Commons ChamberI do understand and share the anger and frustration my hon. Friend describes. I do agree that the best way to disincentivise or deter these dangerous and illegal crossings is returns when people arrive, because then the migrant would not bother attempting the crossing in the first place. We are, as I said, in the process of progressing getting on for 1,000 cases where the migrant has previously claimed asylum in a European country. We started that process in August and 26 people were returned on 12 and 26 August. That is a small start. We have a large number of further flights planned in the coming weeks and months to make sure that those people who legally should be returned will be returned.
With reports that the UK Government are planning to reduce or scrap their overseas aid budget, will the Minister confirm whether he is aware of the very clear link between migration patterns and efforts to provide international aid and development abroad? Does he agree that moves to cut back on that would only worsen the current situation?
Clearly, improving economic conditions in source countries is a vital part of tackling this problem upstream, as indeed is working with law enforcement agencies in those countries to disrupt the dangerous and ruthless criminals who operate in those areas. Work with the overseas aid budget is an important part of that, but so is trade. As we negotiate trade agreements around the world, that will also help to encourage economic development in some of the source countries. As employment is created and prosperity generated, I hope that will also reduce the economic incentives for the kind of mass migration we are currently seeing.

Commons ChamberMy hon. Friend makes some important points about the contribution of those refugees who come to our country because they are being persecuted elsewhere. We rightly give them a home and they establish their lives in our country. We are a free, open and tolerant country and as I have said before on the Floor of the House, we are one of the greatest countries in the world when it comes to giving people the freedom to succeed and to get on and live their lives. We offer that opportunity. I will not comment on anything to do with the individual. There is a live investigation under way, but I do want to reiterate that, when it comes to offenders, and foreign national offenders in particular, this Government are absolutely clear about our approach, which is to speed up the removal of individuals within the law. Naturally, there are complexities in some cases—in fact in many cases—which is why we are pursuing measures that we outlined in the Queen’s Speech earlier this year, and we will continue with our policies and legislation going forward.
Words cannot express the horror of an attack such as this, and I certainly add my condolences to the families and friends of all the victims. It has been reported that the intelligence services believe that mental health was an issue in this incident, but can the Home Secretary comment further on what further support could be offered to individuals who may be known to mental health services, especially where there is an interest from intelligence services?
Again, I will not comment on the investigation, the individuals and the reports in the newspapers. The Solicitor General has also issued warnings to the media this afternoon on that, so that there is nobody prejudiced in the case, which is absolutely vital. But the hon. Gentleman makes an important point about individuals who are known. Of course, as has already been said this afternoon, if those individuals are in prison and if they are known to probation services, work takes place through the probation services, the multi-agency public protection arrangements and various risk assessments around the individuals. Of course, that will continue and the Ministry of Justice is constantly reviewing not just its own policies but practices. That is very much standard for all the individuals who need bespoke support not just now, but throughout their development, whether they are in prison or have been released from prison.

Commons ChamberI say to the hon. Gentleman, first, that he is speaking to a Home Secretary who is from the BAME community, so there is no withholding of the data or information that he is referring to. The Government have been fully committed, and the Equalities Minister is working to not just look at the data but, importantly, work across Government—I think the House needs to fully recognise this—through all Government Departments from a policy perspective to understand the causes, whether they are health issues or housing issues, and the range of issues that basically dominate many inequalities. It is important that the Government have the time and space to do that, to actually deliver the right solutions to provide the right levels of social justice.
In Midlothian and Edinburgh, there are streets, a statue and other local references to Henry Dundas, but there is no mention in any of those locations of his shameful role in delaying the abolition of slavery, which forced some 630,000 slaves to wait for more than a decade for their freedom. Does the Home Secretary agree with the leading human rights activist Professor Sir Geoff Palmer that we cannot erase parts of history, and that a more honest narrative is needed about memorialised figures in the slave trade as a crucial step in our journey to becoming a fair and inclusive society?
The approach for becoming and being a fair and inclusive society also applies to the democratic ways in which we can express our views around cultural monuments, statues and street names. Whether we are talking about a statue or any other type of memorial, people should work through the correct democratic processes, with local authorities and the right individuals, to achieve the change that they want to see.

Commons ChamberI intend to be relatively brief this morning, Mr Deputy Speaker. Let me start by congratulating my hon. Friend the Member for Banff and Buchan (Dr Whiteford) on securing this very important private Member’s Bill debate and on the consensus she has managed to build in seeking to drive this forward. We hope that by the end of today we will see the Bill moving forward to its next stage.
This issue was brought to me early in my election campaign of 2015 by a number of campaigners in Midlothian, and it was even raised as a question at one of our hustings. Luckily, I had at least a limited grasp of what the Istanbul convention was by that point, although sadly not all of those on the panel that night did. The journey we have taken even since that point and the awareness that has been raised among countless Members by the tireless campaigners already mentioned by my hon. Friend shows the real strength of feeling on this issue and a genuine change in attitude that we are starting to see coming through. But we do need to do more, which is why it is so important that this Bill makes progress today. In my constituency, Women’s Aid, East and Midlothian has been campaigning on this issue for a number of years and it has told me that it sees the ratification of the Istanbul convention as the most comprehensive strategy for addressing violence against women and girls, and therefore as an opportunity to bring unprecedented positive change for women and girls.
I think we can all agree that we need to do something—we need to do more. In my brief contribution, I want to look at some of the other issues we see around us and at the role men can play in trying to address them and change attitudes. We all want to see an end to violence against women, and we need that attitudinal change. When we see discrimination and some of the comments that are made online, all of us, but especially the men among us, have an important role to play—we need to challenge the attitudes of other men when we see that type of abuse taking place online. At this point, I must give particular praise to my hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands), who is doing a huge amount of work on tackling this, via a number of different avenues, including by chairing the all-party group on the white ribbon campaign. I am sure we are going to hear from him shortly, but I cannot let this sitting pass without putting on the record my feelings of support, and I am sure those of my colleagues, for the work that he is doing.
We all have such an important role to play. We have an opportunity to be leaders in our own communities, to change attitudes, to take that stand and drive change for the best. If we can influence young people today and change their attitudes before it is too late, we can really get that shift change in attitude that will eventually see us taking those steps to eradicate violence against women. There is no need for any violence against women to take place and we need to do everything we can to stamp it out at every opportunity. We must not stand by and watch, whether we are talking about violence or simply about an offensive comment online. All of us have a responsibility to make a stand and do what we can to make sure that we make these changes. A fantastic first step in doing that will be to support the Bill today.

I thank the hon. Member for Bristol West (Thangam Debbonaire) for securing this important debate, and I commend her for it. The topic is important to my constituents, as it is to her and, of course, to the many refugee families and lone children throughout the world.
The UK Government have made some progress in expediting the move of refugee children to the UK from the fallout of the Calais “jungle” camp shutdown. That has to be welcome to an extent, but the lack of speed and organisation has been disappointing. While delays continue, children go missing, fall victim to traffickers, are bought and sold, are damaged, and are alone.
Does the hon. Gentleman share my concern that the Government seem to be changing the rules retrospectively on the children whom we take from Calais, specifying certain countries rather than persecution as the question at the heart of the issue? Just as this debate is about how to help those being persecuted, it is important that we as a country do not renege on our commitments.
I very much agree with the hon. Lady. At times, it feels like a feast of moving goalposts, which does not help those in most need of the support that we should be giving them. The Government need to do more to speed up the process of helping.
Lone children wandering Europe, who are now estimated to number in the hundreds of thousands, will not reduce in number if we ignore the situation in Syria. That is why we must take a joined-up approach and not separate the problems. I am confident that the Minister will tell us about how the Government are putting more money into support for refugees than any other country in Europe, but simply throwing money at a problem is not enough. We need to accommodate the points made by the hon. Member for Bristol West and to change our system, taking into account individual circumstances, which would make a real difference to families and, most importantly, those young people who are so often left alone.
I recently raised in the House the case of one of my constituents who had lost their son. He had not been known to the family for more than a couple of years and was sadly thought to be dead. Luckily, we found that he was still alive. However, having had the joy of discovering that, the family then had to battle to bring him to join them in Scotland. At one point, they did not know whether they would ever see him again. I commend the Home Office for the support that it has given the family. Although it took a bit of time to arrive, that support has been productive, and we are hopeful that there will be a positive outcome to that case in the near future. The Home Office must work with all the agencies on the ground that do such an amazing job to help children who are alone in a war zone. We need to do so much more to ensure that the process of bringing those young people back to join their families is much faster.
The humanitarian situation in the region affected by the Syrian conflict is vast and growing. Atrocities happen every minute of every day, and the children caught up in that situation who so often flash up on our TV screens and social media feeds sadly face many more years of conflict, pain and hurt before there is any end in sight to that conflict. It is so sad to consider that children and families are separated.
We must do what we can now. We must act swiftly and with compassion. We must not continue waiting for child refugees to come knocking at our door; doing so leaves them with little option but to make dangerous journeys, often with dangerous people who do nothing but profit and prioritise money over their safety. Where it is safe to do so, we must actively seek out displaced families and children in conflict zones. We must make more of an effort before an entire generation of children is put at risk of losing the care of their families, many of whom have been affected by emergencies and cannot support their children without help.

Commons ChamberOrder. Before this degenerates into a slanging match, let me make it clear that the hon. Lady is doing exactly the same thing as the hon. Member for Brighton, Pavilion (Caroline Lucas)—voicing the frustration that many Members have had over the years about our proceedings for private Members’ Bills. There are other ways in which hon. Members can raise issues. There are vehicles other than private Members’ Bills. Today, however, is devoted to private Members’ Bills, and the current Bill that is being discussed is on the Order Paper.
This had better be a point of order. Thus far, we have not had points of order, but points of frustration.
This is the second Friday on which I have been unable to be in my constituency on account of the private Members’ Bills on the agenda today. It is obviously not going to be taken, and we are looking at a future notional date of 22 April—to be fair, I might as well suggest Julember the tenteenth as the next date for the Bill to have a hearing. Will you advise me, Madam Deputy Speaker, on how I can take the matter forward and get issues that are so important to my constituents heard?
These are no longer genuine points of order; they are points of frustration. The Procedure Committee is currently doing an inquiry into private Members’ Bills, so I direct the hon. Gentleman to that. There are other avenues through which he can raise issues that are of concern to himself and to his constituents. Now is not the time. With that, I think that is the end of points of order on this matter.

Commons ChamberI spent five long weeks on the Immigration Bill Committee. It was an interesting experience, but unfortunately I found very little I could agree with. My hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands) and I, and hon. colleagues on the Labour Benches, did some pretty forensic questioning. The conclusion I certainly reached from the responses that we got was that the motivation behind much of the Bill was not as stated. It cannot be, because it is clear that much of it will not work, and that it will not do what it apparently sets out to do. What it will do, however, is impact negatively on anyone who does not look, sound or even seem to be British.
Does my hon. Friend agree that the right to rent is a good example of the problem that she is highlighting, in that landlords might be scared to rent to someone who might not seem to be British?
My hon. Friend has taken the words right out of my mouth. I was about to say that the right to rent is the perfect example of that.
The Residential Landlords Association has made it clear that its landlords are worried that fear of committing a criminal offence, by inadvertently renting to the wrong person, will lead to them behaving in a racist manner, because they will simply not take on as a tenant anyone about whom they have doubts—because they are not white, because their surname is not British sounding or because they do not have a passport. They will not take the risk. Making it harder for those people to get accommodation will put some of them in danger. They might have no choice about where they lay their head at night and, in some circumstances, with whom, or they could end up on the street. I do not want that for people who have the right to live here; nor do I want it for people who do not have that right. I do not want it for anyone.
If the Government were to write the script for a film, it would be a black and white one, in more ways than one. It would be very straightforward. In their mind, if someone is refused asylum and we squeeze the life out of them by forcing them on to the street and starving them, they will simply stroll up to UK Visas and Immigration one day and say, “Okay, I give in. You win. Send me home.” We never get to know what happens to them, but here in Britain, we all live happily ever after.

Commons ChamberDoes my hon. Friend agree that it is somewhat ironic that the hon. Member for Great Grimsby (Melanie Onn) criticises him for cherry-picking from a survey when that is exactly what the motion on the Order Paper does? It picks one line from any number of different points in the survey. In fact, if we cherry-pick in such a way, we can make surveys say anything we want. We might even be able to find one that says that the Labour party is a credible political force.
I agree with my hon. Friend. The reality is that over 1,000 more police officers are on the streets in Scotland. That is what the public want and that is what they have received. There is a 79% satisfaction rate that, if people complain to Police Scotland, it will be dealt with in an efficient and responsible manner. To me, those two indicators are key. Our police perform well and the people in Scotland live in a country that is safer than it has been in my lifetime. I am very proud of that statistic.
The survey was the first ever of that nature carried out by Police Scotland. Officers embraced the opportunity to participate and there was a high response rate. There is a huge amount of interest in the results. It is important that they are used in a constructive and positive way to help to build a better police force in Scotland both for staff and civilians. Indeed, the chairman of the Scottish Police Federation, Brian Docherty, recently said that Police Scotland was an excellent service and should be recognised as such.
Interestingly, there is no comparable survey of police forces in the UK. Perhaps one should be undertaken with haste so that we can have a clearer picture of the police service throughout the UK. These reports should be read by everybody in the Government and the Opposition, particularly those who voted for continued austerity cuts. Sadly, most of the stresses endured by our police are the result of the continued UK austerity measures. Unison, which agrees, has said:
“It is clear from UNISON’s 2014 police staff stress survey that our members are suffering adverse effects from the impact of the UK government’s austerity cuts to policing.”
In conclusion, the creation of Police Scotland has allowed the Scottish Government to defend front-line services from Westminster austerity. I am proud that we have more police officers on the streets of Scotland, I am proud of the selflessness and dedication shown by Police Scotland members during these challenging times, and I am proud that Scotland has never in my lifetime been a safer place to live.
When my hon. Friend the Member for Dumfries and Galloway (Richard Arkless) made his speech, there were a number of calls from Labour asking why we would not be supporting the motion and why we were not turning our focus on the Government rather than on Labour, so let me start with the motion.
The motion starts by expressing concern at the loss of 17,000 police officers, and that is very concerning, yet in Scotland police officer numbers have been maintained, with an extra 1,000 since the Scottish Government took over in 2007. The motion claims that there is some evidence that crime is rising, but in Scotland crime is at a more than 40-year low because of the actions of the Scottish Government. The motion states that the police budget could be cut by between 25% and 40%, but in Scotland the Scottish Government, operating within a fixed budget, have had to make difficult decisions but have not made cuts to anything like that extent. If it was not for the fact that we have to pay VAT for police services in Scotland, which is not the case across the rest of the United Kingdom, there could perhaps even be extra money that could be invested.
When we can agree on all those points, why on earth does the motion have to include a line about the Scottish Government? It is bizarre that in a week where we have seen the first piece of legislation classified as England and Wales-only we have a motion from the Labour party that talks about a matter that is devolved to Scotland.
Surely one of the most tragic and distressing incidents we have heard about in the past few months was the terrible incident on the M9, in which two people died after being left at the side of the road for three days. HMIC conducted a review into the call handling on the back of that and produced a report that found significant issues with poor performance. Does that not show that there are significant issues with performance in Scotland and that it is absolutely right that we should raise them in this Chamber?
Any force can have issues at any time. That was a tragic incident and I know there has been consideration of exactly how that happened, but such things happen regardless of where they are. Why include these references in the motion? It talks of the Scottish Government’s oversight, but if we listened to Labour Members of the Scottish Parliament, we would often be forgiven for thinking that they were asking for direct political intervention in the management of the police rather than any kind of oversight. That is not what anybody in this Chamber would want.
I want to pick up on the point about oversight, as I have a particular situation locally. Immediately before I was elected to this Chamber, I was the leader of Midlothian Council, and I have been a councillor there for 10 years. I saw how the council interacted with the police services pre-Police Scotland and post-Police Scotland. Pre-Police Scotland, Midlothian Council had two representatives to scrutinise police activity locally. They tended to be from the administration and, up until 2012, that was always the Labour party, so I, as a local elected member, had no oversight of the police in my local area. When Police Scotland took over, a local safer communities board was established in Midlothian that allowed members of the council across the political board to have direct interaction with the police and a direct say in the local policing plan. It is deeply unfortunate that today’s Labour motion criticises the Scottish Government’s oversight when the Labour party in Midlothian is the only Labour party in the whole of Scotland not to participate in the safer communities board to oversee local police operations. From my point of view, it is hypocritical for Labour to be saying anything about oversight of the police when a local Labour party will have nothing to do with the oversight of police and fire services.
Let me move on. The cuts to police services are tragic and, because of the Barnett consequentials, they filter through to Scotland. We need to ensure that we do everything we possibly can to maximise investment in policing so that we can continue to maintain the lowest crime levels we have seen in more than 40 years and to make the improvements we have seen across the country. If the Government would take just one more look at VAT, that would enable us in Scotland to make some of the changes we need to continue the progress we have made.
When I look at this motion, I cannot help thinking that somebody on the Labour Benches looked at a previously drafted motion and said, “Hang on a minute. We haven’t mentioned Scotland, so we need to do so.” It has ended up looking like a typical example of the Labour party saying, “#SNP bad.” The section about Scotland makes no sense at all in the context of the rest of motion. Had it not been included, I can see myself supporting the motion. Why has Labour included it? Was it simply to make SNP Members vote against it? It is utterly bizarre. This is a strange situation to find ourselves in, and it is really sad that it has come to this on such an important issue.

Is the Secretary of State able to provide more information on that point?

Commons ChamberWe are focused on Lincolnshire rather than Hampshire or Northamptonshire on this occasion, but we will hear from the hon. Members ere long in a different context, I feel sure.
7. How many people from Syria have been (a) granted and (b) declined asylum in the last four years.
Since the Syrian crisis began in 2011, the UK has received more than 6,800 Syrian asylum claims and granted asylum or other forms of leave to more than 4,200 Syrians.
Given that Lebanon is currently accommodating a Syrian refugee population of somewhere near a quarter of its entire population, does the Minister agree that the international community, including the UK, needs to provide far more places for resettlement, and other opportunities such as flexible family reunion places, to relieve Syria’s neighbours of some of the responsibility they are struggling to cope with?
Given the numbers and the scale of the challenge, the focus should be on regional aid in the areas affected. That is why the International Development Secretary has committed another £100 million to assist in tackling the Syrian crisis, with the total reaching £900 million. We are focused on the most vulnerable individuals, which is why we have been operating the vulnerable persons relocation scheme.
