Commons ChamberOfficials in my Department monitor the number of short formations on Govia Thameslink Railway services as one of its performance benchmarks. There are a number of actions we can take when performance falls below agreed levels, and I am pleased that we are now seeing the lowest number of short formations on GTR since the start of the franchise. I hope that this positive trajectory continues, and I will continue to monitor it.
People in Stockton cannot get a bus back home after an afternoon doctor appointment, while the Tees Valley Mayor has spent £15,000 on Facebook advertising after almost two years but still has not come up with a plan to improve buses. When will my constituents get better bus services?
Stockton-on-Tees Borough Council receives almost £89,000 of bus service operators grant to support local bus services, and £75.5 million from the Government’s transforming cities fund has also been secured to improve local connectivity to Tees valley. We have not heard from Stockton-on-Tees Borough Council or the Tees Valley Combined Authority about using the extra powers available to them under the Bus Services Act 2017 to improve services and work more closely with local bus companies. If they were to get in touch, we could also let them know about the world of improvements they could deliver for the hon. Gentleman’s constituents.

Commons ChamberIt all sounds very sophisticated, although it is a bit above my pay grade, I am bound to say.
The bus market outside London is deregulated, and decisions regarding service provision are primarily a commercial matter for bus operators. Decisions on subsidised bus services are a matter for individual English local authorities, in the light of their own spending priorities. The Government paid out some £250 million last year to support bus services in England through the bus subsidy operators grant. The Bus Services Act 2017 introduced new powers for local authorities and operators to work together to improve local bus services and increase passenger numbers.
Arriva has cut the bus service in Hartburn on which my constituents rely, replacing a doorstep service with what is now a 20-minute walk for older people. I have written to the Tees Valley combined authority about it, but what is the Government’s position on communities that are isolated by public transport cuts?
The hon. Gentleman has raised a valid point, but local authorities are responsible for providing local bus services, and we expect them to work with local operators, Members of Parliament and local communities to do that. Of the £250 million grant that I mentioned earlier, £40 million is paid directly to local authorities to improve bus services in their areas, including the service to which the hon. Gentleman has referred. I believe that the Department paid £88,000 last year to Stockton-on-Tees Borough Council, which I am sure he will welcome.

Commons ChamberHad the hon. Lady done her homework, she would know that there is almost no exposure to the rail sector through the companies that she mentioned. The fact of the matter is that the contracts have often been reinforced and proofed. Certainly on the road side, which I obviously know best—I can refer her question to the rail Minister—we have joint-venture partners that are jointly and severally obliged to pick up these obligations, and they will do so.
In September, we published our response to the consultation on amendments to the Renewable Transport Fuel Obligations Order 2007. It set out proposals to meet the 2020 target and reduce carbon emissions from transport. A draft statutory instrument to implement the proposals was laid before Parliament on 15 January. Subject to parliamentary approval, the legislation will increase targets for the supply of renewable fuels from April 2018.
Progress on the RTFO is positive. Are the Government ready to introduce E10 petrol, which is already available in France, Germany and Finland? That would also help the UK’s bioethanol industry, which is an important employer in Teesside.
I am aware that the industry is an important employer, and it has been a matter of concern to Ministers to ensure that it continues to succeed. I met representatives from Ensus in the hon. Gentleman’s constituency in November, and we have been having close conversations with them and others. E10 remains a commercial matter for the fuel suppliers. The RTFO encourages suppliers to use the most cost-effective solution. Our analysis suggests that E10 may not be required to meet the targets, but it may nevertheless be an attractive option for suppliers.

That is another valid point that I will come to later in my speech.
My hon. Friend is being very generous in giving way. I recently met a team from the Great North Air Ambulance Service, which is based at the airport. So far this year, it has responded to 400 calls in an area covering 8,000 square miles in the north of England. Will my hon. Friend join me in commending the vital work that it does in serving our communities? Does he agree that we should continue to do what we can to support that great charity?
The air ambulance service, which is based at the airport, provides a great service for the area. Where I live, I can sometimes see it flying over to get to an incident. It is a great charity, and I want to see it grow and prosper there.
Regional airports support the business community, whose key needs from regional air services are an increase in destinations and the frequency of flights to major travel hubs such as Schiphol, access to major markets, and links to London and the south-east, especially Heathrow. A third runway at Heathrow airport is key for regional airports such as Durham Tees Valley, which has been listed as one of the regional airports that will have access to it.
Durham Tees Valley airport plays a much wider strategic role in the region. It has been consistently recognised as a key asset for the region in regional strategic plans and national reports such as Lord Heseltine’s independent report, “Tees Valley: opportunity unlimited”. The report also highlighted the importance for the Tees Valley economy of having international connectivity with its global trading partners, and highlighted the opportunities that the airport brings for logistics, freight and wider aviation-related services.
Durham Tees Valley can drive a major employment cluster of both aviation and non-aviation businesses in and around the airport. Regional airports typically have the space, capacity and environment to host such businesses in a way that larger passenger-focused airports cannot. Durham Tees Valley’s 800-acre site, known as Aero Centre Tees Valley, is a prime example of that. To unlock those investments, the airport needs the support of local and national leaders and public sector partners to create the right conditions for investment in public infrastructure. I would love to hear from the Minister what more the Government can do to help.
I am not sure that it would be appropriate for me to advise the Mayor on a local commercial matter. He did not seek my advice and I think that it would have been impertinent of me to offer it. I recognise that the Mayor has already made an outstanding contribution to the life, health and wellbeing of local people in Tees Valley, and I have every confidence that he will continue to do so. Indeed, we have already said that the airport matters—that is the essence of this debate. It is great that both local Members of Parliament, regardless of political party, and the Mayor are united, not only in their determination to do right by local people, but in their clear view that the airport is critical to local wellbeing.
I thank the Minister for his generous comments. Does he therefore agree that it is time, as the hon. Member for Sedgefield (Phil Wilson) suggested, to draw a line under the idea that anyone will buy back Durham Tees Valley airport, and that we should all work together with the Mayor to get behind Peel’s plan for the future?
It would be vital that any deal done worked for all parties. I am sure the Mayor is very conscious of that—clearly, that has to be the case. In the discussions that he is having with the owners, with the Tees Valley Combined Authority and with other interested parties, I have no doubt that the interests of the locality will be at his heart; they always have been and I guess that they always will be. The Government are determined to ensure that regional airports thrive, and Durham Tees Valley has to be very high on that list because, as I have said, I am a great admirer of the local people and the local economy, and I know that we made the right decision on their behalf in that cause.
