I pay enormous tribute to my hon. Friend, who has campaigned tirelessly, written tirelessly and advocated tirelessly for many years for the UK to issue a sovereign green bond, and I know he will be heartened by the announcement today. He is absolutely right, and he knows better than most what a signal this will send across the world of our desire to be a global leader in green finance and to deliver on all our ambitions. I know he will pay a key part in making sure that we do.

The Chancellor seems to be either deaf to or in denial about some of what Opposition Members are saying to him today. EY has calculated that over £1 trillion of assets are being moved out of the UK to the EU as a result of Brexit. Does he accept that? Is he proud of it? Does he think it is a price worth paying for Brexit? Does he seriously think that what he is announcing today will mitigate that somehow?

What we are announcing today will ensure that the UK remains the most open, competitive, technology-leaning and dynamic place to do financial services anywhere in the world. It is a constantly changing industry and it is right that we are on the cutting edge of developments. Now that we are outside the EU and leaving the transition period, we have the ability to make further changes to our regulatory regime, to enhance our competitiveness and to attract jobs, capital and business to the UK.

My right hon. Friend is right that the Mayor, Andy Street, has been vocal, and rightly so, in highlighting the particular impact of the tier 2 restrictions on the hospitality industry. That helped inform our decision to act today, with speed and scale, to provide support to those businesses, which will be warmly welcomed in his area.

I wonder if the Chancellor regrets ruling out of hand the SNP’s calls in the spring for a universal basic income. Will he calculate what impact a minimum income guarantee like that would have had for employers, employees and the self-employed alike, and what the overall cost would be, compared with the billions he is finding for all these myriad schemes? Will he calculate the long-term costs of millions more on universal credit and other social security benefits, with the consequences of that on the economy and society?

The Government do not agree with the universal basic income. It would not be right to provide money to millions of people who have absolutely no need of it; that would just detract our resources, which are targeted on those in most need, as has been our approach throughout the crisis.

With regard to universal credit and welfare, the Government believe that the best way to help people is to provide them with work and opportunity. That is why all our efforts are targeted on providing that support to protect as many jobs as possible while recognising that we cannot protect every single job. That is why we have also strengthened our safety net, with billions invested in universal credit and local housing allowance and, crucially, funding provided for new opportunities through training and apprenticeships to help people find fresh opportunity and a brighter future.

The right hon. Member makes a point about what the Welsh Government are doing. What they are doing is putting people, business and lives first. They are working with local government and with businesses to bring the R number down. The Scientific Advisory Group for Emergencies has said that the plan for Greater Manchester as it currently stands will not bring the R rate down and that it will lead us into poverty and destitution. When I speak to the experts, they tell me that poverty and destitution have a link to how deadly this virus is. In parts of areas such as Oldham in my constituency that have faced restrictions since July—I have not been able to see my granddaughter because of those restrictions—the rates have gone up. We do not want to plunge our businesses into destitution. I am proud of the Welsh Government’s defence of the people and their support for the people of Wales. I just wish we had a better Government here in Parliament.

Our motion calls on the Government to implement their own promise that workers on the job support scheme extension will receive at least 80% of their previous income. I remember the promises the Prime Minister made, not just in this crisis but before it. He offered levelling up for communities such as mine, but he is not levelling us up; he is letting us down. Under Thatcher, we were consigned to managed decline, but now it feels like mismanaged decline. And it is not just a conflict between the north and the south, or between London and the rest. The elected leaders of our nation’s cities, regions and countries have been treated with the same contempt, from Wales to Wigan.

I pass on the condolences of the Scottish National party to the hon. Lady and her family on the loss of her aunt.

We are not in a position to field a Front-Bench spokesperson today—that might have been easier if the Government had allowed us virtual participation—but I can confirm that we will support the official Opposition in the Lobby this evening, precisely because of the hon. Lady’s point about the need for support across the UK. Any enhanced package that is provided to Liverpool, Greater Manchester and South Yorkshire must attract consequentials above what has already been guaranteed to Scotland. Scottish businesses are looking at the additional package of support that the Government have found for these English regions, and expect additional funding to be delivered to Scotland. Does she agree that that should happen for Scotland and the other devolved Administrations?

I thank the hon. Member for his contribution. I absolutely agree. All our nations and regions —the whole of Great Britain—have to come together, because this virus is a challenge for us all. We cannot treat people in different parts of the country and in our nations disproportionately and disgracefully.

In Greater Manchester, we were promised a powerhouse, but what we have at the moment is a power grab. Even here in London, just this week, the Government have threatened to seize control of the tube. We now have a Prime Minister so determined to punish a Labour Mayor that he wants to whack a transport tax on his own constituents, yet the Government still refuse to take the decisive national action that is needed. Instead, they have tried to play people off against each other—divide and misrule.

We have a long-standing and established methodology in terms of support across the United Kingdom through the Barnett process that allows the broad shoulders of the United Kingdom—[Interruption.] I suspect that the hon. Member for Glasgow North (Patrick Grady) wants to come in on that point, so I will give way. It will be done through the Barnett process, but there are some specific issues raised, such as the guarantee, which we have discussed previously.

When the Minister meets the Finance Ministers this afternoon, he will hopefully be able to answer the points that the Scottish Finance Secretary raised in her letter to the Chancellor this morning asking for clarification about precisely this issue. We welcome the £700 million for support, but it is not clear whether that is purely for business support or whether it is supposed to cover all the additional consequences and costs that come from covid, including for the health service. It is important that devolved Administrations are given the support they need and any consequences that come from additional funding to the city regions.

I was reading that very letter at my desk this morning ahead of the meeting, and I know exactly the point that the hon. Gentleman refers to. We recognise—I think this was behind the constructive discussions we have had with the Scottish, Welsh and Northern Irish Governments—that we all need to display flexibility, given the unprecedented nature of covid. The volatility of the size of additional payments for covid is why we gave the guarantee, which I think the hon. Gentleman would equally concede was welcomed by the Scottish Government, as it allowed clearer planning in their response to covid. However, I would also make the point—on this we may disagree—that it is the broad shoulders of the United Kingdom that allow the scale of the UK Government’s response, which has protected so many jobs and businesses in Scotland.

The third area of the Government’s response, which speaks directly to the motion before the House, concerns individual support. Businesses that have been legally required to close, whether in tier 3 areas or elsewhere, will be able to claim a direct wage subsidy. For people unable to work for one week or more, their employer will still pay two thirds of their normal salary and the UK Government will cover the cost. The existing furlough scheme continues throughout October, with the new job support scheme available from November, so there will be no break in support for employees. To give businesses and people certainty, the scheme will run for six months through to the spring. The job support scheme is in line with schemes in most other major European countries, and to support the lowest paid through the crisis, we have also made our welfare system more generous and more responsive, with an additional £9 billion of funding.

Let me give the House some examples of how the job support scheme will work and interact with universal credit. A single person aged over 25 working full time on the national living wage and living in a one-bed, privately rented flat in Manchester will still receive 92% of their original net income. Likewise, thanks to the combination of the job support scheme and universal credit, a couple with one child living in a two-bedroom privately rented house, where one works part time and the other full time on the national living wage, will receive 90% of their original net income.

The question that was never answered by the Mayor of Manchester was how he would administer a top-up of the job support scheme, when he does not operationally have access to the information required to dynamically make the interactions of those payments work. It is not only that he wanted Manchester to be treated differently from Liverpool and Lancashire; he was also changing the purpose of the business support payments from one that was directed at supporting businesses in tier 3 areas to one that was about changes to our welfare provision across the entire United Kingdom.

I know that many of my hon. and right hon. Friends have been engaging constructively with the Government during these challenging times. In particular, I thank my hon. Friends the Members for South Ribble (Katherine Fletcher), for Leigh (James Grundy), for Penistone and Stocksbridge (Miriam Cates) and for Southport (Damien Moore). Despite being relatively new to this House, they have shown real leadership in their communities, supporting families, businesses and the vulnerable, and a determination to put their constituents first and do all we can to stop the spread of this dreadful virus.

This Government are always willing to listen and to work with local leaders. The critical point is that none of these policies exists in isolation. Taken together as a package, the economic support that we are providing for areas facing higher restrictions is broad, deep and consistent, and of course all that is on top of the £200 billion of support that we have already provided through our plan for jobs. I urge anyone who questions the support that we are providing to look at the whole plan that we have set out: half a billion pounds for local enforcement; over a billion pounds for local business support; grants of half a billion pounds for businesses ordered to close every month; billions of pounds to support jobs and incomes; and billions more to strengthen our welfare safety net. This Government will continue to protect the jobs and livelihoods of the British people in every region of our country, while also taking targeted action to reduce the spread of the virus.

One of the things that we are seeing in Scotland is that test and trace is working a lot better, and that is because we have not hived it off to, for example, Serco. We have been very clear that we will follow the scientific advice and we will do our very best to get that balance. That is what we have seen with the restrictions that came into place last week in Scotland. We will see how that goes. We are always keeping things under review, but the reality is that we need to follow the advice and get a balanced approach. That is exactly what we are doing, and I am sure that we will see that bearing fruit.

I turn to the issue of the excluded 3 million. The SNP has consistently and continually raised the 3 million who were excluded from the Chancellor’s initial financial support packages back in the spring. Let us be clear that the Treasury continues, I am afraid, to exclude artists, freelancers and the newly self-employed from these recent economic plans. Three million people were shut out of the vital financial support that they desperately needed during the first wave of the pandemic and they were left to face huge financial insecurity, with their livelihoods and businesses put at risk. Rather than listening to the calls of these 3 million people, the Chancellor has decided to leave behind the self-employed yet again in his economic plans, with a 70% replacement of profits being replaced in November with just 20%.

Another group that has repeatedly been excluded from the Chancellor’s financial packages has been the arts and culture sector. We saw this week the closure of all Cineworld theatres across the UK, including the one in my constituency in Parkhead. I again call on him to provide sector-specific support for the arts and culture sector, which we know will continue to suffer during the second wave of the pandemic. [Interruption.] I hear the hon. Member for South Suffolk (James Cartlidge) chuntering away that the Chancellor has just done that, but many people in our constituencies in the arts and culture sector make it clear to us that that support does not go far enough. If the Chancellor has done that, why is Cineworld in Parkhead closing?

I have described thus far a very tough image of countless jobs being at risk. Many sectors are vulnerable and some businesses are wondering if they will make it to the new year, but the rising cases should emphasise to the House that we are still in the midst of this pandemic, which has already delivered severe blows to people’s incomes and financial security, with the most vulnerable people facing a disproportionate economic hit. That is why the SNP has repeatedly called upon the Government to make the £20 increase to universal credit permanent, especially after the latest findings from the Institute for Fiscal Studies, warning that 4 million families could see their support slashed if the Tory Government refuses to make that £20 uplift permanent.

The Joseph Rowntree Foundation has highlighted that nearly three quarters of a million more people, including 300,000 children, could be forced into poverty if the uplift is not made permanent. That must serve as a wake-up call for the Government. The Chancellor cannot continue to turn a blind eye to the vast inequality that exists right across the UK. With the winter months approaching, the poorest and most vulnerable people will suffer the most from the Chancellor’s economic plans, and it is quite clear that he has a choice in front of him and that he needs to do much better by them.

Is that not exactly right? One way or the other, the Government are going to have to pay for this. They are going to have to meet the costs, and they can either do that by extending job support schemes by looking at really imaginative, creative, long-term support such as universal incomes, or through universal credit and all the social consequences that come from long-term unemployment and taking us back to the Thatcherite 1980s.

I agree with my hon. Friend, but I have to say that I did give the UK Government a degree of praise at the beginning of the pandemic, because it did seem that they were moving in a way that perhaps was not part of traditional Tory ideology, with a lot more state intervention and a lot more Government support. I think there were quite a few of us in this House who, while we would disagree enormously on the politics, welcomed the fact that the Chancellor was willing to be innovative and try new things.

One thing I would say is that nobody prepares us for a global pandemic. Politicians and people in this House have seen recessions and people have seen wars, but nobody prepares us for a pandemic. Yes, there has to be a degree of flexibility on the part of all of us in this House, but the thing I am most concerned about is that the British Government seem to have moved away from those creative, innovative solutions they had at the beginning of the year. We now find ourselves in the midst of a second wave, and all of a sudden that dynamism and creativity the Chancellor has been credited with seems to have gone away, because of the pressure that comes from people on the 1922 committee. I do not think that people on the whole are going to forgive that.

I completely agree. The points that the SNP’s Westminster leader made earlier could have been made by anybody during the campaign about whether we should leave or remain in the EU; Nigel Farage would be proud of the arguments that he articulated. I am pleased that the hon. Lady is nodding wholeheartedly; it was a very good Farage argument that was put forward by Mr Blackford.

Let me move on to reiterate the support that has been made available by the UK Government and what that means from a practical perspective for Scots. These are not abstract sums of money that have no bearing on everyday lives in Scotland; these are people’s jobs and livelihoods, and the economic wellbeing of our families. Some 800,000 jobs in Scotland have been saved so far during the pandemic, highlighting the strength of our Union. The coronavirus job retention scheme has furloughed 628,000 Scottish jobs, and the UK Government have spent £425 million on supporting 146,000 self-employed people in Scotland through the self-employment income support scheme.

Of course, when talking about jobs, it is worth remembering that nearly four times as many jobs in Scotland are linked to trade with the rest of the United Kingdom as with the European Union. The Fraser of Allander Institute estimates that around 545,000 jobs in Scotland are supported by demand for our goods and services from the rest of the UK. That is why it is so important that we do everything we can to protect the strength of the UK single market, ensuring that businesses across the UK can continue to trade easily. Scottish exports to the rest of the UK are worth £51.2 billion, against £16.6 billion in EU exports. Whether they are in my constituency in the Scottish borders or in Eastleigh, West Bromwich, Brecon or Dudley, our businesses should be able to trade freely in every part of Britain.

The importance of the UK internal market is why the suggestion from Scotland’s First Minister, Nicola Sturgeon, that she may close the Scotland-England border or impose quarantine restrictions on people from England is so damaging to Scotland and to our economy. After the First Minister’s announcement, I had tourism businesses, B&Bs and hotels contact me to report that their customers from the rest of the UK had started to cancel their bookings because they were so worried about the border being closed and quarantine restrictions being imposed. That should concern us all, because overnight trips from the rest of the UK were worth nearly £3 billion to Scotland in 2018.

To compound matters, we had the horrific scenes on the Scottish-English border in my constituency, on the A1 north of Berwick, of nationalist protesters shouting—and I quote—“Stay the F out” at English people travelling into Scotland. These racist protesters have admitted taking inspiration from the division stoked by the SNP politicians. They were inspired by comments by SNP politicians. One of the protesters has been pictured with Nicola Sturgeon and other senior SNP figures—

On a point of order, Madam Deputy Speaker. Surely it cannot be allowed to stand that the hon. Gentleman effectively accuses SNP Members of stoking racism. The SNP condemns unreservedly any kind of anti-Englishness or any kind of racism directed at people from south of the border.

The hon. Gentleman knows that the principle of the devolution settlement is that if ain’t reserved—if it is not scheduled in the Scotland Act—it is devolved. The Government are scheduling these powers that should come from Europe, as he says, to the Scottish Parliament and they are grabbing them and keeping them here in Westminster. That is a power grab.

It is not. I was very clear, but I will try to be clearer for SNP Members if they need me to be. Can any SNP Member explain just one—not 10 or hundreds—power that the 129 MSPs and the Scottish Government currently have that during this “power grab” the UK Government will somehow take away? [Interruption.] None can; SNP Members simply cannot do it, because there is no power grab. As I said in my intervention, this and successive Conservative UK Governments have given more powers to the Scottish Parliament than any other and it is now one of the most powerful devolved Administrations anywhere in the world. The problem, more often than not, is not the lack of powers in the Scottish Parliament, but the lack of desire, will and vision on the part of the Scottish Government to use those powers to the best of their abilities. That is really the crux of the argument.

I am sorry that the right hon. Member for Ross, Skye and Lochaber missed my opening remarks, but I want to come back to his motion, on which the House will divide later. It is about the transition period, the EU and the UK Government. It seems strange to have this debate after the deadline set by the EU and the UK to decide whether to have an extension to the transition period. A decision was taken by the UK Government not to seek an extension and the EU Commissioner said of that decision:

“I take this as a definite conclusion of this discussion”.

The EU Commissioner who responded to the UK Government’s decision has decided that that is a definitive conclusion of this matter and I wish the SNP would accept it as such.

Here we go again: another SNP debate, another debate on Brexit. I rise today, surprisingly enough, to oppose the motion in the name of the right hon. Member for Ross, Skye and Lochaber (Ian Blackford), but I do so in a particularly generous and forgiving mood. It was Oscar Wilde who said, “We should always forgive our opponents, because nothing annoys them so much.” So I forgive the Scottish National party for bringing before the House today this motion on, frankly, a false and flawed assumption: that the covid-19 pandemic has disrupted the Government’s negotiations with the European Union to the point that businesses will be left, as the Scottish Government argue in the document described in the motion, with less time to prepare than previously anticipated. That is quite simply not the case. The process has continued throughout the pandemic, with civil servants working from home and the negotiations taking place virtually.

SNP Members are not the only people to be worried about the efficiency or the productivity of people working from home, but if they truly believe that it is impossible to conduct effective negotiations remotely, that does prompt the question why they were so insistent that we could function effectively as MPs under the virtual Parliament arrangements, which the SNP fought so hard to keep. Indeed, on 8 June in this very place, the hon. Member for Glasgow North (Patrick Grady) made a strong and eloquent case for retaining remote working and hybrid arrangements, because they were working properly and should be brought back “in full”. I do not believe for a minute that he believes that it should be one rule for us and another for other people, but I do agree with him that remote working does actually work well, and our negotiating teams have been demonstrating that every day with their continued important work on exiting the European Union.

Of course, it is unfortunate that we do not have remote participation, because far more SNP Members would have wanted to take part in this debate if they had been able to contribute via the remote screens. If Brexit is heading towards being such a success, as the hon. Gentleman claims, can he explain the opinion polls showing that people in Scotland are moving towards independence by a substantial majority? Are the polls wrong? Are the people misguided? Or is it actually that the misguiding principles are coming from the Conservative Benches?

I would happily stand and debate opinion polls and their trajectory, but there is only one poll that truly matters, and that is when people get to the ballot box. I am sure the hon. Gentleman would agree that the SNP only managed to get 45% of the vote in December. That is a fantastic total and a very strong result, but it shows that 55% of the Scottish population voted for parties that want to remain in the United Kingdom—a United Kingdom that is, I am afraid, because we believe in democracy, leaving the European Union this year.

Throughout the Brexit debate, there has been a false assumption that the status quo was one of the options that remained available to us. That was never true and has never been less true that it is today. The European Union has been hit just as hard by the pandemic as the UK has, and it will have to make difficult decisions about how to respond to the economic effects, exactly as we will. Our staying in the transitional arrangements with the EU, when the EU is rightly not factoring British interests into its plans for recovery, does not make sense. We need all the flexibility available to us to respond to the economic damage caused by the pandemic, and staying inside the EU’s one-size-fits-all framework is simply not conducive to that.

We have had this debate over and over again for the past three to four years. What this country, and businesses in this country, needs is certainty, not more dither and delay. It is disappointing and of serious detriment to the interests of the people of Scotland that the SNP has not yet learned how negotiations work. If the past four years have taught us anything, it is that without firm deadlines, negotiations grind to a halt. That is precisely why deadlines exist—to ensure that important tasks are completed in a timely fashion. I am sure that Opposition Members visit schools in their constituencies from time to time, as I do. The next time they visit I invite them to ask teachers how likely it is that their students’ coursework would materialise were endless extensions on offer.

The leader of the Scottish National party in this place, the right hon. Member for Ross, Skye and Lochaber, spoke today about the importance of economic certainty and putting the economy first. My goodness me! It was a bigger conversion than Paul on the road to Damascus to finally hear the leader of the SNP making our arguments for us. Surely it means that the SNP has finally accepted our argument against breaking up the United Kingdom, given the huge economic cost that would bring. If the economy comes before all other concerns, the case for Scottish independence is as dead as a dodo.

No, we have heard enough from the hon. Gentleman over the course of the afternoon. I am going to reply to some of the points that have been made in the debate.

We have heard the great passion about both referendums in 2014 and 2016. Brexit and Scottish separation aroused great passions, but we have to respect the results of both referendums, and it is deeply patronising to say that people did not know what they were voting for in either case. The SNP says that the people of Scotland did not know about Brexit. I invite it to look at page 217 of its prospectus for independence, where the prospect of Brexit was raised. Is the SNP saying that the Scottish people were too stupid to read it and understand it? We should respect the result of the 2014 referendum, and we should respect the result of the 2016 referendum.

Many of my hon. Friends made this point, but I particularly highlight the contributions from my hon. Friends the Members for Hyndburn (Sara Britcliffe) and for West Bromwich West (Shaun Bailey), who are absolutely right that they are now representing what their constituents voted for, unlike their predecessors. It is disappointing that there are so few Members from the official Opposition here. What is their Brexit policy now? Are they going to respect the result? Are they going to join us in the Lobby to make sure that we do not extend the transition period at the end of tonight, or is their absence today indicative of the fact that they still secretly want to stop Brexit, but dare not admit it?

Let me turn to the issue of extending the transition. As many hon. Members have said—especially the hon. Member for Edinburgh West (Christine Jardine)—the Brexit debate is over. If the SNP truly believed that, we would not be having this debate today. We do not need, as my hon. Friend the Member for Heywood and Middleton (Chris Clarkson) said, a “neverendum”. Business does not need the psychodrama of the last couple of years to endure. Those who say that we will not get a trade deal with the EU are probably the very same people who said that we would not get a Brexit deal concluded at all. We did, and we will.

Let us imagine if this motion today achieved its aims. What would be the consequences? Cost—what would we have to pay to the EU to support its covid recovery programmes as well as all its other expenditure, and as well as our own? Has the SNP quantified that, and if not, what financial support for business and public services would it be willing to see forgone in order that that bill would be footed? What new laws and regulations over which neither this House nor Holyrood had any say would businesses and organisations have to abide by? What would be the cost for the fishing communities of Scotland of being forced to remain part of the wasteful and disastrous common fisheries policy? As my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie) rightly said, the European Union will not be thinking of the United Kingdom’s interests when shaping its future policies.

Would extending the deadline make it any more likely that we will reach a conclusion of these matters? I very much doubt it. Having a deadline concentrates minds. If we extend the transition period by a year, I would put serious money on our being back in this Chamber for another debate about extending it for another period. Negotiations are ongoing with renewed vigour, and I do not agree with the prophets of doom who say that we cannot reach a satisfactory conclusion. After all, we are not asking for something new. There is already a trade agreement between the EU and Canada, which we simply want to replicate.

I reject the characterisation of the UK outside the EU as some insular, narrow-minded, protectionist little island—far from it. We want to be an open, welcoming, tolerant, ambitious and free-trading country with global horizons. My hon. Friend the Member for East Surrey (Claire Coutinho) was on the money when she referred to our generous offer to the people of Hong Kong to find a home here in the face of Chinese oppression. That is what this country is about.

There will be huge trading opportunities for businesses in Scotland and across the UK as a result of the trade deals we strike. The hon. Member for Edinburgh North and Leith (Deidre Brock), who characterised me as “cannon fodder”, mentioned the wine trade in her constituency. I used to live in her constituency, and I was very pleased that the headquarters of the Scotch Malt Whisky Society was based there—it was my local. I want to see Scotch whisky exports go much further than they currently are, and the trade deals that we strike will enable that. That is the sort of ambition we should have.

While there are huge opportunities, threats remain. The right hon. Member for Ross, Skye and Lochaber spent much of his speech detailing what he saw as the potential disruptions to trade between Scotland and the EU, but what about the disruptions to trade between Scotland and the rest of the United Kingdom if he and his colleagues had their way? They have set their face against the internal market proposals without even seeing them. They walked away from the engagement discussions that this Government were having with the Scottish Government. As I have said, these proposals will guarantee the rights of Scottish firms to trade and source their products across the UK. The last thing Scottish business needs as we rebuild post covid are the barriers, costs, division and confusion that another independence referendum and separation would entail.

Of course, covid has posed huge challenges for us all. I just find it astonishing that some Opposition Members seek to trivialise and moan about the support that the United Kingdom Government have given. The hon. Member for North Ayrshire and Arran (Patricia Gibson) said that Scotland got less than 1% of the package announced by my right hon. Friend the Chancellor last week. Did she not see that Scottish businesses and people will benefit from the job retention bonus, the kick-start programme and many other schemes? Did she not factor that in? I am afraid that I do not accept this whining, moaning trivialisation of the support that this United Kingdom gives. If ever we needed an example to show that this United Kingdom is greater than the sum of its parts, this response to covid proves it. Of course there are challenges, to all parts of the Scottish economy. My hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) told me some concerning things about the impact on Scottish tourism as a result of the measures and announcements of the Scottish First Minister.If we ever needed an example to show that this United Kingdom is greater than the sum of its parts, this response to covid proves it. Of course there are challenges, to all parts of the Scottish economy. My hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) told me some concerning things about the impact on Scottish tourism as a result of the measures and announcements of the Scottish First Minister.

I thank my right hon. Friend for that important question. In addition to shortly being able to talk more about border operations and how we envisage things working in the future, we are already in discussion with businesses in every part of the UK. The Secretary of State for Northern Ireland has led some of those discussions. We have received a great deal of submissions from businesses in Northern Ireland, and those views are being taken into account as we design what the future will look like.

The London mayoral elections have been delayed by a year. The conference of the parties on climate has been delayed by more than a year. Where is the harm in delaying the Brexit negotiations for a year as well, so that we can get it right, by understanding the impact that the pandemic is having and will continue to have at the end of the year rather than going barrelling off the cliff edge? All it would take is a phone call, and we would give people the kind of certainty that we are being asked for by taking the time to get it done properly.

We will not be barrelling off a cliff edge. One of the reasons why we want to conclude the negotiations is to give people time to prepare for the end of the year. The hon. Gentleman is right to point to the fact that the situation we are in with covid has been grave. We need to ensure that our economies recover swiftly, and they will be helped not by perpetuating the uncertainty we saw over the last few years, but by enabling business to get on with it and using our finite resources to facilitate levelling up in the United Kingdom, not paying into an EU budget that we will never see any upside from.

Yes, my hon. Friend is absolutely right. We need to look at a whole range of areas. I go back to what I said earlier about this being not the end of the review process but the beginning. I urge Members from all parties, if there are areas that they want us to look at, to please write to me so that we can make sure that we include them.

Does the Minister not understand that “no recourse to public funds” reinforces the various structural inequalities that the Black Lives Matter campaign is trying to call out? It is not leaving my constituents looking for mortgage holidays; it is leaving them destitute. That is not just unequal; it is inhumane. So will the Government please review this situation and allow people to get the support that they so desperately need?

I will repeat the point I made earlier: we should not conflate black people with people who do not have any recourse to public funds. It is a very—I am not going to say the words “disingenuous argument”, Mr Speaker, but I do think that this is something that we need to be very clear about and not muddy the waters in terms of what is going on.

The hon. Gentleman makes a reasonable point. That issue is why we have tried to move forward on interventions that could be done quickly and have done them as quickly as we can. In respect of universal credit, we have increased the UC standard allowance from £317.82 to £409.89 per month for single claimants. We have increased the local housing allowance, we have relaxed the earnings rules for self-employed UC claimants, and we will continue to look at every measure that we can to make an impact in the lives of those people who are suffering as the hon. Gentleman describes.

The Minister talks about looking at every measure that we can, but the Chancellor just appeared to rule out a universal minimum basic income. Is that not quite disappointing? The way to answer these questions—the way to avoid thousands of people being laid off, ending up on universal credit and potentially getting trapped in the benefits system—is to provide a minimum income guarantee for everyone. That would also help to provide a fiscal stimulus in the economy once we start to get through this crisis.

I happen to believe that it would be the best way to ensure that we deliver money to those who need it over the longer term. I do not view it as a Trojan horse; I believe its merits would speak for themselves. But whether we believe in it ideologically or not, from a pragmatic perspective, it would certainly reduce much of the red tape in getting financial resources where they need to be. I do not think the issue of whether it should exist in the long term needs to divide us; I think we could agree that it is how we can best deliver support over the period ahead of us.

There are other areas of the economy that require our attention. Although support for buy-to-let landlords is welcome—I draw Members’ attention to my entry in the Register of Members’ Financial Interests; I rent out a small flat myself—it would be more welcome if that financial support went directly to tenants, which would allow them security of tenure and keep that cash circulating in the economy. Other potential measures include increasing statutory sick pay to the EU average, strengthening welfare protections, removing the bedroom tax and removing the rape clause.

When it comes to our transport infrastructure, we need to protect capacity. We saw yesterday welcome interventions in the rail industry and the train operating companies. My constituency contains Aberdeen airport, and the companies responsible for the ground operations there have been in touch with me. Support for the airlines is no doubt important, but so too is support for the airports and the people who work on the ground to ensure that the activity can continue. Our airports will be crucial in getting the country moving again once we are through this crisis. We need to prepare for the contingency of repatriations to the UK in the event that commercial airlines are not able to carry out that task. We also need to be prepared to cover those whose insurers will not pay out for coronavirus-related claims, whatever activity they relate to.

Those measures represent just some of what will be necessary, but we need the resources in place to take them.

It is right that the Government are bringing forward a whole range of support packages, and my hon. Friend is right to raise the other kinds of support that are needed. Does he agree that there is also a responsibility on employers to engage constructively with this and to look after their staff? It might be understandable that people placed on furlough receive an 80% cut in their salary, but I am hearing reports from some of our colleagues who are not physically present with us today that, for example, Newsquest publishers is preparing to cut the salaries of staff who are not being furloughed by between 15% and 20%. Does he agree that that kind of practice by businesses that are going to benefit from the Government support is a very worrying practice?

My hon. Friend makes an excellent point. People will be watching very closely to see how companies behave in this crisis and how they react to the support that is there. It is very clear that while some companies have behaved very responsibly, with a real social conscience and with a sense of duty towards their staff, others are not behaving as creditably. I am sure we will hear of more examples of that as time progresses.

All the measures that have been outlined come at a considerable commitment, but the costs—in financial terms, but, more importantly, in human terms—of doing nothing are very much greater to us than the costs of intervening. The response to covid-19 is one that will need all of us to make our own contribution. On behalf of my party, I pay tribute to the public servants, the charities and the many volunteers who will be working around the clock to keep people safe and comfortable over this period. I thank those in the private sector who are working so hard to keep other essential activities in the supply chain under way, and all involved in all spheres and tiers of government—local and national—who will be helping to co-ordinate that activity in the days and weeks ahead.

I will draw my remarks to a close by saying that it was important this week that we gave all those in those spheres and tiers of government the political permission to act as they need to in pursuit of the greater good. This Bill provides the resource to underpin those permissions, and subject to good choices being made with the resource that is now available, it will also give us the ability to support businesses and families through this most trying of times. The Bill has our support.

Let me first congratulate the right hon. Member for Haltemprice and Howden (Mr Davis) on his brilliant introduction to this issue and on standing up for the victims of this scandal—and it is a scandal. I am a proud member of the all-party parliamentary loan charge group.

Two constituents, Fraser Kennedy and Jason Millington, have been in regular contact about this issue. Indeed, one Monday morning, as I was travelling down to Westminster, I got the fright of my life when I saw the number of Twitter notifications I had. It surprised me because it had been a quiet weekend, so I knew I had not said or done anything particularly controversial—at least not that particular weekend. It was a tweet from Jason Millington, who said that what had kept him going was that he had the support of me and so many other MPs in fighting this injustice.

I congratulate my hon. Friend on avoiding controversy and recommend that for all Scottish National party MPs.

I have had two constituents get in touch and I have tried to make representations on their behalf, because they found themselves in a situation that they absolutely did not intend to be in because of the information that they were given. Does this not show the importance of constituents getting in touch with us? I understand from the people running the all-party parliamentary loan charge group that there may be more such constituents out there, and it is very important that they contact their MPs so that we can give them tailored advice and support.

My hon. Friend is right; that is very sound advice. Everyone who has spoken so far today has been a credit not just to the House, but to their constituents, because there are far too many people—such as my constituents, his constituents and others—who are in despair because of this issue.
