Commons ChamberThe hon. Lady raises an important point. I suspect that in the months ahead it will come out that, actually, over the last few months there has been a big uptick in the number of people making sustainable farming incentive claims. That says to me that we are now on track to make these systems work for people. I do not disagree with her that under the previous Government it was a very long painful process, but we are now making progress and we need to make it work.
Does the Minister recognise that the changes not only break the Government’s previous promises on APR to farmers, but that they will add significant burdens and costs to family farms and disincentivise food production?
I also wish my fellow East Anglian MP, the right hon. Lady, good luck in the coming hours. The reason we can look forward to a successful and stable future for farmers across the east of England and the rest of the country is that we have absolutely committed to stability. The reason things have had to be different is that we found—I found this in my Department, just as fellow Ministers found it in their Departments—that the situation was far worse than we had been led to believe. We had to tackle that problem.

Commons ChamberI always commend supermarkets that are being innovative, but part of the problem with the initiative in Scotland was the amount of push-back from industry. That is why the Scottish Government pulled it.
Extended producer responsibility will add financial burdens to amazing food producers, such as Wilkin & Sons in Tiptree in my constituency, so can the Secretary of State say what he is doing to keep financial costs down and reduce red tape for great British food manufacturers?
As my right hon. Friend knows, we are kindred spirits in trying to keep the amount of red tape and regulation down. Indeed, on a visit to Tiptree just a couple of weeks ago, I looked at methods of automation that bring the cost of food production down. My right hon. Friend will have heard the comment from the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Keighley (Robbie Moore), who has responsibility for water: a consultation on these issues is live, and as a formidable constituency champion, I know that my right hon. Friend will ensure that any concerns about costs are raised in that consultation.

Commons ChamberThese things are actually quite easy to see and to measure. If we look at the hedgerows planted in England in the last decade, we see that thousands of kilometres of hedgerow have been planted. Large areas are being dedicated to biodiversity and creating food for wild bird populations. That is what the SFI is delivering; it is there to see. All the hon. Member needs to do is get out of Cambridgeshire and look at some of those farms.
DEFRA officials met Kings Seeds on 19 January. The Department regularly meets a range of businesses, including through the working group established with the Horticultural Trades Association, which met most recently on 18 January.
The Minister will know that Kings Seeds is what is known as a well established local business, having been based in Kelvedon since 1888. It trades in horticultural seeds and is known for its sweet peas, but as he will be aware, it cannot send its products to Northern Ireland, which it says is because of barriers related to the Windsor framework. Will he clarify whether the announcements made earlier this week—we will discuss the statutory instruments relating to them later today—will resolve the issue? If not, will he work with me and teams across Government to ensure that we deal with the issue? Perhaps he would like to come to Kelvedon to meet the company.
As I said, DEFRA officials met Kings Seeds on 19 January. I am more than happy to meet my right hon. Friend and the company to discuss its concerns and see how we can support it in all its excellent work in her constituency.
We appreciate the concerns of Kings Seeds. We are inviting it to the new horticulture working group announced in yesterday’s Command Paper, along with industry representatives. The Government will ask the group to address the movement of seeds to consumers in Northern Ireland as a priority. I look forward to hearing its recommendations.

Commons ChamberAs the hon. Lady will be aware, we have responded to that report. The Department of Health and Social Care leads in this area in tackling obesity. The good news is that British farmers are producing great quality food that is healthy as part of a balanced diet, and I encourage them to continue to do so.
We are working with the British and Irish Association of Zoos and Aquariums and the zoo sector so that our zoos can become even more sustainable and conservation-focused. In addition to £16 million of covid support funding, the energy bill relief scheme will help with overheads.
The Minister will be aware of the incredible work that zoos across the country, and in particular Colchester zoo in my constituency, undertake on conservation, tourism and job creation. Zoos are also doing incredible work internationally, but, as she knows, they have been badly hit by the pandemic. What support are the Government providing to preserve this great international work as well as to help create jobs, boost tourism and boost our local economy? Of course, she is always welcome to come to the Witham constituency and to Colchester zoo.
My right hon. Friend is quite right and is brilliantly championing Colchester zoo. Zoos across this country are working on more than 800 conservation projects with more than 105 countries. Saving endangered species is vital work. We have already announced that zoos will be eligible for higher-tier support under the energy bills discount scheme from April 2023 to March 2024. We also work closely with zoos and their representatives. We have continued to ensure that the updated licensing standards support zoos.

I congratulate my right hon. Friend the Member for Maldon (Sir John Whittingdale), who is my constituency neighbour, on securing the debate and on highlighting how badly this epidemic has affected Essex and the east of England. This debate follows the one that we held in Westminster Hall last week on support for British farming. Of course, we are all here to pay tribute to those whose livelihoods depend on farming, and to recognise the valuable contribution that they all make. As has already been said, with Christmas fast approaching, there is rightly a significant amount of public interest in this issue. Agriculture, whether it is our poultry industry or other aspects of farming that have been mentioned, is crucial to Britain. It fills our tables and keeps people employed in this country. This is a challenging and worrying time for farmers.
As right hon. and hon. Members have said, farmers in Essex, the east of England and other parts of the country have been heavily hit by bird flu. I pay tribute to those farmers; what they are enduring is incredibly difficult. Anyone who keeps birds, whether on large farms or smallholdings, including hobbyists who keep heritage breeds, is living in fear, with genuine concerns. Those concerns are not short term; they are long term with significant impacts.
We should note that many farms already maintain strong biosecurity measures but have still been infected. As this strain spreads across the wild bird population, the damage is now severe. In the Witham constituency, between 1 October and 15 November, a highly pathogenic avian influenza was detected in poultry and captive birds; it was detected in three premises out of six in Essex. Nearly 50,000 birds have died or been culled in Essex as a result, including around 7,600 in the Witham constituency.
Members have already heard and discussed the impact, but there is one example from my constituency that I would like to highlight. Blackwells farm is one of many fantastic farms in Essex and is a great business. It has been rearing its own free-range poultry and meats for many years. The farm shop also showcases other local producers. There is, of course, a knock-on effect on the supply chain and access for other producers. Bird flu was detected on Blackwells farm in October, and I raised that with the Secretary of State and the Minister. I am grateful to the Minister for his diligent response. Within days, thousands of birds were infected and died. Those that were left by the time officials arrived from DEFRA were humanely culled. That process was a devastating time for the farm.
We have heard from Members about the processes and procedures, but first there are some specific issues that need to be addressed, such as the lack of information about what other activities could or could not take place on the site of a working farm and business. Local businesses with diverse operations need to factor in all those matters. The situation became very much about certainty and clarity of advice from DEFRA on what constitutes business as usual, so that the farm could operate. I would welcome the Minister’s feedback on those points, which he has heard raised before. I would also like clarification on the compensation arrangements, which have already been debated.
Blackwells has received some compensation for approximately 5,000 of the 7,300 birds affected, which were either culled or died. Compensation was not paid in respect of all the birds lost. The arrangement for compensation is an issue. The Department knows well that compensation and payments not only need to be on time, but must reflect the scale of the damage and the impact of the pandemic on businesses.
The farm, along with other businesses, will need to know about compensation measures, and the measures in place need to be reviewed, with details of what further support can be given to farms affected to help them get through these tough times. This is not a period of four to six weeks; the disruption is becoming persistent, and it is affecting businesses. As well as compensation, we must look at the timescales for the restrictions that are in place. Blackwells now faces 12 months of restrictions on poultry, which will hamper its ability to get the site up and running and to plan not just for now but for next year’s Christmas and all its other business operations. It is unclear why the restrictions are so lengthy, when they will impact the farm and many other businesses.
Small and independent poultry producers, including those that help fulfil Christmas orders, are being affected by the restrictions. The cleaning regime has already been highlighted. We also need to consider the cost of the restrictions, and what they mean in terms of time for the operations of these businesses. I would like the Minister to respond specifically on those issues and to say what the long-term plan is. Avian flu is here to stay, and its implications for businesses are significant. Poultry farmers cannot be expected to face regular patterns of restrictions and disruption to their businesses.
As ever, I pay tribute to our farmers, and to our poultry farmers in particular. They are part of our rural communities—part of the rural backdrop of our country—and I know the Minister will do everything he can to ensure that our farmers are supported during this very difficult time.

It is a real pleasure to serve under your chairmanship, Sir Gary. I am particularly grateful to my hon. Friend the Member for East Devon (Simon Jupp) for luring me back into Westminster Hall for such an important debate. He spoke eloquently about the importance of rural communities, which we all fundamentally believe in. I represent a part of Essex that is known for its rurality and for its coastal constituency values as well. Farming needs to be recognised as a strong, dynamic and entrepreneurial part of our economy, as well as for the agricultural quality that it brings. My hon. Friend also spoke about the fact many of our rural communities maintain our beautiful countryside and about some of the challenges that come with that.
The hon. Member for Barnsley Central (Dan Jarvis) spoke about buying local produce, so I will advertise local produce from the Witham constituency, which can be purchased here in Westminster as well. There are the famous jams from Tiptree’s Wilkin & Sons, which holds a royal warrant. With Christmas fast approaching, I urge everyone to make sure they stock up on Christmas puddings from Tiptree.
Importantly, there are many other farms that supply produce, and my hon. Friend touched on the issue of trade—our ability to export around the world. Importantly, we also have the ability to feed our domestic population. In Essex, we have the fantastic Wicks Manor farm, which produces amazing pork products—sausages and bacon—much of which goes across the world. It is also the birthplace of the famous milkshake known as Shaken Udder. We also have Humphreys at Blixes farm; Daymens Hill farm, which has an amazing orchard with nearly 4,000 varieties of apples and pears; and Blackwells farm shop. In addition, this House has the privilege of selling Linden Lady chocolates, which are very famous, in its gift shop—I recommend them.
That is just a small taster of what my constituency’s farmers and producers have to offer. They want more trade and fewer barriers to trade. They want to ensure that they can grow their businesses and see much more progress. Of course, two years of covid have left many challenges. There is the pain of inflation and what that means not only for wages but rising global food prices. Higher petrol and diesel costs also have an impact on farmers’ ability to operate.
Farmers are also being squeezed by the supermarkets. Everyone will be aware of the margins that supermarkets chase. The Government must hold the supermarkets to account.
Does my right hon. Friend agree that the Groceries Code Adjudicator—the regulator for supermarkets, farmers and price controls—needs to be given more teeth and to have greater control so that our farmers are not suppressed?
My hon. Friend is absolutely right. I know the Minister has heard those comments, and he is familiar with the issue too.
Avian flu has been mentioned. I appreciate that the Minister has been involved in many debates, and there have been many meetings across the House as well, and I want to express my thanks for that support. But farmers face numerous pressures in terms of the regulations and some of the enforcement. I would welcome further details from the Minister on the measures that are being looked at to support farms.
In Essex and across the country, avian flu is very severe. One farm in my constituency has been left devastated by an outbreak. Despite the farm taking all the measures around biosecurity—I am pleased to hear that there will be a debate on that next week—the strain was still detected. As we know, it is causing disruption to the poultry supply chain, which will impact on the costs of poultry. I hope that we can continue to have constructive discussions and support our farmers around the implications of avian flu.
I would like to touch on investment in farming. I have picked up already the comments that have been made about the labour market, labour market reform, and the infamous seasonal agricultural workers scheme, which has more than 40,000 available places. We should not always depend on overseas labour, not just in farming, but for our country and wider economy. There are active discussions, which I hope the House will welcome, around the development of the labour market strategy. That is something that I, with the former Chancellor—now the Prime Minister—had been pursuing in Government, and I know that the current Chancellor is also looking at that.
It is important that we support our entrepreneurs—our farmers are entrepreneurs; we have heard about the hard work and the graft that goes into farming—but we must be able to give farmers long-term security around investment in technology. When it comes to picking fruit or produce, capital allowances can help enormously, alongside a solid labour market strategy that attracts and develops the workforce.
I am grateful for the opportunity to speak today. Farming and agriculture are the backbone of our country; they need to be nurtured and invested in. I very much look forward to hearing the Minister’s remarks.

I beg to move,
That this House has considered the regulation of the incineration of waste.
It is particularly pleasing to open this short debate this morning for three reasons. First, it is good to talk about anything other than Brexit. Secondly, it is good to have a fellow Yorkshireman in the Chair and as Chair of the Housing, Communities and Local Government Committee, which is looking at the Government’s waste strategy in a short inquiry. Thirdly—I hope we can reach some consensus across the Chamber—this debate is inspired by two rising stars. I am glad to see one of them, my hon. Friend the Member for Ipswich (Sandy Martin), in his place. He is the first ever shadow Minister for Waste and Recycling combined. The second, who not in his place as he has other business today, is the Secretary of State for Environment, Food and Rural Affairs. When I pointed out at Environment, Food and Rural Affairs questions recently that new incinerators could divert waste that might otherwise be recycled, he said I had a good point. That is perhaps the nicest thing anyone has ever said to me during questions. I am particularly glad for those three reasons.
I wish to put three propositions to the Chamber. First, there is a case for a moratorium on incineration. We have quite enough incinerators to deal with residual waste at the moment. Secondly, the Environment Agency should be more robust in its approach in enforcing the waste hierarchy. Thirdly, the Treasury should continue to look—as it has be doing publicly in recent months—at whether a tax on incineration should mirror the landfill tax.
I acknowledge at the beginning that there are many Members in the Chamber today and I will happily take interventions. There is an organisation called the UK Without Incineration Network that is to be commended on the quality of the information it provides. Indeed, in reporting on an industry conference, an industry paper said that if Paul Davidson, who is a strong lobbyist for incinerators,
“wanted technical and other details”
about individual incinerators,
“he went to the website of implacable opponents UKWIN.”
Mr Davidson was reported as saying
“It’s a great website. It’s a disgrace that that is the best source of information.”
When I form my first Administration, the organisation’s chief co-ordinator, Shlomo Dowen, will be the first person I will recommend for a peerage.
I congratulate the hon. Gentleman for securing this debate. There is no doubt it will be lively. He has just hit the nail on the head. When incinerator operators apply for licences from the Environment Agency, a lot of bureaucratic and complicated paperwork goes with that that prevents local residents from scrutinising some of these applications. Does he agree with me that more needs to be done to unpick that information to make it more accountable and transparent for local residents?
The hon. Member for Keighley has suggested an incineration tax previously. As he pointed out, tax policy is generally a matter for the Treasury. Although energy from waste can play an important role in reducing the amount of waste going to landfill, in the long term we want to maximise the amount of waste used for recycling. Again, wider policies are set out in our resources and waste strategy. Changes that we will introduce to the extent of producer responsibility will effectively incentivise the design of products that are much more straightforward to recycle.
That is an opportunity, but I am also aware that industry and the Environmental Services Association are concerned that, if we do not reach 65% in that time or do not make progress more quickly, there will be a lack of incineration. In effect, that will be a commercial decision for them to consider, but, as was mentioned earlier, we want to encourage the use of the heat that plants produce, and to work closely with industry to secure a substantial increase in the number of energy from waste plants that are formally recognised as achieving recovery status R1. We will ensure that all future EfW plants achieve recovery status.
My right hon. Friend the Member for Witham (Priti Patel) rightly talked about transparent information for residents. I am conscious that some environmental assessments are very technical. That is why we have the Environment Agency to make that judgment. However, there is still an opportunity for residents to table questions either directly to the developer or to the Environment Agency during its consideration.
I am just trying to get through all the different points. My hon. Friend the Member for Hitchin and Harpenden (Bim Afolami) rightly talked about the local community, but he should be aware that most such plants are dealt with through local planning. They tend to be in the local plan, so it is important that we challenge those different elements during the consideration.

Commons ChamberI approach this debate very much conscious of the wide range of views held in the House. As we are on the second leg of this debate, following December’s discussions, this is a pertinent moment to go back to what it is we are here to focus on vis-à-vis the withdrawal agreement and how we got here. Of course, I approach this debate very much with the referendum result in mind. Nearly three years ago, this country quite remarkably put on the greatest show of democracy that we have seen, resulting in the majority—more than 17 million people—voting yes to take back control of our country. They made that choice against a range of forecasts and, to be quite crude, some pessimistic propaganda. They took a bold and brave decision to instruct us Members of Parliament, in this House and throughout the country, to take a new and different path. It was a message to us to reset the political system.
I am so grateful to my right hon. Friend for giving way so early in her speech. Does she agree that, whether people voted leave or remain, at no point during the referendum campaign was there a suggestion that the rights of EU nationals who had been resident in this country, lawfully exercising their treaty rights prior to any prospective Brexit day, should be affected if the referendum resulted in a vote to leave?
My hon. Friend is absolutely right on that point. That was never a feature of the campaign at all. Of course, what did figure in the minds of the British public, irrespective of how they voted, was that the political system—us—had for far too long siphoned power away from voters and almost denuded political decision making in this country. That is where they wanted to see us come together. At the core of the vote was a desire to see our democratic, economic and political freedoms returned to our institutions and, of course, for them to see sovereignty returned, too.
The vote to leave was an endorsement not of a political individual, party or platform, but of our country. It was an expression of self-confidence in where we could go in terms of our place in the world. Amid the debates that we are currently having, the rhetoric now, the wider discussions of a second referendum or even, as some may say, attempts to block Brexit, and amid the stories in the media and a continuation of fear and scare-stories, the essence of choice—the choice that people wanted to see—is being lost. Of course, there are a wide range of views in the House, and I respect all right hon. and hon. colleagues who want their voices to be heard, but we should also remember that Parliament gave the people a choice, and Parliament voted to trigger article 50 and to leave the European Union. We are now focused on fulfilling those commitments.
That brings me to the deal that has been put forward. Of course, many of us want to see Brexit delivered, and we were impressed by the sensible and pragmatic vision for our future outside the EU that the Prime Minister outlined in her Lancaster House speech and in other speeches two years ago. That was a plan that would have restored control of our country, kept a positive partnership with our friends and allies in the EU and, of course, freed Britain to be globally focused and to form close ties with countries and friends around the world. I have no doubt that my right hon. Friend the Prime Minister approached the EU in good faith but, as negotiations have progressed, the vision in Lancaster House and other speeches has been diluted, and ultimately ditched. We have seen the EU exercising control in the negotiation at the expense of our national interest.
The deal before us does not deliver the Brexit and the vision that the Prime Minister originally outlined. It allows the EU to continue to make our laws and to impose its Court’s judgment on us, as my right hon. Friend the Member for Maldon (Mr Whittingdale) said earlier. It gives the EU powers to veto our foreign policy and sabotages our international trade negotiations. Ultimately, as the House has heard repeatedly, it threatens the integrity of the United Kingdom. On top of that, we are expected to pay £39 billion of taxpayers’ money, as other right hon. Members have highlighted, without guarantees of a comprehensive free trade arrangement and no prospect of departing from the horrors of the backstop without the EU’s permission. The equal partnership with the EU that the Prime Minister promised has not materialised; instead, we have a deal that gives the EU licence to dominate us for years to come.
I am conscious that earlier in the debate we heard my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs speak about the environment, fisheries and farming. As a Member of Parliament who represents a coastal community and a farming community, I have said in the House, as have colleagues, that there are so many freedoms that we want to secure outside the European Union when it comes to the common agricultural policy and the common fisheries policy, yet the deal does not secure them. Brussels will still pose ongoing threats to our fisheries, which will obviously have ramifications for us. The same is true when it comes to agricultural policy. Farmers in my constituency have raised that issue with me.
Of course, the great prize of being free from the EU to negotiate and secure trade deals with growing global markets has been lost in this deal. I do not need to remind the House that by the middle of the century the EU’s share of trade in the global economy will be less than 10%. We need to focus much more strongly on our trading relationships outside the EU. Why would we want to remain shackled to the EU and to be dependent on it to set our trade policy when we can be trading further afield? We need to work sooner rather than later to secure those relationships.
I have touched on what the deal means for our precious Union and for Northern Ireland and the United Kingdom. The protocol severely damages democracy in Northern Ireland and imposes laws and rules on the people there without any representation. That goes further than the controls on the rest of the United Kingdom and is simply not acceptable. In the provisions on Northern Ireland we have seen for the first time in modern history a UK Government negotiate to cede part of our country to a foreign power. That is simply not acceptable.
The British people are tired of subservience to the EU and astonished by the one-sided negotiation process that has put the integrity of our precious Union in real danger. We will be trapped in the backstop and trapped in EU institutions; Northern Ireland will be left under the control of a foreign power, which is not acceptable; and under this deal our destiny will no longer be in our own hands. The British people want national leadership that is ambitious for our country—the type of leadership that is clear as to who governs our country and where elected power and accountability lies, and they want decision making that is free from the unnecessary constraints of the EU and EU control, and with that a restoration of trust in the democratic process that does not see our political establishment renege on the referendum result or our manifesto commitments.
I believe that Parliament should deliver on these democratic, political and economic freedoms by rejecting the withdrawal agreement. We must ensure that we can go further by trying to secure the type of trading arrangements that we originally said we would, but we can do so only once we reject the withdrawal agreement and ensure that the EU is no longer in control of our country.

Commons ChamberIt is a pleasure to speak in this debate, and also to follow the hon. Member for Argyll and Bute (Brendan O’Hara), because I have a message for him: it was a previous Conservative leader and Prime Minister who went to Europe, fought for the United Kingdom and brought money back from Europe. The SNP should not forget that.
I welcome the principle behind the Bill and the fundamental principle of taking back control of our fisheries. We have already debated what an enormous mistake it has been—for our fishing communities, our economy and our environment—to leave our fishing policy subject to EU control for the last 40 years. Nowhere is the damage the EU has caused to our country more evident than in the decline of our fishing industry and communities across the country.
All those who work tirelessly risking their lives to bring back the fresh fish we enjoy eating and supporting their families and communities should be remembered and respected for their endurance and sacrifice. Our fishing communities have seen their industry diminished, while billions of pounds of our money and taxes have been spent via the EU investing in other fleets, including the Spanish. We have seen the EU allocate more quotas for some species in our waters to other EU countries than to us. As we have heard—in fact, the Secretary of State gave this figure—84% of the rights to fish for cod in the English channel have gone to the French, leaving 9% for British fishermen. That is not right. In fact, about two thirds of the fish caught in UK waters are caught by EU fleets.
Successive British Governments have had to do more in the past, and that is part of the reason we now have the opportunity to take back control. We have seen controls that were placed on our fishermen, in our waters, to protect the environment completely ignored by the fishing fleets of other countries—famously so. Because of EU rules, Spanish and French fishermen in our waters have been able to ignore the environmental protections that we put in place and value.
Let me say to all those—especially Opposition Members—who think that the EU is some sort of guarantor of environmental standards and that we are incapable of protecting our own environment, that we need look no further than the devastation created by the common fisheries policy to see that it is the EU that cannot be trusted with our environment. That applies specifically to discards—the CFP has caused large quantities of healthy fish to be thrown back dead into the sea—and to the French vessels that used to undertake bass pair trawling in our seas, damaging the seabed and ensnaring in their nets all marine life, including dolphins. Of course there has been reform, but the discard ban is flawed, and the only way in which we can support fishing communities and manage the marine environment in a sustainable way is to pass the Bill and take back control.
That, as my hon. Friend the Minister will know, is why the Bill is so important. It is an enabling Bill, but it leaves so much open to future decisions. It empowers Ministers to take control of our own waters, but some of that will happen only in due course. We may be vulnerable to not being able to take back the full control that we expect and that our fishing communities across the United Kingdom expect too. There are fears that come the negotiations on the future relationship, our fisheries will once again be traded away.
I pay tribute to my hon. Friend the Member for South East Cornwall (Mrs Murray) for her speech earlier, but, more to the point, for the robust work that she has done consistently on this issue and for being such an enormous champion of our fishing communities— if only we had more politicians who were so prepared to challenge and question. In response to a question from my hon. Friend last week, the Prime Minister said that
“the UK should be an independent coastal state able to negotiate the issue of access to its waters”.
—[Official Report, 15 November 2018; Vol. 649, c. 461.]
However, as my hon. Friend has rightly said,
“Surely we should control access if we are properly leaving the European Union. Are we just leaving the Common Fisheries Policy in name only?”
This is about clarity. It would be a travesty if, after December 2020, the EU remained in control of our fisheries. In no circumstances should our rights to control our fisheries be negotiated away, and it is concerning that there is a risk that that could happen. There is ambivalence—a convenient ambivalence—in the language used in negotiations. Page 4 of the outline of the political declaration on the future relationship states:
“Within the context of the overall economic partnership, establishment of a new fisheries agreement on, inter alia, access to waters and quota shares, to be in place in time to be used for determining fishing opportunities for the first year after the transition period.”
Given the history of fisheries and the critical impact on fishing communities and the environment, I urge the Government not to lock our fisheries into a trade deal that would leave us in a place that is similar to our current position in the CFP. We must show leadership, and show that we will take back control over quota and over what can be fished in our seas. In future negotiations that we have as a coastal state, we should start from the basis that the fish in our seas are ours. The starting point should not be based on current EU agreements and the CFP.
There are many other concerns, a number of which have already been raised, but the fundamental principle must be that we are taking back control. Our Government will fight for our fishing industry and our communities around the country. We have a once-in-a-lifetime opportunity to do this and get it right.

Commons ChamberI am delighted to speak in the debate, and I broadly welcome the Bill. The sheer number of Members who have participated means that there will be a lot of scrutiny, which is of course a good thing. As an Essex MP, I have the privilege of representing a part of the country with some brilliant food producers and farmers, and some fine landscapes and environmental features. The Secretary of State will recall from his visit to Tiptree just last month, where he was hosted by Wilkin & Sons, the finest producer of jams and preserves in the world—I think he enjoyed some when he was there —that farmers across the country will judge the success of this legislation on how it enables the right kind of stewardship, not just for food and farming, but for agricultural policy going forward.
One of the biggest advantages of leaving the EU should be that we will have the freedom to establish our own regulatory frameworks for agriculture, food and farming. This is an enabling Bill, with much legislation to follow, but I welcome the Government’s commitment to ensure that every possible approach, regulation and detail both supports and promotes our farmers as well as UK agriculture, food and produce. We have the benefit of enjoying much of that produce domestically, but we also know that our farmers and those who work in the agricultural sector want to do much more to export globally and showcase their products internationally. We now have a fantastic opportunity to demonstrate that we are great producers and are ambitious to export more, so I would welcome a commitment from Ministers that there will be a strong focus on exporting and that we will do everything possible through this Bill to back exporters.
Farmers in my constituency often find themselves dealing with the costs of rearing animals to welfare standards that are higher than those in the rest of the European Union. As we have heard today, our EU membership has prevented us from blocking imports when they fail to meet our high standards, but we can now address such concerns. For example, while pig farmers in my constituency adhere to the ban on sow stalls, they know that producers in other EU countries are flouting the rules. We should get on the side of our pig farmers and bat for them on the challenges that they face. Farmers want assurances that our post-Brexit agricultural policy will not place them at a competitive disadvantage when there are lower standards across the EU.
I welcome this important Bill for so many reasons, and we now have the chance to back our farmers and to support them on animal health, welfare standards, high-quality food production and the all-important public goods that we have heard about in today’s great debate. The Bill is vital, just as it is vital, while the negotiations with the EU are ongoing, that the Government protect our agricultural sector, our farmers and our producers. We need to challenge some of the controls from Brussels that the Secretary of State mentioned earlier on.
