I would be happy to meet my hon. Friend. He has raised the issue of accountability measures: expectations for pupils in AP have not been high enough in the past, and as part of our drive to improve quality across the AP sector, we will consider how we can better assess performance and strengthen accountability for pupils in AP. We will have more to say on that in due course.

I pay tribute to my hon. Friend for his work in seeking to raise standards in Northamptonshire schools. In October, together with hon. Friends representing Northamptonshire constituencies, we met the director of children’s services at Northamptonshire County Council to discuss academic standards in Northamptonshire schools. That included discussions about standards in phonics, which I would say is the single most important issue; key stage 2 SATs in reading and maths; GCSE results; and the EBacc. I have taken a close interest in the schools in my hon. Friend’s county, and we are meeting again in April to assess progress.

Unfortunately, the Minister is absolutely right. Sir Christopher Hatton school in my constituency is outstanding, but we have two inadequate schools—Rushden and the Wrenn—and the Minister will shortly meet me and the chief executive of the Hatton Academies Trust. Does he agree that local academy trusts also have an important role to play in solving the problem with Northamptonshire’s education?

Yes, I do agree with my hon. Friend. Collaboration between schools, particularly in local multi-academy trusts, is one of the most effective ways of ensuring that we spread best practice and that schools in a multi-academy trust help one another to raise aspirations and the standard of academic education our children receive.

The Prime Minister is focused on a successful negotiation. The Government are clear that Britain’s best future lies within a reformed European Union if the necessary changes can be agreed. He set out the United Kingdom’s position in his recent letter to the President of the European Council, Mr Tusk.

24. Does the Minister agree that as the United Kingdom sends £350 million each and every week to Brussels, just a small amount of that spent on teachers and schools would be of great advantage? Is not that one of the reasons for coming out of the EU?

I am afraid that the premise of the hon. Lady’s question is wrong. We have not downgraded engineering. The principal learning unit of the engineering diploma is still very important in the performance tables. We asked Alison Wolf to examine all the vocational qualifications, and she has streamlined them, driven out the weaker ones that do not lead to progress and employment and left us those of much higher quality. We have 150 very high-quality vocational qualifications, including the principal learning element of the engineering diploma, which we value very highly indeed.

I know that the hon. Gentleman is passionate about this subject. Sex education is compulsory in schools, but we are reviewing the personal, social, health and economic education curriculum and how the subject is taught to improve the teaching of PSHE. That is what will cover the issue that he raises.

On that last point, the colleges are already experienced in administering the learner support fund. We are simply increasing the value of that fund, and the same college principals and head teachers will be administering it. We are talking about a significantly higher sum, however, and we will allow more discretion in the disbursement of the money, which is why we are talking to the Association of Colleges and others about how to administer it more fairly. Also, 5% of the fund will be available to cover the cost of administration.

The hon. Member for Sefton Central talked about the IFS research, as did other hon. Members. The IFS study says that the cost of the EMA scheme would have been recouped in the long run by helping to raise wage levels as a result of higher staying-on rates. I understand that argument, and I do not disagree with it. However, the IFS, in evaluations carried out with the Centre for Research in Social Policy, has previously said that EMA would increase participation by 4 percentage points, and up to 9 percentage points for young people from the poorest backgrounds. So the IFS’s own findings are consistent with the Department’s findings, and with the NFER’s conclusion that 90% of young people receiving EMA would have continued in education regardless of the payments. The House is well aware that we have tried to keep Ministers to 10 minutes, but we have now drifted over the 15-minute mark. I am sure that the Minister will have taken that on board, as he now comes to the end of his speech .
