The Commonwealth Parliamentary Association is—as you know, Mr Speaker, as our president—a key organisation of the Commonwealth that is headquartered here in the UK. It wishes to change its status from a UK charity to be more properly recognised as an inter-parliamentary organisation. Will my right hon. Friend the Leader of the House use her good offices to find time for my ten-minute rule Bill, which would enable the CPA to change its status, to make progress before we rise for the summer recess and help to secure the future of the CPA secretariat here in the UK?
I thank my right hon. Friend for all the work she is doing, which I know will be supported by Members across the House. We are incredibly proud to be the headquarters for the CPA and the incredible work that it does. We should retain that, and we want to retain that. She will know that I have made representations to the Foreign Secretary, and I know that he is working on this matter. I thank her for raising it again. I know that she will have not just my support but support from across the House in achieving that.

Commons ChamberLet me start by congratulating the Chair of the Administration Committee and member of the Commission, my hon. Friend the Member for Broxbourne (Sir Charles Walker). I also thank the hon. Member for Leyton and Wanstead (John Cryer) and my right hon. Friend the Member for Basingstoke (Dame Maria Miller) for securing this debate. I am grateful to all Members who have spoken. I would like to add my thanks to the staff of the House for their support and the services they provide, which allow all Members and our staff to go about the business of representing our constituents. If anyone is from a department that has not been mentioned by name this afternoon, we are thinking of them too.
As Leader of the House of Commons, while I am focused on getting our legislative agenda through Parliament, I also want to focus, in whatever time I have in this job, on how to make our legislature the best in the world. It is really important that we hold debates such as this, to give all Members the opportunity to raise issues and have confidence that their views will be heard. I say that in part because some members of the public will wonder why we are talking about ourselves today, but it is important. Although there is no job description for a Member of Parliament, one thing we can say is that we are all here to empower our constituents. If we ourselves have agency and are empowered to represent them, make good laws for the land and help sort out their issues, our constituents and the citizens of this country will become more empowered.
I thank all contributors to the debate. My hon. Friend the Member for Broxbourne may take close management, and may indeed be difficult to manage, but he is also the voice of gumption and kindness and the champion of being effective and excellent. He spoke about a war for talent, as well as the career jeopardy and the opportunity cost that come with serving in this place, and he is right to point to that. We also need to place on record that we are all here because this is a fantastic job; we very much believe that. When I am asked to go to recruitment events to get more women involved in Parliament, I no longer give speeches; I just read out the list of the things we have been able to do and the very rewarding casework we do, sometimes saving lives and dealing with incredibly emotionally powerful situations.
It is a fantastic job, but there are unique stresses to it that affect Members of Parliament, including those who become Ministers. I am very pleased that we have been able to make some progress on setting up a proper HR function for Ministers in Whitehall. That is incredibly important. I shall not go into detail now, but I think it will make a massive difference to supporting Ministers. Sometimes we ask them to juggle chainsaws with little support. That needs to be rectified, and it will be.
My hon. Friend the Member for Broxbourne spoke about the Administration Committee’s report. He told me about some of the harrowing evidence that he and his Committee heard from ex-Members of Parliament who had been the victims of severe abuse when they were in this place. It is incredibly important for us to ensure that when Members leave this place, they are still supported by virtue of the job they did.
My right hon. Friend the Member for Basingstoke is right about the need to ensure that this place is the best it can be. I thank her for her encouragement and for the insights she gave into the international dimension to this place. Although some Members may not belong to a particular body or all-party parliamentary group, they may want to network with those in other Parliaments, and we should look at the support we give them to do that. She is right that in all these things we need to get a blinking move on—it takes us a long time, several debates and a lot of pontificating, and sometimes we can learn as we go and stand up and improve these services.
It is incredibly important that there is accountability. I spent the Christmas recess reading the governance reports and restructures of the last 20 years in this place. Important though they are, we sometimes disappear down a rabbit hole of detail and committee structures, whereas we need to be focused on what we are trying to get done and the practical things that need to happen to enable us to do it.
I will chance my arm with yet another member of the House of Commons Commission —there are four members of the Commission in the Chamber today—as the Commission is responsible for the delivery of parliamentary services. Although I agree with my right hon. Friend that we must not disappear into navel gazing, it is important that any changes are part of a governance structure, which means they are bigger than the individual in post at the time. Will she, therefore, undertake at least to consider supporting my urging that a House Committee takes on direct scrutiny of the Commission? Even if we need to invent yet another body to take on the advisory role that the shadow Leader of the House mentioned, scrutinising the Commission would put some grit in the oyster and perhaps make the changes that the Leader of the House wants to see happen even faster?
I have a great deal of sympathy for what my right hon. Friend says. We need to look at the relationship between the three main Committees working on House services and the other things that enable us to do our job. We also need to look at the work of the Commission, and I am sure my colleagues on the Commission would say that we want the Commission to work better. That is what we need to focus on. Scrutiny is obviously key, with the caveat that there are sometimes sensitive issues that have to be kept confidential, but I am all for greater scrutiny.
The Speakers of both Houses, the noble Lord True and I are very keen to ensure that the House of Commons Commission and its equivalent in the other place are much more effective and that we have much more confidence in how this whole place is run, whether by parliamentary services or in the financial accountability running alongside them. I am happy to continue those discussions with my right hon. Friend the Member for Basingstoke.
My right hon. Friend and other colleagues touched on standards, and I have urged the House to invite Sir Cary Cooper to come and look at our standards landscape—again, not disappearing down the rabbit hole but looking at the overall situation of the many standards bodies we now have—which is incredibly important.
My hon. Friend the Member for Lichfield (Michael Fabricant) is a veteran of the Whips Office. He gave a very good speech and spoke kindly about staff. Of course, one of the unique pressures when we run for re-election is that we are not only concerned for our own future. If we lose our job, our staff do, too. Again, that brings unique stresses. During Operation Pitting, I remember that many Members and their staff were on the phone to people who were in the crowds outside Kabul airport and begging for a lifeline. These were incredibly dramatic things to go through. There are stresses on Members of Parliament, but there are stresses on our staff, too.
The hon. Member for Edinburgh North and Leith (Deidre Brock) also paid tribute to all House staff. I can assure her that one of the core principles of restoration and renewal it that health and safety and wellbeing are part not only of what we are creating but of how we create it. I thank her for putting on record her thanks to the Clerks of the House, which I am sure everyone echoes.
The hon. Member for Bristol West (Thangam Debbonaire), the shadow Leader of the House, paid tribute to many staff, and I echo her comments. I completely agree that the landscape of rules that people have to follow can be complicated, and that it is much easier to pick up a booklet containing everything we need to know. The Commissioner for Standards thinks so, too. Physical copies should be readily available; we should make these things as easy as possible for people to understand.
I gave the hon. Lady an update yesterday on the encouraging news about the database for ministerial gifts and hospitality. As of yesterday, we are on track to meet the deadlines I set when we debated the issue on the Floor of the House. If we meet those deadlines for establishing the database, we will obviously be able to link the House and Government databases, although it will take a little longer if we want a combined system. Certainly by the summer, however, anyone who wants to find out about the hon. Lady’s interests or my interests will find that much easier to do, and that will apply whether they are looking at Ministers or not.
I thank the hon. Lady for again reminding the House of the ultimate sacrifice made by PC Keith Palmer. It was a shocking day for everyone who was on the parliamentary estate, but we cannot begin to imagine what it was like for his colleagues. We should never forget the risks they take to keep us safe in here.
I want to tell the House about a couple of things that we are going to do to make some of this ambition a reality. The House delivers a range of support to Members so that they can carry out their responsibilities effectively, but I feel strongly that many Members will have ideas about additional services that they need. For example, many colleagues run mini-businesses from their offices—social enterprises and so forth—and the role of an MP has changed quite dramatically over recent years, so colleagues will clearly have ideas about how certain services can improve.
I am working with the House, through the House of Commons Commission, to bring forward a survey in the next few months to look at what additional support and services we can develop to enable right hon. and hon. Members to do their jobs better. The survey will build on the work the House has done in seeking Members’ views on how to improve services and in considering whether additional services need to be offered. I hope that that will ensure that the rebalancing of the House’s new strategy towards prioritising Members’ services becomes a reality. I encourage all Members to respond to the survey when it comes out, and I suggest that they fill it in alongside their staff. It will look at the issues raised today, including not only Members who are coming into the House but Members who will be leaving it.
In addition, and to make sure that we really are the best in the world, I am keen to benchmark ourselves against our equivalents—initially in the G7. I have been working with the House to look at the services that those other Parliaments provide to their Members, and I have commissioned a research briefing on the standard of services that MPs in those Parliaments receive.
To conclude, many of the matters we have discussed today are ultimately a matter for the House rather than the Government, but I am working closely with the House of Commons Commission, the Administration Committee and the other Committees of the House to ensure that we make good progress. Finally, I again echo all the thanks and gratitude that many Members on both sides of the House have expressed to staff for the excellent services they provide us with.

Commons ChamberI am glad to hear the First Minister of Scotland made a statement. I am hoping that shortly the House will be able to hear from the Chancellor of the Exchequer to set out the Government’s position. I would be interested to know if the First Minister’s statement included the tax dividend to every Scottish household of being a member of the United Kingdom.
In the last four weeks, the facts are that the global economic conditions we face have worsened. [Interruption.] The Opposition may not want to acknowledge it, but that is the truth. Inflation rates have increased around the world and in the United States they are now the highest they have been since 1982. Does my right hon. Friend agree that we should always be prepared to make the policy changes we need in the best interests of the people we represent?
I agree with my right hon. Friend and that is why the Prime Minister has taken this decision.

Commons ChamberSubject to events, my understanding is that the Prime Minister will open the debate and the new Secretary of State for Business, Energy and Industrial Strategy will close it. Again, I thank the hon. Gentleman for his kind remarks.
I warmly welcome my right hon. Friend to her new position and the announcement of a debate tomorrow on energy costs. However, that debate will replace a Backbench Business debate on the running of the House of Commons, which was called for by the Administration Committee of which I am a member. Will my right hon. Friend use her best offices to ensure that that debate is rescheduled as soon as possible, notwithstanding that the timing of Backbench Business debates are a little beyond her control?
I apologise to Members who were looking forward to taking part in that debate. I have spoken with the Chairman of the Backbench Business Committee and the Member in whose name the debate stood. Clearly, my part in this is to make sure that that Committee has time on the Floor of the House. I have undertaken to ensure that time is allocated in good time for the Committee to make a decision about what debates it wants to bring forward.

Commons ChamberThe new Equalities Hub includes the Government Equalities Office, the race disparity unit and the new disability unit. Not only does it bring together the parts of Government that lead on gender, race, disability and sexual orientation, but it will use the convening power of the Cabinet Office better to leverage work across Whitehall.
I thank my right hon. Friend for that reply and for putting together for the first time ever an Equalities Hub. How will she make sure that Government Departments still see it as their responsibility to work together to deliver better equalities policies in future? In our inquiries, the Women and Equalities Committee often highlights that as a real problem.
The hub will hold those Departments to account. It will have some new tools to do that: better data and the ability to look at the multiple disadvantages that individuals face. There are also single departmental plans and other methods that the Cabinet Office has. We will make further announcements this week that will provide other means by which we can hold everyone across Government to account.

Commons ChamberDepartment of Health guidance in Northern Ireland says that Northern Ireland doctors referring women to GEO-funded free abortions in England could be breaking the criminal law. Will the Minister publish her legal advice to enable the Department of Health to change that guidance, which surely is erroneous? Will she update the House on what she is doing to help women in Northern Ireland, such as Sarah Ewart and others, who are being required by law to continue pregnancies where doctors have already told them that their babies will die before they are born or shortly after?
May I start by thanking my right hon. Friend and the Women and Equalities Committee for an incredibly important piece of work? It not only looked at the legal and human rights issues, but got on record public opinion and the opinion of healthcare and legal professionals in Northern Ireland and showed the complete paucity of care being endured by women in Northern Ireland. With specific regard to the legal advice, I clarified in my evidence to her Committee via a letter that the legal advice that we received when the scheme was set up meant that it would not be a crime to refer to those services and that the issue that she raised in her question does not stand.
I have also met with the Under-Secretary of State for Health and Social Care, my hon. Friend the Member for Thurrock (Jackie Doyle-Price), who looks at health inequalities. She believes that she already has the powers to provide guidance to ensure that no one is deterred from referring someone to a healthcare service that they need, and where their life may be in danger if they do not receive it, because of fear that doing so might be a crime. That is completely bogus, and she has undertaken to do that immediately. However, there is obviously more to do to put right this issue—with apologies for adding to my answer, Mr Speaker—so that every citizen of the United Kingdom can have the healthcare services that they need.

Commons ChamberI think the hon. Gentleman for the opportunity to discuss this issue again. He is right, and this is an issue on which Members across the House will agree. Progress has been made, including a clear increase in girls choosing those subjects, which shows that effort does pay off, but there are still too few such cases, and we must not let up in our work to encourage women to have such choices and to go forward in those professions.
Women who enter high-paid professions face blatant discrimination—40% experience sexual harassment, 50,000 women a year feel forced to leave their jobs because they are pregnant, and organisations such as the BBC feel that it is okay for them to break the law by paying men and women differently for the same job. Why is there no mention of enforcing antidiscrimination law in the Government’s “Good Work Plan”, which is their employment strategy? Surely that should be at the heart of what they are doing.
The Department for Business, Energy and Industrial Strategy is consulting on that matter. My right hon. Friend mentioned a list of issues, and it is important to track the impact that policies are having on women and their choices. We will produce measures and metrics to sit alongside the strategy that the Government Equalities Office will produce on women’s economic empowerment, so that we can all see how we are doing.
I know that Ministers on the Treasury Bench wish to examine in great detail the work of the Women and Equalities Committee when we issue our reports, but could the Secretary of State perhaps explain to me why it has taken five months for the Government to respond to our very important report on sexual harassment in public places? This issue needs urgent action, not more deliberation.
I am sorry that we have taken a long time over responding to the work of the Select Committee. I would rather publish a response that will actually take the right action than put out something swiftly that is not going to do the job. I hope that my right hon. Friend will understand that we want to be doing things that ensure we address the issues she has raised.

Commons ChamberThe hon. Gentleman is absolutely correct. We should be doing that, and I encourage all political parties to do so. People who support various political parties are looking at replicating organisations such as Women2Win, which we have in the Conservative party, and at what further support and schemes can be put in place to encourage people from a whole range of backgrounds and situations to be able to run for office. We need to make the Chamber a much more diverse place.
We do not just want disabled people to stand for election; we want them to be elected to this place, yet this workplace here takes so little account of disabled people’s needs. Would it not be better to have more predictable working hours and voting patterns, similar to practices in other Parliaments, to encourage more disabled people to stand for election and to help all Members with caring responsibilities?
My right hon. Friend is absolutely right. I remember previous conversations I have had with you, Mr Speaker, in a former role I held. It is not just the practice here; it is actually the fabric of the building. With the refurbishments, we have an opportunity to ensure that anyone who has the talents to come and work here is able to do so. I know that hon. Members, including some who are sitting on the Government Front Bench today, have disabled people working in their constituency offices very successfully, but when they have tried to allow people to work in this building, it has proved impossible.
I take a different view and welcome the announcement to which the hon. Gentleman refers, and others that this Government have made on supporting women, whatever stage they are at in their lives and careers. However, I think that we need to do more. That is why I am broadening the remit of the Government Equalities Office and creating an equalities hub in the Cabinet Office, at the heart of Government. We are already working with the Department for Business, Energy and Industrial Strategy, but we do that with every Government Department, because only when we do that will we be able to move at the speed necessary to meet the ambition of women in this country.
My right hon. Friend makes an incredibly important point. The Cabinet Office is doing great work to create more diversity in the honours list, but inequality is baked into the system, including in the use of courtesy titles. It is quite wrong that people are treated differently in this way, so I have written to my right hon. Friend the Prime Minister to ask that it is remedied.

Commons ChamberI also pay tribute to the individual and the organisation that the hon. Lady referred to. She is absolutely right. In my remarks this morning at the launch of the action plan, I spoke about equality in all four nations of the United Kingdom. Clearly, some of the services that we are talking about, such as healthcare, are devolved, and rightly so. The Secretary of State for Scotland was present at the launch with me, and one of the strengths of having a four-nation healthcare system is that we learn from each other and share good ideas while providing the service that is best tailored for people in their particular locality. And of course I am always happy to meet the hon. Lady.
I thank the Minister for informing me of her intention to publish the plan today, and for the consultation on the Gender Recognition Act 2004. I join her in paying tribute to my right hon. Friend the Member for Putney (Justine Greening), who did so much to commission the research relating to the launch today and who has put these building blocks in place. The Women and Equalities Committee looks forward to working with the Minister to ensure that these plans really do address the issues that LGBT people face in the UK, and to receiving the annual reports that she has described. Education has a pivotal role to play in dealing with the cultural issues and the cultural change that we need to see if we are to deliver her plan. Will she update the House on the progress that the Government have made on delivering statutory sex and relationships education, which is now in law? She also talked about the Prime Minister’s plan to launch the Gender Recognition Act consultation this afternoon. Will she say a bit more about how she intends to deal with the unacceptable anti-trans hostility that has filled the vacuum of policy, which, I have to say, has come about over the past two years as a result of a great deal of change in the people holding her role?
I thank my right hon. Friend for her comments. I also thank her in her role as the Chair of the Select Committee for the work that the Committee has done on a range of issues to help to move this forward. It is absolutely right that the starting point for all this needs to be in our schools. We have made commitments to relationships education at primary school level and to sex and relationships education at secondary school level. The work in the action plan will be funded by the Government Equalities Office, and we are in discussions regarding the spending review in relation to future work, but the Departments responsible for these commitments are committed to them. We will be able to be held to account for that, and I am sure that her Committee will do that as well.
My right hon. Friend also made a point about the bigotry and abuse that has been directed towards the trans community. It is vital, with the launch of the Gender Recognition Act consultation, that we put some of the myths to bed, because there has been a huge amount of misinformation. I believe that once people understand our proposals and the conversation we are having about how we can best support individuals and enable the process to best support them, how we can educate services and communities to best support them and how we can reassure others, we will then have a sensible, quality consultation and national conversation. Where we see bigotry—and some of the practices that have been taking place on social media and elsewhere—we must all call it out for what it is.

Commons ChamberI agree with the hon. Gentleman. I thank him for the hearing this morning and for the inquiry that he is going to undertake, which will help the situation dramatically. He is right: we can get our own house in order and take a lead on this, but, ultimately, the component parts of the UN and other organisations in the international community must also follow suit. We also have to tackle the other enormous issues on the fringe of what we are discussing—in particular, UN peacekeeping troops. These are not easy things to crack, but we have to crack them.
Many thousands of incredible people work in the aid sector, helping some of the most vulnerable people on the planet, and it is the betrayal of trust in organisations such as Oxfam that I think has caused the current outcry. Not only has Oxfam tried to cover up sex crimes by its workers, but in doing so it has shown a flagrant disregard for the criminal justice system in Haiti. Should the UK Government ever be working with an organisation that thinks it is above the law in one of the poorest countries in the world, such as Haiti?
This case is truly shocking and it may be that prosecutions result from what has gone on. We need to take stock of the sector, which is why I commissioned the review of what our partners are doing. It is also absolutely vital that we are very clear with any organisation we work with about what we expect from them. We often say “zero tolerance”, but we have to live that and mean that, and there have to be consequences when people breach the requirements we have of them. I said last week in Stockholm at the End Violence against Children conference that there is no organisation too big, or our work with them too complex, that we will not withhold funding from them if they do not meet those standards.

Commons ChamberI thank the hon. Gentleman for raising that important point. We quite often talk about getting people into work, but we clearly also want them to have a career: we want them to develop, reach their full potential and pursue all their talents. The Green Paper, which we will publish shortly, will look at some of these issues, but the beefed-up Disability Confident scheme will also be very effective in doing that.
I agree with my right hon. Friend. We need to do more to ensure that the support we offer is understood by employers. Disability Confident will help with that. We also need to raise employers’ awareness of what they are missing: huge talent and huge insight in their workforce. We will shortly bring forward schemes which will do just that.

Commons Chamber9. What plans she has to ensure a suitable commemoration of the centenary of the first world war.
The Government will deliver a four-year programme to mark the centenary, focused around the themes of remembrance, youth and education. We will lead the nation in acts of remembrance, and a £50 million fund will be made available to provide a framework for learning and community-led projects.
For Hampshire, investing in our heritage will also yield considerable sums in visitor revenue. I am delighted that Hampshire county council has sought to invest in HMS Monitor M33, which will yield millions in heritage funds and tourism income. Does the Secretary of State think that Hampshire Liberal Democrats who opposed that measure should visit Portsmouth dockyard to see what a good return on investment looks like?
I thank my hon.—and maybe gallant?—Friend for that question. I have visited Monitor M33 and there are only two such battleships left in existence. Hampshire county council has had the foresight to invest in something that would otherwise have been lost to the nation, and it should be applauded for doing so. As my hon. Friend points out, that is not only good for the heritage of our country, but great for tourism in Portsmouth.

Commons Chamber1. What discussions she had with the Church of England prior to her oral statement of 11 December 2012 on the equal marriage consultation.
Full discussions have been held with the Church of England over the past year, first by my predecessor as part of the public consultations, and by officials, in confidence, as the proposals were being finalised, before my statement to the House. We continue to work with a range of religious bodies, including the Church of England, as the legislation is finalised.
Will the Minister consider what opportunities an examination of civil marriage and partnerships might bring to those who are not in such a relationship but who share their lives, such as siblings who live together or widows who share a home?
I understand the importance of the question that my hon. Friend asks, but I would say that the legislation that we are working on is about how we can ensure that marriage is broadened, in terms of the number of people who can participate in it, rather than about broadening civil partnerships.

Commons ChamberMy hon. Friend must look at the quadruple lock I have announced today for the reassurance he seeks. Under that, there is no way a religious institution or individual would be forced to do what he says. I have already acknowledged the particular situation of the Church of England, which is why we have taken specific measures to protect it.
I would like to reassure the House that, as an unmarried heterosexual woman, if these measures go through I will certainly consider the institution. The heart of the matter, however, is whether it will be possible to allow same-sex marriages, whether civil or religious, and still protect those religious organisations that do not wish to participate. What can the Minister do to reassure Members who might be sceptical that that will be possible?
I believe that we can provide local reassurance through the law, and I have already outlined the European situation. By working together with religious organisations, we can build confidence in what we are proposing. It is right that following this statement we should work collaboratively, and I would be happy to meet any Member who wants to discuss these matters in more detail.

Commons ChamberWill Opposition Members give me a few moments to make a little progress?
Who can say what amendments would be made to such a legislative framework in future? Who can make promises for the politicians and the political parties in years to come? The action that we take will have consequences that will be felt for generations to come, and we must make sure that whatever action we take, it is not just for now but for the coming years as well.
I was very disappointed that on another issue—one of tremendous constitutional importance—we were not given a free vote in this place. Given that this topic is arguably more important, will my right hon. Friend consider allowing a free vote when it comes before the House?
I hope that there will be no votes on the issue, because what we need is consensus. We need to move forward with something that we can all agree on.
We should remember that the Leveson report is not just about statutory underpinning, although I think that, as a result of the debate thus far, we could be forgiven for thinking that it is. To reduce it to that does a disservice to Leveson. There are other recommendations that we need to consider carefully. I hope that in today’s debate, hon. Members will discuss the role of Ofcom as set out in Lord Justice Leveson’s report.
