I am going to talk about the productivity gap, which was mentioned in the autumn statement. I am going to stick to talking about the autumn statement, because that is the subject of the motion. The productivity gap is, in my opinion, one of the things we fail on repeatedly because we forget half the population. Members have talked about the infrastructure spending that was announced in the autumn statement, but we all know—let us stop pretending that we do not—that that will mainly create jobs that are filled with men. I am asking the Government to do something about it.

During the Women and Equalities Committee inquiry into the gender pay gap, Minister after Minister pledged their desire to do something about it. The inquiry found clear evidence that the segmenting of jobs exacerbated the gender pay gap. Ministers—including those who were on the Front Bench earlier—have sat in front of me and said that they want to see more women in science, tech, engineering and maths. I have travelled to the UN with one of the Ministers who was on the Front Bench earlier to talk about how brilliantly the UK was doing in that field.

Does the hon. Lady recognise the importance of the point made by one of my colleagues yesterday that even if the 500,000 jobs coming from the industrial strategy were all given to disabled people, that still would not close the disability gap, let alone the gender gap?

I do, indeed, recognise that, and I thank the hon. Lady for her intervention. We must all recognise that we have so much more to do in this area.

The announcement of billions of extra pounds in the autumn statement represents a real opportunity for the Government to invest in construction and engineering jobs, and in tech innovation. The money provides a lever for the allocation of money to be used not only to build and make things, but to achieve some of their other aims, which they have travelled the world saying they cared about.

After the statement, I set about asking Ministers how they would make sure this money—the money of taxpayers, including all the women who pay taxes—was going to be spent on our prosperity. I asked the Chancellor if he had plans to set targets for women’s employment. I wonder whether we can guess what he said. He did not say, “Why, yes, we will stay true to our word about women’s gainful employment and the breaking down of gendered roles in employment.” No, he said:

“The government has no plans to set targets for women’s employment to be achieved as a result of the National Productivity Investment Fund”.

It is clear that women will not only lose out from the cuts, but make no gains when the Government finally decide to start spending money. A huge amount of research shows that instead of always reaching for shovels when we spend on infrastructure, we need to see our people services as infrastructure. Investment in childcare and, very topically, in care services creates more jobs than any road building, and it also has double the effect on productivity by freeing up adults of working age from the extra responsibilities that stop them working. I need not say that that mainly applies to women.

I am asking for it to be made a condition in the tendering process for all contracts involving the commissioning of all this money on infrastructure that providers must have a plan showing how they will attract more women into such roles. I would ask Ministers to set targets and quotas, but I know that they will not do so, regardless of all the evidence in favour of doing so. They have evidence-based policies only when they want. No contract should be allocated without such a workable plan being submitted.

I ask the Government to monitor how many women’s jobs are created by the national productivity investment fund, so that we women taxpayers of the country can see exactly what we are getting back for our investment. Monitoring this will allow the Government to see if they are doing a good job for half the population. Just hoping this stuff gets done is no longer good enough. Government policy cannot be based on the triumph of hope over experience. The idea that progress will take another 60 years is simply not good enough.

Experience and evidence now show that only 1% of direct construction jobs are held by women, as are 14% of jobs across the entire construction industry, including all administration jobs. In that field, there is a 16% gender pay gap. We are therefore investing in a sector where women do not have jobs, or in which when they do get them, they can expect to be paid considerably less than their male colleagues. I want this investment in house building, road building, research and development, but I just want the benefits to be shared equally. At the moment, women are getting 1%, while 99% goes elsewhere. I am not shroud-waving or being negative, as Government Members say; I am standing here and waving, hoping that the Government notice that, on productivity, there is a female of the species.

The motion is about the autumn statement, but we must accept that this is not just about the autumn statement. We are talking about the cumulative effects over the decade between 2010 and 2020. Those with the lowest 10% of incomes stand to lose 21% of their income by 2020. This will affect people with disability. We have debated in this place the cuts to the employment and support allowance work-related activity group, and we know about the changes to the personal independence payment and about the removal of Motability cars, which will stop someone with disability getting work. We have also heard about the gender impact and the impact on black and minority ethnic people. The changes to tax have definitely helped men, and they have helped those who are not at the bottom. Sadly, those right at the bottom are probably not paying tax, so a change in the tax threshold does not help them. Some 72% of those on the 40% tax rate are men, so they are the ones who benefit.

Just in case the Government have forgotten some of the things that have happened in recent years, I will put my specs on and read the list. We had changes to child benefit, which is important because it is usually paid to the mother. There was a cut in childcare support within working tax credit, the baby element of tax credits was removed and the threshold for working tax credit for couples with children increased from working 16 hours to working 24 hours. There have been reductions in housing benefit support that hit women, as they make up most of the households with a single adult. Lone parents on income support now need to move on to jobseeker’s allowance once their child is five—92% of lone parents are women. The health in pregnancy grant was axed and Sure Start maternity grants were axed after the first child. There are charges for access to child maintenance services and, indeed, to employment tribunals, which affect women when they try to bring inequality cases.

There have been benefit caps and benefit freezes. Some 89% of the people who are hit by those are in households with children and 50% are lone parents. I say again, 92% of lone parents are women. We know about the cuts to come in universal credit and the “pretendy” U-turn on tax credits, as the cuts simply come in as universal credit rolls out. Paying universal credit to one person in the household presents a real danger where domestic abuse and manipulation are part of the family.

The key issue is that there has not been a cumulative impact assessment on all the changes added together for gender, ethnicity and disability. The two biggest groups that are affected are lone parents, particularly lone mothers, and single women pensioners. As we heard earlier, lone parents stand to lose £4,000—an eye-watering amount of their income. Women pensioners have faced a 19% pay gap over their lifetime. That means they have less savings and a bigger reliance on the state pension. Of course, we also have the WASPI issue.

What all that results in is a health impact. The Government talk about NHS sustainability, but the biggest driver of ill health is poverty. We faff around talking about smoking, weight and all the things people should do, but according to the Marmot report, the difference is poverty. The biggest change that has ever happened in public health came from changing the London sewers. We should be trying to eliminate poverty and give children a decent start in life.

It is actually completely disgusting for this to be happening under the watch of Government. It is also worth remembering that, when we talk about these horrendous individual cases, they are not unfortunate or rare examples—it is happening throughout the UK. Whoever made the music that is played when people are put on hold by Concentrix must be making a fortune, because my entire office can whistle it off the top of their heads, we were kept on hold for so long—and that was on the MPs’ hotline. The fact that people who do not have access to that hotline are sometimes having to spend up to 90 minutes on the phone is ridiculous.

I wonder whether other colleagues have shared the experience of my staff. Concentrix just flatly refused to deal with them, saying that it would speak only to the MP. We are only there one day a week, and that might be when it is not easy to take the history from the constituent.

It is also worth remembering that the number people were asked to phone was an 0845 number, so it cost an absolute fortune. I think that anyone in the Chamber would find it cost a fortune, so imagine how much pressure that will put on someone who already qualifies for tax credits, but has been told that they will not be receiving them.

When we in the office did get through, we were told that people had to apply for mandatory reconsiderations, only to discover that the contract also delegated extensive decision making powers to Concentrix, including the processing of mandatory reconsiderations. So this private company has to investigate itself to find out whether it made the correct decision. We should bear in mind the fact that the contract states that it should be paid only on the basis of results. The entire contract has been a shambles; it has been ludicrous from the start.

As if all that were not bad enough, during the evidence session with the Select Committee, Concentrix admitted that 90% to 95% of all mandatory reconsiderations were upheld. The company was openly admitting that it got it right only 5% of the time. These are the people who have applied for an appeal. How many people have had their benefits stolen from them who have not gone for a mandatory reconsideration?

I encourage the hon. Gentleman to read the HMRC report being discussed this afternoon by the PAC; it might be worth his attending the session if he gets the chance. It is worth noting that with new leadership, which has been needed for some time, HMRC is starting to turn around its customer service, by moving more staff into dealing with post, for example. There is some evidence that the customer service is improving, therefore, which is welcome, although I know that some of these assertions will be robustly tested by a number of Members, including the hon. Gentleman’s party colleague and PAC member the hon. Member for Coatbridge, Chryston and Bellshill (Philip Boswell).

It is vital that the investigation is full and that we look at what comes out of it. I welcome the Minister’s saying that there is an ongoing negotiation about concluding the contract early. We cannot go into the details of that today for obvious reasons, but I hope the work being done to bring this whole sorry tale to an end will be shared with the NAO as part of its inquiry.

One of the conclusions to be drawn is that it is clear that people have been caused pain and suffering that they should not have been caused. People have been subjected to allegations that were flagrantly untrue: the “philandering shop”; the person living down the road; someone who has been dead for some years. We should think about the way the contractor went about things—sending letters with the contractor’s logo that looked very similar to official Government or HMRC letters. We might have debates about whether in future the symbol of the Crown and HMRC should be used on a letter sent by a contractor.

Many of the constituents who came to me did not appear to have received a letter at all. A letter with some strange logo on it might not register as being what it is about and therefore might get overlooked.

I understand that point, but the evidence from my constituency case load is that it cut both ways. Some people saw a logo that looked like it was from HMRC and wondered what the letter was about. This matter might require further inquiry, and we should consider the information that the NAO will bring forward. The NAO does not just look at the sums. It is not just going to work out how many people got paid for what. It will also go into the detail around the customer service, and certainly in previous reports it has been extremely thorough when doing so.

I welcome the overall tone of the Minister’s response to this motion, and I welcome the fact that the Government took clear and decisive action to bring this contract to an end and are continuing to do that and to prevent more people from having to experience the issues many Members have highlighted today. I hope the monitoring will go on because, as we have seen with past issues to do with HMRC, an in-house solution is not necessarily a magic bullet to achieving amazing customer service. We have only to look at past debates on HMRC’s performance to see that. I welcome some of the tone of today’s debate, but it is now absolutely clear that we need to resolve the outstanding cases, let the NAO do its work and then form our conclusions based on the evidence it brings to us.

The hon. Gentleman makes an important point that shows why we need a full independent investigation into what has gone wrong. Such a situation applies not just to Concentrix. We can look at what has happened with Capita, with contracts such as that for Clearsprings asylum accommodation, and with Atos. There is a common theme across Government contracts whereby things are contracted out but then not properly monitored and followed up. The people who suffer in the end are some of the most vulnerable and the poorest. A common thread is that some of our constituents in the most difficult situations are affected, so the Government need to take a wholesale look at whether they should even be contracting out these sorts of services. When they should be, and there is a legitimate reason for doing so, the Government need to monitor and follow up what is going on, down to the level of the experience that individuals face. That is the real thing that matters in all this. These people often have extremely complex lives and face many pressures.

The hon. Gentleman mentions the problems with Atos and now we have Maximus. I know of a case of someone who has been waiting for a work capability assessment for almost six months. Can we not foresee that we will have a similar debate in another half year’s time?

I would not be surprised if we were to have that debate. I am frustrated by the Clearsprings case. People can see companies making a huge profit out of these contracts, and individuals making hundreds of thousands and sometimes millions of pounds, as a result of providing the most shoddy and inappropriate services. People suffer, but these companies often get away without so much as a slap on the wrist, and often with payments at the end. When people look at this, and particularly at HMRC, they say, “We are being chased down for these relatively small sums, completely erroneously, through these fishing expeditions, but then we see sweetheart deals with major corporations over their non-payment of tax.” This is not just about tax credits. Small businesses in my constituency come to me with complex VAT cases and say, “It is one rule for those at the top and another for us.” They are often put into severe hardship and face deep complications as they try to resolve these cases. By the time people arrive at the doors of Members of Parliament, they are often in severe financial difficulties, be that as an individual or as a business.

I want to be absolutely assured that the Minister will not just hold a full investigation into this case and resolve the issues for individuals in my constituency and others that we have heard about today, but will raise in government the wider issue of the contracting out of such services and how they are monitored because, in the end, it is the people of this country who suffer. The situation is not acceptable. This has been an absolute disgrace and it has to stop.

Is the hon. Gentleman not surprised, as I was, that the only body with a plan for Brexit was the Bank of England?

I will repeat the point. I think that monetary policy comes first in the present circumstances. I think that the Governor of the Bank of England is a very reassuring force in these times. He issued those warnings about Brexit because he was asked to state his opinion, and he stated it as honestly and transparently as he could. Once Brexit was the result—and it was a shock, as I think everyone concedes, even those who wanted Brexit passionately—he was a very reassuring presence for the Government.

As for fiscal policy, Opposition Members have mentioned measures such as huge amounts of investment. This may be only my personal view, but I would always emphasise that it is private sector investment that we should seek to drive, and a key part of that is the credibility of the Government’s overall stance.

The hon. Lady makes her point. Fundamentally, if we look at the debt the nation is carrying forward, the point remains that it is totally unrealistic of the Opposition to imagine that we can borrow massive amounts of money after they have spent the past six years voting down any spending cuts that were proposed by the Government. They just do not have the credibility to make that point.

We have seen, as a result of the referendum, how important it is that we have an approach that ensures that we are ready for any surprises that come our way. The Prime Minister told the House earlier that we have not abandoned the ambition to move to a surplus. As we have made clear, we will be setting out further details in the autumn statement.

Making savings, living within our means, and spending money efficiently are just one side of the task ahead. We cannot afford to take our foot off the pedal when it comes to creating the right conditions for growth, and there are many ways in which we can do that. In all fairness, speeches in this debate addressed that. For a start, we know that if we want to help our economy grow, we need to invest wisely in the right infrastructure. There has been much discussion about infrastructure spending, but some of that discussion has suggested that it is rather a binary choice between living within our means on the one hand and investing in infrastructure on the other, but, as the Chief Secretary said at the beginning of the debate, that is simply not true. We are putting more than £100 billion into infrastructure over the course of this Parliament alone, and that will go to funding some essential improvements and new developments right across our country. We will keep working to make sure that this country keeps improving the skills in our workforce so that our businesses have what they need to stay on top.

It is important that we remain resolutely outward-facing. Now is not the time to pull up the drawbridge. Now is more than ever the time to open the door and to hear the message of young people that they want us to be an outward-facing nation. We want to seek all those international opportunities. We heard not a single word in the debate about today’s employment figures, which reveal that youth unemployment is at its lowest since 2005. That is surely something that we should celebrate, for the sake of our young people.

It is vital that the UK remains one of the best places in the world to do business. We are sending out that message loud and clear. That involves making sure that our tax system remains fiercely competitive. It also means that we have to continue to take difficult decisions elsewhere to balance the books, because we have made major cuts in corporation tax to create that extremely competitive environment to attract business. Only this week we saw a great example of inward investment in our country.

Without doubt there are a range of challenges ahead, but there are also a range of ways in which we can continue to bolster our economy as we open a new chapter for the UK outside the EU. We are determined to do everything we need to do as a Government to restore confidence, stabilise the economy and navigate our way through the times ahead. As we start our negotiations to leave the EU, we will tackle those new challenges head-on and we will take on board any new risks that start to emerge.

It is vital that we send out a message of confidence, and not just from the Government. It is important that we as a nation and we as a House send out a message of confidence, and some of the speeches today, I am afraid, bore no relation to the reality of life beyond this Chamber. It is important that we send out a unified signal that Britain is open for business, that we remain outward-facing and open to inward investment, and that we have confidence in ourselves as a country and in all the things that we can achieve in the years ahead. The hard-won reputation that we have as a good place to do business cannot and will not be squandered as we look for those new opportunities. For all those reasons and many more, the Government reject the motion and urge the House to do the same.

I note what the right hon. Lady says, but I will not let her comments about sweetheart deals pass. We have discussed the matter before, and I point her in the direction of Sir Andrew Park’s review of those settlements and his conclusion that there were no sweetheart deals. This is an issue that she and I have discussed before and no doubt will discuss again, and I fear that we will not reach agreement. I note her points, but I am not persuaded by the case for new clause 8.

I am conscious that this is a relatively short debate and that I have already taken up a large proportion of it. I am not quite done, but I will take a short intervention.

My point is about the NHS, where whistleblowers have suffered exactly the same kind of detriment, but the Government are now trying to change their attitude. I do not understand why we would not want to support whistleblowers within the industry when we have had one scandal after another for the past decade.

My point would be about the sheer scale of the information provided to HMRC. I quoted the 125,000 pieces of information from the public, but by no means are all of those whistleblowers. HMRC certainly does receive a substantial amount of information from whistleblowers, which is helpful. As for how that works and its contribution to HMRC’s activities, I am not aware of worries that that is not working or that the existing provisions with regards to whistleblowers are ineffective. Of course these matters are always kept under review. If I thought that there was a strong case for returning to this issue, I would certainly be interested in doing so, but I am not hearing that at present.

The right hon. Member for Barking (Dame Margaret Hodge) has been waiting very patiently for me to turn to new clause 9, which would require the Government to estimate the impact on the tax gap of expanding our forthcoming register of persons with significant control to companies in the Crown dependencies and overseas territories. I do not believe that the clause would be effective in achieving its aims. It would cast the net too narrowly by focusing on companies with significant levels of trading activity in the UK. As the Prime Minister announced at the recent anti-corruption summit last month, the Crown dependencies and overseas territories have agreed to hold beneficial ownership information on all companies incorporated in their jurisdictions. Importantly, they will share that information with Her Majesty’s Revenue and Customs and UK law enforcement agencies, which means that our authorities will be able to see exactly who owns and controls companies incorporated there.

Although I understand the aims of the new clause, it would be less effective than the steps that we have already taken to improve transparency and tackle tax evasion. I do have some sympathy with the argument that, no doubt, we will hear from the right hon. Lady, but I am not persuaded by it, and I hope that she will not press her new clause to a vote.

I will not take up any more time of the Committee. I have tried to cover as much ground as I can and to anticipate the arguments that we will hear for the rest of this debate. I hope that the Government clauses, schedules and amendments can stand part of the Bill.

I thank my good friend, distant relative and fellow all-party group officer for his interjection. He never fails to take the opportunity to make a good point in this Chamber.

The final piece of the economic jigsaw is the number of people who work in golf, with an estimated 75,000 people directly employed in the UK—the equivalent of 54,000 full time workers from Land’s End to John O’Groats. When the sport is on the world stage, as it will be at the Royal Troon for the British open in July of this year, the economic benefits for the local economy stretch far and wide. Even our friends from the north in Scotland must concede that the English have assisted in the promotion and healthy aspect of their tourism industry, where golf is concerned.

As the Member who represents Royal Troon, in my maiden speech I paid tribute to it and welcomed people to come and attend the open in July. As I said, my house is not quite big enough, but my garden is quite big if people want to bring a tent. Anyone wanting advice on eateries, travel or anything else about Royal Troon is welcome to speak to me.

That is very kind of the hon. Lady. I am happy to have been able to tee that up, so that she could drive that intervention down the fairway! Sorry, everybody; I must stop it.

Of course, golf is not just about jobs and money, vital as these are. Golf is the fifth largest sport in the UK in terms of participation, and the health benefits are clear for so many who take part in it. If everyone played a round every week, perhaps the obesity problem we face in our country would soon be eradicated. No one can play golf without indulging in physical exertion. Indeed, the game has been described by some as a good walk interspersed with some elation and frustration, often in unequal measure. Golf is a sport that supports our Government’s aim of ensuring that the nation’s population are active. On average, a game of 18 holes involves walking about six miles, although I personally would disagree with that figure. Given my playing standard, I often find myself walking perhaps double that distance as I search for my balls in the rough off the fairway—often on both sides—and dig them out of bunkers. Some have remarked that I am lucky to have a soft touch in my short game.

More seriously, golf is a sport that supports participation by men and women across all age groups. It is not subject to the decline in participation in some sports, such as team sports, by people who have reached their early twenties. Golf participation rates tend to increase until people are in their thirties and remain steady until they retire. It is, indeed, a game for all.

I thank my good friend and fellow traveller for his intervention, but unfortunately that is not the only example in the country. In my home area, Wirral council, which is also Labour-controlled, will get rid of the municipal golf course if it has its way, and in Lewisham, one of the oldest courses—perhaps even the oldest—is also under threat.

In Troon, we are lucky enough to have 12,000 souls and nine golf courses, three of which are municipal. The hon. Gentleman spoke of people playing until retirement. In fact, golf is one of the few sports in which people can engage in their eighties and nineties. Our ladies’ club certainly includes players who are well into their nineties. Such courses should not be got rid of.

I shall come on to some of the other options for people who want to play golf in their retirement.

All that shows why golf adds such value to our economy, to employment, to our environment, and to our public health. I felt that it was important to secure this debate because I wanted to ensure that golf received the recognition that it deserves, and also to build on the recent re-formation of the new all-party parliamentary group for golf—an important new step. For far too long, golf has only been recognised in both Houses by the Parliamentary Golf Society, an august and traditional body whose role, it seems to some, has been to help traditional parliamentarians to play 19 holes together rather than celebrating the positive impact of the game throughout the nation. Some of us who came up against that closed shop in the last Parliament decided to reinvigorate the APPG with the simple aim of promoting participation in golf across the ages and sexes. Our European neighbours see ladies’ and girls’ participation rates that are double ours in the UK, and we want to close that gap. Golf can be, and is, a game to be enjoyed by all the family.

The first priority of the APPG is participation, but hand in hand with that goes an aim that is just as important—the aim to change the perception of golf. This great sport is for all ages, and we want to encourage young girls and boys to try it, whatever their background and wherever they live, and to continue to play throughout their lives with their friends and families. Who knows? It may not be a further 20 years before we see another British winner of the US Masters.

Some great work has been done by England Golf and its new chief executive, Nick Pink, by the Golf Trust and by others. All four home unions have specific projects in inner-city areas, including the national Get Into Golf campaign and help for those with disabilities to take part in the sport. In the neighbouring constituency of my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips), Lincoln Golf Centre recently launched a project to help people with dementia to play and continue to play golf, which is happily hosted by Brian Logan and supported by Anthony Blackburn, founder of Golf In Society. Before Easter I was invited to meet players and their families, friends and carers, some of whom enjoyed a morning of respite while their husbands, wives, friends or partners enjoyed some golf.

The end of April marks the start of national golf month, which I am sure the whole House will support. On Wednesday 27 April there will be an event on Speaker’s Green to promote participation in golf. My right hon. Friend the Minister has been invited, and I am sure that you, Madam Deputy Speaker—as a member of the all-party parliamentary group—and all my colleagues throughout the House would enjoy taking part.

The conclusion of the report demonstrates that golf is of considerable importance to the economic contribution of sport within the UK economy.

One of the areas in which we can make progress is the digitisation of the tax system, which could help a lot businesses. I would also make the point that the Office of Tax Simplification has been strengthened and we are putting it on a statutory footing. We are looking forward to seeing a couple of reports from it over the next few days on what we can do to help small businesses in particular.

T9. When services that have been removed from local authority control and centralised in England have been granted the right to reclaim VAT, does the Chancellor accept that the refusal to grant that right to Police Scotland—making it the only UK force to pay VAT—just looks vindictive? Will he not reconsider that decision?

To be fair, the position on reclaiming VAT was made perfectly clear when the Scottish Government made the decision to go down this course. The UK Government are simply pursuing the policy that we always said we would pursue.

The great news is that jobs are being created in the midlands engine, including in my hon. Friend’s constituency, and we are investing in infrastructure there as well. We are also investing in the skills of the next generation through the apprenticeships she mentions, and we are backing small businesses by cutting the corporation tax they pay and by increasing employment allowance so that they can take on more people without paying the jobs tax.

Q7. Médecins sans Frontières reports that despite giving GPS co-ordinates several of its hospitals have been bombed by coalition and, in particular, Assad forces in Syria, Yemen and Afghanistan, killing medics as well as patients. With so many forces involved in airstrikes, will the Chancellor explain how the Government propose to avoid this happening in future?

The hon. Lady mentions the tragic bombing of the hospital. A review is going on to ensure that the coalition has accurate information for its strikes. When it comes to Yemen, we are working with the Saudi Government to make sure that they can review this information and that it is accurate. I am afraid we have no control over the Syrian Government and Assad, which is one of the reasons we would like to see Assad go.

The debate has been very enlightening, and I thank every Member who has participated in it. I was going to begin by saying that the House was clearly divided on the matter, but I shall have to change that to “clearly not divided”, given the many fine contributions that we have heard from Conservative Members.

I was reminded that, many years ago, a sociologist called Georg Simmel had said that the most worrying thing was not people debating or arguing, because at least they were motivated enough to address the issue in question; the biggest problem arose, he said, when there was apathy and people did not participate. We have heard some tremendous contributions today, and witnessed some tremendous engagement. There is certainly no apathy in the House of Commons when it comes to this important issue. I remain of the view that the UK Government have made a serious error with their closure plans, and I think that the majority of those who have contributed to the debate would agree with that.

My hon. Friend the Member for Livingston (Hannah Bardell) pointed out that although some £34 billion was being lost through inefficient tax collection, the Government’s great idea was to close offices and make redundant the very staff we need to collect those taxes. She shone a light on a range of shortcomings in the Government’s plans, including the scale of office and personnel cuts.

In my summing up, I want to refer to everyone who has made a contribution today, as all the contributions have been important. I shall start with the Minister, who, with his usual calm and attempted reason, gave us a fine tour de force. I would like to pick him up on one or two points, however. I was particularly aggrieved when he used the Scottish Government as an example, saying, “Look at what they have done by bringing all those colleges together”, as though that were an example of the downsizing of an entire estate in Scotland. Nothing could be further from the truth. Let me give the Minister an example. There is now only one college in Ayrshire—Ayrshire college—but it retains not only its Ayrshire college campus but the campus that was James Watt college in Kilwinning. It has also retained the campus that was Kilmarnock college, and the Scottish Government are now investing £50 million to expand that campus.

I have met representatives of businesses in Ayrshire, and they have been nothing but complimentary about the courses at Ayrshire college and the students that come out of it. The college has just won three categories in the Scottish Qualifications Authority awards last week.

I had a conversation recently with the company that does the work assessments. We talked about the importance of people with progressive conditions not being put in groups that would lead to them being made to work if it is not possible for them to do so. We should not assume, however, that just because someone has a progressive condition they do not necessarily want to work and be helped to do so.

Although many people knock jobcentres and are critical of them, the Committee also heard about the effective work they do across the country in supporting people, particularly those faced with barriers, to get into work. I have heard of some great examples in my own constituency in Kent.

In summary, many important and valid points have been raised in Committee and in this Chamber. The amendments, however, propose to pull apart a package of considered changes to welfare, including tax changes such as increases to the personal allowance and access to free childcare, as announced in the summer Budget. That package of measures is about making work pay and helping people into work.

I am just summing up, so the hon. Lady will forgive me if I do not give way.

Opposition Members are not offering a credible alternative or, in fact, any alternative. Throughout the Committee stage and today’s debate we have heard many criticisms, but a complete absence of positive proposals to make the welfare system more effective at getting people off welfare and into work—this is an opportunity for Opposition Members to make such proposals—and to make the welfare system more sustainable and affordable.

Hand in hand with criticising the Bill, Opposition Members should say what they would do to make work pay and help people into work; what savings they would make to ensure the welfare bill is more sustainable; what cuts they might make to public services—for instance, whether they would cut the NHS or reduce its funding—and what taxes they would put up, other than raising the top rate, which they know does not raise extra revenue; or would they just keep on borrowing, which is increasing the debt for future generations?

As I responded in Committee, I understand that the hon. Lady represents a London constituency, but I do not. I can only speak for what I think is right for my constituency and the area outside London.

We are talking here about a package of measures. I know that Opposition Members do not like to draw together all of its different threads, but this is a package. The ripple effect of the national living wage includes commitments—

No, I will not give way, because I wish to develop this point. The ripple effect of the national living wage includes commitments by at least two employers in Louth and Horncastle—I am talking here about Morrisons and Sainsbury’s, but there may be many more that have not yet declared their intentions—to raise their lowest wages to more than the first stage of the national living wage, which will take effect in April.

I am grateful to the hon. Member for Solihull (Julian Knight) for securing the debate. My constituency contains Prestwick airport, and when I moved there in the mid-’90s we were connected to almost every decent city in Europe. My husband is German, so we batted backwards and forwards from there quite regularly. We still had flights to Canada and a thriving tourist industry. In particular, we had central Europeans and Scandinavians coming to play golf—Ayrshire is a golf centre. We have a beautiful coastline and it is the country of Robert Burns.

After APD came in, we started to get fewer and fewer flights. When I visited the airport after being elected, it was like the Mary Celeste; there are about six flights a day that basically go only to Spain and Italy, purely for tourism, and there are no business flights. We are not even connected to London—I have to spend an hour on the road to get to Glasgow to fly down. That is absolutely killing our tourism industry.

Hotel and guest house owners were learning Swedish because we had so much golf traffic coming in, but we have become expensive in comparison with other places. We have heard about the decision to give Heathrow a third runway because it is overcrowded, but an awful lot of us have to go through Heathrow when we do not really want to be there; we are trying to go somewhere else.

There could be a differential. Air passenger duty might be used to try to control the pressure in London, but it is killing regional airports. All we have are a few flights out of Prestwick, with people going to Spain or Italy for a couple of weeks. What is important to my constituency is flights in. We need to make it an attractive place for people to come on holiday, spend a few weeks playing golf, sailing and whatever else, and leave their money in our economy.

Edinburgh airport produced a report on what the impact on Scotland would be if APD were reduced. We hope that it will be devolved, but that will take time; in the meantime, Prestwick airport gets more and more vulnerable. The report showed that although Glasgow and Edinburgh airports would get an initial boost, from 2017 onwards one of the biggest gainers would be Prestwick.

We have a fantastic airport, which is usually weather-clear because of its situation. It has a huge runway. We used to have people—including Elvis—flying in from America and Canada, but now the airport sits there one step up from being mothballed. We are not even in the position that the hon. Member for Solihull described. The airport was going to be shut down two years ago by its owners, Infratil from New Zealand, so the Scottish Government bought it to protect it.

We need to get the airport growing. It will not sit there forever unless we can get trade going. An airport gains from trade regardless of the direction, but the area it sits in benefits in particular when the traffic is coming in.

What I will say—this is the case for devolution; I suspect that the hon. Gentleman and I might agree on this—is that we shall see. We have the chance to see whether that approach has an impact on tourism levels in that area. We will be able to see that from the evidence that emerges, and that could help to inform future decisions. We have that flexibility, and the Scottish Government are able to exercise the policy that they think fit for Scotland.

Do we not have an example available to us in the Republic of Ireland? It got rid of its tax and certainly has reported a massive upsurge in tourism. The point is that when someone is looking at choices of where to go, they do not think about the money that they will spend having a meal out; they are looking at how much it costs to get there and how much the hotels are. The issue is what they see on the internet up front. We are a tourist area, as the Republic of Ireland is, so we would get a similar benefit.

The hon. Lady refers to the increase in tourism in the Republic of Ireland, but according to the last numbers that I saw, the percentage increase was not very different from that for tourism in Northern Ireland. That suggests that APD perhaps is not that significant a factor in bringing tourists to a particular area. In the context of Scotland, however, no doubt the hon. Lady will be keeping a close eye on the impact of the APD changes on the tourism industry in her area, as indeed will the UK Government.

While I am on the subject of Northern Ireland, I shall pick up the points raised by the hon. Member for South Antrim and the right hon. Member for Belfast North (Mr Dodds). We do recognise that Northern Ireland is the only part of the country with a land border with another country that has a lower rate or no rate of APD. Many Northern Ireland passengers drive to Dublin to catch flights; I acknowledge that. APD is not the only reason why Northern Ireland passengers travel to Dublin for flights, but I accept that it could well be an important factor.

We have already devolved direct long-haul APD to the Northern Ireland Assembly. It has now set long-haul rates at zero, effective from 2013. We have not had a request from the Northern Ireland Executive, as far as I am aware, for full devolution of short-haul APD. Obviously, we would have to consider any such request if it was made, but the principles set out by the hon. Member for Salford and Eccles do apply when it comes to devolution within a member state of the EU. The funding would have to be found locally, so any cost from forgone APD would have to be taken, as it were, from the Northern Irish block grant. The same principle applies in relation to corporation tax and devolution.

Some people have suggested that the way forward might be to offer an APD holiday, under which new routes could benefit from no APD liability for the first few years of their operation. We recognise that that kind of approach might encourage operators to open new routes—routes that currently do not exist. However, the Government also have a number of obligations to be fair and transparent in how we levy taxes. We would probably have to offer any tax holiday policy to all airports, rather than focusing on regional or underused airports.

The result of such a policy would be that some operators of flights to certain destinations would pay less tax than others that served the same destinations. Existing operators would be placed at a considerable commercial disadvantage. It would clearly be nonsense if two different flights from the same departure airport to the same destination airport were charged different levels of tax. The operator of the more expensive flight would, we suspect, mount a legal challenge against any discrimination, which they might win. There is also the potential for airlines to game any APD holiday. For example, the operator of an existing Manchester-Dusseldorf route might easily switch to Liverpool and/or Cologne to lessen its tax bill, which would offer no advantages to the UK.
