Commons ChamberI am proudly wearing my Bee Network badge this morning, having visited Greater Manchester to meet the operators of the Bee Network and Mayor Andy Burnham; that is trailblazing work in Greater Manchester. In the year in which the network has been operating, we have already seen a 5% increase in passenger numbers, and buses are turning up on time, which is always great. The question of funding for the future will of course be part of the spending review.
I was reading the Treasury’s “Fixing the foundations” document, and I understand that because of the need to restore control over public spending, the Government have had to cancel the restoring your railway programme. However, I note that individual projects will be reconsidered in the Transport Secretary’s review. Will the Minister please look at the development of the Abertillery spur on the Ebbw Vale to Cardiff line, as he considers good-value investment and connectivity in our railways infrastructure?

This is a Government who are standing up for workers. We have been absolutely clear about our condemnation of the way that P&O workers have been treated in this case and we will be taking action, which I will explain in due course.
The P&O pension pot has a shortfall of £147 million. P&O’s parent company, DP World, has previously sponsored a golf tournament to the tune of £150 million. Does the Minister agree that P&O’s parent company should step in and pay up so that workers’ pensions are secure for the future? Will he add that to his package that needs sorting out?
I entirely understand the hon. Gentleman’s concern. I think that DP World and P&O should get together, talk to their workers and look after them, which they have not done so far.

Commons ChamberI thank the hon. Lady for her excellent question. She is absolutely right in everything she says. I have been working with a whole range of accessibility groups and disability charities to try to make sure that we get our messaging right, because we want to welcome everyone back to our rail system eventually and we want it to be the most accessible in the world. We have a long way to go, but we are working with those groups to deliver that service as best we can.
The UK continues to work constructively towards a trade agreement with the EU. Whatever our trading relationship with the EU after 31 December, the UK logistics and haulage sector will play a critical part.
The Dover port is used by 10,000 trucks every day. If we end up with no deal, the slightest delay means that just-in-time systems fall apart. The logistics sector says that it needs a credible plan to cover that high-risk situation. When will we see such a plan?
The hon. Gentleman touches on an important point that I as a Minister and my Department as a whole are focusing on. We are working through detailed plans to ensure that traffic flows smoothly through Kent, so that goods and services can continue to flow to the EU and elsewhere, as they do at the moment.

Lady missed it, but I mentioned to the Transport Committee last week that I had already issued a request for the proposal, which, as she will know, is the first stage towards either a direct award or a last-resort operation. I agree that poor service is unacceptable, and the financial problems are well documented.
The Ebbw Vale to Cardiff line is critical to Blaenau Gwent’s economy, but with growing demand we urgently need physical improvements in the line. There is a complicated UK Government, Welsh Government and Network Rail problem here. Will the Secretary of State, or one of his Ministers, meet me, Welsh Government Ministers and transport officials to discuss this important issue?
Yes, and the hon. Gentleman will be interested to know that I had a conversation yesterday about setting up exactly such a meeting for those purposes. So the answer is yes.

Commons ChamberMy right hon. Friend is a great champion for the commuters in her area. There is a commitment within the franchise to deliver additional services on the mid-Cheshire line, but this has proved to be very challenging operationally because of capacity issues in the area, particularly around Manchester and through Stockport. I have been clear that although I want to see the additional capacity delivered as soon as possible, this cannot be done at the expense of performance. Delivering a railway that passengers can rely on is the absolute priority. All options are being looked at to deliver these additional services. I will keep the House fully apprised of progress and this matter will be a priority for me.
I thank the Minister for his support for the upgrading of the Ebbw Vale line. That part of the Wales and Borders franchise has complicated responsibility and funding issues. Will he meet me and Ken Skates, the Welsh Government’s Economy and Transport Minister, to tease out the complexities and seek investment for that important line?
I had a meeting with the hon. Gentleman only a few days ago, although I am, of course, very happy to have further meetings with him. I understand why he is making the case for that line. It is important for his constituency, which requires improved transport connections to address the economic difficulties faced there. I am very happy to continue to support the process.

The Ebbw Vale to Cardiff line is a successful train service, but future improvements will require joint working between the Welsh Government, Network Rail and the Department for Transport, so will the Minister agree to meet me to help to secure extra investment for this crucial Valleys line?
I will of course happily meet the hon. Gentleman. The “Putting Passengers First” programme is all about greater collaboration and customer focus in the industry. I am happy to take that matter forward with the hon. Gentleman.

Commons ChamberI understand the problem. Some existing sat-navs are configured specifically for HGVs. Mandating them would be a major step that would undoubtedly have negative as well as positive consequences. This is primarily and mainly a market function, but protections are in place for local authorities to enforce against abuse of roads by HGVs.
HGV traffic can be dangerous, and the road safety charity Brake says that school crossing patrols are vital, so does the Minister have an estimate of the number of lollipop women and men who have been cut and whether or not that has led to an increase in accidents for children walking to school?
The hon. Gentleman is of course absolutely right about the concerns of children walking to school, which was a major theme in our recent work on cycling and walking safety. Part of the work that we are doing over the next two years precisely addresses areas around schools.
I do not have the numbers to hand, but the hon. Gentleman is welcome to write to me if he has them and we can discuss them.

Commons ChamberMy hon. Friend makes an important point. Competition needs to be a part of the way in which our railway works because it drives better performance for customers. Indeed, the presence of open access operators on the east coast main line has undoubtedly created a better competitive environment for passengers. Whatever structure emerges from the review, there must be a place for open access and competition. There are parts of the network where competition is impossible—it is very difficult to deliver on a single commuter network—but we should always aspire to have a competitive pressure on the industry in a network between major population centres.
Will this review consider whether Transport for Wales is given further powers to hold Network Rail to account for delivering improvements to railway infrastructure there? There must be clearer accountability to improve Wales’s railways.
Of course, I have proceeded with probably the most substantial piece of devolution of infrastructure in Wales since privatisation, by handing over the valley lines to the Welsh Government to turn into the Cardiff metro. There is a strong case for such an approach. I have also indicated to those leading Merseyrail that I am very happy to transfer their infrastructure to them. As part of the review process, we will certainly look at what the right approach to the issue of devolution might be.

Commons ChamberThe Secretary of State can be in no doubt from the contributions across the House today that the rail chaos is having a devastating impact on people’s lives and jobs and on the economy.
The meltdown in the timetable and the revised timetable is causing serious pain to commuters. We have heard from hon. Members north, south, east and west. The whole nation, as my hon. Friend the Member for Stroud (Dr Drew) said, is facing the pain. My hon. Friend the Member for Oldham East and Saddleworth (Debbie Abrahams) talked about how promised improvements were yet to be delivered, as did my hon. Friend the Member for Eltham (Clive Efford), who highlighted that the £9 billion spent has led to more chaos. My hon. Friend the Member for Kingston upon Hull North (Diana Johnson) reminded us that the northern press has united in its call for the Secretary of State to resign.
My hon. Friends the Members for Easington (Grahame Morris), for Liverpool, Walton (Dan Carden) and for Luton South (Mr Shuker) have all highlighted forensically how the buck stops with the Secretary of State. My hon. Friend the Member for Batley and Spen (Tracy Brabin) shared heartrending stories of her constituents sardined into trains and having their safety put at risk due to overcrowding.
The Western Mail has said that the Severn tunnel will now be shut for three weeks as the rail electrification kit rusts before it has even been used. Does my hon. Friend agree that if true, this is shocking, and that there need to be further checks to ensure that this important infrastructure project will be fit for purpose?

In the past 24 hours, hundreds of passengers have shared their experiences with me, including a relationship breaking down, trains so packed that people are standing for hours while paying more for their tickets, cancellations of trains for hours on end, and people leaving home at 5.30 in the morning to face a four or five-hour commute. One person had no choice but to walk home for four hours in the rain in the middle of their exams. There is lots of stress about getting to work on time and getting home to pick up the children, and lots of stress for those sitting exams and simply not knowing if they will get there on time.
A mother had to sing “Happy Birthday” to her child from Waterloo station because she would not make it home for their birthday.
We all know that the problem is much deeper rooted. Were Robert Adley alive today, he would have seen himself truly vindicated for his call to halt the Railways Act 1993, for he foresaw how fragmentation would eventually create complete chaos across the railways, as my hon. Friend the Member for Middlesbrough (Andy McDonald), the shadow Transport Secretary, set out. Mr Adley dubbed that Bill the then Tory Government’s “poll tax on wheels”. The fate of the poll tax is a stark reminder of what happens when Governments continue to blame everyone but themselves and fail to listen to the public. The public now overwhelmingly call for the renationalisation of the railways, which Labour will deliver.
The failure of one part of the Secretary of State’s Department to talk to the other, with franchises promising one thing despite Network Rail not having the capacity to deliver on his promises, demonstrates that the buck stops with no one but the Secretary of State. No Government can sleepwalk their way through a crisis, and this weak and floundering Government most certainly cannot. To ignore the public, to ignore the industry and now to ignore Members of this House shows utter contempt, for which the public will not be forgiving—not least when people have lost their jobs, been unable to sit vital exams, or missed precious moments of family life. Passengers are exhausted from working very long days due to their uncertain commutes. Passengers are unable to plan. Passengers are unable to have any form of life as their short journeys have been replaced by waits at stations that are 10 times the length of their journeys.
It is clear that commuters are not just frustrated with this totally avoidable Government failure, but with their own MPs for not securing change at the top. Today, we all have the opportunity to make the necessary change. If it is not addressed today, it most certainly will be at the ballot box, and MPs who were silent today when they had the chance to act on behalf of their constituents will find that those constituents will vote accordingly come the next general election.
The problem is that all this rail chaos, which was well known in advance by the Secretary of State, was allowed to happen on his watch because he put his ideology of private interests ahead of public service, because he failed to co-ordinate franchises across the divides in his Department, because he did not intervene and stop the timetable changes when he had the chance to do so, and because he evidently has put himself and his career above passengers and theirs. He was warned time and again but failed to act.
This afternoon’s vote is simply about confidence. Voting against the motion or even sitting on your hands would not only highlight how hon. Members are complicit in the chaos that has ensued over the last few weeks, but show support for how the Secretary of State conducted his Department, his actions in the months preceding the introduction of the new timetable, and the way in which he has let the public down consistently over the last 30 days. Constituents who were late to work again this morning will want to know how their MP voted today—did they place their confidence in the Secretary of State, despite all that has happened, or were they willing to stand up for their constituents and vote for this motion? When constituents miss their family meal and time with their children tonight, will they look up to their MP for taking action through the first step of removing the heart of the problem—the Secretary of State—or will they remember that their MP, when given the opportunity to do something, sidestepped the issue?
Perhaps the Prime Minister will show her full support for the Secretary of State this afternoon by neither voting for the motion nor taking any action to replace the person at the heart of the crisis, thus tying her own leadership to this national public disaster, or perhaps she will start to distance herself from all that has happened and find someone who can respond to this crisis. Surely she cannot continue to back a Secretary of State who has not only failed rail passengers but will continue to preside over the chaos that, as we have heard, he will unable to resolve for weeks if not months. Anyone who understands the need to make a fresh start after a public disaster knows that they need to deal with those responsible, which in this case means pulling Northern and GTR back into public ownership with immediate effect. The public will not forget how the avoidable rail chaos was woefully responded to.
There is one more issue that I want to raise: public safety. Even as we speak, public safety is being put at risk. We heard the Secretary of State take a swipe at the unions—he always does—but they represent the very people who work relentlessly across the network and, in particular, have kept passengers safe over the past few weeks. They have taken action today because they fear for public safety as guards are removed from trains. They are right to do so. If anything makes the case for guards on trains, it is the experiences of the last month. The guards are the very people who help the public in times of need. Labour will never put ideology above safety, let alone public service.
There is another public service issue on which the Secretary of State is failing. In this chaos, I have heard reports of stations crammed with passengers and trains crammed with people. Those people are fortunate to get on board—disabled people have been left stranded at stations because they cannot push their way on to trains. This is a seriously unsafe situation. The country must remember above all that national disasters have occurred when people have been squeezed into spaces that are too tight to hold them. When they are not just standing for hours on their commute but physically restrained on trains, it is easy to imagine how someone could fall on the tracks or fall ill on a train, especially in this heat. If nothing more, all hon. and right hon. Members should vote with Labour to put down a clear marker that they urge the Government to address this very serious issue. The choice today is to stand up for passengers, or to stand up for the Secretary of State and his failure on the railways. I trust that I will see hon. Members from both sides of the House in the Aye Lobby shortly.

Commons ChamberAs I said, officials believe that we will see a decrease in the numbers of passengers interchanging at Lewisham station in the next franchise period. It is currently an accessible station, although I recognise that its existing design means that it can get crowded at peak times, as the hon. Gentleman said. In recognition of that, the invitation to tender incentivises bidders to consider investment to improve the flow of passengers at Lewisham. Bidders will be required to spend no less than £6.5 million on station improvements, and Lewisham is one candidate for that spend.
I am bound to say that Lewisham station is a very considerable distance from Blaenau Gwent, which the hon. Gentleman represents, but perhaps he has a connection with south-east London of which I am unaware and about which I am shortly to be enlightened. Who knows? I call Mr Nick Smith.
Rail accessibility is an important topic, so will the £430 million saved by not electrifying the Cardiff to Swansea line still be spent in Wales?
