The hon. Gentleman left us with a prison capacity crisis. The last Government had success in reducing the number of young people in prison—he knows it, and the record is there—and I worked with Michael Gove and David Cameron as they set out on that mission. The strategy we published yesterday puts public protection first. There will always be young people who have to be in custody, but we are determined to reduce the number of young people on remand in particular by working with the most vulnerable.

The last time that the development budget was cut, it was cut overnight. The Government abolished the Department for International Development, leading to terrible cliff edges and badly damaging our reputation in the world. We are not throwing the money that we have had to withdraw from development into a black hole, as the last Government did; we are investing in hard power. The hon. Lady will recognise that the war in Ukraine has cost the continent of Africa upwards of £7 billion. For that reason, it is important that we invest in hard power and diplomacy, and that we continue to invest in development. We will still be the sixth biggest development partner.

T3.   The co-operative movement has a long and proud history of helping to rebuild local economies post-conflict. In this UN International Year of Co-Operatives, will the Minister agree to meet me and representatives of the co-operative movement to discuss the ways in which Governments can promote co-operation as a solution on the global stage?

I thank the right hon. Lady for raising the situation in Hong Kong, which formed a substantial part of our conversation. Of course we raised issues relating to Jimmy Lai—as I have said in the House before—and the security law in Hong Kong. There are disagreements between us, and we were very clear about that. The right hon. Lady can be sure that matters involving both our representation in this country and China’s representation will pass through our system in the usual way without Government interference.

T4.   It is nearly eight months since an attack by the Israel Defence Forces on a World Central Kitchen convoy killed seven aid workers, including three Britons: James Henderson, John Chapman and James Kirby. Does the Foreign Secretary agree that their families deserve to see accountability and justice for their deaths?
