The Prime Minister will not need reminding about Arsenal’s success in the premier league last season and my right hon. Friend the Member for Makerfield (Andy Burnham) will not want reminding that Everton, unfortunately for him, came 13th, but what neither of them might know is that the UK finished 20th in the corruption perceptions index, well within the relegation zone. At the Prime Minister’s request, last week the Ethics and Integrity Commission produced a comprehensive set of recommendations to tighten up rules around lobbying. In light of recent stories around the leader of Reform UK, does the Prime Minister agree—

I declare an interest as the chair of the all-party parliamentary group on anti-corruption and responsible tax. This week, the hon. Member for Clacton (Nigel Farage) declared that he is earning an extraordinary £22,500 per hour working for a gold bullion dealer.

Questions have also emerged about his lobbying the Bank of England for crypto-friendly policies, having himself invested £215,000 into bitcoin company Stack BTC, alongside former Conservative Chancellor Kwasi Kwarteng. Does the Leader of the House agree that Members of this House are public servants and that we should always put our constituents first, before any private interest? Will he use his good offices as Chair of the Modernisation Committee to deliver much-needed reform to the rules on Members’ outside employment?

I congratulate David Attenborough, a national treasure, on his recent 100th birthday. I also congratulate Hawkstone Farmers’ Choir on winning “Britain’s Got Talent”.

Since the last oral questions, the Farming and Food Partnership Board has met twice to commission sector growth plans for horticulture and poultry. Our landmark trade deal with the Gulf Co-operation Council is cutting tariffs for farmers and British producers. I am sure that others will be doing the same as me this weekend and visiting a local farm for the 20th anniversary of Open Farm Sunday. I recently visited the Balmoral agricultural show in Northern Ireland, and met local businesses to discuss the sanitary and phytosanitary deal. Our clean water Bill was announced in the King’s Speech. Finally, I am proud that we have reintroduced white-tailed eagles to southern England for the first time in centuries. As you know, Mr Speaker, the British people love nature and love rewilding.

The Secretary of State may know that I am a passionate white water kayaker and a firm believer in the healing power of time spent in, on and around water. England and Wales have some of the most restrictive rights of access anywhere in the world; less than 4% of inland waterways have an uncontested public right of navigation. Can the Secretary of State say a bit more about when her Department will bring forward the Green Paper on access to nature?

When Sir Olly Robbins came before the Foreign Affairs Committee on 3 November last year, he was asked by my hon. Friend the Member for Liverpool Walton (Dan Carden) whether, in the context of vetting, Lord Mandelson’s appointment was escalated. Citing a need to maintain the integrity of the vetting system, Sir Olly replied:

“I certainly cannot comment on that, I’m afraid”.

Does the Prime Minister not find it perverse that, when specifically asked by Members of this Parliament about Mandelson’s vetting, Sir Olly declined to discuss the very topic we are now debating in this House?

I thank the Minister for his constructive engagement with me over the past few weeks on Royal Mail’s poor services in my Bolton West constituency. I know that he shares my utter frustration at the current service provision. May I flag with the Minister a letter that I sent to Horwich constituents on 13 February, updating them on the progress that I had made with the Minister on this matter? A constituent got in touch to say that the letter was only received on 25 February, some 12 days later, alongside missing correspondence from the Driver and Vehicle Licensing Agency, the NHS and the Department for Work and Pensions. Another constituent in Bolton received a Christmas card on 7 March that had been posted before 14 December. When will my constituents see an improvement in Royal Mail services?

Can we try to shorten the questions? Some people are not going to get in, and that really worries me, as this subject matters to all of us—especially me, as I have the best post offices and the best posties.

T7. I have recently received a number of complaints from my constituents about leasehold managing agents. These include unacceptably long delays for repairs—[Interruption.]

Order. It is totally unfair when a Member is speaking to block the vision of the Chair.

These include unacceptably long delays for repairs and exorbitant costs at Greenmount Court in Smithills, despite spiralling fees, poor transparency and little to no communication from the agent. What steps is the Minister taking to deliver a fairer deal for existing leaseholders and to hold poorly performing managing agents to account?

T4. I would like to share the experience of Northern Rail services of one of my constituents who commutes to work from Lostock to Manchester. On 30 October, the 1639 service leaving Manchester was cancelled, the 1708 was cancelled, the 1808 was cancelled and the 1839 was cancelled. The one running train, the 1739, was so overcrowded that no one at stations further down the line could board it. Does the Minister agree that my hard-working constituents in Bolton West deserve better?
