I have already said, everyone considered for relocation will be screened and interviewed and have the right access to legal advice and services, and decisions will be made on a case-by-case basis. That is absolutely right and proper, but the fundamental principle in relation to this policy and the new plan for immigration, in which I am sure the right hon. Lady is well versed, is that it will apply to people who are inadmissible to our asylum system and to people who have come to our country illegally: through illegal and dangerous routes.

Thank you, Mr Speaker. While I welcome the changes for Ukrainian passport holders, many Ukrainians do not have passports, as the Home Secretary has just said. I want to ask her about TLScontact, which has been subcontracted by the Home Office to carry out biometric checks. The chief inspector of borders and immigration told the Home Secretary that TLScontact was so hellbent on making profit that its use posed a risk of “reputational damage” to the UK. With Ukrainians fleeing for their lives and the chaos at the visa application centres with long waits and few appointments, can the Secretary of State tell me why that company is allowed to profit from the suffering and misery of Ukrainians by telling them that if they make additional payments, their cases will be expedited and they will get appointments more quickly? Is that right?
Let me just share the information I know about the contracted service with TLScontact. First and foremost, we have surged capacity at visa application centres, as I have said several times in the House. That is a contractual process that we have, alongside working with Home Office staff in country, and further staff have been sent out. The right hon. Lady asked specifically about the contractual arrangements with TLScontact. Our priority has been to surge its staff in country to create more appointments, and we have surged appointments. There have been 6,000 appointments available this week, and as of Tuesday 15 March, there will be 13,000 appointments for people who do not have documentation and passports. We can prioritise those without documentation and passports. Those with passports can use the digital service that will be set up and go live from Tuesday. I will come back to the Chair of the Select Committee on the contractual details, primarily because these details are organised through the Departments and there is a procurement process that goes on. I will write to her on the specifics. With regard to Ukrainian nationals coming to the United Kingdom to be reunited with their families, this is a free service. There are no charges in place whatsoever.

Commons ChamberMy right hon. Friend is absolutely right. I am frequently in touch with Commissioner Johansson on these issues. I appreciate that everyone said yesterday that the EU has moved quickly, but actually it has made an announcement and it is still discussing how, in practical terms, it can establish temporary protection measures and activate its schemes. We must all step up. In fact, colleagues in the Department are already speaking to the devolved Administrations with informal talks having happened in recent weeks. The Department for Levelling Up, Housing and Communities will play a pivotal role.
I thank the Home Secretary for making this statement after the confusion following yesterday’s attempt to inform the House of her plans. I want to ask about the humanitarian sponsorship pathway, which I think she said was to be led by the Secretary of State for Levelling Up. What role will the Home Office play in that? What resources will it be putting into the pathway? When does she expect that the first Ukrainians will arrive under the pathway? I know she said that she cannot estimate numbers, but what is her best guess of how many will be eligible under the scheme?
I will be very frank: we do not know at this stage. The Secretary of State for Levelling Up will make statements and share with the House in due course details of the community scheme specifically. That is under development, so I cannot tell the right hon. Lady the potential numbers that will come through the route.
In terms of the Home Office role, this is a whole-of-Government effort. We will continue to support people in coming over, giving them the status that they need and securing their paperwork as well as all the essential pieces in which we always play a role, but this is an effort in joining up across Government. To be candid, we are learning lessons off the back of previous schemes including the Syrian resettlement scheme and the Afghanistan scheme, where there is still so much work to do. That goes to the point made by my right hon. Friend the Member for Haltemprice and Howden (Mr Davis) about accommodation and infrastructure in our own country. We must be honest about how we can support the people we do bring over.

Commons ChamberMy right hon. and learned Friend is absolutely right, and I thank him for his support, not just now, but when he was in government, on these issues and on thresholds in particular. Of course, Mr Speaker, the alert last Thursday was issued in conjunction with the parliamentary security directorate, and there is work that we will provide support on in terms of vetting and security. It is right that we all come together, not just across law enforcement, but with the intelligence services, to ensure that we close down any gaps that have been exploited by those who want to do us harm.
The Home Secretary has been very robust in defending the Government’s response to the ISC’s report on Russia. In the light of recent events, has she had an opportunity to review the clear recommendations in that report, particularly those pertaining to the Palace of Westminster and what we need to do?
First, let me welcome the new Chair of the Select Committee and congratulate her on her election. There is no question—I should be very clear about this—but that we learn all the time about gaps and about not just new threats, but the type of tactics and techniques used by those who want to do us harm. It is right that we review absolutely every facet of security here. I come back to my earlier point about protecting democracy from malign interests. Working with the Cabinet Office in particular, which oversees this, that is effectively what we are doing.

Commons ChamberI take issue with the hon. Lady’s comments. Let me say first that the Immigration Minister met representatives of COSLA on Monday and these issues did not arise. Secondly, I have never said that migration is a UK-France issue; I have always said that it is a global issue. It is no use pointing to my colleagues; the hon. Lady was putting the question directly to me. I have always maintained that this is a global crisis, and I have always been proactive in speaking to my counterparts in EU member states and other countries. I have even hosted meetings with them. I think that that context is equally important.
This is the most awful tragedy, and I want to add my condolences to all who have been affected by it. However, it is surely right to point out that the Home Office has failed to get a grip on this issue for far too long. In a week when the Home Affairs Committee has recommended that the Windrush compensation scheme should be removed from the Home Office because of issues of competency, is it not time that this matter was also removed from the Home Office and given to the Cabinet Office, and is it not time for a cross-Government response?

My hon. Friend makes an important point about asylum claims, courts and tribunals, the prevarication, the delays and the frustration. That is why we have the Nationality and Borders Bill. That is why we will introduce, as part of one of the measures, a one-stop appeals process because, as we know, claimants go back again and again, care of UK taxpayers. We want to break that cycle; we want to stop that. We will, through that Bill, reform immigration courts and tribunals to deal with cases in a much more effective way.
Can I just gently remind the Home Secretary that it is her party that has been in power since 2010? Is it therefore a matter of incompetence on behalf of her Government that only five people have been removed in the past 12 months?
The answer to that is no. Actually, it is a fact that we are developing returns agreements, including with India and Albania, and last week we were in discussions with Pakistan. Those are some of the countries that top the list in terms of failed asylum seekers and foreign national offenders. We are removing these people. The five people she refers to were removed because of a statutory instrument that the Opposition clearly did not support, which relates to inadmissibility with the type of claims that come at sea. That has come through diligent work not only with our colleagues in the Home Office, but with our counterparts across EU member states.

Commons ChamberMy hon. Friend raises some important points. There are a number of ways of providing support for lorry drivers and others. A great deal of work is done through road haulage associations in the UK and across the EU to provide information and intelligence about what to do in situations of this nature, and also about how they can protect themselves from trafficking. If there is anything else that my hon. Friend would specifically like to know about the Home Office’s and Border Force’s work and about how we collaborate with many other organisations, I shall be happy to write to him.
Hull has a long and proud tradition of fighting the evils of human trafficking and slavery. Many of my constituents have been in touch to say how shocked they are about what happened in Essex. They want to know whether additional checks will be carried out at the port of Hull, particularly on refrigerated containers, because we now know that the traffickers seem to be turning their attention to ports on the east coast.
The hon. Lady is absolutely right. She will know, with the port in her own constituency, that various challenges have now been highlighted. It is important to acknowledge that those who are trafficking people are trying to exploit any vulnerabilities in any aspects of port security, such as, as we have seen, with the refrigerated lorries. Given the work taking place specifically with Border Force right now, I would like to drop the hon. Lady a line and at least keep her updated on the changes that will be forthcoming with regard to the port in Hull.

Commons ChamberI thank my hon. Friend for the point she raises and her question, and I come back to the comments I made earlier. Importantly, the changes we are making, particularly through the Welfare Reform and Work Bill, show that we are committed to transforming people’s lives by supporting more people with disabilities who face barriers to work. This also means an increase in funding support for those with health conditions and disabilities of almost 15%, and we will bring that forward in the new work and health programme.
Will the Minister agree to look at the case of my constituent Mr Beet, who has home dialysis three times a week but is also trying hard to keep his job to support his family? He has been turned down for PIP twice. Does she feel, as I do, that if a person is having dialysis, they are eminently suitable to receive PIP?
I would be very happy to look at this case with the hon. Lady to see what support we can provide her constituent. She makes an important point, which is that he wants to work and therefore should be supported to stay in employment, too.

There is no prevarication or delay. We have been very clear—[Interruption.] I hear sniggers on the Opposition Benches, but we were the first Government to publish data in this area, and I think it shameful that the Labour party has not done so. This Government now intend to publish the statistics, and that is exactly what we will do.
