I could not agree more with the hon. Lady and I hope that she will join us in addressing the problem. We have established the Your Life campaign, with leading business people such as Edwina Dunn from Dunnhumby, which is designed to attract more young people into physics and maths at A-level, focusing particularly on young women, because that is where there is considerable scope to attract more young people. It is aimed at young people at about the time they choose their A-level options, and we are determined to increase the numbers taking A-level physics and maths, especially young women. The hon. Lady makes a very good point.

Following up that interesting and important point, surely one of the things that will make a difference is that now most teachers going into primary education have done well in maths and physics and will be able to given children—both boys and girls—the idea that in secondary school they can take those subjects forward. That will contribute to helping to change the current situation, which is frankly unacceptable.

My hon. Friend makes a good point. We have made some significant reforms to primary education, including how we teach maths in primary school. We want children to leave primary school after six or seven years fluent in arithmetic, so that they can cope with a more demanding maths curriculum at secondary school. We hope that that confidence will take them through to A-level when they reach sixth form.

We are also addressing the shortage by spending some £67 million over the next five years to train an extra 2,500 mathematics and physics teachers and to improve the knowledge and skills of 15,000 existing teachers. We also established the Maths and Physics Chairs programme to support post-doctoral researchers to train as teachers with the aim of enthusing, engaging and inspiring students to progress to A-level study, to lead subject knowledge development with teachers in local school partnerships and to forge links with business. Very able young PhDs are now working in schools, and it is an inspiring and successful project.

We have given schools the freedom to pay good teachers more. That gives schools more scope to retain their best teachers by offering faster progression up the pay scale. It also allows them to adapt to any local circumstances where recruitment in particular phases or subjects is more challenging.

Since 2010, we have focused on reforming initial teacher training, so that schools have greater choice and influence over the quality of both the training and trainees recruited. School Direct, which the hon. Member for Sheffield, Heeley referred to, is already proving hugely popular with both trainees and schools. Last year, we recruited 9,232 trainees to initial teacher training, an increase of 40% on the previous year. As a result, 35% of the postgraduates training to be teachers are doing so via School Direct. The School Direct salaried route provides an excellent route for career changers to train as teachers. They receive rigorous teacher training, at the same time as working in a school and earning a salary. These new entrants to the profession can bring different, valuable experience from their previous careers in industry. The success of that route is reflected in a substantial increase in the number of places offered by schools.

I am conscious of the time, but I think the hon. Lady and her colleagues are overstating the case. We understand the challenges, but we have engaged in a huge number of initiatives, including very generous bursaries, to address the problem, and I am confident—

I agree that the picture is not all rosy. I started with the rosy news because I wanted to soften up my hon. Friend the Minister, but there are problems. That is why I applied for this debate. I will come on to some of those problems in a moment.

Mrs King told me:

“Just because it is not for everyone doesn’t mean it is wrong for everyone and that it is somehow toxic. Implemented legally and fairly, zero-hours contracts can be a brilliant way for small charities like ours to run more effectively.”

The whole issue of zero-hours contracts, as the hon. Gentleman said, featured in the general election campaign, particularly after the right hon. Member for Doncaster North (Edward Miliband), the former leader of the Labour party, said that the Labour party, if returned, would abolish zero-hours contracts, although the manifesto does not say that. It does not call for the complete abolition of zero-hours contracts. It says:

“Labour will ban exploitative zero-hours contracts.”

The hon. Member for Streatham (Mr Umunna), who was for a few minutes a candidate to succeed as leader of the Labour party, was quite explicit when he told the Labour party conference that Labour

“will act to outlaw zero hours contracts where they exploit people.”

Meanwhile, the Conservative manifesto promised to

“take further steps to eradicate abuses of workers, such as non-payment of the Minimum Wage, exclusivity in zero-hours contracts and exploitation of migrant workers.”

I am pleased that the new Government are now in a position to follow through on these commitments.

With reference to the comments from the hon. Member for Strangford (Jim Shannon), what struck me about the issue during the general election was how frequently voters mentioned it to me, unprompted, often while talking about their grown-up children entering the workforce, which suggests that it may be a bigger issue than the statistics suggest. In one election debate in a church, a member of the audience explained how his son travelled to Norwich each day to work in a retail outlet. When he got there at 9 o’clock in the morning he was told to go and sit in a store room at the back. Later in the morning, if it got busy, he would be called out on to the shop floor, for which he would be paid. He would then be ordered back to the store room to wait for his next slice of paid work later in the day.

I do not know anybody who would defend such arrangements. They are indefensible and, by the way, they are almost certainly illegal already, because the law states that “time workers” must be paid at least the national minimum wage when they are on standby at or near the place of work and are required to be available. I do not want to get this out of proportion. It is not a universal problem. Indeed, I met a young man earlier this week who was delighted with the flexibility that his zero-hours contract gives him, but who also said to me, “What you cannot do is take someone’s time and then not pay them for it.”

It is a great honour to be speaking at the Dispatch Box on this, the first day of the new Parliament. I suspect that it will be the only time in my life when Her Majesty the Queen has the first word and I the last, although we can agree that her audience was somewhat larger and that she was a great deal better dressed.

I congratulate my hon. Friend the Member for South Norfolk (Mr Bacon) on securing this debate on an important subject that thankfully, now that the election has passed, we can shed real light on. We can discover the facts and pursue the examples of bad practice that he outlined. He is right to say that zero-hours contracts are in and of themselves nothing new and that a relatively small proportion of the workforce are on such contracts. He also rightly referred to a recent study by the Chartered Institute of Personnel and Development, which found that 60% of zero-hours workers were satisfied with their contracts and 65% of them were happier with their work-life balance because of those contracts. He described a number of situations involving individuals who actually welcomed these contracts because of the flexibility they gave them and the ability they provided to respond to other responsibilities, goals or ambitions that they had in their lives.

However, that should never be an excuse for complacency or for a belief that this is good for everyone and that every employer who makes use of these contracts is doing so responsibly. My hon. Friend gave a number of important examples of abuse. I hope he is pleased to know that one of my first decisions as Minister responsible for employment law was to implement the provision in an Act passed in the previous Parliament by my predecessor, my right hon. Friend the Member for West Suffolk (Matthew Hancock), that banned exclusivity clauses in zero-hours contracts. Exclusivity clauses did something simply outrageous. The point of a zero-hours contract is that it does not guarantee a specific number of hours of work in any period of time. To then require that the person makes themselves available constantly, waiting for a phone call, preventing them from going out and earning income from other work, is simply outrageous. It was happening, I am glad to say, with a relatively small number and small percentage of zero-hours contracts, but it was quite intolerable and we were right to ban it. I am very glad that we have implemented that ban. We will be making sure that that ban is not simply symbolic but is enforced.

I am happy to look at examples of other abuses. My hon. Friend described very eloquently the case of a young man—the son of one of his constituents—who was called into work, kept on standby and not paid. My hon. Friend speculated that this practice was already illegal. While I do not know the full details of the case, if it is as he described I can reassure him that he is absolutely right—it is already illegal. If his constituent would like to approach him, and he would like to pass on to me the specific details of that employer and that young man, I will be very happy to get HMRC and any other enforcement authority to come down like a ton of bricks on that kind of abuse. It is against the law, it is inhuman, and it must not go on.

My hon. Friend has asked for some further, very specific commitments. He is always cheerful and affable, but he never gives up as a Member of Parliament, as I know both to my cost and my pleasure in my previous role as planning Minister. If, in this Parliament, we see a revolution in the number of people who are able to secure a plot of land to build their own home, it will be very largely thanks to his doggedness on that issue. I have no doubt that he will continue to be as dogged on the issue raised in tonight’s debate.

On my hon. Friend’s first request, without absolutely committing to a working group—because I would want to know what its composition was—I can promise him that I will keep a very close eye on this. I assure him that I have already asked officials to look into other kinds of abuse of zero-hours contracts to explore whether there is something further that we can do to root out such exploitation of working people.

As a practical solution, would it be possible at some stage, not necessarily tonight, for the Minister’s Department, or for him, to say where people should email or telephone if they have a possible abuse to report, so that there is a central place to collect this information, not necessarily for action on every case but at least to gather it together?

I thank my hon. Friend for raising that issue, which was the subject of the third request from my hon. Friend the Member for South Norfolk. I was going to say that I do not know what the whistleblower arrangements are, but I will undertake to find out tomorrow and make sure that they are better publicised to citizens advice bureaux and to relevant charities that can make sure that people are able to report abuse.

My hon. Friend’s second request, which will give me great pleasure to fulfil, is to work closely with the Minister for Community and Social Care, my right hon. Friend the Member for North East Bedfordshire (Alistair Burt). He is one of the most popular Members of Parliament and former Ministers, who I am delighted to say will now be on the Front Bench again. He is a deeply humane man, and I know that he will want to make sure that the people looking after the most vulnerable in our society are not exploited by their employers.

I am very surprised that Bury St Edmunds, of all places, is possibly a centre of extremism and radicalisation. That is not the town that I know.

The idea that Catholics are being radicalised in state schools is as ridiculous as it is offensive. The local reaction forced Ofsted to remove the offending phrase, but the downgrading remained in place. This suggests that once Ofsted has decided that a school does not support “British values”, it will mark it down in all areas. The unreality of its report was underlined when the exam results for St Benedict’s were finally published. At A-level, the school was placed in the top 100 schools nationally, state and private. Its GCSEs, too, put it among the best performing schools in Suffolk. The Catholic Education Service took the rare step of demanding an apology from Ofsted. Anybody who knows the Catholic Education Service will know that it is not an extremist body, by any manner of means—it is very quiet and restrained. Why have the inspectors who handed this ridiculous report never been brought to account?

Let us look at Trinity Christian school in Reading. It wrote to the Secretary of State in October 2014 after Ofsted had failed the school under “British values”, whatever they are. In November 2013, the school had been rated good in every category, and its spiritual education was deemed excellent. That report said:

“Pupils are well prepared for life in modern, multicultural, democratic British society through the teaching of the Christian principle to ‘love thy neighbour’.”

However, the inspection in October 2014 predominantly focused on the new rules on British values, which had come into force a week earlier. The inspector expressed doubts over the continued existence of the school—I stress, its continued existence—because of its non-compliance with the new rules. She stated that the representatives of other faiths should be invited to lead collective worship, and that the school must “actively promote” other faiths. That is directly antithetical to the school’s Christian ethos. There would be justified outrage if Ofsted demanded that secular or atheist schools actively promoted Christianity, so why should Christian schools “actively promote” what they hold to be untrue? I agree that they should inform children about other religions, but actively promoting them is immoral, impossible and, I believe, a crime against their conscience. We have to wonder how far Christian schools need to go to satisfy the new standards.

On the subject of the Church of England, only two days ago I had a word with the Archbishop of Canterbury, who is concerned about this matter. I have also had a word with Vincent Nichols, the Archbishop of Westminster, who is also concerned. This is a mainstream concern in the Catholic and Anglican Churches. By their very nature, such people are not alarmists or extremists, but good and open-minded, but they are deeply worried about what is going on.

Does my hon. Friend know whether the one report he has so far quoted was from an aberrant Ofsted inspector, or is it because of a direction from Ofsted or from Ministers? Who is responsible?

I have not yet finished my speech. I do not want to weary the House, but I have several examples. If this was an aberrant inspection of one school out of thousands, we might say that we should not worry too much about it, but I will quote several examples. There is undoubtedly evidence that such inappropriate questioning has taken place. The schools have complained—I will deal with that in a moment—and there is no adequate evidence that Sir Michael Wilshaw, the head of Ofsted, has gone back to the schools and questioned pupils, parents and teachers about the inappropriate questioning.

This debate is terribly important: if it achieves nothing else, it will ensure that there is no kind of pre-emptive cringe on the part of Christian schools worried that they might be marked down if they do not promote “British values” rather than their own ethos. I hope that there will be a kind of pre-emptive cringe on the part of Ofsted. Given that all my hon. Friends have come into the Chamber, inspectors will now be worried about asking such inappropriate questions because they might be held to account.

There is a bit of a pattern. I will mention other examples before I sit down because it is important to establish that pattern, and to convince the House that this is not about one aberrant inspector, but has happened in several schools and across several faiths.

Absolutely. Indeed, my right hon. Friend has anticipated the next part of my speech. I have very little against most faith schools. The head of Ofsted is the former head of a Catholic secondary school, and he said recently that most faith schools “have nothing to fear”. There are outstanding faith schools in my constituency: Sacred Heart in Redcar and St Peter’s in South Bank, and their four Catholic feeder primary schools. The point that I was making in giving those rather extreme examples was that we need an inspection system that is fit for purpose and picks up such instances. If anyone has been given the impression that I think faith schools are riddled with this kind of thing, I wish to correct the record, because that is not what I was suggesting.

May I say something in fairness to Ofsted, which has not sent me a brief? On average, there are probably up to 10 faith schools in each of our constituencies, and I think that most of us have not received any complaints about Ofsted inspections. I suspect that we may be hearing about outlying cases. I do not know whether there is a new procedure, or whether some people are not up to the job or need more training, but I believe that most of our constituents want to be protected from both extreme teaching and the odd bad inspection.

The hon. Gentleman makes a good point. Extreme teaching—and, indeed, extreme inspection, I suppose—is maybe what we are hearing about. Like him, I have not had any complaints from schools in my area about this issue. I do not want to predict the Minister’s speech, but the Department for Education itself has said that it is not true to suggest that schools would ever be penalised for having a faith ethos, so clearly the Department is not taking that position. If there is an issue, it is somewhere in the middle.

I talked about community cohesion, and there are undoubtedly potential issues there. I know we do not always like to talk about this in this House, but it is not new. We still have a huge sectarian problem in the UK in Northern Ireland. The Netherlands in the 1930s had major Protestant-Catholic problems, and one of its policy solutions was to stop educating people separately. I do not put that forward as a policy I think we should necessarily jump into, but it is notable that there are now 62 schools in Northern Ireland that are educating people on a multi-faith basis, and I think the people who live in those communities do see it as part of the peace process, in a place where sectarian divisions run very deep. I am happy to say that there are few parts of the mainland where that seems to be the case.

In a multicultural society, which we undoubtedly have,

“respect and toleration for others”

are vital, and those words are in the motion, so I do not have a problem with its wording. What we are really talking about is Ofsted acting where those things are not seen to be in place. It may well be over-acting, but it is right that it has a role to act if it sees that.

This is not just about parental rights, religion or the state; it is also about the child. It is important to note that article 14 of the UN convention on the rights of the child—the one that is in child-friendly language—says:

“You have the right to choose your own religion and beliefs.”

To be fair, it goes on to say:

“Your parents should help you decide what is right and wrong, and what is best for you”,

so there is an issue about the extent to which children should be indoctrinated and what sort of freedoms they should have. That is encapsulated in the UN convention on the rights of the child. I think children also have a right to be educated to be fit for life in the country in which they live—in this case, Britain. That goes to the heart of what sort of education they should get. Many groups have different views about this. I am standing down in a couple of weeks, but I am sure that this issue will not go away. I think it could grow with the proliferation of religions and cultures. Our laws need to be fit for purpose, as do our inspection processes and the way we fund schools.

As I have said, I have a partial view that not everyone in the House will agree with, but I shall finish with a quote from the chair of the Accord Coalition, Rabbi Jonathan Romain from Maidenhead synagogue. He recently said:

“I want my children to go to a school where they can sit next to a Christian, play football at break time with a Muslim, do homework with a Hindu and walk home with an atheist—and with other children getting to know what a Jewish child is like. Schools should build bridges, not erect barriers.”

I agree that we have a lot to do to improve our performance in primary schools mathematics, but we have the lowest proportion of students studying maths from age 16 to 18 in the developed world. We need to do something about that, because it affects all kinds of things, such as the future supply of maths teachers and the number of people going into business and industry. What people in business tell me is that everything, from fashion to farming, now depends on having a good level of mathematics.

It has been said that MPs can be divided into three groups: those who can count and those who cannot. Can my hon. Friend tell us whether the people now going into primary school teaching are people who have enjoyed mathematics and are good at it and can pass on their enthusiasm and skills to those they teach?

I agree with my hon. Friend. I am not proposing an entry requirement for Parliament, but perhaps that is something he might put forward. We have new maths and English skills tests for primary school teachers. We are also giving bursaries to maths teachers for primary school. One of the things we have been looking at in Shanghai is having specialist maths teachers in primary schools, which is an interesting model.

On behalf of my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton), I shall put the case for both of us regarding the situation around the country and, because it is appropriate and we are the representatives, speak for Worthing college, which is, in effect, a sixth-form college for our town and district, and for Northbrook college, our further education college.

More than 600 students will be affected and the amount of money involved is more than £400,000. I do not want to play the numbers game, because some places will be affected more and others less. The question for the Minister is to what extent this is all compatible with the aims he set out in the skills funding statement 2012-15, which he made 13 months ago, in which he spelt out the four achievements he was after.

One issue facing the Government—the proposal having been announced in December and the impact statement produced on 13 January—is to what extent the Minister and his Departments are able to engage with the Treasury and talk not just about the still photograph of how it affects people now, but about the moving picture he can expect as other education reform changes bring forth their fruit.

For example, a significant number of students have had the extra year to get the qualification in maths and English now required for BTEC courses. I expect that more 16-year-old students in schools, academies and colleges will get the maths and English qualification, so fewer people will need support later on. That will help to cut some of the other costs to the education and training system.

We must also face transition issues. Colleges will on average lose 2% to 3% in-year. Their funding from September is based on decisions that they and the students took a year previously, so there is no way of escaping from that or adjusting the intakes. I do not argue, in any case, that intakes should be adjusted. The colleges are there to help people who will benefit. To go back to the analysis, I take the view that about 10% to 20% of people in their teens should be able to get out of the school and college system a year early, and about 10% to 20% could take an extra year at least. I do not think that we are all so normal and should be treated like racehorses, whose birthday gives the year cohort in which they will work. We need more flexibility.

I should declare that when I was at university my parents were not judged sufficiently well off to be able to pay anything for my maintenance, let alone my fees, and I am grateful to the taxpayers who kept me going. We should be asking how we can achieve a system in which those who fail or who have been hindered or slowed, for some reason, in their progress can get full support at college. There is a question whether people get to college at all: Worthing college was built 40 years ago for 600 students and there are now about 2,000, which is a sign of growth not just in population but participation. Northbrook college has done remarkably good things during its development and, with the use of initiative, has rebuilt its premises at relatively low cost to public funds.

I do not want to repeat the points made by Lynne Sedgmore, the executive director of the 157 Group of colleges, published in The Times Educational Supplement on 23 January; people will have read those. I urge the Minister to talk to MPs, consult heads of colleges and tell the Treasury that we need permission for a transition process, and that we should give up the idea that someone aged 19 who is in college needs less support or a shorter course. Those people are there at 19 for a reason, which is that the college can give them what they should have been able to get at 16 or 17.

My final comment is about the impact assessment. I believe that if a comparison had been made between 18-year-olds and 16 and 17-year-olds, there would have been far larger differences than from comparing 18-year-olds with 16, 17 and 18-year-olds; the Office for National Statistics should have prevented the Department from doing that sort of thing.

Indeed, and although I am talking about teenage conception affecting girls and young women, the involvement of boys and young men is important too. Beyond the serious issue that I have mentioned of teenage pregnancy, there are new concerns about how young people can be protected from adults who want to groom them for sex or adults who abuse and assault young people, as in the horrific allegations made against Jimmy Savile. Relationship education can equip children with the knowledge and the skills to understand what constitutes inappropriate behaviour from an adult, it can help children to resist pressure from adults who want to harm them, and it can inform children about how to get help and support when they need it.

The National Children’s Bureau feels that PSHE is key to safeguarding children. The PSHE Association says that

“the most important safeguard against grooming and abuse is that young people are equipped to understand what is appropriate and what is not and to develop strategies to stop that abuse.”

The association feels that PSHE is an ideal forum to explore these issues. Equipping children to understand if they are at risk or if they have already been a victim of such exploitation is a primary line of defence against such behaviour. Of course, these issues cannot be dealt with in an ad hoc way, and the importance of training has already been highlighted. This sort of education needs to provided through regular timetabled sessions, delivered by trained staff.

Evidence also points to the important role that PSHE can play in ending or reducing bullying in schools, and this includes work with young carers. In Salford, we are fortunate to have an excellent young carers project. It works in a number of our schools to identify and support young carers, and to develop awareness of the role of children and young people who are carers. Recently, Salford Young Carers has worked with the Lowry theatre to produce a DVD for schools to build awareness of the issues faced by young carers in school. In addition to what happens in schools in planned PSHE lessons, may I ask the hon. Lady to reflect on the importance of popular media, such as the radio and magazines that young people have? I would also suggest that people can learn a lot from the way we reduced drink-driving among young people. That was achieved not only by formal lessons at school but by giving people strategies to allow them to avoid drink-driving.

Of course, we must remember that every week between 6,000 and 7,000 people—not just teenagers—contribute to a conception that ends in a termination. Most of those terminations are avoidable if people just use the language that, at the time, prevents them from doing something that will have consequences that they do not really want.

Indeed. That is the confidence we want to build up.

I was talking about Salford Young Carers and the fabulous DVD that it has produced, so let me get back to the treatment of young carers in schools. The DVD shows the type of caring tasks that young carers take on, how caring affects their performance at school and how it means they cannot take part in activities that other young people have time to engage in. We are fortunate in Salford to have that work being done in our schools, but of course the project is limited by resource constraints. Surprisingly, the project’s staff have also encountered barriers, including a school saying, “We don’t have any young carers,” which most of us will understand is highly unlikely. A dismissive attitude to young carers is also unfair, because many of them are likely to be shouldering practical, emotional and financial responsibilities that are normally taken on only by adults.

Clearly young carers need to be identified and then supported. On 7 September 2012, I introduced a private Member’s Bill in the House, the Social Care (Local Sufficiency) and Identification of Carers Bill; there are a couple of supporters of that Bill here today. On identification, my Bill contained a provision that a local authority must ensure that both the authority itself and the schools within its control have in place a policy that both identifies young carers and makes arrangements to support pupils who are young carers. I commend that provision in my Bill to the Minister, who might just have been in her new role at the time that I introduced the Bill. It is crucial that schools and local authorities across the country do more to identify and support young carers.

I have talked briefly about personal, social, health and economic education and what it could enable schools to provide. As I have just touched on, it could enable support to be provided for young carers and the understanding of their caring role, which often entails taking on practical, emotional and financial responsibilities. It could help action to prevent or reduce bullying in schools. It could help to safeguard children against grooming for sex and attention from or assaults by paedophiles. As I mentioned in the main part of my speech, it could equip girls and young women with the knowledge and skills to avoid unwanted teenage conception. It could give all young people the information and values to enable them to have safe and fulfilling relationships. All those things are beneficial outcomes and very strong reasons to put personal, social, health and economic education on a statutory footing within the national curriculum.

There have been other calls from MPs for elements of the PSHE curriculum to be made compulsory, and I think that there are MPs here today who may talk about those elements. There has been a call for statutory financial literacy education from the all-party group on financial education for young people. A cross-party group of MPs has called for for relationship education to be made statutory—that relates to the subject of teenage pregnancies. There has also been a call, which I am sure we will hear about, for compulsory lessons on body image by the all-party group on body image, as well as a call for a commitment to provide effective drugs education from the Home Affairs Committee in its report, “Drugs: Breaking the Cycle”.

Failing to make important subjects compulsory within the curriculum will mean that some schools’ delivery of education on those vital subjects will be patchy at best, or non-existent at worst. It is time that all our pupils benefited from PSHE subjects being taught as effectively as possible.

I read with interest the work that was done looking at some of the weaknesses in the current English GCSE, and the controlled assessment of speaking and listening was one of the areas in which there were the greatest problems in ensuring effective marking by teachers assessing their own students. I agree that effective speaking and listening is essential to a broad curriculum, but when it comes to ensuring that speaking, listening and every other skill is assessed properly, we need to move away from the model of the past.

My right hon. Friend can expect some representations on the expression “baccalaureate”, which originally came from an English degree at age 21 and a university course, is now a European system for 18 or 19-year-olds and will in future be provided to 16-year-olds who qualify in the core subjects.

As well as the public examination and certification system, we ought to encourage people to pass standards and get grades in their academic and other school subjects in the same way as they can in music and sport, to allow those who are achieving things to have that recognised. They can then get add-on tuition and develop.

As a last point, may I say that my right hon. Friend ought to look at the sub-editors of his article in the Evening Standard? The first four times he used the word “both”—meaning the coalition, presumably—were unnecessary, and the fifth time, the word “We” would have substituted for the first four words of the sentence.
