Commons ChamberIt is always a pleasure to follow the right hon. Member for Carshalton and Wallington (Tom Brake), who by the end of this process must surely deserve some kind of award for finding so many different ways to say exactly the same thing in every speech that he gives. I am sure that he will be saying it again on Saturday when we are back here.
Yesterday the Government set out a well overdue Queen’s Speech putting forward a positive agenda to move our country forward, and it is absolutely right that we move on from the last Session of Parliament, one of the longest in our history and one that was dominated by Brexit, to start looking at governing on the issues that matter to our constituents in their day-to-day lives—health, policing, education, strengthening the Union, improving our environment and increasing opportunities for everyone in our country. I hope that this week we will at last be able to move on even slightly, look beyond Brexit and start putting this much-needed and positive agenda into action.
My constituents are tired of the divisive and endless going around in circles on Brexit, and that is even in a seat that voted 75% to remain in the European Union back in 2016. They are tired, they are fed up and they want Brexit to be sorted. But I do not want to focus on Brexit today. My hon. Friend the Member for Winchester (Steve Brine) spoke eloquently earlier on that subject. I want instead to focus on some of the specific measures in the Queen’s Speech that speak to some of the priorities that I have been pursuing down here in Westminster.
I want to start by thanking the Government for including my ten-minute rule Bill on collective defined-contribution schemes in the pension schemes Bill. The consultation had already closed, but to have that commitment in proposed legislation is very welcome. It is a good measure, backed by industry and trade unions, that will make a positive difference to help workplace pensions evolve in a way that will be sustainable for business and provide better outcomes for employees. Crucially, the pension schemes Bill will also include the pensions dashboard. One of the biggest enemies for pension savers is the lack of data. Being able to pull together all an individual’s pension savings in one place will make a huge difference, as will greater teeth for the regulator, with more powers to tackle irresponsible management by companies of private pension schemes.
It seems like a lifetime ago, but the first question I asked in Prime Minister’s questions was about a horrible event that happened in Barrhead, where a Romanian national attacked and raped a schoolgirl. The Home Secretary and the Prime Minister both committed to that individual being removed from the United Kingdom as soon as possible, either after serving all his sentence or to finish serving his sentence in Romania. One thing that struck the community was that the guy who committed the attack was fairly young and there was concern that he might be able to come back in future. I was therefore really pleased to see the foreign national offenders Bill in the Queen’s Speech. Among other things, it will make it far harder for people who are deported from the United Kingdom as a result of a criminal offence to come back. Those who do breach deportation orders will face much harsher penalties for doing so.
Another issue I raised in Prime Minister’s question time related to another tragic case in which a 13-year-old boy in my constituency took his own life after being severely cyber-bullied. Since then, I have done a huge amount of work with charities and stakeholders across the sector, as have other Members from across the House, on cyber-bullying, suicide and self-harm prevention, particularly among young people. The online harms White Paper was a really important piece of cross-Government work. It included something that I and others have campaigned for: a statutory duty of care on social media providers to help to protect users online. The commitment in the Queen’s Speech to introduce legislation on that as soon as possible is very welcome. Talking about Britain’s place in the world, I know it meant a great deal that the Prime Minister used his speech at the United Nations General Assembly to champion the UK’s work on online safety. If we can get on with that work, it will make a huge amount of difference.
I want to briefly mention the medical devices Bill in relation to the work I have been doing on the victims of transvaginal mesh, one of the greatest medical scandals of recent times. The whole process has shown that the licensing regime for medical devices and the work of the Medicines and Healthcare Products Regulatory Agency is completely not fit for purpose. The Bill will come too late to help women whose lives have been destroyed by mesh, but hopefully ensuring that we update legislation relating to medical devices in response to patient safety concerns will at least stop similar scandals coming forward in future.
I appreciate that probably very little of the Queen’s Speech will actually come into force. We will need an election for that to happen, but so be it. I am certainly ready for that. I know there are a number of measures outlined in the Queen’s Speech that do not apply in Scotland, but my constituents would like them to. The First Minister of Scotland gave her party conference speech today in Aberdeen without mentioning healthcare or education once. My constituents will want to know why their ambition for public services is not being met north of the border. There will be a £1.2 billion cash bonus as a result of the latest spending round, and my constituents expect the Scottish Government to spend every single penny exactly where it is needed.
I am really looking forward to taking forward this modern Conservative and Unionist agenda to the people of East Renfrewshire in the upcoming general election. They do not want a second independence referendum; they want Brexit sorted and they want this Government to get on with delivering their priorities. I look forward to supporting the Queen’s Speech next week.

Commons ChamberWith China creating more emissions than the EU and USA combined, how can the UK use its soft power and influence as a global leader in reducing carbon emissions to encourage other nations to follow our example?
Our soft power influence globally on climate change is extremely strong and—I think we all would recognise—extremely important. The Climate Change Act 2008 has inspired numerous other countries, not least New Zealand, which is promoting its own legislation in this area along those lines. We are working with Canada and have launched the Powering Past Coal Alliance, and the UK has hosted international zero-emissions vehicles and carbon capture, utilisation and storage summits in recent months.

The United Kingdom has long championed freedom of religion, but I think we should do more for the estimated 240 million Christians who face persecution for their faith around the world. I have therefore asked the Bishop of Truro to conduct a review, which I hope he will deliver in the summer.
I pay tribute to the Department for International Development, which has allocated £12 million recently specifically to promote freedom of religious belief. The gist of my hon. Friend’s question is right—where we have a large aid budget, with countries such as Afghanistan, it is absolutely essential that we make it clear to the Government in those countries that we are expecting progress on freedom of religious belief. We need to remember that many of the worst conflicts in the world have happened because people of different religions have clashed, so promoting harmony between religions is one of the best long-term ways of promoting peace.
Does the Foreign Secretary share my concern that often the persecution of Christians does not get the attention that it deserves—almost as though there was a bizarre hierarchy of victims, whereby they are not deserving of the same degree of attention as others? If we are serious about tackling freedom of religious belief and expression, we need to ensure that much more attention is given to some of the awful examples of persecution of Christians right around the world, and that the Government are not ashamed to step up and call it out.
My hon. Friend is right. I think it is fair to say that there has been some hesitation in the past in our embracing the issue of persecution of Christians—whether from a misguided concern about our history and the role of missionaries, I do not know—but now is the time when we have to put all that behind us and say that freedom of religious belief is an essential and indivisible part of freedom, full stop. The UK should always be on the right side of that issue.

I will always listen to the hon. Gentleman, who is a former humanitarian worker. He is right that safe transport to the talks in Sweden, and the ability to get back to Yemen afterwards, is a big concern of the Houthis. I am confident that we are pretty much there in terms of resolving the issue. He is right to say that the situation is urgent, and we need to listen carefully to Houthi concerns if we are to build up trust on their side to allow them to engage in a way they did not feel able to do in August.
How confident is the Foreign Secretary that the tough messages he has taken to the region are being listened to, especially in Tehran, given the strongly destabilising effect Iran has in this conflict? While the resolution is incredibly welcome, if it is not complied with, it will not amount to much more than words on a piece of paper that will not save any lives.
I hope that it is a little bit more than that. I understand my hon. Friend’s concerns, but the resolution talks about a cessation of hostilities. It is a step short of a ceasefire, but it is something that we hope might happen. To fully answer the previous question and my hon. Friend’s question together, the cessation of the bombing of the civilian areas of Hodeidah is an important part of the equation to build up trust. That can lead to some progress, but we have been disappointed before.

Commons ChamberIt is a pleasure, as always, to follow my hon. Friend the Member for Isle of Wight (Mr Seely), although in this debate it is probably a misfortune, as his experience, knowledge and passion in these areas are pretty much unmatched in the House and certainly unmatched by me. Nevertheless, we will see how we get on in the next few minutes.
I congratulate my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) and the Foreign Affairs Committee on securing this important debate. I also welcome the Government’s aspirations to ensure that the UK retains its influence and status as we prepare to leave the EU. It is easy to be glib about the phrase “global Britain”, as a succession of individuals on the Government Benches try to shoehorn it in pretty much everywhere they can. It is important that that soundbite does not come to be perceived as not meaning anything, so the Committee has been right to push and prod at what the Government mean by “global Britain”. What is the practical vision, and what would its implementation look like? What are our priorities? What are we seeking to achieve? The United Kingdom has always known the concept of a global Britain. We have constantly taken a leading role in responding to global challenges and standing up for the rules-based international order. What matters is the substance sitting behind the phrase and how we ensure that it becomes not just a tagline but a credible position where our vision and values are put into action.
Once we leave the European Union, our interaction with the rest of the world will change. There is no point denying that in the last decades our influence has been amplified by the force multiplier advantage of EU membership. It is also true that, after exit day, we will gain more flexibility and agility to react. Our main challenge, and one of the big challenges for the Foreign Office, will be to combine that extra flexibility with a strong foreign policy capability that ensures we continue to be one of the major global players.
The resources the Foreign and Commonwealth Office allocates to its European network will be crucial to its ability to implement a coherent diplomatic strategy both in Europe and around the world, particularly post Brexit. I am pleased that the FCO has taken my hon. Friend’s Committee’s advice and started increasing its diplomatic presence in EU27 capitals, focusing, in the first instance, on Berlin and Paris, and prioritising political and economic staff and research analysts. The key thing as we move forward, however, is that the allocation of resources cannot come at the expense of existing networks in other parts of the world, both those that are already pretty well established and those we are seeking to establish.
We have networks around the world that are not fully developed simply because our Government and our citizens have for years been able to rely on other EU states’ existing networks. If we are truly to be global Britain, we cannot start hiving off or undermining our presence in one part of the world to build it up in another. I would be interested to hear from the Minister, therefore, how the very welcome additional funding of £90 million to support the Government’s global Britain ambitions is intended to be used.
Our strong diplomatic footprint does not just help us to promote a set of values founded on democracy and the rule of law; it helps to keep the citizens of our country safe. We have seen how a weakened rules-based international system can lead to episodes such as the Salisbury incident—vile actions commissioned by a rogue state that systematically makes a mockery of international rules and basic principles of decency, whether in Georgia, which I have banged on about quite a lot since I was elected because not many people seem to talk about it, Crimea or the middle east.
I remember as an honours year student at Dundee Law School doing my dissertation on how international institutions responded to 9/11 and conflicts that had come before it, and how often such very significant events expose weaknesses in the very international institutions we expect and demand to uphold the rules-based order. I will be honest: my dissertation was not very good—I found lots of other things at university on which to focus my time rather than the library—but I think the underlying point I was supposed to be investigating was right. We still see it today in how multilateral organisations respond to Russia, Syria and so on—there are plenty of other examples. Establishing and upholding accepted standards of the rules-based order must be a central tenet of what global Britain stands for, because countries such as Russia exploit instability.
To me, global Britain is about championing Britain’s place as a force for good in the world. It is about ensuring that we are an outward and forward-looking nation that seeks to build friendships and stands up for our values where they come under threat. Global Britain in action was the internationally co-ordinated expulsion of Russian envoys following Salisbury. Global Britain is the soft power and reach of over 5 million British citizens living overseas. It is the BBC World Service, and our phenomenal universities and research institutions, which export talent, friendships and contacts. It is being the only permanent member of the UN Security Council that meets both the defence target and the development target. Global Britain is not an empty soundbite; it is a definition of what our country must and needs to be as we face the challenges of today, as well as those that lie ahead.

Since Hamas seized control of Gaza in 2007, the humanitarian situation has deteriorated drastically. Hamas does not use international aid for the benefit of its citizens, to build schools or hospitals. Instead it uses it to build sophisticated tunnels into Israel, with the intention of committing terror attacks.
It has gone relatively unreported, and has certainly not been mentioned in this debate, that Israel has facilitated the passage of well over 10 million tonnes of construction materials into Gaza since Operation Protective Edge in 2014. It has expanded and developed its Kerem Shalom goods crossing to increase its capacity to 800 trucks a day, which carry food, medical equipment, fuel, building materials and more. Yet on at least three occasions in recent weeks Hamas has set fire to the crossing and to the gas pipelines that serve the people of Gaza. It has refused and destroyed aid supplies, including the medicines whose severe shortage other Members have highlighted, when it has been realised that they came from Israel. That attitude is completely incomprehensible and only compounds the suffering of Gazans, who are living in the most horrifying situation.
Israel regularly allows Gazan patients to get treatment in Israel, and helps Gazan doctors and nurses to receive further medical training at Israeli hospitals. When I visited Tel Aviv I saw Israeli doctors at Save a Child’s Heart providing life-saving heart surgery to Palestinian children and training Palestinian doctors, who will return to Gaza where they will be able to perform the surgery themselves.
My hon. Friend makes the point that Israeli hospitals treat citizens from Gaza. Is he aware that some of the people who have been treated have included senior Hamas operatives and members of their families, and their children?
I thank my hon. Friend for that point, which is a good one. Senior officials in Hamas are always too ready to allow access to those high standards of healthcare in Israel, although they seek to block it for their own citizens.
The moments in that Tel Aviv hospital gave me hope that peace could be achieved, because Palestinians and Israelis worked together there as equals with mutual respect. When we debate the disastrous humanitarian situation in Gaza we cannot ignore the role of Hamas, as others have sought to do. What struck me when I was in the west bank and met the Palestinian chief negotiator was the fact that his overriding emotion was not frustration, anger or upset; instead there was a sense of despondency and guilt, because he keenly felt that the loss of the Gaza elections to Hamas in 2006, the battle of Gaza in 2007 and the political violence of 2009, when opponents of Hamas were tortured, shot and thrown off buildings, have created an insurmountable obstacle to peace and left the innocent people of Gaza at the mercy of an authoritarian militant jihadi regime.
No, I am sorry but I do not have time.
It is important to note that the Palestinian Authority are not reconciled with Hamas. They cannot work with it or bring it to the table. They do not want Hamas to be in control of Gaza. They have sought to use financial measures to isolate it, and in the past couple of weeks President Abbas has really tried to increase pressure on the regime to transfer power over to Ramallah. Until Hamas renounces violence, seeks to work for peace and co-operates with the international community, the humanitarian situation in Gaza will only get worse.

Commons ChamberI congratulate right hon. Member for Enfield North (Joan Ryan) on securing this debate. I had not realised that it was quite so long since this place had had such a debate on Turkey. Considering what has been happening in the country over the past five or 10 years, that is somewhat remarkable. Today provides a long overdue opportunity for us to air some of the issues Turkey is facing, particularly given the upcoming early elections.
Like many, I have watched with disappointment as President Erdoğan’s Turkey has in recent years slipped towards illiberalism, hard-line nationalism and authoritarianism. I am disappointed not just for Turkey, but for the wider region and for global stability. Turkey is such a key country in terms of its placement. As neighbour to the Balkans, the Caucasus and the middle east, Turkey is a deeply important and influential country. Issues that arise in Turkey can frequently overspill into its neighbours. There is no question that an open, stable and democratic Turkey, with a strong and mature civil society, has the potential to be not only a strong ally, but a beacon of liberal democracy to its many neighbours.
Unfortunately, the trend towards illiberalism has accelerated since the failed coup attempt in 2016, which has been used by the Erdoğan Government as an opportunity to consolidate power and silence critics. Entire newspapers have been hijacked and eventually shut down altogether by the Government. Journalists continue to be arrested and jailed at a rate not seen anywhere else in the world. Over 1,000 companies have had their assets seized, and thousands of judges, teachers and other officials have been fired or detained. Even Wikipedia has been blocked.
Following this, Erdoğan has pushed through constitutional changes granting himself sweeping powers as President, with the changes approved in a referendum that has been blasted by the Council of Europe, the Organisation for Security and Co-operation in Europe and the opposition. This summer’s snap elections—should President Erdoğan win—will be the final piece in the puzzle entrenching him in power beyond the Turkish Republic’s centenary in 2023. It is important to remember the symbolism of 2023, not just because of the centenary celebrations, but because it would mark 20 years since Erdoğan took office and the conclusion of his flagship 2023 vision—a set of economic and political goals for Turkey to have achieved by that year.
Worryingly, Erdoğan’s response to the economic crisis that has completely derailed any progress towards meeting those 2023 vision goals has been to spread conspiracy theories and anti-Semitic rhetoric. Erdoğan is no stranger to anti-Semitic conspiracy theories. He has blamed Israel for the overthrow of President Morsi in Egypt, called a protestor “spawn of Israel” and complained that the Turks are
“accused of being Jews, Armenians, or Greeks”.
More recently, Erdoğan has sought to blame virtually all setbacks or criticisms on what he calls the “mastermind”—those who are apparently behind the 2016 coup, the Gülen movement, ISIS, the PKK and Turkey’s ongoing financial crisis, all as part of an attempt to overthrow him and destroy Turkey. While he is generally vague about who the mastermind is, or are, there are clearly strong anti-Semitic currents running through this ultra-nationalist conspiracy theory. For example, during the election campaign, Erdoğan has blamed the devaluation of the lira on “some Jewish families”.
This is a deeply regrettable turn of events in what had been, in the past, one of the most open and tolerant countries in the region. The undoing of this work in recent years has been tragic and cannot bode well for the future of Turkey or its neighbours. As the right hon. Lady suggests, this poses a threat. Erdoğan has allied with an ultra-nationalist party to force through his constitutional reforms and now these snap elections, arrested most of the leaders of the main pro-Kurdish party and overseen the collapse of the solution process with the PKK.
In 2013, it emerged that Erdoğan’s Government were secretly coding people of Greek, Armenian, and Jewish ancestry in population registers. Just months ago, Erdoğan fuelled nationalist paranoia even further by making this genealogy database publicly available, which, perhaps unsurprisingly, has led to some quite violent attacks online, in the media and on people in the street. The service allows Turks to find out whether their ancestors were, for example, Greeks or Armenians who had passed themselves off as Muslim Turks 100 years ago to save their lives and homes.
Nationalism is resurgent; conspiracy theories are widespread; and the Government are fuelling anti-Semitic tropes. I hope, but do not expect, that despite the pattern of recent years, Turkey can change course once again. I hope, but do not expect—despite the best efforts of my right hon. Friend the Member for Chesham and Amersham (Dame Cheryl Gillan)—that the elections will be free and fair. However, I suspect that if anyone can manage that, she probably can. I certainly would not want to mess with her.
Given its location, a strong, liberal and democratic Turkey could be a great force for good in the world, standing for stability and human rights and against terrorism in all its forms. I therefore hope and expect that the Government will maintain their commitment to strong relations with Turkey—an absolutely key NATO ally and trading partner—while not being afraid to make criticisms where they are merited. The right hon. Member for Enfield North has a point in saying that the Government’s response to some of the things that have been going on has not been strong enough. I do think that slightly stronger language would have been possible and merited, because our commitment to promoting human rights and liberal democracy worldwide has to be absolute—not just in Turkey, but right around the world.

I will endeavour to do so; that is a perfectly understandable and fair question. I draw attention to what we said in terms of the explanation of the vote:
“The loss of life, casualties and volume of live fire presents a depressingly familiar and unacceptable pattern. This cannot be ignored.”
We called on Israel directly to
“carry out what must be a transparent inquiry into the IDF’s conduct at the border fence and to demonstrate how this will achieve a sufficient level of independence.”
Difficult as it is, the UK taking a more balanced position on this than some enables us to remain in an impartial position in relation to this, which would be lost completely if we jumped one side or the other.
The Minister has pointed out that about a dozen other nations abstained on the motion. Is he able to clarify that their reasons for doing so mirrored those of the United Kingdom, namely that it was partial and imbalanced as written?
That was the UK’s view, and that was clearly a deciding factor in relation to our concerns.
