Commons ChamberMy hon. Friend makes an excellent point about SAF, which is critical. We want the UK to be a world leader, and it has the potential to create more than 5,000 jobs; we have one of the most comprehensive programmes in the world. We are considering the role that a price stability mechanism, such as a CfD, might have. We are building the evidence base to support that. It is a complicated idea for SAF, but we are doing that work.
I remind hon. Members—I know that Chief Whips and Whips do not know—that topical questions are meant to be very brief.

Commons ChamberI have already been accused of being over-ambitious. I am sure that my hon. Friend will repeatedly make the case for the dualling of the whole of that route, but the plans that we have outlined today will go a long way towards providing some of the shorter-term improvements for the road.
I welcome what the Secretary of State has said about the importance of the A1 linking the Tyne and Wear conurbation with the Edinburgh-Glasgow conurbation. I also welcome the work that he has announced today, but it will still leave 25 miles of single track that ought to be dualled. Will he set out his plans for the future dualling of the road on the English side of the border?
In Yorkshire and the north-east, there will be 26 schemes worth £3 billion, including 18 new schemes worth £2.3 billion, the A1(M) to Newcastle will be fully open by 2017 and the A1 will be dualled to Ellingham, 34 miles north of Newcastle, so I think we have made a start in the right direction. It is a pity that that start was not made in the 13 years when the right hon. Gentleman and his Government had responsibility for these matters.

Commons ChamberYes, I had indeed heard about that fatality, and I obviously offer my commiserations and condolences to all concerned. My hon. Friend has been consistent in this campaign. In July, he asked the Under-Secretary, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill), a very similar question. I know that he has prioritised improvements to the road. I will look closely at the matter again, and we will do our very best for him.
I am more than happy to meet the hon. Gentleman and other hon. Members to consider the proposal. It goes to show that rail services in the south-west, and not only in the north, are being pressed on us all the time.
T8. What are the Minister’s proposals for the future structures of trust ports?
The right hon. Gentleman will know that trust ports are an important part of our ports sector. They have no shareholders and plough their profits back into the port for the benefit of stakeholders. Since the modernisation of trust port guidance was published in 2009 a lot of work has been done, but I think it is time to re-evaluate the current effectiveness of trust ports and to update our guidance. A trust port study is therefore being undertaken to look at these matters. Officials are working closely with trust ports to that effect.

It is a pleasure to serve under your chairmanship, Mr Caton. I congratulate my hon. Friend the Member for Houghton and Sunderland South (Bridget Phillipson) on securing this Westminster Hall debate, which is important for our region, as I am sure you can tell, Mr Caton, from the number of hon. Members who have turned up and want to take part.
All economies gravitate towards their centre, and ours is no exception. London and the south-east are a great powerhouse for the United Kingdom economy, but in our region we want to be part of that too. We are a net exporter, but crucial to our success as a region is connectivity with the rest of the world and, in particular, connectivity with the rest of our country. It is the function of Government to understand these economic laws and, where it is in the public interest, to push back against them. My criticism of the present Government is that they are just not taking regional policy seriously enough, and in no area of public activity is that more true than in transport.
We need only look at the funding figures. We receive a fraction of the transport funding that London receives. Per capita, funding in the north-east is £5; the same figure for London is £2,500. I put it to you, Mr Caton: is that fair? It clearly is not. If we are to have an integrated economy, bearing down on congestion in the south-east and dealing with the need for more economic development in the north-east, transport links are crucial and the funding formula should be more equitable.
In respect of national infrastructure spending, the north-east received 0.3% of the total, and we are 4% of the nation’s population, so we are not even getting a per capita share, but our needs are greater, so logically we should be a priority, not pushed to the back and out of the way. I hope that when the Minister sums up, he will address that point head-on. This is not just an argument about transport in the region, although that is vital; it is an argument about connectivity with the rest of the nation, of which we are a vibrant part. We should not be cut off from it because the transport links are not good enough.
I recently had the chance to visit one of the Government’s Work programme providers in the north-east. I asked what its biggest difficulties were in getting people into work, which is its function. Of course, it said that it was the lack of jobs. That is true, as all north-east Members of Parliament know; those who serve the Government nationally sometimes lose sight of that. However, the second biggest problem was getting people to work. When that was first said to me, I thought that it was the old business about youngsters not being able to get up in the morning, missing their buses and turning up late and all those other reprehensible things.
My hon. Friend helpfully says, “And some older people.” But no, it was not that. It was because the public transport links early in the morning, when people have to start work, are not good enough. Bus connectivity does not deliver in the way in which the pioneers of the Tyne and Wear integrated passenger transport network, of which we are all still proud, envisaged. Much has been said about whether the current bus services, and the relationship between the private operators and the public authorities, serve the region well. The present system clearly does not. Competition was a farce. I remember when it came in, and since its introduction the private sector has ganged up and monopolised certain routes and parts of the region. That is not private enterprise. A better solution needs to be found.

Commons ChamberMy hon. Friend has lobbied me on a number of occasions about the island’s ferries. In this particular regard, qualification for the tonnage tax is a matter for HMRC. It is our understanding that since 1 July 2005 ferries have had to be operating at sea to qualify for tonnage tax. The cross-Solent ferries are regarded as operating within an estuary, as opposed to the sea, and therefore do not qualify, so there is no impact on the Solent growth deal in respect of these services.
T2. What study has the Minister made of the potential for open access operators to reduce journey times between Newcastle and London on the east coast main line? What competition policy is he operating with regard to that matter?
The right hon. Gentleman will know from the prospectus that we have welcomed the possibility of open access operators opening up new markets on the east coast main line. There is scope for that within the proposals, and we are looking at the bids very carefully. We recognise the benefits that open access has already brought for a number of people in a number of markets from the north of England, and I look forward to any other costed proposals.

Commons ChamberI think we are making progress. The right hon. Gentleman mentioned in his question the fact that the Chief Secretary is involved. If the Chief Secretary and the Transport Secretary are of one mind on this, I very much hope that we will be able to make some progress.
What accounts for the delay between the tentative announcement of yet another study and the setting up of the study? What is left to be studied of this much-studied question? Will the Transport Secretary confirm to the House that the study is but a prelude to the commencement of the actual work?
I think I will look at the wording of that when I see it in Hansard. This is an important road and a lot of work has already gone on to widen the A1, as well as a lot of work that is being undertaken at present. We are now talking about the area north of Newcastle and it is important that when the works are being carried out, measures are put in place to deal with the environmental consequences and the objections that people might raise.

3. When he next plans to meet representatives of the Passenger Transport Executive Group.
There are no arrangements in place at present. However, while it has been some time since my last meeting with the group, I have met representatives individually in the intervening period. I would therefore welcome the opportunity to meet PTEG or indeed with representatives of any of the local government organisations from Newcastle.
There is quite a lot to discuss—for example, quality contracts—but of immediate concern is the impact of the new combined authorities on the existing joint boards. Can the Secretary of State say anything today that would reassure the employees of the existing joint boards, who are uncertain about their future?
The proposals for the combined authorities would see the passenger transport executives continuing to provide an executive function on transport issues across the board. The exception to that is west Yorkshire, where the local authorities have decided to dissolve their PTEs in addition to the integrated transport authority. The powers and duties of the PTE will be transferred to the new combined authority. I am more than happy to meet the right hon. Gentleman to discuss his worries.

Q2. What his policy is on quality contracts for bus services.
The regulatory framework around quality contract schemes is the one we inherited from the previous Administration and there are no plans to change it. The decision to pursue a quality contract scheme remains for the local transport authority to take, if it can satisfy itself that the scheme is in the public interest.
The Minister will know that up until now most provincial passenger transport authorities have preferred the partnership route and, to my knowledge, at least two—Tyne and Wear and West Yorkshire—are exploring whether to go the quality contract route instead, not least because of all the financial pressures that are now upon them. What advice does he have for the two authorities?
My advice is to consider what is best in the public interest for their constituents, to examine the options available in legislation, to pursue partnership working with bus operators and to try to secure the best possible outcome for the bus passenger.

Commons ChamberA number of representations on young drivers have been made to the Department for Transport and, as I said in that interview, they are all worth considering and investigating properly to see whether we can reduce the terrible toll that is sometimes caused by young drivers. However, that is not so of all young drivers. We read about the horrendous cases, but not about the many cases where young drivers behave and act responsibly on the road, as do other road users.
9. What progress he has made on dualling the A1 north of Newcastle; and if he will make a statement.
The Department has no current plans to dual the A1 north of Newcastle. In recognition of its importance for freight and other strategic traffic, the A1 north of Newcastle was designated as a route of strategic national importance in May 2010.
As was made clear at the time, reclassification does not guarantee any extra funding, and any proposed upgrade would need to be subject to the usual decision-making process.
