I am delighted to have secured this important debate on the gender pension gap, which stands at a shameful 40.3%—more than double the gender pay gap of 17.3%. That is truly shocking, and I hope that the debate will both highlight this terrible inequality and perhaps persuade the UK Government to take some fairly straightforward measures to address it if they are truly committed to pension justice and equality.

We are all aware of the justifications for women’s state pension age being raised, but equalising state pension ages is very different from pension equality. We could simply throw our hands in the air and exclaim that women have always had lower pensions than men, and that is just the way it is, but it need not be this way. It is simply unacceptable that all types of pension provision—whether state pensions, workplace pensions or private pensions—inherently discriminate against women. If they choose to do so, the UK Government could tackle this and thereby tackle the poverty that too many women face in old age. This can wait no longer, as an increasing proportion of women are simply not able to rely on their partner’s income in retirement, and nor should they be required to.

I congratulate my hon. Friend most sincerely on securing the debate. The average woman in her 20s in the UK will have to work almost 40 years longer than her male counterpart to build up the same pension. Indeed, a female saver can expect to have £100,000 less in retirement savings thanks to time taken out of the workplace to raise children. In the previous debate, the Government spoke an awful lot about levelling up. Does she agree that, if the Government are serious about levelling up, the first thing they could do is tackle the injustice of the gender pension gap?

Absolutely. I know that the Minister will be listening intently, and I hope he will take away the reasonable and straightforward suggestions that I will make this evening, so that we can truly level up in the way that the Government say they want to.

Women born in the 1950s—WASPI women, or Women Against State Pension Inequality—have suffered hugely as their state pension age was accelerated, giving them insufficient time to prepare for retirement. Despite the clamour of outrage, the Government have refused to do anything to address the hardship caused to the women affected. I wish I could say that that policy decision was the only one that targets women in retirement. I wish this was the only measure I could find that has transformed retirement into a time of financial uncertainty and fiscal pressure for women. Sadly, it is a mere continuation of policy choices that have contributed to—indeed, exacerbated—the gender pension gap under which too many women now labour.

The hon. Lady, myself and others in this Chamber have supported the WASPI women the whole way through. Does she agree that there is not only a legal obligation but a moral obligation to deliver for them and that the WASPI women in our constituencies who have contacted us deserve to know that the battle has not ended for them?

The hon. Gentleman is absolutely right. It is impossible, in all conscience, to have any debate about pensions and not mention the plight and difficulties into which the WASPI women have been thrust. Indeed, it would be remiss not to mention them and to pay tribute to the dignified campaign that they have fought and continue to fight.

Let us take pension credit as an example. The uptake of pension credit is only around 60%—a matter that I have raised repeatedly over the years in the House, urging the UK Government to do more to improve uptake. Doing so could play an important part in helping to close the gender pension gap, since women are much more likely to need to rely on pension credit, which is additional support for the poorest pensioners, as their lifetime earnings tend to be lower than men’s. However, the so-called triple lock on state pensions does not apply to pension credit. This means that the poorest pensioners, who tend to be women, do not have the same income protection as those pensioners who are better off.

In addition to this gender penalty, the very lowest earners, who we know tend to be women—I keep saying it because it bears repeating—are excluded from building credit on their state pension. Those who have a job earning below the lower earnings threshold get no credit for their state pension at all, and that applies even if a person has more than one job. This exclusion disproportionately hits women hard as they are more likely to be in part-time work. When the Minister gets to his feet, I hope that he will explain why this stubborn inflexibility in the national insurance system has not been addressed and when we can expect this pitfall—that is what it is—to be removed, as it contributes to the impoverishment of women in retirement. The lower earnings threshold should be abolished so that all workers can claim credit for state pension, no matter the level of their earnings.

The gender pension gap is exacerbated in all sorts of sneaky and labyrinthine ways, some of which most women do not know about due to the arcane nature of the system. The UK Government could fix many of these problems almost at a stroke; why this has not happened is curious.

For example, even if a woman is not currently in paid work, if she claims child benefit for a child under 12, she will get national insurance credit towards her state pension, and is treated as though she has contributed to national insurance while she claims that child benefit, when her state pension is calculated. Even if her partner’s earnings deem her ineligible for child benefit, she needs to apply in order to get national insurance credit. Who knew?

If a woman finds out subsequently about this rather silly and pointless method of gender discrimination—well, too bad. She cannot backdate her claim. In addition, research has shown that huge numbers of women simply do not know how child benefit claims affect their state pension calculation. And who could blame them? It would be fairly simple for the UK Government to address this by allowing all women who are looking after their children to claim state pension credit. Why not? What is the obstacle to this change, which could play a part in reducing the shameful gender pension gap?

Let me turn to the issue of temporarily leaving the workforce to look after children adversely impacting on a woman’s pension. Workplace pensions discriminate against women, who tend to earn less and to have interrupted careers, meaning that they are active in the workplace for fewer years than men. This means that their workplace pensions are lower, as well as their state pensions. This could be mitigated if the Government introduced a family carer’s top-up, whereby the Government would pay the equivalent of the employer’s contribution—at least at the level of minimum wage—into women’s pensions if they are taking time out as carers. This would equate to around £820 per year and would boost pension outcomes for women by 20% if they took 10 years out of the workforce to undertake caring responsibilities and return to the workforce thereafter. Importantly, research shows that this could close half the pension wealth gap that is created by taking time out of work to care for others—so far, so good.

It was always traditionally the case that women were forced to leave company pensions if they married or switched to part-time working. I have lost count of the number of WASPI women who have told me that they were forced out of occupational pension provisions when they married. However, we know that women also tended to be less likely even to be offered an occupational pension in the first place due to the types of jobs women traditionally did. Again, we have inherent bias against women’s workplace pensions.

We also need to remember that some workplace pensions do not aggregate women’s pensions following maternity leave. Not merging periods of pension service means that women have a reduced pension when they retire, relative to their male counterparts. Surely it cannot be beyond the wit of this Government to regulate pension provision so that women’s pension rights can be preserved whilst caring responsibilities are attended to?

If this litany of how women get a raw pension deal and suffer institutional bias seems to be long, I am afraid it is set to become longer still, because we have not yet considered auto-enrolment. This much-heralded programme to ensure all employers provide workplace pensions leaves out, ignores and simply does not take into account millions of women.

How can that be? It is actually very simple. Those who earn less than £10,000—again, disproportionately women of course—do not benefit from auto-enrolment and therefore do not benefit from their employer’s pension contribution. Again, it does not matter if someone has two part-time jobs, because if each pays below £10,000, they miss out on auto-enrolment and the employer’s contribution to the pension.

New research from the Pensions Policy Institute shows that almost half of single mothers are currently ineligible for auto-enrolment—almost half. Does the Minister think that is acceptable? What will he do to persuade his Government to remove the £10,000 earnings limit for auto-enrolment so that the threshold can be reduced to the very first pound earned? When one considers the part that that measure alone could play in helping to reduce the gender pay gap, I can think of no good reason not to do it.

If that was not bad enough, those who are auto-enrolled into their workplace pension are often forced to pay an additional 25% for their pensions if they earn between £10,000 and £12,000. Again, that situation tends to affect women disproportionately and is due to the type of pension an employer may use, which operates on a net pay basis. That means that the employee has to pay extra to their pension provider instead of receiving the tax relief they could have in a different type of pension scheme, such as a relief at source scheme. Sadly, it seems that most employers use the net pay scheme, so contributions are collected before tax.

However, if the relief at source scheme were used, women would benefit from an additional £8,000 in their pensions over their working lives. We have, quite frankly, a disgraceful situation in which women, who are most in need of help in building up their pension pots, are forced to pay more, usually without knowledge of how they are being financially penalised. If we want pension equality, why are the Government not legislating so that employers and pension providers ensure workers are enrolled into schemes that will qualify for tax relief?

If, after all that, a woman finds herself widowed, her late husband’s life annuity will probably not provide her with any income, meaning that after the shock of being widowed many women are thrown into poverty, financially unprotected. Similarly, if a woman is divorced, she may find herself in poverty in retirement. Indeed, she is more likely to do so. It seems clear that there are institutional, inherent, ingrained and unfair barriers to women being able properly and fairly to build up a pension pot that will offer them protection from poverty in their later years.

The obstacles, problems and barriers have been set out clearly tonight, and the Minister has been listening to the potential solutions. I urge him to respond to each barrier and to indicate what his Government will do to address the shocking and unacceptable gender pension gap that exposes women to poverty and hardship in their later years, because it does not have to be this way.

I am grateful to the hon. Gentleman for raising that point, because I am coming to that specific issue. He will be aware that we conducted a review of automatic enrolment and that we are committed to implementing its findings by the mid-2020s. We intend to remove the lower earnings limit, which will benefit low earners, and for the first time everyone will get an employer contribution from their very first pound of earnings if they are enrolled or opt in. That will improve the incentive to save, especially for women and those individuals working part-time in multiple jobs. In addition, the review also proposed extending eligibility to those aged 18, which will support younger people with the opportunity to start saving earlier for a more secure retirement. Clearly, there is a benefit in the hon. Gentleman’s constituency. In the constituency of the hon. Member for Strangford (Jim Shannon), for example, 7,000 people are currently automatically enrolled, and thanks are due to the thousands of employers who are supporting them in that process.

While the Minister is talking about auto-enrolment, will he say whether he has any concerns about the issue I outlined about the employer using the net pay basis, instead of the relief at source scheme, so that tax relief can be earned?

The hon. Lady raised the RAS—relief at source—issue, which is a legitimate one. It is a matter governed by the Treasury. Obviously, I speak for all the Government, so I can try to address that point. She may have missed it, but in the Budget the Government announced a call for evidence on pensions tax relief administration, in line with the Conservative Government’s manifesto commitment to review comprehensively relief at source tax arrangements. The call for evidence is now closed and the Treasury is continuing to analyse the responses to it. The Treasury will, in the usual way, respond and publish its response shortly. Although the hon. Lady legitimately and rightly raises a matter that, to be fair, is also in the Conservative party manifesto as an issue to be addressed, the Treasury is addressing and has the matter in hand.

I will briefly touch on the very important issue of the self-employed. We remain committed to developing effective, durable retirement solutions for the self-employed. We commenced trialling a research programme in 2019-20 to test differing approaches aimed at improving retirement savings for self-employed people, looking at the role of behavioural messages and saving mechanisms using financial digital platforms. Some of those trials were paused during the covid pandemic for obvious reasons, but the work is done such that we hope to recommence trials this summer. We are also specifically working with Her Majesty’s Revenue and Customs to incorporate self-employed pension solutions into the Making Tax Digital programme that HMRC is rolling out, which I believe will genuinely assist the issue in relation to the self-employed.

Turning to the desire to make pensions simpler, more understandable and more practical, we are taking several measures to address that. In particular, the House will be aware of the pensions dashboard, which we took through in the Pension Schemes Act 2021. We are also driving forward the two-page annual pensions benefit statement, which will take the dozens of pages that were very hard to comprehend and make them into a simple two-page statement. We believe simplicity is key. We want all savers to be easily able to understand their pensions savings, so they can plan for the retirement they want. We believe that communications should be designed with savers’ needs in mind to encourage such engagement. Effective engagement will require a continued partnership between the various providers—the Government, the advisory community and the savers in the longer term.

I also want to outline to the House—I believe it is relevant to this debate—the pilot projects that we are conducting up and down the country on the midlife MOT. This builds on the work of the private sector, in particular Aviva and others, looking particularly at interventions between the ages of 45 to 50. Effectively, it is looking at wealth, work and wellbeing. We have committed several hundred thousand pounds to a number of pilot projects from Cornwall to the north-east and all across the country to ensure that there is a piloting of particular interventions to try to get people engaged with their pensions at an earlier stage and to see whether real differences can be made. I thank the Financial Conduct Authority for meeting me on this issue today as we try to drive forward this innovative change.

The hon. Lady also raised the state pension and a number of issues in respect of it. She will be aware that the state pension has never been higher in this country. When we came into government, it was barely £66 billion in 2009-10. It is now approximately £100 billion-plus. There is a well over £1,000 real-terms increase by reason of the triple lock. Clearly, pension credit has increased as well. She will also be aware that our reforms have seen the gap reduced between the state pensions of men and women. The new state pension system, introduced by one of my predecessors, corrects some of the historic inequalities of the previous system. Over 3 million women stand to receive an average of £550 more per year by 2030. The state pension outcomes are expected to equalise more than a decade earlier than they would have under the old system. We believe that the new state pension, introduced from 2016, gives equal value to national insurance contributions and credits, providing access to the same level of entitlement for all. There is also a comprehensive framework of credits available when people are out of the workforce, for example caring for children or elderly relatives. This will protect people’s state pension position for those periods.

We have introduced the “Check your state pension forecast” service, which I strongly recommend. There is also a desire for everyone to find out whether filling any gaps will increase their payments when they reach state pension age. In particular, that should be done in respect of gaps since 2016, because filling in the gaps, by either receiving credits or making voluntary national insurance contributions, could increase state pension.

The hon. Lady raised a number of additional points that I want to try to address. She raised the campaign on the women’s state pension age increase. Clearly, these were decisions made in the early 1990s and then legislated for, fundamentally on grounds of equality, in 1995. The notice period, I suggest, was several decades. Whatever the hon. Lady’s views or mine, this matter was then taken to the courts, and both the High Court and the Court of Appeal rejected all legal claims of the state pension age campaigners comprehensively, in highly detailed judgments.

This Government, at the same time, have raised the living wage, increased the personal allowance to £12,570, introduced free childcare, introduced the returners programme and addressed shared parental leave, and spent record sums already on universal credit, disability support and, as I say, state pension.

I thank all hon. Members for participating in this debate and showing a clear passion for improving pension outcomes for women. I believe that this Government and previous Governments have made progress. I accept that there is more to do and that closing the gender pension gap remains a priority for all.

Tackling poverty and levelling up opportunity will always be a priority for this Government, while using universal credit, which works for the labour market, to encourage people to move into and progress in work. There are several measures of poverty in the annual publication “Households below average income”—which is based on the annual family resources survey—of which absolute poverty before housing costs is the measure on which the Government most focus. Since 2010, 400,000 people have been lifted out of absolute poverty, including 100,000 children, and additionally, the rates of combined material deprivation and low income for children were at their joint lowest, at 11%, in 2018-19.

As often happens, as the hon. Gentleman will know from the Scottish Government Administration, Government Ministers tend to have discussions about policy while they are considering it. It is important, recognising the scale of the support that the Government have given to families, businesses and so on, that we continue to make these important decisions based on evidence in a competent, considered and compassionate way. That is exactly what the Chancellor and I will be doing in our recommendations for the Prime Minister.

Unless the universal credit and working tax credit uplift is made permanent, a further 60,000 people in Scotland, including 20,000 children, will be pushed into poverty. If this support is not extended beyond March, and if tackling poverty is a priority for the Secretary of State’s Government, as she says, will she set out what alternative and additional measures her Government intend to bring forward to tackle child poverty, which shamefully still affects 30% of children across the UK?

I have already set out the approach and discussions that the hon. Lady can be assured I am continuing to have with other Ministers, including the Chancellor. It is fair to say that we are very conscious that one of the ways to try and help people get out of poverty is through the plan for jobs. While I am conscious that there are not lots of jobs at the moment—although we estimate that there are over half a million vacancies—we want to try and make sure that people are ready to take advantage of the opportunities, particularly when we have seen the number of workless households sadly increase.

I think it is the situation in Glasgow that a number of jobcentres were consolidated into one area. I am a great believer that, instead of necessarily investing money in bricks and mortar, we should invest in the people who will provide that support. In Scotland more broadly, we are aiming to hire over 800 new work coaches; 400 have already been recruited to date, and I know that some of those are in Glasgow.

The Chancellor could have made the £20 uplift to universal credit permanent, but instead he has left households deeply concerned as they face the prospect of a cut to this vital lifeline in spring. We in the Scottish National party have pressed UK Ministers on this matter countless times. Will the Secretary of State tell the House whether she discussed extending the universal credit uplift with the Chancellor prior to the spending review, and whether she believes that this extension should have been included?

The hon. Lady will be aware that the temporary extension of the £20 universal credit uplift was made in line with the fiscal measures made earlier this year. With regard to the benefit uprating, I put that through as that is the normal process that we go through, but, as has been indicated, we will continue to look at this matter again in the new year.

My hon. Friend is absolutely right. It is often the case that additional written and oral evidence is presented at the tribunal stage, which is why we have made significant changes to the mandatory reconsideration stage where we proactively contact claimants to try to assist in gathering that data. We rolled that out halfway through last year. It is now in all the mandatory reconsideration assessments, and we have seen a significant uplift in the number of appeals overturned at the MR stage, and that is a good thing.

Since PIP was introduced, 30,000 people in Scotland have had to undergo stressful appeals, with 21,000 people having to go to court to receive their correct entitlement. Will the Minister’s Department overhaul the PIP assessment so that it works for disabled people, and not against them, or does the Minister intend to wait until Scotland can fix that for itself?

I have just set out the answer. The hon. Lady does not need to wait. We actually made significant changes last year to gather that missing additional written and oral evidence proactively, making a huge difference, and we will continue to work with claimants, stakeholders and organisations to identify other areas to improve the experience.

I totally agree. That is a change we can make today.

The Government decided to implement a two-child limit policy, despite warnings from this House and charities that it would worsen child poverty in Scotland. What was warned about has come to pass, and almost 4,000 low-income families in Scotland are affected, with a loss of £3,000 per year for each family. We cannot ignore the impact of other welfare reforms introduced by the Government. The benefit cap affects over 3,000 households in Scotland, 92% of which contain children. The benefits freeze has impacted low-income families, further fuelling child poverty across Scotland.

It would be fair to say that the Government’s welfare reforms have worsened the child poverty rate in Scotland, but we cannot ignore the fact that the Scottish Government have gained greater powers, which would enable them to better address child poverty. The Joseph Rowntree Foundation highlights that in areas of Scotland such as Edinburgh, where the private rent sector is bigger than the social sector, private rent growth has outstripped inflation over the last decade. Higher rents impact on the incomes of families, meaning that they are less able to cover essential costs such as food and heating. Undoubtedly, that fuels child poverty across Scotland.

The hon. Gentleman will know that 16% of benefits have been devolved to Scotland. He says that the Scottish Government should do more; what does he think the Scottish Government should do that they are not currently doing?

The Scottish Government should use more of their powers to help children. They have the powers; we are asking them to use them. The Scottish Government’s own figures reveal that there was a 4% increase in the number of children living in temporary accommodation last year. Nearly 7,000 children now live in temporary accommodation in Scotland, and last year, 38 children were made homeless every day. It is clear that the failure to provide permanent, high-quality accommodation for children is increasing child poverty across Scotland.

Are those houses social housing? Are those houses council housing?

Although the Scottish Government have introduced a £10-per-week child support payment, it will not be fully in place until 2022. My good friend Mark Griffin MSP highlighted that nearly 60,000 children will lose out on the child support payment because initial applications will be restricted to children who are five and under. How will such a restriction truly help to tackle child poverty across Scotland? We need real policy changes that will eradicate child poverty in Scotland. We must scrap universal credit, because it has absolutely failed to address child poverty.

I thank the hon. Gentleman again for being generous with his time. We are all on the same side; we all believe that child poverty is bad, and we all want to do whatever needs to be done to eradicate it. Again, 16% of benefit powers are devolved to Scotland. He talks about policy changes; what specific policy changes does he want in Scotland that we have the power to deliver but have not yet delivered?

I said at the beginning that we are here to get the right policies. I want the right policies in the Scottish Government.

The Government should end the five-week wait that claimants must go through, as the hon. Member for Glasgow South West (Chris Stephens) said, before they receive their initial universal credit payment. I was also concerned to hear that the Secretary of State for Work and Pensions refused to rule out a further extension of the benefits freeze. I urge the Government to bring the benefits freeze to an immediate end, rather than looking at extending it. An extension of the benefits freeze means an extension of child poverty across Scotland. I urge the Government to end the benefit cap and the two-child limit policy.

Ahead of this debate, the House’s digital engagement team undertook a public engagement exercise and received over 700 responses. Respondents called on the Government to look again at their damaging welfare reforms such as universal credit. I hope that the Government will reflect on that.

The Scottish Government must also look at the policy changes that they could make. They could introduce a Mary Barbour law to cap rents in the private rented sector, in order to help low-income families. They could build more social and affordable housing to end the disgrace of children being trapped in temporary accommodation, or finding themselves homeless. They could look again at the child support payment, which the Resolution Foundation found would still leave more than 25% of children in Scotland living in poverty—the Scottish Government’s own target of 18% would not be close to being met. I also urge them to listen to the calls of Scottish Labour for a child benefit top-up of £5 per week to support those affected by the two-child limit policy.

I started this debate by saying that all of us in this House share the goal of eradicating child poverty in Scotland. That goal will be achieved only through serious policy change of the kind that I have suggested today. I put on record my support for North Lanarkshire Council’s Club365 programme, which helps to tackle holiday hunger among children in my constituency. That shows that local councils can take action to address child poverty, despite the budget cuts imposed on them by central Government.

Former Prime Minister Gordon Brown was right to say that Scotland now has a full-blown child poverty emergency. In emergencies, we expect rapid and decisive action. I hope we will see that action from both the UK and Scottish Governments.

I congratulate the hon. Member for Coatbridge, Chryston and Bellshill (Hugh Gaffney) on securing the debate. In my constituency, one third of children live in poverty, and it has the third-worst statistics in the whole of Scotland for child poverty. That is shameful in this day and age, and it matters, because I grew up in abject poverty and I know what it is like. Poverty is not just about a lack of money, although clearly that is the foundation on which all poverty is built. It bleeds into every single area of life, and it is hugely damaging for the children affected. It does not just mean a cold house, or going to bed with an empty, hungry tummy, which is bad enough and completely unacceptable in this day and age. It also brings with it a poverty of hope, aspiration, self-confidence and self-belief.

Material poverty reduces and lays waste to the things we want all children to have. It is life-limiting, and too often leads children into a pit from which it is hard for them to escape. Even if, on growing up, they manage to drag themselves out of poverty, it leaves scars behind that do not vanish on reaching adulthood.

I have spoken in the past about how poverty brings isolation. When people live in poverty, there is no money to access local services. Parents cannot take their children out for a treat for the day; they cannot go to the pictures or visit the local café. They cannot have the everyday pleasures that ought to be part of every child’s life. It means that their life is limited and their horizons are not broadened. Many things are out of reach for them. That life limiting brings another kind of poverty, which arises from material poverty. That is a shocking indictment of a country as rich as ours.

My hon. Friend was a teacher in a former life, before she came here. I am sure that she recognises the impact of the cold house and the hungry tummy on trying to concentrate and study. These children will struggle at school, which will impact on all their opportunities for the rest of their life.

Absolutely. My hon. Friend makes an excellent point. The fact is that unless child poverty is addressed, raising aspiration and attainment is like working with one hand tied behind your back. Children who are hungry or go home to a cold house tend to find it much more difficult than other children to attain their goals at school, whether those are academic or vocational. Their life is limited in ways that are difficult for people who have not experienced poverty to imagine.

The Scottish Government are doing what they can to tackle child poverty. Their Child Poverty (Scotland) Bill sets tough targets to reduce child poverty levels. A £50 million fund will support innovative approaches to tackle child poverty. Free early years childcare has been expanded to 30 hours per week, and there is a new best start grant to provide financial support to low-income families. The popular baby box gives practical support to new parents. An initiative that has been unveiled recently is the Scottish child payment, which provides £10 per week for each child.

These measures are welcome and can ease the scourge of child poverty, but they cannot remove it. We need to use all the levers of tax and benefits to make the inroads required to remove it. The Scottish Government have power over 16% of social security spending, and that is better than 0%, but it is far from what is required to tackle this scourge on our society.

It is no accident—the Minister has heard this—that the roll-out of universal credit brings with it a spike in food bank use. In my constituency in the past year, 8,173 people relied on food bank assistance, of whom 2,192 were children. That is an absolute disgrace in this day and age, although I pay huge tribute to the food bank organisations in Ardrossan and Largs in my constituency, which do tremendously good work against challenging odds.

Just a minute. The hon. Gentleman was not here at the start of the debate, so I do not know if am allowed to.

People are punished for being poor. Their children are punished as well, and left without the support that they need. That damages the life chances of children and their parents. Benefits must reflect people’s need—it is as simple as that.

We have heard today about the five-week wait for universal credit, which is unacceptable, but I have something very specific that I want the Minister to take away and think about. I have raised it before—to no avail, as far as I can see. When people have a five-week wait for universal credit, they are offered loans—it does not matter what they are called—by the Department for Work and Pensions to help them through that five weeks. We might think that that helps ease the pain of waiting five weeks for a proper assessment and proper universal credit payments to be made, but I say this to the Minister: if anybody seeks to take out a loan in the normal course of events, they go to a bank and ask for a loan. Their creditworthiness and ability to repay is assessed, and that determines whether they will be given the loan. People on universal credit waiting for the five-week payment are not assessed. They are given loans when it is clear that they are not able to repay them. Attempts to repay the loan shove them further into poverty and despair, and that pushes them further away from the world of work. It is simply not on. It is not working. The Government really need to look at the transitional payments, which are actually loans. Those payments should not be loans. People need support during those five weeks.

The Child Poverty Action Group has said that it is time—I am sure the Minister is aware of this—for the UK Government to use their powers, as the Scottish Government have done, in an equally positive way to develop a wider UK child poverty strategy, so that both Governments can work together to make child poverty history across the UK. I cannot understand why anybody would object to that. I am sure the Minister will want to think carefully and reflect on that.

We have the phenomenon of in-work poverty. The Scottish Government support the real living wage, and many employers, with the Scottish Government’s encouragement, have signed up to paying it in Scotland. The Minister will be interested to hear that employers who have decided to pay the real living wage have reported increased productivity and reduced sick leave, so valuing people is important. It gives me no pleasure to say this to the Minister, but the UK Government have sought to deceive with their pretendy living wage. Nothing should be called a living wage unless it is based on the cost of living. The Government’s pretendy living wage is not, so it should not be called that. This pretendy living wage has led directly to the scandal of in-work poverty, which is absolutely appalling.

The cruel and austere policies of the UK Government are deeply damaging and dangerous for children in my constituency, and they must not go unchallenged. I recently participated in a debate in the Chamber on— I cannot believe I am saying this out loud—childhood hunger. The fact that that is even a thing, that it even exists, is embarrassing and shameful. I do not know how the Minister feels, but if I was part of a Government who presided over childhood hunger and had the ability, as a member of the Government, to do something about it, I would not hesitate. I cannot understand the reluctance. The Government really need to get their act together and take real measures to support children, instead of punishing those who need support. Eradicating child poverty needs to be a priority; it is as simple as that. It cannot be an afterthought or an add-on. It needs to be a priority, and it cannot be considered inconvenient. If we cannot invest in our children, and cannot go to bed at night safe in the knowledge that children are not going to bed hungry, we are doing this all wrong.

I want the Minister to tell us today what serious attempts he is prepared to make, as a member of the Government, to address what can only be described as a scandal. I will make a commitment to him today. Any measures that he takes to tackle child poverty in the UK will find support on the Scottish National party benches. Scotland’s children need and deserve better.

It is not the case that we have just pushed people into low-paid and insecure, part-time work—I do not know whether that is the point the hon. Lady is making. However, it is important to stress that around three quarters of the growth in employment since 2010 has been in full-time work. We know, because I shared the statistics, that being in full-time work substantially reduces the risk of being in poverty. There is only around a 7% chance of a child being in relative poverty if both parents work full time, compared with 66% for two-parent families with only part-time work.

Several hon. Members raised universal credit, which I do not think I have time to touch on in the detail I would like. However, universal credit supports full-time work through smooth incentives to increase hours, a general expectation that lone parents and partners should work—unless caring for young children or a disabled person—and generous childcare subsidies. It is important to note that we have also gone much further to support working families than previous Governments.

Will he commit to looking at the five-week wait and people having to take out loans, which pushes them further and deeper into persistent poverty? People’s ability to repay them is not considered, and families and children suffer tremendously as a result. Will he commit to taking that up with the Secretary of State for Work and Pensions?

I look closely at all elements within my portfolio. Universal credit is probably the largest element of my portfolio, newly added in the most recent reshuffle. On the first assessment period, it is important to stress that it is not a loan but an advance of the first indicative award, and it is interest-free and repayable over a 12-month period. We are already going further, because that will go up to 16 months, and I am exploring ways in which we could potentially increase that further. At present, around 60% of people take that up. The issue the hon. Lady raises is often raised with me by a number of the stakeholders and organisations that the Department works closely with. I am looking at it, of course, but fundamentally we can have a system based either on advances or on arrears.

We now also have a two-week roll-on of housing benefit for those moving on to universal credit, and as of 2021 that will include a two-week run-on of income support, jobseeker’s allowance and employment support allowance. This month we are reducing the maximum level of deductions from 40% to 30%. We are listening and we do make changes, but those changes can only be made within fiscal events. Of course, as I mentioned at the beginning, it will come as no surprise to the hon. Member for North Ayrshire and Arran to hear that I am looking at a number of measures ahead of the next fiscal event to improve universal credit, because we do listen to Members from across the House and to the stakeholders that feed into the Department.

I am conscious of the time, and I want the hon. Member for Coatbridge, Chryston and Bellshill to have an opportunity to wind up the debate, so I will conclude. I reaffirm our view that the long-term approach that we are taking is the right one if we are to deliver lasting change. However, we are not complacent; this is an area of real focus for me and the Department. The Government believe that work provides economic independence, pride in having a job and improved wellbeing. I look forward to continuing to work with colleagues from across the House, the Scottish Government and other devolved Administrations and charities to tackle poverty in all its forms.

For many people, endometriosis is a condition that they have never heard of, or are certainly not familiar with, yet it has blighted the lives of far too many women. The latest figures suggest that one in 10 women suffer with it. For those women, “suffering” is the correct term to use. In addition, it is associated with being the cause of infertility in 30% to 50% of cases. Shockingly, the average diagnosis time after symptoms first appear is seven and a half years.

Although the condition is not recognised as a disability as such, many women living with it will testify that it can be very disabling and debilitating. At this point, I wish to give a shout out to my constituent, Ann Devlin, who lives in Largs. She has lived with the condition and is what we might call an “endo warrior”, since she has worked tirelessly to raise awareness of the condition and to support other women who live with it. She is energetic, cheerful and resilient in the face of the sometimes great challenges that the condition has placed on her life, but she still inspires, helps and supports others who face similar challenges. I pay tribute to her strength. I know how often the condition has crippled and consumed her, and too many other women. I have huge respect for all that she has done.

I also pay tribute to the work of my husband, Kenneth Gibson MSP, who worked extremely hard to ensure that there was a specialised endometriosis unit to serve women in the west of Scotland to complement the services already provided in units in Aberdeen and Edinburgh. It was simply not fair that my constituents had to travel from North Ayrshire and Arran to Edinburgh for specialist care for this condition, and he has worked hard to secure that change. He has campaigned incessantly for better treatment and greater awareness of the issue, and he was the first to bring the issue of endometriosis to the Floor of the Scottish Parliament in a debate in 2001, and again last year. He is the only Member of the Scottish Parliament to have secured debates on the issue in its 20-year history.

This debate is timely as we seek to address support in the workplace for this condition. Otherwise women find that their contribution to and potential in the workplace and wider economy is lost. Women often lose out on sick pay for the recurring nature of the condition, so that needs to be addressed. It has a huge impact on women’s lives in the world of work as they might require time out for medical treatment and consultations. They suffer pain and fatigue, and the seven and a half years before diagnosis makes it very hard for employers to treat their condition with the seriousness it deserves. We have to keep talking about it. We must keep shining a light on it and raise awareness and understanding. That in itself will do much to ease the burden of women with the condition.

I welcome what the Minister said about the DWP looking at how it can raise awareness of the condition for frontline staff. Does he agree that it is important to look at how sick pay works? Given the recurrent nature of the condition, it often has a financial cost to women in days lost to sickness. Will he commit to looking at whether endometriosis can be accommodated?

I will come to that in my speech, so I ask hon. Members to be a little patient. I will cover most of the points raised.

When, of the four Departments, my Department and I were selected to respond to the debate—one of four Ministers could have been selected to respond—my initial reaction was: do I know much about this? I was contacted by a former employee, Kamya Gopal—she is happy for me to name her—who had this condition. When I employed her, we had had a conversation and made some relatively easy changes that involved being sympathetic: she had to go for short-notice GP appointments; we took into account a need for urgent toilet breaks when doing visits, making sure we were not too far away; and we took things on a day-to-day basis. For a reasonable length of time, no changes were needed. Sometimes they were, and we just accepted that, and it worked. The key thing is that it was easy for me to make those changes, and I as an employer benefited, for four years, from a really valuable member of my team. It was a win-win from having the confidence to have that conversation. She made it clear to me—this has come across clearly in hon. Members’ speeches—that it affects everyone differently. For her, it is a family trait, but they all have different symptoms and challenges to overcome. It all comes down to having that conversation.

Linked to that, another impact is the need to use disabled toilets. Kamya has a RADAR key—it is a hidden disability—and recently someone challenged her for using the disabled toilet. She had to explain, which was embarrassing for her and for the lady who challenged her. That is why I pay tribute to the hon. Member for East Lothian (Martin Whitfield), who has been championing Grace’s sign, which is fully supported by my Department, to raise awareness of hidden disabilities and hidden health conditions and avoid those confrontational, embarrassing situations.

It is important that people with health conditions get the support that enables them to stay in work, and productive in work. Such support is wide-ranging and relies on employers being open to discussing health matters with their employees in a respectful and constructive way.

I am on my fifth Secretary of State as a Minister in the DWP, and I have many roundtables with different stakeholders. We were talking about disability employment yesterday, and it was interesting how there has been a shift in focus to ensuring that people do not drop out of work due to disability or a health condition. Collectively we must do much more in that area. I am encouraged that there is increasing awareness and recognition of hidden disabilities, and hidden health conditions in particular. There is still a huge way to go, but there is a willingness in society to do better.

Endometriosis is a serious condition; we have heard about the ways that it can be debilitating. For the estimated one in 10 women in the UK who suffer, the condition can have a huge effect on their daily lives, including their ability to work to their full ability. As the examples quoted by various Members today show, diagnosis is not always straightforward. Problems arise because symptoms can vary significantly, and because diagnosis tends to require invasive procedures. I do not profess to be a health expert, but it is clear that because endometriosis is seen as a taboo, that will impact on the ability to diagnose and provide support. Members have spoken powerfully about how we have to do much more in that area.

The challenging nature of the condition is recognised within the health system, which now has specialist training. NHS England has developed a service specification for severe endometriosis under the specialised commissioning area of complex gynaecology. That is a good step. It is the beginning of the journey and we will have to see what difference it makes, but I am encouraged that it is starting to happen.

Through these measures diagnosis and treatment should improve, but we must also consider the effect on the ability to work. A survey by investment firm Standard Life found that one in six women with endometriosis report having to give up work because of the severity of their symptoms, with almost all—some 87%—reporting that the condition affected their financial position in some way.

Individual women feel the harmful effects, but employers and the economy as a whole lose out. The leading charity, Endometriosis UK, has estimated that the total cost to the economy of the condition is £8.2 billion; the cost from loss of work is a key contributor to that figure. As outlined in the Work Foundation report, such an impact means that the days of dismissing topics such as these as “women’s issues” are long gone. We know that both the health and work landscapes must be more aware of the condition and its symptoms, for the sake of the women who suffer from it and in order to build a healthier and more productive society for all.

One way that people in work are protected is through the Equality Act 2010, which is the principal means through which disabled people are protected from discrimination in Great Britain. Other than for a very few exceptions, the Act recognises a disability by the impact on the person’s life rather than by the condition itself. Importantly, that means that women with endometriosis are protected by the Act if their condition has a substantial and long-term adverse effect on their ability to carry out normal day-to-day activities. I recognise the points that have been highlighted about how we need to improve the awareness and the enforcement of the Act, and about wider support. I will come on to some of the work in that area.

Individuals are also protected in law against unfair dismissal. While those legal protections exist, sufferers continue to face barriers to work and barriers in the workplace, as we have heard. More must be done to raise awareness of hidden conditions. Workplace cultures must adapt to spread understanding of the importance of supporting individuals with health conditions and the value of open discussions about health in the workplace.

I do agree with my hon. Friend. Her intervention re-emphasises the point that this issue affects pensioners right across the United Kingdom, and the Government need to deal with it, starting by better advertising what is available and making sure that pensioners are able to access the money that they need and that is rightly theirs.

Does the hon. Gentleman share my shock and disbelief that pensioners tell me that when they phone up the helpline or claim-line for pension credit, they find that it is not properly staffed? Indeed, some of my constituents have been left on hold on the phone for up to an hour, even though there is no option to apply for pension credit using an application form. Barriers are being put in the way of pensioners claiming this money, which might explain the lack of take-up.

I am grateful to the hon. Lady for that intervention. As I will set out later in my speech, the parliamentary service here has been able to have some interaction with constituents from across the UK, and I have some examples that will almost confirm her view that the Department for Work and Pensions is being deliberately unhelpful when it comes to allowing pensioners to claim pension credit. I will refer to those examples later.

The Government’s flagship policy to lift pensioners out of poverty—pension credit—is failing, and it has been for some time. Pension credit is not working for up to 1.3 million pensioner households that are eligible for this vital support, which could be the catalyst they need to lift them out of poverty, but they do not receive it. In my constituency, I find it completely staggering that there is £5.1 million of pension credit going unclaimed each year, and I know that there are many, many constituencies across the UK where the situation is even bleaker.

By the time the new TV licence rules come into force in 2020, pensioners across the UK will have endured 10 long years of Tory austerity—10 long years of austerity that none of them caused; 10 long years of austerity that many of these pensioners did not vote for. Indeed, 10 long years of austerity have had a devastating impact on the living standards and quality of life of hundreds of thousands of pensioners across the United Kingdom.

In 2003, pension credit was introduced under the new Labour Government. It was created to ensure that all older people received a minimum amount of income and has played a major role in previous reductions in poverty. Indeed, the last Labour Government lifted 2 million pensioners out of poverty as a result of policies such as pension credit.

What have we seen since? Over 400,000 more pensioners have been plunged into poverty, and two in five of the pensioner households that are entitled to pension credit currently do not claim it. That shows that it is not that the policy itself is not working; instead, it is that people who might need this money are not accessing it. The Government have to change that.

Parliament’s brilliant digital engagement team asked people on social media and on the MoneySavingExpert.com forum over the weekend about their experiences with pension credit. It was clear from that research that although many respondents were aware of pension credit, there was much more confusion about what the benefit actually was, who is eligible to it and how it can be accessed. Several of the respondents criticised the way that the DWP promotes pension credit to those who are eligible for it. For example, Joanne Stannard said that

“there are some over-75s who don’t even own a computer…make their lives easier”.

Susan Brady said:

“I worked for the DWP for over 30 years in operational delivery, so I am well aware how unfair our welfare system is. We seem to despise our older people in the UK. It’s wrong, totally wrong.”

I could go on, but what was clear from the responses is that the system is not fit for purpose. People do not know whether they are eligible for pension credit and many are struggling to get by, despite working hard throughout their lives.

I thank everyone who responded to the questions posted online or shared their views about them, and I pay tribute to the digital engagement team for again helping us to have as informed a debate as possible.

I will speak briefly, because I know a lot of Members want to speak. I thank the hon. Member for Ogmore (Chris Elmore) for having secured this important debate.

It is a disgrace that pension credit—the support in place to help our poorest pensioners—has been under-claimed by £7 billion since June 2017 across the UK. In my constituency, that figure stands at £7.4 million. While many pensioners often have to choose between eating and heating, they are unaware that other support has been set aside for them. I have raised this issue on the Floor of the House, and asked what the Government were going to do to publicise that support and ensure that our poorest older people were aware of it. Predictably and disappointingly, the answer I received was rather dismissive.

It seems to me that unacceptable obstacles have been placed in the path of those who might claim and benefit from this support. In my constituency, as I said earlier, I have been told by old people that when they call the pension credit claim line, it is not properly staffed. After being kept on hold, sometimes for up to a full hour, the would-be claimant gives up and hangs up. On hearing that, I advised my constituents to apply for pension credit via post, but guess what? Only those living in Northern Ireland can do so. I wonder why that is; perhaps the Minister can explain why there is more concern for constituents in Northern Ireland than for those in North Ayrshire and Arran.

Why does this matter? It seems to me that by not informing older people that pension credit exists, and then making it as hard as possible for them to claim, the less it costs and the more can be clawed back by the Treasury. Meanwhile, tens of thousands of pensioners in my constituency and across the UK are robbed of vital support that could make a material difference to their circumstances. That is before we talk about those who may miss out on pension credit and, as a further blow, will lose their right to a free TV licence when those are cut by the Government, not to mention the fact that pension credit is often a gateway benefit to other support.

The cuts in pension credit for mixed-age couples were sneaked out under the cover of the Brexit chaos. Add to that the betrayal of women born in the 1950s, who have been robbed of their state pension, and we have a UK Government breaking their manifesto pledge to protect pensioner benefits.

The hon. Lady is not the first representative from her party to complain on behalf of the Women Against State Pension Inequality campaign. However, there is devolution in Scotland. If she really cared about the issue, should the Scottish National party Government not put their money where their mouth is?

The WASPI women are not stupid, and they have heard that myth peddled repeatedly. There is a particular section in the Scotland Act 2016, which I recommend the hon. Gentleman reads, that forbids the Scottish Government from providing benefits

“by reason of old age.”

If he were to read the Act, he might learn a thing or two before peddling that myth. I also remind him that the Scottish Parliament does not exist to clear up a Tory mess.

It is clear that the Government are no friend, supporter or protector of our older people. It is time for the Government to get a grip, stop punishing our older people, stop punishing people for being poor, get on with the day job and properly address pensioner poverty.

Much though I am urged to do so by the hon. Gentleman. The hon. Member for Glasgow South West (Chris Stephens) asked if my phone was turned on, but it is most definitely turned off—with respect and due deference to the Chair—and it is not for me to make new tax or incentives policy.

A perfectly legitimate point, however, can be made in two ways in answer to my hon. Friend the Member for Cheltenham (Alex Chalk) and several other speakers. Voluntary organisations do a fantastic job of explaining to our older community—some of whom are digitally challenged and some fully up to speed online—the opportunities to claim and the things out there that the Government will provide, and that applies to any Government down the years. Basically, those organisations should have all our support, and anything that individual Members of Parliament, local authorities and local organisations can do to assist their efforts is entirely right. In my constituency, I have visited the Men’s Shed in Hexham and various support organisations, such as Age Concern in Corbridge. I fully accept that they do a fantastic job, as similar organisations do in Cheltenham and as does my hon. Friend. If we have the ability to use them more, I am happy to take any suggestions on board.

I accept that Government actions are criticised and I understand that it is for us to make our case, but I make a further point that the pension credit toolkit that we reissued in April, with two versions this year, provides copious advice not only to the individual who wishes to claim but to the voluntary organisations out there. I urge any voluntary organisations without access to the pension credit toolkit—which gives guidance, advice, assistance and recommendations of how to disseminate vital information to our constituents—to take it up, because it is of great importance.

All those things having been said, I want to make it clear that part of our case is that we would love pension credit take-up levels to be higher. The benefit is specifically intended to provide support to some of the poorest and most vulnerable pensioners in our community, and there is no question but that we are already committed to ensuring economic security for people at every stage of their life, especially when they reach retirement.

We are forecast to spend more than £120 billion on benefits for pensioners in 2019-20, which includes £99 billion on the state pension. As a result of the triple lock, from April 2019 the full yearly amount of the basic state pension is about £675 higher than if it had been uprated just by earnings since April 2010. That is a rise of more than £1,600 in cash terms.

In respect of pension credit, the value of the standard minimum guarantee this year is the equivalent of more than £1,800 per year higher in cash terms for single people, and more than £2,700 for couples, than it was in 2010. As a Government, we also spend £2 billion a year on winter fuel payments, which are payable to all pensioners, including those on pension credit.

The overall trend in the percentage of pensioners living in poverty has been a dramatic fall over recent decades. Rates of material deprivation for pensioners are at a record low. In fact, between 2009-10 and 2017-18, material deprivation for pensioners has fallen from 10% to 7%, and rates of relative pensioner poverty before housing costs have halved since 1990. We want to maintain that achievement. It is important that hon. Members understand that more than 1.6 million people already claim pension credit. That equates to £5.4 billion of claims. Indeed, as of November 2018, there were 2,450 pension credit claimants in the constituency of the hon. Member for Ogmore, and over 100,000 in Wales as a whole.

I was going to come to that at a later stage, but I will address it now. I am told that there is no evidence that not enough people are manning the phone line, which is a freephone number. However, if the hon. Lady provides me with the specific information by letter, I will look into it and respond to her. She also raised the issue of the ability to communicate by post. Anybody can make an application by post; it is not restricted to Northern Ireland, as I think she seemed to suggest. There is a difference because Northern Ireland is a devolved Administration and is dealt with in a different way, but 20% of the population make a paper claim by post. As I understand, postal applications are possible—I will be corrected if I am wrong.

I will not give way again, because I have a lot of points to cover.

I want to deal with the point that the hon. Lady and other Members made about the state pension age increase. The hon. Member for Birmingham, Erdington (Jack Dromey) is married to a former Minister, now Mother of House, the right hon. and learned Member for Camberwell and Peckham (Ms Harman), who was in favour of the state pension age in the dim distant past in 1997, when she was Secretary of State for Work and Pensions. Hon. Members will understand that I am the latest in a long line of Ministers who have continued the policy of successive Governments to increase the state pension age by reason of equality legislation and the increase in life expectancy, which is light years away from the three score years and ten of our grandparents.

The hon. Member for North Ayrshire and Arran (Patricia Gibson) raised the situation of the Scottish Government in answer to my hon. Friend the Member for Cheltenham; I refer the House to the letter of 22 June 2017 from my opposite number Jeane Freeman to my hon. Friend the Member for Watford (Richard Harrington), in which she explains the section 26, 28 and 24 powers under the Scotland Act 1998, which provide opportunities for the Scottish Government to intervene should they so choose, particularly in respect of the section 26 discretionary payments.

I now turn to the issue of the BBC. Its decision to limit free TV licences only to those aged 75 and over and in receipt of pension credit is disappointing. We expected it to continue the concession, and we want it to look at other options to help more elderly people who rely on TV to stay connected to the world. The BBC has indicated that it will write to all existing TV licence holders, advising them of how the new policy will work and when they need to act.

The Government look forward to hearing more from the BBC about its detailed plans for communicating and implementing that change. That is clearly a matter for the Department for Digital, Culture, Media and Sport; Government officials continue to engage with the BBC, but it would be wrong not to point out that in 2015, when the decision was made, the director-general at the time stated:

“I think we have a deal here which is a strong deal for the BBC. It gives us financial stability...The government’s decision here to put the cost of the over-75s on us has been more than matched by the deal coming back for the BBC…I think being in control of our income…is a very grown-up response for the BBC and a grown-up response for any organisation”.

The House can draw its own conclusions from what Lord Hall said in 2015 and the consequent decision that it has made. I hope that the BBC will think again once it has reflected on the comments that it made in 2015 and the nature of the pushback that there has been.

No; I was quoting what the BBC said about the fiscal settlement, which made it clear that it was a strong deal that gave the BBC financial stability, and that the decision to put the cost on the BBC had been

“more than matched by the deal coming back for the BBC”,

which it then decided to take a differing approach to. Officials will continue to monitor the position.

I want to talk briefly about historical activity. Successive Governments have tried to promote pension credit, yet the take-up has remained stubbornly at around 60% for some considerable time. When pension credit was launched in 2003 there were higher figures, of up to 74%, but the Office for Budget Responsibility’s fiscal risk report from May 2008 stated that

“experience from 2003 to 2008, suggests that very large increases in take-up are unlikely”.

The Department for Work and Pensions under the Labour Government commissioned and examined that report. Successive Governments have put forward a variety of innovative approaches, but research in 2010 indicated that the most common reason given by those identified as eligible, for not claiming pension credit was that they believed they would not be entitled, typically because they had savings or other sources of income.

I will not give way because I only have a minute before the hon. Member for Ogmore will make his closing remarks. There are other reasons, and I urge hon. Members to publicise pension credit. I urge the voluntary organisations, which are the most trusted organisations in a community, to support the processes. We use a variety of channels to communicate information about benefits, whether pension credit or other benefits. People can check whether they are likely to be entitled using the online calculator on gov.uk, or they can make a claim by calling a freephone number.

We engage with people who may be eligible for benefits at pivotal stages, such as when they are approaching state pension age. An accompanying leaflet contains information about pension credit and advice on how to check eligibility, and a freephone telephone number if they wish to discuss their pension credit entitlement. We also target those who report a change of circumstances. We know that the best way to reach eligible customers is through trusted stakeholder organisations, which may be best placed to understand the local circumstances and needs in their communities. That is why I strongly recommend the online toolkit for the agencies and individuals, but I welcome the opportunity to discuss this matter.

The Government are committed to increasing the number if at all possible. I thank the hon. Gentleman for raising the debate, and I wish him very well in his future married life.

I thank my hon. Friend for that intervention. He raises a very important point.

It is recognised that jobcentre staff will encourage an individual to apply for and accept any vacancy. For someone with a fragmented employment history, this quickly becomes accepted as the only route to employment.

My hon. Friend is making an excellent speech. Does she agree that we should ask the Government to follow the advice and example of the Scottish Government in creating an autism implementation team to improve outcomes, including in accessing work, for people with autism so that they are supported as they make their way in the world?

I thank my hon. Friend for her intervention. I do agree. In fact, there are many occasions when this Government could follow the excellent example of the Scottish Government, but in this case it could prove especially fruitful.

Not all jobs are suitable for individuals with autism spectrum conditions, as a result of their own individual barriers. These are common symptoms of ASCs. It is accepted that ASCs will result in individuals experiencing strong resistance to change and poor social communication and interpersonal skills. They will struggle in acclimatising to new routines and procedures. However, this should not prevent them from accessing employment: it means that we need to change our approach within the workplace.

I shall be very brief. I know that there are many aspects to universal credit, but I want to focus on the in-built five-week wait, which is pushing people into severe hardship and is cruel in the extreme. To say that advance payments address that is simply disingenuous, since those payments are unaffordable loans by another name, offering claimants the Hobson’s choice of hardship now or hardship later. That must urgently be addressed.

The loans have to be repaid and take no account of people’s ability to repay them. That is how other loans work, but the DWP advance payment loans have repayments set at a fixed level, which can be hard to challenge even if people fall into financial hardship while trying to repay them. Renegotiating repayment levels is rare, but even if someone manages it, they are by that time already likely to be in serious financial difficulty with other bills.

The debt that people are pushed into can sometimes overwhelm them, or can undermine them so much that entering or sustaining employment becomes a much greater challenge, as people are forced to rely on food banks. The only way to deal with that pernicious aspect of universal credit is to remove the need for bridging loans by ending the five-week wait. There should be a single, non-refundable assessment payment for all claimants during the five-week wait period, with immediate effect.

If the Minister does nothing else today, or during his time with his current portfolio, he can and should do one thing: abolish the five-week wait. By doing so, he could make life much easier for many households who are struggling under the system as it is currently designed.

I am delighted to participate in this debate; I thank the hon. Member for Ayr, Carrick and Cumnock (Bill Grant) for securing it. I applaud the work of Versus Arthritis on behalf of those who live with the condition.

Approximately 10 million people in the UK live with arthritis and other musculoskeletal conditions. Only 60% of working-age people with persistent musculoskeletal conditions are in work, and those people account for a fifth of all working days lost through ill health in the UK. According to the latest figures that I have seen, approximately 30.6 million working days were lost to absence in 2013 because of those and similar conditions. There are 44,000 people who live with rheumatoid arthritis in Scotland, and they often suffer considerable pain.

If we are to halve the disability employment gap, it is important to stem the flow of disabled people leaving employment because of discrimination or lack of support. People with arthritis want to work, and the majority can, so I echo the calls for greater promotion of the Access to Work scheme among employers and employees who could benefit. The task before us is to support those who live with these conditions into work or support sustained employment for them. I urge the Minister to ensure that the Department for Work and Pensions system is fully cognisant of the fact that some people with these conditions simply are not able to work. That is our task, and I hope that the Minister will fully echo and endorse those goals today.

We know that the challenges posed by these conditions are significant, since those who live with them are less likely to be employed than those in good health and are more likely to retire early. That also has implications for the wider economy. The combined direct and indirect cost to the UK economy of osteoarthritis and rheumatoid arthritis is estimated to be about £21.6 billion. In addition, there is a loss to those who are affected by those conditions when they find that they have to give up their work.

I echo the comments of other hon. Members that those who live with these conditions do not just lose out financially; they lose a sense of wellbeing, personal fulfilment and social contact. As well as promoting the Access to Work scheme more widely and robustly to those who can benefit from it and to employers, I urge the Minister to consider the DWP’s response, the expertise that people who present with these conditions require and the level of support that they need. I look forward to his reassurances on those issues.
