Commons ChamberWe do not believe so, but we have trained staff over a period of years in those countries, and it is impossible to say with any certainty what they have subsequently gone on to do. When engaging in training programmes, we do our utmost to spread British principles and approaches to military activity, and have done so for many years, in the hope that that will rub off on the countries we are training.
Having been involved in a very similar training team, albeit some time ago, I can confirm the value of such training teams, but the weight and burden of those teams falls heavily on the combat arms. Can the Minister reassure the House that cuts in personnel will take into account the need to maintain our combat power for training roles such as those under discussion?
My hon. Friend makes a good point. Obviously, as numbers contract, the demands put on all our personnel are difficult to balance, but the work to which he alludes, and to which he has given his time in the past, is very important for all the reasons that I have specified, and we will ensure that that is taken into account in deciding force numbers.

Commons ChamberAs I said, as a whole following the SDSR we needed to reduce from four to three the fast-jet hubs in the United Kingdom. Clearly Marham and Coningsby were not really alternatives in that regard and we therefore decided it was going to be either Leuchars or Lossiemouth for the fast-jet basing in Scotland. The view was taken not just inside the RAF, as I have said, but across all the services that there was an opportunity to move an Army presence into Scotland if we had sufficient bases to do so and, in the south, Leuchars was key to that. That enables us not only to have an RAF presence in the periphery of Scotland but an Army footprint—a military footprint—right in the centre. That offers us potential when we are looking for ways of giving business to small and medium-sized enterprises, for example; having that base in south central Scotland is going to be advantageous.
May I congratulate the Secretary of State on his emphasis on greater deployability? I have been privy today to a discussion in the Ministry of Defence about which regular infantry regiments might face the axe in the near future. Will he assure the House that that is just speculation and that our bayonet power will not be affected?
Exactly how the Army develops its plans as we go towards 2020 will increasingly be an issue for the Army, not least with the greater devolution that we have inside the armed forces as a result of the announcements I made in June. I know, having had discussions today and recently with the Chief of the General Staff, that that is certainly one of the issues the Army will be looking at extremely closely.

Commons ChamberIt is always a pleasure to follow the hon. Member for Portsmouth South (Mr Hancock), who speaks so clearly on this subject. I shall be brief, but I should like to make one or two points. There can be few more solemn moments in the Chamber than when the names of the dead are read out at Prime Minister’s questions on a Wednesday. This is now happening practically every week. I therefore find it interesting that, despite the statements of support and grave interest in our armed forces, our debate on the very thing that supports them—namely, the military covenant—has been scheduled for a Thursday afternoon. There are very few Members present—disgracefully few on the Opposition Benches—and there is a larky atmosphere with people trying to get out of this place as quickly as they can. That is a discredit to the men and women who serve us, and to the subject that we are debating today.
I am pleased to see so many hon. and gallant Members and former comrades in arms around me, however. I should like to pay tribute to the excellent speech made by my hon. and gallant Friend the Member for South West Wiltshire (Dr Murrison). It was a highly intelligent speech, but I disagree with him on one subject. He used the very moving terms “battle rhythm” and “tempo of operations” aspirationally, saying that he hoped that both of those things would decline. It is worth bearing in mind that in April, 1st Battalion The Rifles deployed to Helmand province, and that, 131 years ago, its predecessor, the 66th of Foot, also deployed to Helmand. That was exactly the same area and exactly the same regiment facing exactly the same tribesmen, and with a similar political backdrop. In four hours, 994 men were killed in the battle of Maiwand, which now falls within the area of responsibility of the 1st Battalion The Rifles—what a coincidence.
I do not think that the tempo of operations or battle rhythm is going to decrease at all. As the fighting operations in Afghanistan and Pakistan decline, I have every confidence—I say this with no pleasure—that other operations will come up that will require our fighting men and women to be deployed in other parts of the world and that the military covenant will be just as important then as it is now.
Despite my earlier rather churlish comments, I am delighted that this Government have chosen to put these measures in a place where they can be properly recognised. I think it crucial to support the morale not just of the fighting men and women but of their families by assuring them that things are being done for them. My hon. and gallant Friend the Member for Beckenham (Bob Stewart), who I know is going to speak later, used to command the Cheshire Regiment. [Interruption.] I gather that he is not going to speak later, which will be a great disadvantage to the whole House, I am sure. When he and I were serving, I know that we felt that no differentiation was made at all, as no particular support or advantage was given specifically to soldiers, sailors or airmen and their families. I thus rejoice in the fact that health care, schooling, taxation and other individual items are to be put on a more sensible basis for those who serve to protect us.
I ask the Minister to think carefully about how the military covenant—ill defined as it necessarily and properly is—might evolve and develop, and about whether we can learn anything, particularly from our American cousins.
There is one thing that completely defeats me. As a former commanding officer, I knew that I had only one thing to hand by which I could financially advantage those under my command. In those days, it was called the commanding officer’s discretionary fund. Over the years, that fund has gone up and I understand that it is has recently been about £60 a head. Forgive me for teaching the House to suck eggs, Mr Deputy Speaker, but this is simply a fund of money given to commanding officers—be they commanding mobile bath units or a battalion of the guards—to spend as they see fit on those under their command without any further reference to higher authority. It is an extremely important fund. It has been spent recently on preparing homecoming parades; it has helped with regimental funerals; it has provided people with excellent opportunities for training; and it has allowed people to enjoy themselves a little and to get some quality time.
Modest though it is, this discretionary fund is extremely important, yet it has been cut, which I do not understand. This fund is immediate, important and goes right to the heart of the military covenant. I appreciate that in the overall scheme of things it is not a big sum of money and I appreciate that it is not a large issue overall, but to the men and women inside the units, it is crucial. I deplore the fact that it has been cut, because that stands on its head the logic and the propriety of everything else that has been done through the military covenant.
I will spare the House any more of my rhetoric. I am grateful for the opportunity to have made these points and I am grateful to this Government for what they have done. I hope to see the military covenant evolving and improving, and I have absolutely no doubt that the Minister will now think carefully about the commanding officer’s discretionary fund—and I am sure that he will restore it.

Commons Chamber14. What plans his Department has to reinforce troops in Afghanistan over the summer campaigning season.
Following the increase in troop numbers as a result of the international security assistance force surge in the second half of 2010 and the continuing increase in both the size and capability of the Afghan national security forces, I am confident that there are sufficient forces in Afghanistan to meet the insurgent threat over the coming months. For that reason, there are no plans to increase the UK’s endorsed force levels.
I am grateful to the Minister for his reply, but there are a considerable number of troops in Afghanistan, a considerable number of forces operating in Libya, and I have no doubt that further military operations will be required in other parts of north Africa. I understand that defence cuts need to be made, but can he assure me that those currently being discussed will not include any further cuts to combat forces?
I am not aware of the discussions to which my hon. refers, but I can absolutely assure him that there will be no reductions in the number of front-line fighting troops for the very reasons he gives.

Commons ChamberThe Secretary of State has rightly focused on Libya and the excellence of our operations there, but can he assure the House that his policies, in regard to resource and planning, are also focused on what might happen in other north African countries if evacuations or operations were required there?
My hon. Friend is of course correct. We are looking not only at what is happening in Libya but at other countries in the region where there has been instability in recent times. They include countries such as Yemen, where we already have forward positioning of assets, should we be required to evacuate any British nationals.

I know how angry the nonsense in the Army a couple of weeks ago, when sergeant-majors and warrant officers were sacked by e-mail, made the Secretary of State. Newark, my constituency, will feel the effect of the RAF redundancies, in particular. Will my right hon. Friend assure me that there will be no further such nonsense when the next announcements are made?
What I set out today is the correct procedure that should be followed. What we discussed on a previous occasion is what happens when it is not followed. It would have been easy for the Government to say, “We will not go ahead with this programme this week; we will not have those face-to-face interviews with the personnel concerned because it is politically inconvenient for us at this time.” That would be the wrong way to proceed. We have a duty of care to those who are being made redundant to ensure that processes and timetables are followed, and that they and their families get the maximum certainty in the circumstances.

Commons ChamberIt is a privilege to follow the hon. Member for Bridgend (Mrs Moon), who more than lived up to her own billing. She spoke with great passion and great insight. I was also amused to hear the account from the hon. Member for Bolton North East (Mr Crausby) of what his father had done on D-day. If anyone had asked my father what he had done in the war, he would have said, “Actually, I was a D-day dodger.” My father was wounded three times in Italy, but the events there never got the coverage that the troops in France did. The hon. Gentleman’s contribution was a fascinating one. My hon. and gallant Friend the Member for Milton Keynes North (Mark Lancaster) gave us his insight into his own service, albeit as a reservist, and being called up to the front line. That was extremely interesting.
My hon. and gallant Friend the Member for South West Wiltshire (Dr Murrison) is preparing a document on the military covenant, and I have recently been asked what the covenant means to me. I was brought up to believe that the military covenant was the link between soldiers and officers, and between the nation and those soldiers, sailors, airmen and marines and their officers. Even more importantly, it is the link between the nation and the families, to whom the nation owes so much. I would like to pick up on a point that the hon. Member for Bridgend made, which is that the military covenant stands way above party politics. Yesterday’s urgent question showed the House of Commons at its absolute best. It was about looking after the little people who do so much to defend this nation. I will expand on that in a moment.
In 1996, I led Nottinghamshire’s own regiment, the Sherwood Foresters, through what was to be my constituency of Newark. We were essentially a peacetime army: we had come back from Northern Ireland and from Bosnia, but we were essentially a peacetime army. The burghers of Newark were polite, courteous and enthusiastic. The town was glad to see us.
Two years ago, the successor to that battalion, now sadly called 2 Mercian, paraded after its last tour in Afghanistan, where it had picked up a record number of conspicuous gallantry crosses—more than any other battalion in the British Army. The town was mobbed. There was standing room only. Women and children were out on the streets. Union flags were being waved; regimental flags were being waved. The boys were overwhelmed by what they saw, and I was overwhelmed as well. I could not believe it. This was the military covenant put into practice.
What we must understand is that we are mere representatives of those people who were either marching or waving their flags. We must not make the mistake of believing that those kids off the streets of Newark, be they serving in Afghanistan or clapping from the pavements, understand or care about the semantics, the language and the legalities which we use so much and find so precious. What this is about is making sure that we honour our men, our women, our fighters and their families. Whether it be in law or whether it be simply talked about, as we are talking about it today, that is the important thing.
I do not think that anyone in the House disagrees with what the hon. Gentleman says, but does he agree that legislating for a military covenant would allow military families to trust the Government to provide everything that he mentions?
I do not know and I do not care. What I do know is that when it works, it works superbly. I hope to say more about that shortly, but first let me explain how we have let our troops down and how the military covenant has been compromised.
Let me point out to all Members who were serving here at the time that this week in 2006, on 14 February, we had a debate which my friends and colleagues on the Opposition Benches will particularly remember. Troops were being committed to the Helmand valley in Afghanistan, an area where, in 1880, a British brigade lost 1,000 men in four hours, and where a Russian regimental unit lost 700 men over three days. We committed troops to that area without enough guns, without enough helicopters, without enough ammunition, and without enough bayonet power to do the job. That was the worst sort of compromise of the military covenant, and it was not done by Ministers wittingly. Most of it was done by career officers who did not understand that the military covenant involves the people who will do the fighting, not the talking and the theorising. That is what we must get right.
My hon. and gallant Friend the Member for Beckenham (Bob Stewart) mentioned the notice given to troops who were made redundant after Bosnia. I do not remember that, but I do know that in battalions such as the Cheshire Regiment, whose reputation stands high, the news of that measure was given by the commanding officer personally, because leadership was exercised. That is the point. The military covenant is about the exercise of leadership by officers and Ministers, and by the families whom both represent.
Yesterday, we heard about the most awful nonsense that had occurred some time earlier. A major had given news by e-mail of the sacking of a number of warrant officers who were serving all over the world. I appreciate that that was difficult to administer, but is notable that an urgent question was asked, that the Speaker allowed it to be dealt with in the Chamber, and that Members on both sides of the House stood up for those warrant officers against the leviathan that the Army can be. That was the Chamber at its best, and the military covenant at its best, because we were looking after the people whom we have a sacred duty to look after. I do not care whether that is written into law; the point is that we must get it right. We must honour these men, we must honour these women, and we must honour their families. That is a military covenant.

I am sure that the Secretary of State would agree that the sacking by e-mail of a number of senior non-commissioned officers is deeply regrettable—but it is no matter for Ministers. This is a straight lack of leadership inside the Army. I am amazed that we have seen nobody in uniform in the media apologising for this gross piece of conduct.
I realise that my hon. Friend will have been busy with his duties in the House, but the Assistant Chief of the General Staff has been in the media explaining the Army’s position on this matter. It is entirely appropriate that any measures that need to be taken in response are taken by the Army, not by Ministers—as I am sure that my hon. Friend, with his years of experience, will understand.

I agree with the hon. Member for Gosport (Caroline Dinenage); I feel strongly about the issue. My uncle, Neil MacShane, died when his ship was sunk while on Arctic convoy duties. I have also campaigned for Bomber Command veterans to be given a medal, but that too has been refused. I could not agree more with the hon. Lady. We are talking about one or two people who are now probably in their late 80s, or even in their 90s, and I do not think it would do any harm at all. My family would certainly appreciate the award of an Arctic medal, even though it would be extremely posthumous.
The Peninsular general service medal was awarded from 1832 onwards. It was retrospectively awarded not for peacetime service, but for operational service. Therefore, following the logic of the right hon. Gentleman’s sensible arguments, I could reclaim retrospectively for my great-great-grandfather, who served in the Irish militia during the Napoleonic wars but who saw not a stroke of action. We cannot have the proposed medal if we do not honour our fathers and forefathers who actually saw campaign service but received no recognition at all. As I understand it, this is simply a medal for service, rather than campaign service.
The medal is indeed for service. The Arctic convoy and Bomber Command medals are a separate case, but if people who served in those campaigns who are still alive were given a medal that they could wear on Remembrance day and pass on to their grandchildren and so on, it would at least be some recognition.
There are medals for given conflicts and campaigns, and I welcome the decision to award the Afghanistan service medal to medical personnel who fly in for a short time. However, thousands of veterans who are still with us are denied the chance to wear a medal. In the Cyprus campaign, for example, 371 men were killed—more than in Afghanistan—over a short period in the mid-1950s, yet they needed to serve for 120 days to qualify for a medal, which is more than three months longer than the time required for the Afghanistan medal.
We should also give recognition to the more than 2 million young men between the ages of 18 and 21 who were taken away from their homes by the Act of Parliament that introduced national service. They were obliged to serve in the armed forces, and without them this country and its interests around the world at the time would not have been protected. Many are now dead, and the remainder are in their 70s and 80s. How would it devalue the medal system to award them a national defence medal?
The cold war involved a formidable threat from the Soviet and Warsaw pact forces. Many service personnel died not while fighting, but while on duty in north-west Europe, and many more were discharged through injury. One of the most critical moments was the Berlin airlift. The RAF worked tirelessly to keep West Berlin alive and to stop Stalin’s effort to take control of the city. Thirty-nine of our service personnel died in that operation. Would giving them a medal devalue the medal system? Of course not.
One of the most scandalous examples of ill treatment of our service personnel occurred in the 1950s in relation to nuclear weapon testing in Australia. Some 28,000 members of UK armed forces were used as guinea pigs in the nuclear tests conducted in Australia and the Pacific ocean area. None of those veterans had protective clothing, and they were subjected to high levels of radiation. Fewer than 3,000 of those veterans are still alive today, and it is estimated that 30% of those deceased died early in their 50s from different cancers. Many people in our communities across the country would fail to see how recognition of the award of a national defence medal to those cold war veterans would devalue the medal system.
Let us consider Northern Ireland, where IRA extremists posed a specific threat to British service personnel and their families not just in the Province, but outside Northern Ireland and, indeed, the United Kingdom. During that time, there was no normal way of life for those service personnel and certainly no safe haven. For example, nine soldiers were blown up in their barracks in Duisburg in far away Germany, and 10 Royal Marine bandsmen were killed and 20 more injured when the military school of music was blown up in Deal. A coach crowded with soldiers and their families was blown up on the M62 while they were returning to their barracks after a weekend away; there were 11 dead, including a corporal, his wife, and their two children aged 5 and 2. A staff sergeant was blown up in his car in Colchester; a colonel was shot in Bielefeld, Germany; and an RAF corporal and his four-month-old baby were shot and killed at a petrol station in Wildenrath. The list goes on.
Recognition of such service by creating a national defence medal cannot be deemed to devalue our medal system. I strongly urge the Minister to overrule his major generals and to recommend to Her Majesty that she award a UK national defence medal. On the recommendation of the Australian and New Zealand Governments, Her Majesty has already agreed to award a defence medal to their respective armed forces and veterans. If the Anzac forces and Governments can agree that with the approval of Buckingham palace, I really do not know why Britain has to trail behind.
I have been in correspondence with the Secretary of State for Defence on the matter and, in a reply sent to me last month, he got several facts wrong. For example, he wrote:
“The position remains that medals are not awarded solely as a record of service.”
However, those of us who support the idea of a national defence medal have never made that argument. We believe that there should be a single medal for service. There is the precedent of medals for specific periods of service, including the long-service good conduct medal, which is awarded for 15 years regular service; the volunteer reserve service medal, awarded after 10 years in the Territorial Army; the jubilee medals, which mark service at a particular point in time; and the Rhodesia medal, which is awarded for just 14 days service between designated dates and is not a campaign medal.
In his letter to me, the Secretary of State made reference to the veterans badge and the Elizabeth cross. I welcome the veterans badge, but we want recognition from Her Majesty and the right to wear her medal because one has served her in the armed forces. Fewer than 10% of those eligible have taken up the offer of a veterans badge. Service personnel want a medal that they can wear with pride on Remembrance day and on other appropriate occasions. The Elizabeth cross is a marvellous new decoration, but it is not an award to servicemen and women, although, of course, it is a welcome gift to their families. For armed forces personnel past or present, there remains no award for those injured or killed during service, or those present when a terrorist or other attack takes place that is aimed at military personnel.
May I politely suggest that the Ministry of Defence is out of step with public opinion, with the 184 MPs who have signed the early-day motion and with what is happening in the Commonwealth? While our Whitehall warriors ponder and pontificate, the New Zealanders, with Her Majesty’s approval, are getting ready to award their first medals in February this year.
As I said, I know from previous campaigns to get an award for Bomber Command veterans how hard the MOD combats those who want to reward our armed services personnel with a medal. My uncle was drowned when his ship was sunk on Arctic convoy duties. Those who survived have been denied a medal. Now they are in their 80s and 90s, can we not be generous and let them hand on to their grandchildren and great-grandchildren a medal that recalls the service of those sailors? I just do not understand why the Major General Blimps of the MOD are so mean and unwilling to honour service with a medal. We failed in our campaign to get a Bomber Command medal or an Arctic convoy medal, but I hope that this new Government can read the mood of the nation better, particularly as far more former serving officers are now MPs and Ministers. I urge the Minister to take command of the issue himself and tell the MOD to get on with bringing in a national defence medal.

Commons ChamberThe Government may need to pay redundancy costs to locally employed civilians, depending on circumstances, and costs might also be incurred in buying out any contractual obligations. However, the UK Government are not obliged to compensate either the Federal German Government or local communities for the impact of the British Army leaving Germany. The net injection to the German economy is around £700 million a year, so the hon. Gentleman might like to reflect on whether that might be better injected into the British economy.
The Minister will be aware of the considerable capital investment programme of the past 10 years for garaging and other heated facilities for armoured vehicles of the British Army of the Rhine. Will there be a similar programme in this country, or will the vehicles remain in Germany?
There is a general principle that we do not ask the Army to relocate to premises that are inferior to those in which they are already stationed. It would certainly be our intention to ensure that that is the case when they return to the UK.
