Yes, I do, and the penalty should be the same as well. That should go without saying, but unfortunately we have to say it.

I wish to turn to the comprehensive analysis that the right hon. and learned Member for Northampton North gave about Hamas and Israel. He spoke with in-depth knowledge, and I do not wish to add anything other than to agree with him. I watched aghast at some of those breaches, whether it be Jeremy Bowen or the BBC News Arabic journalist, and the whole plethora of issues he raised.

The BBC has some excellent investigative analysis programmes, such as “Panorama” and BBC Northern Ireland’s “Spotlight”. From time to time, they do very comprehensive, in-depth investigations into issues that are in the public interest. That is exactly what they should do, and they are to be commended when they do it. But over a period of years, there has been an issue of huge public interest, not just in Northern Ireland but across the UK, and it is a concept that I have consistently ridiculed, because I have personal experience of it: the hard border on the island of Ireland.

There could have been a “Panorama” or “Spotlight” investigation to show how ludicrous it is and how porous the border is. It was nonsense to be bullied by the EU to agree to some sort of trading regime between the UK and the EU because of the threat of a hard border when it could not materialise, because there were 280 physical crossing points on the land border, which only stretches for 300 miles. It would take a military force of some hundred thousand personnel to man up, and we had 30,000 personnel when there was a murder campaign and they could not create a hard border. But there was no “Spotlight” or “Panorama” investigation into the concept of a hard border.

Similarly, at the moment we have a trading issue between Northern Ireland and GB, which is hopefully being resolved. We could have an investigative programme into the problems that some people have in trying to get plants and seeds from GB into Northern Ireland. A simple reporter, with a photographer, cameraman and a sound person, could go on the ferry from Belfast to Stranraer, acquire a few plants and seeds, put them in a car, drive back to the ferry and return to Northern Ireland with no problem caused to the EU single market. Yet the EU demands certain regulations, which we hope are being resolved. There is no investigation by the BBC, when it could and should be doing one.

Another issue that is coming up is a BBC Four programme called “Shooting the Rapids”. It is to be broadcast this weekend, although I will obviously reserve complete judgment until I watch it. In it, a former director-general of the BBC says that the British public were not being told the truth about the troubles in the 1960s and 1970s in Northern Ireland because—I apologise for the language—

“the bloody Protestants were running the BBC in Northern Ireland.”

I do not know where he has been for the last 30 or 40 years, but he needs to come back and check who is running the BBC in Northern Ireland now. Martin Bell and Denis Tuohy of the BBC also say that the BBC was prevented from telling the British public about discrimination against Catholics in education, work and housing. If they had come to me or gone to people I would have recommended they speak to about disadvantage in education, work and housing, they would have seen that it is not the people they think, but many Protestants, who are currently disadvantaged in those sectors.

So there are some programmes, and I hope the Minister will take on board the issues. I do not expect her to respond to every assertion about individual programmes, but there is an Ofcom responsibility and a Government responsibility, particularly regarding the recent mid-term review, to tell the BBC that there have been a plethora of assertions and allegations made against its coverage and its partiality and partisanship in news reporting.

There is very much an imbalance within the BBC in relation to those in frontline reporting being from one section of the community or another. The difficulty we have is that there seems to be a hidden agenda in terms of what happens not only in Northern Ireland but in this House. What is deemed important is what is made important by the media, not necessarily the general public; it is what the media want to portray as the most important thing to focus on.

I agree with the hon. Member in totality. I remember a number of occasions when people in Belfast who were unfamiliar with the local terrain would refer to the locality of—Hansard may have some difficulty with this— “Magherafelt”. That is not the pronunciation. Local people wondered, “Where on earth is this Ma-geer-a-felt?” It is actually Magherafelt—that is the local pronunciation. That happened because people were unfamiliar with the local terrain; local reporters would not make that mistake.

I thank my hon. Friend for giving way. In relation to Magherafelt, some people may well say that that mispronunciation does not affect them. One of the areas is that I am concerned about is cost-cutting. When there is a big sporting event that everyone wants to be at, BBC Northern Ireland, for example, will send a delegate, even though other BBC delegates are there, sitting two rows down from them in the press area, reporting back to the BBC on exactly the same thing. Why do they all have to be at such major events?

My hon. Friend severely tempts me to go down the road of criticising the BBC. On another occasion I will glad succumb to that but I will resist the temptation today, although I acknowledge his concern.

The BBC has made its announcement and indicated that it is now embarking on a consultation process. I hope that in her response, the Minister will be able to indicate that the Government intend to make representations to the BBC to ensure that the motion is reflected in the actions and decisions of the BBC. BBC decision making is often driven by what it describes as the cost-effectiveness of its output. Although I support a cost-effective decision-making process, that should not be at the cost of locally based reporting and knowledge driving the agenda so that the BBC more accurately reflects all aspects of geographic area it represents to its listeners and viewers.

I hope that will be the outcome of the consultation process, and that whatever it decides to do, it will have heard what has been said in this debate and outside, that it will listen to what local people are demanding and that it will say, “We have decided to review this.” Hopefully, the BBC will overturn the decision and ensure that the local radio station is there to reflect the needs, concerns and wishes of local people in the geographic area represented by that radio station.

I thank the Labour party for its support, however grudging. It is important to say what this Government have done over the last 10 years, however the hon. Member for Batley and Spen (Tracy Brabin) describes them; they have fostered the largest digital economy in the G20. That success does not happen by accident; it happens through effective regulation that supports investment from the private sector. We need a proper plan, she said, and we have got one. What the Opposition have is a plan to nationalise BT at a cost of £100 billion—or at least I think that is what they have, because when she was asked that question, I did not hear a full-throated endorsement of the Labour manifesto position. Perhaps she is just positioning herself for her future leader. None the less, I enjoyed her reference to the Spanish Armada and I look forward to an historical tour de force that covers bells and a whole host of telecommunications infrastructure as we work through the passage of this Bill in Committee.

The hon. Lady raised a number of points. We consulted extensively in ending up with this solution. We will, of course, continue to be flexible where we can be to make sure that it evolves if it needs to. It is, as the hon. Lady said, a bespoke process that is dedicated to the telecoms industry. She is right that it would be silly to suggest that this should be treated in exactly the same way as other infrastructure, but we need to bear in mind the fact that digital infrastructure will become progressively more vital, as well as the question of how we line up the appropriate regimes.

When it comes to the infrastructure for broadband and its delivery, we are at the mercy of very few suppliers or providers. Unfortunately, although they put money into their pockets, they sometimes do not deliver at all to rural communities. That is our problem in Northern Ireland: there is money there, but the providers cannot deliver.

The hon. Gentleman is right that effective competition is absolutely essential to rolling out broadband in the best possible way. I have seen for myself in Dundrum and Belfast a whole host of really excellent work in Northern Ireland, demonstrating not only that it can be done but that it can be done at an even more efficient price than in some parts of the rest of the United Kingdom. Good work is going on that promotes competition. The role of the Government is, of course, to make sure we get maximum value for money across the whole of the United Kingdom.

I pay tribute to both the new Members who spoke for the first time. My hon. Friend the Member for Totnes (Anthony Mangnall) asked us to reimagine what a significant encounter might look like, but, more seriously, elsewhere demonstrated the depth of knowledge and breadth of expertise that he brings to this place. His constituents are lucky to have him, even though he is neither a communist spy nor a mystic—to our knowledge. Just as the Bill represents a significant upgrade for broadband in this country, my hon. Friend is an upgrade on communist spies and mystics, so we pay tribute to him.

I also welcome my hon. Friend the Member for Bury South (Christian Wakeford). He was initially somewhat disparaging about the Bill, and I was worried. But he showed genuine expertise on the topic as well as on antisemitism, one of the most challenging issues of our age. I also pay tribute to his courageous predecessor. I know from his funny and down-to-earth speech that he will be a worthy Member of this place.

Finally, my hon. Friend the Member for Bishop Auckland (Dehenna Davison) said that she had seen two new Members becoming initiated into full involvement in this place; I should say that full involvement comes when one colleague like her says something nice about me while another—who I shall not name—heckles to say that she is probably wrong. Welcome to politics. My hon. Friend is of course right to say that the Bill introduces things that will make a real and meaningful difference—not just in urban constituencies, but across the country. People are living in multi-dwelling units and blocks of flats in all our constituencies.

I am also, of course, happy to discuss some of the other issues that various Members raised in this debate. Some of those will come out in Committee. I was grateful to receive applications from a number of Members to serve on the Bill Committee—we will try to ensure that they do not regret it. It will be an important piece of legislation and I am grateful to them for their expertise in this debate and beyond.

To conclude, I am sure that we can continue to work together across the House to bring this important Bill into law as soon as possible, and on the other legislation that forms the building blocks of a comprehensive plan to deliver gigabit-capable networks across this country.

We are bringing this Bill forward first because it allows us to crack on with a plan that we would otherwise have to deliver by waiting for a single, larger piece of legislation. The Bill allows us to address some aspects of a broader challenge, and we will get on with the rest of the plan as soon as possible.

It is an honour to follow my hon. Friend the Member for Battersea (Marsha De Cordova), and I agree with all of her comments and those made by others on the Opposition Benches.

I am pleased that we are having this debate today about a welfare provision that is currently received by more than 7,000 older people in Crewe and Nantwich—and I stress that this is a welfare provision. Effectively to outsource responsibility for welfare policy to the BBC, an organisation that is supposed to be independent of Government, is cynical and irresponsible. I am deeply concerned about the impact this decision will have on the older people I represent.

As we have heard, four in 10 older people say that television is their main source of company. Last year, the Prime Minister launched the Government’s first loneliness strategy, saying:

“This strategy is only the beginning of delivering a long and far reaching social change in our country—but it is a vital first step in a national mission to end loneliness in our lifetimes.”

The Prime Minister also set out a number of commitments, including adding loneliness to the ministerial portfolio at the Department for Digital, Culture, Media and Sport and promising to incorporate loneliness into ongoing policy decisions with a view to a loneliness policy test being included in the Department’s plans. Can the Minister tell the House today whether this decision passed that test?

In addition to my concern that this decision will exacerbate our national loneliness crisis, I am concerned that it comes at a time when progress in tackling pensioner poverty has stalled. The estimated cost of funding this provision is more than the BBC’s current annual spend on all its radio services, and far more than it currently spends on its children’s television services, CBBC and CBeebies. It is difficult to see how the BBC can ever fund this provision with its current level of funding without a significant impact on the range or quality of services it provides.

I am also concerned about the impact this decision could have on the wider UK creative industries. A report in 2015 concluded that the BBC directly invests more than £1.2 billion outside the organisation, benefiting at least 2,700 different creative suppliers. In addition, the skills and experience gained by those working at and with the BBC inevitably go on to benefit the whole sector, which made a record contribution of more than £100 billion to the UK economy in 2017.

Finally, however, I return to the point I made at the beginning of my contribution: the free TV licence for over-75s is a welfare provision. Political decisions regarding the future of any such provision surely rest with the Government and with the Department for Work and Pensions.

Would it not be wrong for the Government to take a means-tested approach to the subsidy of TV licences for the over-75s, on the basis that the process would probably cost them more to administer than they would save?

I appreciate the hon. Gentleman’s comment, and I am pleased to see that his party is standing with us today in saying that what the Government have done is wrong. I will continue with my comments and come back to that point in a second, if that is okay.

The Conservative party seemed to recognise the important fact that the free TV licence for over-75s was a welfare provision when it made a political promise to voters in its 2017 manifesto. To quote the manifesto directly, the Conservatives promised to

“maintain all other pensioner benefits, including free bus passes, eye tests, prescriptions and TV licences, for the duration of this Parliament.”

But we know that the Government had already set the stage for scrapping free TV licences back in 2015, which raises the question: why did they make that promise in 2017? How many of those other benefits can we expect to see outsourced as the Government continue to shirk their responsibilities to our pensioners?

Perhaps the most concerning factor is that this is just one of the Government’s abject failures to stand up for older people in our communities. Alongside our loneliness crisis and the worrying signs around pensioner poverty, we have had a social care crisis that has simply been ignored. Years after they first promised a social care Green Paper, and after several delays, we still have not seen one. Professor Martin Green, the chair of the International Longevity Centre and chief executive of Care England, described the UK as “completely and institutionally ageist” in December last year. Today, the Government must acknowledge their failings and take the first steps towards restoring trust in politics by committing to honouring their promises to voters and funding free TV licences.

I thank my hon. Friend for saying that. He is absolutely right. The introduction to shooting sports at a very early age puts a discipline in place and an interest. I will talk later about my boys and my children and the opportunities that we have had. My son Jamie and I shoot together. I took him shooting from a very early age, and he is a much better shot than I am, by miles. My granddaughter Katie—she is the third generation—is also interested in shooting. I see the hon. Member for North Dorset (Simon Hoare) across the Chamber on the front row—he takes his son with him when he goes shooting. I know how important it is for someone to have that relationship with their child and to have the chance to introduce a fantastic sport that can do so much. I thank the hon. Member for Wyre Forest (Mark Garnier) for that intervention; it is exactly one of the points I wanted to make.

A joke often touted in my local shooting club, where I am a member, is that they have asked for a couple of my election posters for target practice. I never would say no if they wanted to do that. There were other election posters, but obviously I was in no position to offer any other than my own, so mine were used—I was just happy they were used and recycled in some way.

My local shooting club hosts a very successful event called “the Swaziland cup” at which amateurs and the more professional come together to win the cups and in the meantime raise hundreds and thousands of pounds for the children of Swaziland. The club also hosts the little choir when they come for an afternoon of safe fun and good food. We do it every year they come. I have never won the Swaziland cup, by the way, but there is always next year. That is how it works. It is the same with fishing: I have not caught that big fish yet, but I am going to catch it next year. That is how it goes.

The sport of shooting in my area is great. We have a rifle club not half a mile from where I live, and the young people who go along learn not only discipline but a great sense of camaraderie that they carry with them for the rest of their lives. It would be a retrograde step if they had not something to aim at—excuse the pun. Let us be honest: they get involved to improve and expand the sport and to take part in competitions—and what greater competition is there than the Commonwealth games? It is something they should be encouraged to attain to—something we should be inspiring them to achieve—so it would be a retrograde step to remove shooting from the Commonwealth games.

My hon. Friend, like others, reinforces what we all know: the introduction of the sport of shooting to young people from an early age develops character, friendships and accuracy—and, of course, we hope that some will attain perhaps even a Commonwealth medal.

It is an honour to follow the hon. Member for Edinburgh West (Christine Jardine), not least because my own brief contribution will be simply an extension of the points that she made.

When I first came to this place, I was lucky enough to have dinner with some people from Facebook. We were invited to their headquarters in London and were given an example of how they used data to influence purchasing activity. Facebook knows that elderly people are not frequent users of the site, but that grandparents are keen users just before the birthdays of their grandchildren. Facebook knows everything about us, so of course it knows when our grandchildren’s birthdays are, and it probably knows what sort of toys they are interested in and what sort of films they watch. All information of that kind is held. Facebook can start pitching advertisements for appropriate products to people two weeks before their grandchildren’s birthdays, even before they themselves know what would interest their grandchildren.

I am not suggesting that we should use the Bill to introduce a tough code of practice to protect grandparents, but given that Facebook holds that data and can manipulate it in such a way, we should certainly protect young children from similar practices. I am concerned about whether 13 is an appropriate age of consent. People might be reassured by the fact that Facebook, Instagram and WhatsApp require users to be at least 13, but, as was pointed out earlier, there are no checks to establish that that is the case. We should be particularly concerned because there has been an incredible proliferation in the use of mobile devices by young people. Research conducted in 2014 across many countries in Europe and in Japan found that children typically get their first phone at 10 years old. Other research carried out more recently suggests that between 2014 and 2017 there has been a doubling of online use by five to seven-year-olds. It does not matter what the starting point was.

There are large, global organisations that have data on every single individual through their mobile phones; mass data collection tracks movements and identifies where anyone is at any one time. That information is not even held in the United Kingdom; it is held in California in the United States. How can we ensure that we have access to that information if we need it for security reasons?

I am not sure I am going to be able to answer that excellent point, but I was about to touch on something similar.

Apart from the statistical data that I have alluded to, as we walk around every day we see younger and younger children using mobile devices; they must be protected. Greater protection is perhaps required for the most vulnerable. I have been a councillor on Walsall Council for 18 years and a large proportion of my time has been spent working with looked-after children and ensuring the services they are provided with are as useful and appropriate to their needs as possible. On the point that the hon. Gentleman has just made, we are talking not just about the collection of our own data as adults, or the collection of the data of young children, but about the collection of the data of the most vulnerable people in society—looked-after children. The collection and use of their data is terrifying if it gets into the wrong hands. I hope the Minister will take this opportunity to ensure that we protect not just the young, but the most vulnerable young in our society from the perils of data collection and manipulation by huge global entities.
