Commons ChamberThere are three things I can say immediately: the record road investment programme will help; the development of vehicle technology will change the use of cars—we talk about autonomous vehicles in many ways, but one effect they may have is to change our sense of car ownership by encouraging more sharing of cars; and, as my hon. Friend rightly says, we need to think about transport infrastructure in connection with other development, such as economic development, housing development, et cetera. The question he asks is so profound that it cannot be answered in a few moments here, so I invite him to the Department to sit down with officials and have a serious discussion about this important matter.

Commons ChamberI met Leeds City Council just yesterday to discuss such issues. Licensing poses real challenges, which is why I set up a working party to consider the whole matter following a Westminster Hall debate on this subject. That working party will consider the very issues that the hon. Gentleman and many others have raised and then report back to me, and it would be reasonable for us to publish its findings early in the new year.
I declare an interest as a member of Kettering Borough Council. The taxi drivers and private hire drivers of Kettering do a fantastic job ferrying local people around, but all these things need regulation and the council does its best. Which council does the Minister think is the best at regulating the taxi trade in small towns? How might that best practice be rolled out across the country?
I would not want to pick from among all my favourite towns. However, there are concerns about the inconsistent application of regulation and guidance, which is one of the things that the working party is considering. The key thing is that there has been a lot of change, partly as a result of modern communications and how people access information and book taxis and private hire vehicles. As Disraeli said:
“Change is inevitable. Change is constant.”
But a benevolent and diligent Government must constrain change while maintaining choice.

In addition, because I always like to go that one step further than other Ministers, I will drop him a line summarising, given that I know his interest in these matters—[Interruption.]

I do not want to go down that road, and I do not think you would permit me to do so, Mr Hollobone; it is sufficient for me to say that I will write to him, summarising the evidence I gave to the Lords Science and Technology Committee this morning to better inform further consideration of that important matter.

With her usual perspicacity, my hon. Friend anticipates the final commitment that I wish to offer. The Highways Agency is of course responsible for large roads—the key arterial routes—but it is my estimation that the majority of fatalities among cats and dogs are on local roads. The Highways Agency looks after our motorways and major trunk roads, but I believe that we can go further. Following this debate, I intend not only to communicate with Transport for London but to write to all local highways authorities throughout the country to draw their attention to the Government’s position and invite them to reflect on their own local policy. That would not only take us back to where we were in respect of the mandatory obligation to collect, record and notify owners; it would take us further than we have ever been if we were able to bring about a circumstance whereby we were doing the right thing on roads throughout the country.
I was describing Dickens’ claim that there is no greater love than the love of a cat or dog, which brings me, finally, to Hemingway. He is not one of my favourite writers—that might be for political reasons—but he did sum up what I said at the start of this debate about why animals have the effect on us that they do. He was speaking of cats, but he might well have been speaking of dogs too, when he said:
“A cat has absolute emotional honesty: human beings, for one reason or another, may hide their feelings, but a cat does not”,
and dogs do not either. Today, Members have not hidden their feelings, and neither should they have. I am a Minister who never hides my feelings.
It is my great misfortune to have missed most of this debate, but I need not fear, because Mr Derek Twigg is going to sum it all up in the next few minutes.

Commons ChamberMy hon. Friend will know that the way in which people drive, the vehicles they use and the interface between the driver and the road will change. That is already happening with smart motorways. We have been innovative in the work we have done on that and there is more to be done, but what is certain is that the Government need to consider all the technological changes that will inform the alteration in how people use roads in the way that he implies. The smart motorways programme is important, but it is also important that we articulate that message more clearly. I know that the Secretary of State will be saying more about this over the coming weeks and months, and I will be too, because I think it is important that people understand the opportunity that lies ahead of us.
The A14 around Kettering between junctions 7 and 9 is being widened. When complete, that will be very good news for Kettering and the national economy, but understandably, while the roadworks are under way, disruption is being caused. Will my right hon. Friend confirm that the works will be completed this April, on time?
We will be setting out in the coming weeks a timetable for the completion of a series of schemes associated with this strategy. We need to set out the detail to maintain confidence that we will carry through our intentions. In that context, I will happily discuss with my hon. Friend the timetable for that scheme.

I am very happy to look at his constituency, but I have to tell him that according the latest statistics—not my statistics, but the official figures—apprenticeship numbers in Bolsover are up by 65%.
Will the Secretary of State take this opportunity to praise those teachers and head teachers who are going to put their pupils first and refuse to go on strike a week on Wednesday?

As part of the recent £1.34 billion funding package, there is a legally binding commitment to a minimum number of post offices—the Post Office is required to provide a network of at least 11,500 branches. As I have said, there will be no closure programme under this Government. I am confident that many more post offices can be made profitable, but I will not speculate on which post offices will take up which services in which locations; my hon. Friend can hardly expect me to do that.
I have just time to say a word about demutualisation, which was raised by the hon. Member for Edinburgh East (Sheila Gilmore). Demutualisation is not something that we see happening; indeed it will be specifically prohibited.
A better future for Royal Mail means a brighter future for post offices. This Government seek that brighter future and will deliver it; nothing less will do.

Yes, that is a fair point. Where there are, for example, buildings of national significance, it is right that we take a bigger view about the contribution that they make to their locality, but also to what we are as a people. In those cases, there must be an overarching view. Indeed, the hon. Member for York Central made it clear that the Government’s approach to English Heritage reflects exactly that view.
Let me briefly describe how I think the marriage of local decision making and national priorities can be made. The approach that we seek is one that distinguishes between strategic national needs and local economic priorities. A distinction must be made between what is best determined at national level—for example, innovation and sector leadership—and specifically local issues such as transport, planning and housing, notwithstanding the point that I made in response to the hon. Member for Blackpool South. We will publish a White Paper on sub-national economic growth outlining the way forward in those terms.
Our approach is that we can promote growth by freeing enterprise and innovation, and that it is vital to do so. Business confidence depends on sound finances and a Government who are there when they are needed, and who offer support that does not get in the way. Our growth White Paper will set out a new relationship between business and the state.
Our approach will empower local civic and business leaders to determine how to enable their community to create wealth and jobs. If we want to build a bigger, better society, we must bring forward and make real new forms of community engagement. In the strategy that we are putting together, the tension—I believe that was how it was described by one speaker—between the local and the national must be embraced, as must the marriage between the strategic and the tactical. We must find a happy solution to that and I am not sure that that has always happened in the past. I do not want to be excessively party political—this debate is not about that—but I am not sure that previous Governments got that marriage right.
That was well illustrated by some of the points that were made about what was described as the tension between the old and the new. I do not think it is necessary to have tension between the old and the new. It is only through a symbiotic relationship between the two that we can accommodate the familiar touchstones of enduring certainty which make all that is disturbing and surprising in life tolerable, and the constant need for change. The hon. Member for Blackpool South quoted Deng Xiaoping, but I prefer to quote Disraeli, who said:
“Change is inevitable. Change is constant.”
However, change is dependent on seeding an acceptance of it in people’s hearts, and, to some degree at least, that is about local decision making, and local people taking ownership of change.
Governments have been insensitive to that symbiosis. It is true that York, Chester, Colchester and Bury St Edmunds are fine places, but much damage has been done at street level—at human level—in many towns. As well as the scars of much of the building that has emerged since the war, there is also the pain of what has gone. I am sure that that has happened because of an insensitivity to beauty; the triumph of soulless utility over all that elevates and provides our sense of pride and purpose.
The issues that were listed at the beginning of this debate are too numerous for me to cover in detail, but if I had the time, I would be delighted to do so, Mr Hollobone, as you know. In drawing them together, we must take a view about what we see—the buildings, townscapes and landscapes; what we feel—the values and ideas that permeate the towns and cities that we have heard about today and the whole of the nation; and what we do—what workplaces look like, and how our communities are shaped. What we see, feel and do add up to what we are as individuals, as communities, as a people and as a nation.
I am grateful for the opportunity in this all too brief time to congratulate again my hon. Friend the Member for Lancaster and Fleetwood, and to thank all those who contributed and also you, Mr Hollobone, for it is always a pleasure to serve under your chairmanship.

Commons Chamber12. If he will reduce the volume of guidance and advice his Department issues to head teachers.
You can’t keep a good man down.
The Government are committed to reducing the amount of guidance and advice issued to schools. Our intention is to streamline and reduce schools guidance so that it is provided only where there is evidence of demand from professionals. We want to free up head teachers so that they have more time to focus on the important task of raising standards in our schools.
Head teachers in the Kettering constituency are absolutely fed up with the scale of guidance and advice that they receive from central Government. My hon. Friend has a deserved reputation as the enemy of red tape, so can he illustrate the scale and volume of the guidance and advice issued by the Department under the previous regime?
I can indeed. I have here the advice and guidance just on behaviour and attendance. It is roughly equivalent in length to the complete works of Shakespeare, which I also happen to have to hand. This Government are determined to reduce red tape and bureaucracy. We want teachers to be able to get on and teach, so that they do their best by our children.
