Will the Secretary of State make available—perhaps through a note in the Library—the number and type of foreign national offenders who, aided by deluded interest groups and dodgy lawyers, are resisting deportation by means of appeal, either to domestic courts or to European—foreign—judges?

Commons ChamberI support the hon. Member for Cleethorpes (Martin Vickers) in raising the issue of Vivergo Fuels and the danger that the 2% crop cap may pose to an important local business. Will the Minister meet MPs of all parties from the region to consider the matter before determining what to do?
I have had meetings about that. I know how closely the hon. Gentleman has worked with colleagues from across the House to promote the interests of his constituents and others. I will happily have more meetings. It is a challenging matter, but we must get it right. The hon. Gentleman is right that we do not want unintended consequences, so I will of course be delighted to meet.

Commons Chamber3. What assessment she has made of recent trends in the level of cybercrime.
While overall crime has fallen by more than a quarter since 2010, it is also changing, as the hon. Gentleman knows. An accurate national picture is critical to informing our response to cybercrime, which is why the Office for National Statistics has now published, for the first time, initial estimates of the number of cybercrimes committed, based on a preliminary field trial. The ONS estimates that there are 2.5 million incidents of computer-misuse crime per year.
I think crime is changing. The hon. Gentleman is right that this is about skills, which is why we established the National Cyber Crime Unit in the National Crime Agency, and about resources, which is why we have put £1.9 billion into this area of work. However, the issue is also about recognising that many such crimes can be prevented through straightforward good practice by citizens.
I think—I know you do too, Mr Speaker—that questions should always have a purpose beyond challenging the Government and should actually deliver positive results for Members. Following the hon. Gentleman’s question, I will write to him and to the whole House with details of how he can advise businesses in Scunthorpe and his constituents on how to stop these kinds of cybercrimes.

Commons ChamberMy hon. Friend does the House a great service in drawing attention to that work. It is true that much of the work of our security services is, by its nature, secret and therefore they are not often enough given the sort of praise he has given them today. In what they do, they stand between us and chaos, and their work—alongside that of the police—is vital to our communal wellbeing and our personal safety.
T7. In its inadequate judgment, Her Majesty’s inspectorate of constabulary found that Humberside police are not prepared to face their future financial challenges. Can the Home Secretary guarantee that there will be no more cuts in Humberside police’s funding that would further jeopardise their ability to deliver safety and security for my constituents?

Commons Chamber6. What steps he is taking to develop the north-south road network in Lincolnshire.
It says here that strategic roads play a key part in driving economic growth in my Lincolnshire constituency and elsewhere. Most of the north-south roads in Lincolnshire are the responsibility of the local highways authorities. Nevertheless, equipped with our new statutory authority to ensure that route strategies are consistent and coherent with our national road strategy, I will make certain that my Department works with them and the local enterprise partnership to deliver optimal improvements. By the way, I think a meeting between the hon. Gentleman and me might serve that purpose.
I thank the Minister for his reply. I welcome his offer to meet me and other hon. Members from northern Lincolnshire to discuss the nature of the A15, which is a significant link from the developments on the Humber port down to Lincoln. It is a neglected road. The road system south of Lincoln is good; it is this bit of road that really needs looking at. I welcome the Minister’s offer and look forward to taking him up on it.

Commons Chamber18. What discussions he has had with the Chancellor of the Exchequer on the implications of the autumn statement for investment in new energy infrastructure.
My Department and the Treasury regularly discuss how to incentivise investment in new energy infrastructure. That is why we were able to reach agreement, paving the way for the introduction of the Energy Bill and the Chancellor’s autumn statement. These enable us to meet our legally binding carbon reduction and renewable energy obligations and ensure the investment required to bring affordable power to our nation.
Centrica recently pulled out of investment in a new energy plant at Scawby Brook, and the Siemens and Able UK renewables investment on the Humber, although hopeful, are still uncertain. How will the Government ensure that areas such as the Humber do not miss out on opportunities for investment and jobs because of ongoing uncertainty?
The Energy Bill brings a framework of certainty that will allow investors to be confident about the Government’s direction of travel. I am obliged to say that, frankly, those decisions could have been made five, 10 or perhaps 15 years earlier, given that we knew that our energy infrastructure was ageing and that we would have to rejuvenate it by means of legislation. The hon. Gentleman is right to make the case for the Humber. I have met one of his near neighbours to discuss that, and I will be happy to meet him and delighted to meet representatives of his community to discuss what we can do to assist his cause that we are not already doing.

Commons ChamberAs we have heard, there is substantial consensus across the House that apprenticeships are a good thing. Both the previous Government and the present Government have supported and invested in the growth in apprenticeship numbers. Both the current Skills Minister and the shadow Skills Minister have excellent track records championing apprenticeships inside and outside Government. Many MPs are, like myself, employing apprentices, a practical, positive way of showing commitment to the apprenticeship route into employment.
Across the country there are excellent examples of first-class delivery of apprenticeship programmes. Two examples from my own constituency demonstrate how flexible the apprenticeship model is for apprentices and for businesses. North Lindsey college provides a wide range of excellent apprenticeship opportunities in partnership with a range of local companies. Humberside Engineering Training Association—HETA—whose general manager, Eric Collis, gave compelling evidence to the Education Committee, provides a range of high-quality apprenticeships in partnership with companies such as Tata Steel. It is a tribute to the quality of Tata Steel apprenticeships that they are heavily oversubscribed year on year. It is a tribute to Tata’s commitment to the development of its future work force that it is committed to maintaining its apprenticeship numbers even while it navigates the choppy waters that the steel industry currently faces worldwide.
So the apprenticeship brand is a strong one. Labour breathed fresh life into apprenticeships after they had been somewhat neglected. The number of apprenticeships rose from 65,000 in 1996-97 to 279,000 in 2009-10. The dedicated National Apprenticeship Service was set up to promote and expand apprenticeships. To their credit, the Government have built on this. However, most people think of apprenticeships as long courses focused on practical skills for young people.
Apprenticeships are now being supplied for a much wider range of skills and ages than previously, and vary in length. This is not necessarily a bad thing, but care needs to be taken with the branding, and vigilance should be maintained to ensure that apprenticeships are always used appropriately. We have heard some exchanges about that in the debate today. Vigilance needs to be maintained so that apprenticeships remain rigorous and of quality.
Most of the growth in apprenticeship numbers since the election has been in the 25-plus age group, and much of this has been achieved by the re-badging of Train to Gain numbers, so we need to be careful. With the rise in youth unemployment to record levels, it is important that renewed effort is put into building the number of apprenticeships for those under 25.
The hon. Gentleman is right to say that most of the growth has been in that area and he is right to attribute that to the changing shape of apprenticeships. We are using them as the principal vehicle to upskill and reskill the existing work force, as well as the traditional route into employment through the acquisition of practical competences, but I know that he will want to acknowledge that the two-year change in young apprenticeships for people aged under 19 is around 28% or 29%, and that the biggest proportionate growth is at level 3, rather belying the argument that this is all about low level skills for older people.
I thank the Minister for his intervention. He is right to say that where there is success it needs to be celebrated. That must be built on. He is also right to recognise the diversity of the apprenticeship model, but everybody in the House is right to emphasise the importance of rigour and quality as we move forward. There is agreement across the House on these issues, but when qualifications change, it is a tricky time and must be managed carefully. I am sure that with his track record, the Minister will be doing his level best to ensure that that is the case.
We do not wish to see another lost generation. That is the risk because of the economic challenges that the country faces. One way of addressing the issue would be to boost under-25 apprenticeships by smart public procurement. We have heard that discussed this afternoon. But there are other ways of addressing the challenge. In his opening speech the Minister drew attention to certain barriers to the supply of apprenticeships, which he hopes to release to allow a greater supply.
The Federation of Master Builders notes that there has been a sharp decline in construction apprenticeships as a result of the economic challenges confronting the construction industry. It states in its report:
“Apprenticeships are so successful because they are employer led and the qualifications on offer are designed to equip the learner with the skills required by the industry. Employers are at the very heart of apprenticeships and so, in order to really make a difference, politicians must continue to make the businesses’ case for hiring an apprentice. This includes the continuation, or even expansion, of the apprenticeship incentive payment.”
As the shadow Minister, my hon. Friend the Member for Blackpool South (Mr Marsden), said, a discussion is needed about how to balance the costs and the incentives between the student, the employer and the state as we move forward.
Finally, I shall touch on information, advice and guidance, which is tricky at present. I know the Minister is concerned about that. Research by the Edge Foundation showed that most people know a lot more about academic qualifications than they do about apprenticeships. The emphasis in the school curriculum on the English baccalaureate risks distorting choices and aspirations. Young people must be given better information about apprenticeships in order to make informed decisions. This should include opportunities to meet current apprentices and visit colleges, training providers and employers, starting before they make subject choices at 14.
Better information is needed about the paths that apprentices can take once they have finished their apprenticeships. It is not well known that apprentices can progress to higher education, or that many are promoted to supervisory and management positions soon after completing their training. Edge’s 2009 survey of teachers revealed that more than half—56%—of the secondary school teachers surveyed rated their knowledge of apprenticeships as poor. We need to take action on information, advice and guidance. We need to be rigorous about quality as we move forward, and we need to look at the package of incentives available to stimulate the further progression of apprenticeships.

Commons ChamberMy hon. Friend is absolutely right to draw attention to the remarkable figures in London. Of all the regions, London has seen the biggest proportionate growth in the number of apprenticeships, and I recently had a meeting in the Mayor’s office to discuss the subject. She is also right that there are things the Government can do to help, so we will look again at what can be done, based on the experience in London, to promote apprenticeships in the way she describes.
T4. In June, the Office of Fair Trading upheld the Which? super-complaint about card surcharges, agreeing that they pose significant detriment to consumers. When will the Government act to stop people being exploited in this way?

Commons Chamber17. How much funding will be available through the 16-to-19 bursary fund in the 2011-12 academic year for students starting their courses in September 2011 after allocation of the amount guaranteed for vulnerable groups.
We expect the cost of providing a £1,200 bursary to the most vulnerable young people to be just under £15 million in 2011-12. In addition, just over £101 million in 2011-12 will be allocated to schools, colleges and training providers for them to make discretionary awards to students. As the hon. Gentleman knows, we are also putting in place transitional funding.
In evidence to the Select Committee on Education last week, the chief executive of the Association of Colleges made it clear that to support young people properly, schools and colleges ought to have known six months ago how much money they would get. They still do not know how much money they will get. When will they know?
What colleges do know is that the Government are providing just over £194 million in 2011-12 in the transitional support that I have described. Of course, the change that we are describing is a change towards greater discretion. I was with the gentleman to whom the hon. Gentleman refers, and I know how much he welcomes that additional discretion, so that the system can become more responsive, dynamic and suited to need.

Commons ChamberI would be the first to acknowledge that I have not seen that research, but I would be more than happy to look at it. I am a straightforward politician, as the hon. Lady knows, and I have to say to her that when fees were first introduced, I was one of the doubters. I wondered whether they would have the effect that has been articulated again today. However, the evidence is that they have not done so. They have not affected applications in the way that was predicted by some people, and she is on dangerous ground if she thinks that they will have that effect this time round.
It does not seem credible for the Opposition to prosecute the argument that students will be deterred from applying to university and that there will therefore not be enough of them, and simultaneously to argue that there will be too many applications and that the universities will be unable to fund sufficient places to meet the demand. The Opposition seem to be running two horses, neither of which is likely to reach the winning post.
