Commons ChamberI can certainly give the right hon. Gentleman that assurance. That was something specifically addressed in the coalition Government: that we should not rely on, or use in any way, evidence delivered by means of torture.
I thank my right hon. Friend for giving such an excellent statement on this war. As he knows, my Plymouth, Sutton and Devonport constituency includes 3 Commando Brigade, whose wives and families will have played a significant part in this whole conflict. Will he ensure that MPs representing other garrison cities are also given the names and details of the families so that we can communicate with them in order to talk to them about the impact this conflict will have had on their lives, too?

Commons ChamberThe right hon. Gentleman raises an important point. The reason CAP payments have not been made to Scottish farmers is entirely due to the previous SNP Scottish Government. Any attempt to suggest that it is down to the EU is incorrect. Farmers and others know the benefits to Scotland of being in the EU and will vote to remain.
Were the UK to withdraw from the EU, what impact would that have on Scotland and the EU’s relationship with Malawi, to which I know my right hon. Friend has recently been?
My hon. Friend knows that I recently visited Malawi, and, without being indiscrete, I can firmly say that the Malawian Government are in favour of Scotland and the UK remaining in the EU.

We want to ensure that the civil service is fully representative of the nation it serves and benefits from the widest pool of talent in our communities and from every part of Britain. We have made considerable strides to increase diversity already, and we will shortly publish our strategy for social mobility, in which we will set out how we will further increase social diversity in the civil service.
As my hon. Friend knows, Plymouth is a low wage, low skills economy, but it is also the home of the seventh-largest university in the UK. What opportunities are there in the civil service in Plymouth for people who do not have university degrees?
My hon. Friend reminds us that there is big talent in Plymouth, and we want to make the most of it. Over this Parliament, as part of our broader commitment to 200,000 apprentices across the public sector, we will invest in more than 30,000 new civil service apprenticeships, which will offer a range of rewarding opportunities for people without university degrees, including opportunities already available in Devon and Cornwall. I am delighted to say that I have an apprentice in my private office. I hope that one of our apprentices will one day be Cabinet Secretary—and if that person is from Plymouth, so much the better.

Commons ChamberI believe that 20,000 Syrian refugees is a generous and correct figure for Britain. What we should do now is get on with it and move as rapidly as we can to process those people. It takes time because we have to work with the UNHCR to go through those in the camps and find suitable people to come here. It also takes time to work with local councils. I do not want to make a pledge that we then cannot deliver properly on the ground, and I believe that this 20,000 pledge can be delivered properly.
As my right hon. Friend knows, Plymouth is a dispersal centre for asylum seekers. When he knows what the figures are, will he let Plymouth MPs and Plymouth City Council know how many people they will have to help? Will he also make sure that there will be health screening so that we can sort out whether or not people have TB, which is an important issue in my patch?
I am sure that all those issues will be looked at by the Home Secretary’s committee.

Commons ChamberAs my hon. Friend rightly suggests, we should push ahead with devolution and decentralisation across the United Kingdom in the next Parliament, but not to a fixed blueprint. Some areas may want to go further and faster than others. If, in Cornwall, it is felt that a Cornish assembly, born out of the existing county council—it would not be yet another talking shop for politicians, and could even cut the number of politicians if it wished to—should have powers over planning, such as those that he suggests, I would hope that we would empower it in that way.
13. The Plymouth and south-west peninsula city deal, which was announced recently along with the enterprise zone, will ensure that there is significant investment in Devon and Cornwall and that there are new jobs. Does my right hon. Friend share my concern that if, by some misfortune, the Labour party got into power, the focus would no longer be on Devon and Cornwall but elsewhere?

Commons ChamberThe benefits of growth deals go beyond their particular location and help improve the economic prospects of the whole area. The hon. Gentleman is fortunate in Wiltshire in having the rail Minister, my hon. Friend the Member for Devizes (Claire Perry), as an important advocate for such schemes. The important point is that they are bottom-up and they are proposed by local people.
6. What steps he is taking to devolve power to cities and metropolitan areas.
Cities and their surrounding counties and districts prosper together, which is why I am delighted that the Plymouth city deal, signed last year, also includes businesses and councils in Devon and Cornwall. By opening up South Yard in Devonport to create a commercial marine engineering centre, high-quality jobs will be created not only in Plymouth, but across the south-west.
I thank my right hon. Friend for coming down to Plymouth to sign our city deal this time last year. Plans for a maritime industrial campus are at a good stage, and we would very much welcome his coming down to have a look at them. To give an extra boost to that city deal proposal, I urge him also to speak with the Treasury about ensuring that we have an enterprise zone in that part of the dockyard.
I am keen to see South Yard be a success—I am certain that it will be. Many of the advantages of an enterprise zone are already available to councils, through simplified planning rules and discounts on business rates, but I will of course study my hon. Friend’s proposal in detail.

Commons ChamberThe hon. Gentleman makes a reasonable point. One of the sadnesses of the tendency to suck power away from our great cities to Westminster and Whitehall is that it reduces the authority and the influence of the leaders of the cities, towns and counties. Empowering the cities and getting them to enjoy their renaissance is a powerful incentive for people to come forward with the ambition and aspiration to lead them, and that is what we are doing.
12. My right hon. Friend very kindly gave a city deal to Plymouth earlier this year. Does he agree that, in order to maximise it, we have to make sure that we have good transport links down into the south-west?
I agree. It was a delight to be at the Devonport dockyard to sign the Plymouth city deal in the company of my hon. Friend. Of course, the south-west relies on good transport connections. He will know that the south-west growth deal included a lot of investment in roads. He was kind enough to come to Exeter for the signing of that deal. I encourage him to work with his local enterprise partnership to put forward the best new projects for what I hope will be the next round of growth deals.

Commons ChamberIt is worth remembering what is happening right now. Despite all the controversy of the recent changes, more young students are applying to go to university than ever before, there is a higher rate of students from disadvantaged backgrounds going to university than ever before, and a higher proportion of youngsters from black and minority ethnic backgrounds are going to university than ever before, confounding all the predictions that the hon. Lady’s party made at the time of the change. I suspect that the effects of individual voter registration will confound all its predictions as well.
T6. Is my right hon. Friend considering further devolution of economic development powers to city regions such as Plymouth?
My understanding is that my hon. Friend came to the signing of the growth deal last week. He will be aware that, since the launch of city deals in December 2011, we have made it clear that we want to see more and more city deals and growth deals being entered into. So far, 28 city deals and 39 growth deals have been negotiated, and the cities and local growth unit—working to the Minister of State —continues to work with local areas on that agenda so that we can announce further deals in the future.

The Criminal Justice and Courts Bill, which is currently being considered in another place, will make it a criminal offence for jurors to engage in conduct which is currently a contempt of court. By making juror misconduct a criminal offence, it will reinforce the message that such behaviour is unacceptable and threatens trial by jury.
At present it is for the Attorney-General to prosecute cases of contempt of court in these instances, and there have been five prosecutions of jurors since 2010. It is not that we anticipate a large number of additional prosecutions as a result of this change, but rather that we want the message to be very clear to jurors that there are consequences should they decide not to abide by their oath, and that there is wider damage that may accrue to the concept of trial by jury if jurors do not abide by their oath. That is what we seek to achieve.
What proposals does my right hon. and learned Friend have to ensure that jurors do not find themselves in contempt of court for use of social media and the internet?
I think my hon. Friend is referring to an emerging difficulty that we face: not only do we wish jurors to abide by their oath—the oath is very clear, and they should be fully cognisant of what it requires of them—but we need to address the fact that in the age of social media, people can get themselves into trouble without realising it. That is why, beyond even jurors, we have tried to set out clearly in the social media arena what contempt of court might involve so that people can avoid it. We have sent out on social media clear messages, I hope, as to what should be avoided, and we will continue to look for ways to do that.

Commons ChamberI think that the point at which ISIL can no longer act with the menace and brutality with which it acts at present will be quite obvious on the ground. However, as many people have pointed out, we are not pretending, and no one should pretend, that air strikes on their own are the solution. That is why I want to address myself to those—including the right hon. Members for Croydon South (Sir Richard Ottaway), for Neath (Mr Hain), the hon. Member for Sheffield, Heeley (Meg Munn), the right hon. Member for North Somerset (Dr Fox) and the right hon. Member for Sutton Coldfield (Mr Mitchell)—who have suggested that we should now take the decision also to embark on air strikes in Syria.
It is important to remember that, as has been pointed out by the right hon. and learned Member for Beaconsfield (Mr Grieve) and others, there are complexities in Syria which are not present in Iraq. There are differences. The fact that we are not embarking on air strikes in Syria does not mean that we are inactive in Syria. We train, equip and advise the forces in Syria whom we wish to support in Syria. In one sense, by choosing to play one part in the wider jigsaw of this coalition effort that now comprises 60 nations undertaking different forms of action—military, diplomatic, political and humanitarian —we are saying quite overtly that we are doing one part of what we judge we can do best right now, but not pretending that we can do everything all at once. Just because we cannot do everything does surely not mean that we do nothing, and that is the sensible stance that we are taking.
I thank my right hon. Friend for giving way. We have heard a great deal about the role the RAF will play, but what about the Royal Navy—especially our submarine fleet?
Clearly, all our assets are available. As my hon. Friend will know, the Ministry of Defence has Tomahawk-capable submarines, and the Royal Navy has several vessels available in the Persian gulf.
May I compliment the thoughtful interventions of the hon. Members for Penrith and The Border (Rory Stewart) and for Stratford-on-Avon (Nadhim Zahawi) who quite rightly highlighted the fact that any military action can only seek to create the conditions in which a diplomatic and political process can take hold. All we can try to do is to work with other countries in an effort led by Arab nations in the region to create the conditions in which good governance can take root in both Iraq and Syria. As Ban Ki-moon said, at the end of day, bombs can kill terrorists but good governance is what kills terrorism.

Commons ChamberWe will, and an administrative measure that will help that process is an increase in Her Majesty’s Revenue and Customs’ enforcement budget. As my hon. Friend will know, the first stage in the process is to insist that the enforcement authorities address deficiencies in the minimum wage. She is right also to emphasise that the enforcement regime we inherited was a rather weak one.
9. What steps he is taking to increase access to higher education.
Last year, the Chancellor announced that we would remove the cap on the number of university places in 2015-16 so that no bright person who wants to study at a higher level should be turned away. The Government have also put in place a new framework placing more responsibility on higher education institutions to widen access, and that approach is paying off, with more young people admitted to university this year than ever before and a big increase in the number of young people from disadvantaged backgrounds.
Earlier this year, the Government announced plans to create a further education college for nuclear engineering. As my right hon. Friend will know, not only is Devonport home to an engineering university technical college, but its dockyard deals with the refitting and refuelling of nuclear submarines. As he might also know, it faces a real challenge with Hinkley C. What progress is he making in introducing either higher or further education for engineers?
From the work we did on the Plymouth city deal, I know that my hon. Friend is fully apprised of the need to invest in skills in Plymouth. The Government are working with the Nuclear Industry Council to determine the remit and location of a national nuclear college, and we hope to announce some progress later in the year.
That has been an active subject of discussion with the Chief Secretary to the Treasury. Indeed, we have had a social enterprise day supporting worker-owned enterprises, and a consultation is taking place at the moment on how such activity can be facilitated through the tax system. I note the hon. Gentleman’s comment about the churn of Ministers. I should point out that I have been in my present job longer than anyone since someone called Peter Thorneycroft in the early 1950s.
T5. As my hon. Friend knows, Plymouth is the host of the Peninsula medical school. In the light of the Ashya King case, in which Ashya’s parents had to flee to another country to get treatment for him that was not available in the UK, what plans does he have to accelerate research into new drug and medical technology?
My hon. Friend makes an important point. That case highlights the importance of Britain remaining at the forefront of medical innovation. To that end, we have set out our groundbreaking 10-year life science strategy, and I pay tribute to my predecessor, my right hon. Friend the Member for Havant (Mr Willetts), for that. My central mission in this new role is to ensure that Britain leads the world and is the best place in the world to develop 21st century medicines and health care technologies.
