As I am sure my hon. Friend knows, levelling-up partnerships are committed to work hand in hand with 20 places across England in most need of that levelling up. They are backed by £400 million of investment, and I know that he will make the case most robustly for funding for his constituency.

Q3. After 13 years, the Government have repeatedly broken their promise to repair social care. Post-pandemic, I have been visiting sheltered housing schemes in Hornsey and Wood Green, and time after time, basic services, such as dentistry, podiatry and befriending, are all missing. Will the Government take urgent action and repair that mess, or will it be down to Labour again to pick up the pieces?

For the NHS as a whole, the Government have provided record additional funding. Indeed, since we came to power in 2010, funding is up £70 billion. In addition, in respect of social care, my right hon. Friend the Chancellor has provided a further £2.3 billion of support to that vital sector.

I thank my hon. Friend for his question. He is absolutely right to raise the issues that we have had with the Army recruitment contract, but what is happening demonstrates that the Government are engaging with these problems. The MOD and Capita have agreed an improvement plan, which seeks to address some of the significant problems that we have. When these problems arise, we are engaging with the companies concerned to try to deliver improvements.

What assessment have the Government made of the impact on apprentices who are employed in Capita’s many workplaces? How many individual apprentices may be affected? Which regions of the UK are particularly exposed? What contingency plans are in place to protect potential losses to the apprenticeship programme, and what will be done to stop these failing business practices? I am fed up with having to listen to poor apprentices in other companies who have lost their roles as a result of failing business practices.

I shall speak briefly against new clause 1. We as a nation need to be clear about the scale of the challenge that we face. The budget deficit has been halved, but it is still enormous and we are spending far more than we earn. Against that backdrop, the increase in welfare spending is an important element that must be addressed. The amount of spending on tax credits has risen from £6 billion when Gordon Brown first introduced them to £30 billion now. That money is being borrowed in order to pay for welfare. I do not think that borrowing money to pay for welfare expenditure is a sensible idea.

Let us look at the totality of welfare spending as though it were a cake. Is it not the case that the failure of the Government over the past five years to address the high cost of housing or to bring down the housing benefit bill is the key to solving your problem?
