Public Bill CommitteesMy hon. Friend makes a crucial point. We have to be really careful to say that having legal qualifications is not a prerequisite for having good judgment. We see all sorts of good judgment by professionals; it is demonstrated every day by magistrates, ombudsman and planning inspectors, for example.
Mr Paul Foster (South Ribble) (Lab)
The Minister mentioned magistrates. Magistrates are the backbone of our court structure, and they are not legally qualified. Does she agree that there is a huge precedent there and that magistrates do a great job?
My hon. Friend is right to pay tribute to our incredible army of magistrates, who are volunteers. We are talking about professionals who will have a whole process of support, qualification and assessment. It is wrong to say that legal qualifications should be the only prerequisite for that kind of judgment.
