My hon. Friend is right to identify the fact that the line will need investment, not just the £20 million that we have already put in, which will support the work of Chris Gibb, but the money to ensure that one of the most overburdened parts of our network is able to properly meet the needs of those who rely on it to get to work, to school and to all the other activities that life depends on in the south-east.

I, too, thank the Minister for the start in terms of compensation for all those who suffer this intolerable situation across the network every day, including all those using the route across to Southampton airport, often travelling to Gatwick airport from Swanwick. Will the Minister confirm that he is looking at the broad-ranging harm caused by these disproportionate, political strikes, which are affecting regional airports as well as local businesses?

I always recognise the importance of Southampton Airport Parkway in the overall network, both for South West Trains and on the Southern network too. I am always happy to meet individual colleagues with particular concerns, and I will be more than happy to discuss Southampton airport’s needs with my hon. Friend further.

Thank you for calling me to speak in this important debate, Mr Deputy Speaker. I am pleased to follow the hon. Member for Liverpool, Riverside (Mrs Ellman). I have written in my notes the words “road”, “rail”, “aviation” and “the water”, and I feel that she and I have some common—perhaps watery—ground on these matters. We have heard from Members on both sides of the House that it is vital to address the issue of climate change, and I shall focus unashamedly today on how that affects my constituency. Anyone who enters Eastleigh will see the words “Tackling climate change” on the sign, but that feels like a strange irony for anyone sitting in queueing traffic there.

Today we are debating the importance of transport in relation to exiting the European Union. I have been contacted by the Irish embassy, as well as by the States of Jersey and Guernsey, about the vital role played by Southampton airport in trading links between those areas and the UK, and we must now consider how we will work with them in a post-Brexit environment.

Today’s autumn statement has sought to tackle infrastructure deficit and improve our productivity. We have heard from the Chancellor that Departments will—rightly, in my view—meet the Government’s objectives by working with Members, communities, local councils and the devolved Administrations to enable them to tackle key decisions on their priorities and projects locally. I welcome this. I have had meetings in my area to discuss what is affecting the gross value added there. I have already indicated to the Secretary of State that the missing infrastructure in my patch is affecting our productivity. My constituency and those of my fellow Hampshire Members are affected by missing junctions on the M27 and queues on the M3, for example, and I know that the Department would like to focus on working with Highways England to make the area a better place for commuting and for getting around.

This week, the Secretary of State spoke to people working with regional airports, and I welcome the feedback that I have had from Southampton airport on his energy and positivity for the sector and for regional airports, which came through very strongly. We have heard questions raised in the Chamber this afternoon about air passenger tax in relation to our exit from the EU. I ask the Secretary of State to continue to work positively in this area, because that does translate and it does matter. Air passenger duty is a key issue for those travelling through my constituency, whether on business or for leisure purposes. Better connectivity from Southampton airport is also key for heading up to Heathrow or Gatwick. I have also heard from the Irish embassy that Ireland is benefiting from the new route between Southampton and Cork, from where passengers can take transatlantic flights. A clearer future, given the opportunities at Heathrow, is important to that connectivity and to my constituency.

Some 50% of people in my patch travel out for work, generally making a journey of around 12 miles. One would think that that is a short journey, but it can often take about an hour and a half to get from Eastleigh to Southampton or to travel by train between the two cities of Portsmouth and Southampton. I ask Ministers to meet me in due course to look at roads such as the Chickenhall link road, which will tackle pollution and queues, unlock potential sustainable housing sites and provide the opportunity for Southampton airport to get a longer runway, so that bigger planes are able to travel from my patch and people are given a real choice when it comes to getting around.

I am delighted by the opportunities provided by the autumn statement’s infrastructure boost, including, on a basic level for getting around, the seventh successive freeze in fuel duty. Families in my area do not have a choice and must travel by car. East-west connectivity is a challenge and I welcome the continued negotiations on the new rail franchise, because issues with getting between Portsmouth and Southampton in less than an hour are hampering people’s ability to benefit from the opportunities offered by being so close to the port of Southampton. We heard from my hon. Friend the Member for Stone (Sir William Cash) that ports are absolutely key. Southampton represents an opportunity for local success for new businesses springing up in Eastleigh. We must continue to consider water safety as we exit the EU. People want to see marine patrols when they are out and about and to feel secure in the post-Brexit environment.

I look forward to working with the local enterprise partnership, Hampshire County Council and other local departments and areas to ensure that Eastleigh continues to grow and thrive given the opportunities provided by the £1.1 billion for local transport networks. I say to the Department for Transport that such funds could be deployed in my patch to help with much-needed connectivity, to battle air pollution and to increase productivity. I welcome this afternoon’s debate and the interesting points made around the Chamber about air passenger duty, ports and connectivity. I look forward to working positively with the Department based on today’s autumn statement and the opportunities for local infrastructure across Hampshire.

I congratulate the hon. Member for Feltham and Heston (Seema Malhotra) on securing this debate on a matter that is of great importance to her constituents. She touched on the subject of surface connectivity to our airports, which is an issue of national importance, and on how public transport can address inequality across the nation and in her constituency.

The hon. Lady’s points raise some eternal truths of both transport and urban policy. Cities with good airport rail links are more productive than those without. The shorter the access time to the airport, the more productive that city is.

Anyone who is here today hoping to discover our decision on airport capacity can move along because there will be no clues—I am no wiser than Opposition Members. Whatever the decision, however, this subject is always at the forefront of my mind because it will ensure the continued growth of our nation as a whole.

It is also clear that there has been a long-suppressed need for improved access to Heathrow from its south. Many passengers still access the airport by road, and uncompetitive rail journey times do not help with that. I used to traverse the hon. Lady’s constituency on many occasions on the 285 bus trying to get to Heathrow, and I took a very circuitous route around the airport perimeter and sundry car parks—it took an awful long time. That does little to encourage a modal shift off the road and on to rail, and it certainly does not do much to improve air quality in her constituency, to which she rightly drew attention.

The feasibility study that Network Rail carried out has to be a key part of how we consider improving southern access to Heathrow, and it is worth just thinking how access to Heathrow has changed over the decades. Just 25 years or so ago, only 20% of Heathrow’s passengers used public transport to get to the airport. The Heathrow Express opened in 1998, following on from the start of the Piccadilly line trains running there in 1977, and so by 2015, more than 40% of passengers were reaching Heathrow by public transport. That is a great step forward, but those people are still not coming from the south of the airport, which is a point the hon. Lady is trying to make.

Such statistics fuel our aspirations to do better and to have a better connected United Kingdom. I recognise that we can and need to do far more. The Government have come to power with a strong infrastructure mandate, particularly regarding rail, where customer numbers have doubled and freight has grown by 75%. More people are travelling by rail than ever before. We are spending £40 billion between 2014 and 2019 to support a larger and more mobile population. The hon. Lady lives somewhere that is a key part of not only her local transport network, but an international transport network. We are under no illusions about what a huge challenge we face in upgrading a network that, in many cases, has not seen improvements since the era of steam engines in the 1950s. We are trying to fit our improvements into a relatively short timeframe, on a network that is used more intensively than ever before. That gives us limited scope for how we put into the network complicated enhancement projects that risk disrupting ongoing rail services for customers in the here and now. We have to bear that in mind, too.

It will not be long until Crossrail opens in full—in 2019—which will bring not just the heart of London’s financial district, but much of east London to within 60 minutes of Heathrow. That will dramatically improve passengers’ experience of train travel, with services carrying up to 72,000 passengers an hour through London during the peak periods. That improvement of surface access will be replicated to both Luton and Gatwick thanks to the Thameslink programme. We are going to be improving substantially surface access across the UK, which is one reason why London TravelWatch has identified southern rail access to Heathrow as a particular gap, which we still need to focus on. That is why Network Rail is developing its proposals on the western rail link into Heathrow, off the Great Western railway. Subject to a satisfactory business case, funding in the next control period and the agreement of acceptable terms with the Heathrow aviation industry, that will also open up new journey opportunities by providing four trains an hour between Reading and Heathrow airport.

Southern access to Heathrow is certainly at a less mature stage of project planning, but it is absolutely part of our considerations for the long-term strategic vision for the railway. As I said, the absence of adequate rail infrastructure in this part of London was a key finding in that London TravelWatch report, and we should not forget that. I am always conscious that when we talk about such infrastructure projects that we tend to focus on economic benefits to the nation as a whole. I certainly hear what the hon. Lady says about the regeneration of Bedfont, Feltham and other areas, and I do not doubt what she has to say for one moment. We have learned that good planning is vital and that before every decision we really have to ask how it will benefit customers. We need to show a clear link to user benefit. These things must be good value for money, affordable and deliverable, but they must also be the right solution. As a Minister, I want to start not by identifying what the output is in terms of a piece of infrastructure or kit, but by understanding properly what the problem is, and what the solutions to it are. After that comes the answer on infrastructure investment, and that was why we were very clear in asking Network Rail in its initial feasibility study to identify whether there was a potential market. That might seem self-evident—to me, it certainly is self-evident—but we need to understand the size of that market, the flows of that market and what success would look like in terms of meeting the needs of that market. Network Rail looked at a range of options, with which the hon. Lady is familiar, and found very clear, strong demand for routes from Richmond and further out into Woking and Surrey, as well as inland from Waterloo.

I heard some of the hon. Lady’s comments about the way in which Network Rail went about this, and she mentioned the “Guide to Rail Investment Process”. It is important to stress at this stage that, in that particular report, Network Rail was trying to define both the scale of demand and how that demand could be met with a series of indicative proposals. I do not think that, at this stage, there is any thought of excluding any one proposal, or even of recommending a particular proposal.

The hon. Lady mentioned the initial industry advice, which is yet to reach Government. Network Rail is part of the rail delivery group that is putting together this industry advice. I know that it has met her and that it is closely liaising with Hounslow Council. Her proposal is now on the industry’s radar, so I have no doubt that it will be under consideration as part of the initial industry advice. There will be a series of options and investment opportunities that Ministers will be able to consider. Once again, this is about defining the problem, the outputs that could solve that problem, and the varying benefits and disbenefits of a whole range of options. I recognise that the council’s presentation has its merits, and that it needs to be included and considered as part of that process. I am sure that the industry will be doing that. I look forward to hearing the initial industry advice before we take our decisions further.

To progress the scheme further, I recognise that additional funding for further development will need to be secured. That will allow Network Rail to develop possible infrastructure solutions and to understand the costs and outputs of the scheme so that funding decisions can be taken. The Wessex route study—the feasibility study—will be taken into account in the initial industry advice, as will the Hounslow scheme, to form a coherent and integrated funding strategy. Businesses such as Heathrow Express, Great Western Railway, MTR Crossrail and TfL are all playing a role in drafting the initial industry advice, but the work is being led by Network Rail, which is helping to form the funding decisions.

The Minister makes some important points about the reach of southern rail. I am listening intently as Southampton airport is in my constituency. I understand the importance of the Wessex route study and connectivity to Gatwick and Heathrow. In the work that we are doing around new franchises, I would like to see us being really bold about opportunities for Network Rail.

I thank my hon. Friend for that comment. As a former resident of the royal borough of Richmond upon Thames, I am always conscious that, for many of the residents there, Southampton was often an easier airport to reach than Heathrow, and the journey was actually better value and more convenient. Given the physical gap between the two places, that says a lot about the absence of rail connectivity to Heathrow. I hear what she says in light of the re-franchising that will be occurring.

I am delighted that Hounslow Council has taken the initiative to develop its own proposals and engineering solution. I know that Network Rail has met the hon. Member for Feltham and Heston and the council to take this matter forward, providing more expertise to highlight some of the key risks and issues that will need to be considered, as well as evaluating both journey time and train planning proposals. Any proposals to add trains to a network always involve complicated timetabling challenges that certainly elude my limited brain power in working out what fits where. We should always check whether we can fit things on the network before we start to over-promise what we cannot deliver. None the less, I welcome the work that is going on.

In the event that we can secure additional funding to take this forward to GRIP 1-2, we must consider it alongside other engineering schemes such as—but not limited to—those proposals that are also in the Network Rail feasibility study. We must derive maximum benefit from each and every investment decision that we make. We also have to take stock of what we are doing now to lay the groundwork for future investment. I am sure that the hon. Lady is aware of the work that is about to start at London Waterloo to vastly expand its capacity there, along with longer platforms for longer trains at a number of stations on the Reading line.

Work is not yet due to begin at Feltham, I know, but we are working through the complicated issue of a level crossing there. There will be 30 brand-new trains providing 150 extra carriages, and more Crossrail to come, as I said earlier.

There is a lot of good news in the hon. Lady’s constituency regarding rail investment, but I recognise that there is a particular gap in our network around Heathrow, so I welcome her contribution today. I hope I have reassured her that her proposals are on the Government’s radar and certainly on Network Rail’s radar. I look forward to receiving the initial industry advice and I am sure that once we have wider decisions about south-east airport capacity, this debate will take shape and grow, so I thank the hon. Lady for her time today.

Missing for 25 years, the Chickenhall Lane link road is a vital piece of infrastructure for my constituency. It is backed by the Solent local enterprise partnership and the local council, and it was in July’s Budget book. Will the Minister meet me at a rectangular, round or square table to discussing bringing it forward?

I congratulate my hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) on securing this important debate on the performance, and frankly the failure, of Govia Thameslink. I am sitting next to my hon. Friend the Member for Fareham (Suella Fernandes), and I must point out that this sickness has spread to Hampshire. Indeed, Southern has a toe in my constituency, and it must not be forgotten that services up from Swanwick in her patch—there is a bridge between our constituencies —to Gatwick airport have left travellers stranded and abandoned, with embarrassing and derisory compensation offered.

On unsafe practices, the duty of care is not about closing doors; it is about not abandoning and stranding people on the side of a railway, with trains being cancelled or changed at short notice. As my hon. Friend the Member for East Worthing and Shoreham said, people are simply being left in the middle of nowhere with no options.

Does my hon. Friend agree that the problem extends across the whole network? Many people using our stations in southern Hampshire on the mainline west coastway route—Swanwick, Portchester and Fareham—are travelling to Crawley or Gatwick for work, and they are putting their jobs at risk.

I absolutely agree with my hon. Friend. I have travellers from Netley and Hamble going to Bursledon and onward to Southampton Central. Those people avoid the A27 and the grind through Chichester, or the M27 heading to Littlehampton, Worthing, Hove or Brighton and the perils of the Chichester roundabout, in the hope of getting to work safe and sound. The safety considerations are, of course, off the trains. Yes, the unions might have a point, and perhaps we have not quite gotten to the bottom of that, but for me the safety considerations are about vulnerable people being left on the side of the railway.

We are a Government who stand up for working people, and it is time for us to stand up for passengers, workers, students, visitors and vulnerable people with children. There is an economic case for action on Southern trains, and I have previously asked the Minister a question on that in the Chamber. We have heard that the issue is blighting people’s lives day in, day out. It is not good enough.

I am also concerned about the safety of guards on trains. There is dangerous overcrowding late at night, with upset and angry people. Having seen the pictures of overcrowding at Victoria station, I am frankly surprised that there has not been a riot. The situation is dangerous. I do not want to over-egg or overhype it, but I have received feedback that people are frightened and concerned.

There is an economic case for us to support our businesses. We talk about Brexit and the problems that could affect our businesses, but the reality is that problems are happening now due to this franchise. I ask the Minister for a kind response and to think about all the families, workers and businesses who depend on the Government to make a substantial case for doing something. The time is now.

The hon. Gentleman and I talk about this a lot. He knows that there was disruption as a result of our record investment but that things are getting better—I point out again that in April we got up to an 83.8% public performance measure. If his constituents would like to write to bosses, I suggest they write to the union bosses involved, who are doing their members a grave disservice by bringing them out on completely unjustified grounds. This is a dispute about who presses the buttons that operate the doors and the change in the role of the second staff member; there are no job losses or changes to terms and conditions.

My constituency benefits from Southampton airport and its economic productivity. It is getting four new routes this summer, and many hub in from Ireland and the Channel Islands, but Southern rail’s shameful performance is affecting commuters across the south coast as well as those hubbing into my airport and heading up to Gatwick from Swanwick. Flights are being missed and jobs are constantly in peril. Will the Minister say that the huge impact this failing franchise is having cannot be tolerated?

Everybody understands that the railway has to get better—that is why the money is being spent and why so much work is going on with the operator and Network Rail—but I point out again that £2 billion of brand-new trains are coming off the production line that the company wants to run on these routes, but their introduction is being held up. And by the way, this is not just about Govia Thameslink Railway; they are having exactly the same problem in Scotland. This is a nationwide dispute about who presses the buttons that open the doors.

The hon. Lady says that electrification was set out in 2009. It might have been. [Hon. Members: “It was!”] One has to wonder why the Labour Government waited 12 years, until they knew they were about to lose office—in 2010—before coming out with plans. We are the ones who have carried them though. Yes, the costs have gone up—I very much regret that—but overall it is still a worthwhile project. Had it been started 15 or 20 years ago, it would not be costing what it is today. Anybody can lay out plans. In fact, Labour is sometimes very good at it, but it always fails on delivery and leaves it to us.

As I said, we will be firing up the north and the midlands to take advantage of this transformational project. After overwhelming support in the House, the Bill has now moved to another place, and I look forward to the Lords Select Committee. I am a strong supporter of remaining in the EU, but I am glad that I will no longer be able to get a high-speed train only from London to Paris or Brussels but that soon they will run to Manchester, Birmingham, Leeds and Sheffield. No matter how big the scheme, it is now vital for Britain’s national infrastructure. We will always remember that the vast majority of journeys are local, which means that local transport and infrastructure are no less crucial to preparing Britain for the future. In that regard, we back safer routes for more cycling and better buses.

We are devolving power to our cities and regions to give communities a much bigger stake in local planning. Transport is just one aspect of that. As we heard yesterday, the neighbourhood planning and infrastructure Bill will give communities a much stronger voice and make the local planning process clearer, easier and quicker so as to deliver local infrastructure and support our ambition to build 1 million new homes, while protecting the areas we value the most, such as the green belt. Our reforms have already resulted in councils granting planning applications for more than 250,000 homes in the past year.

But our plans go much further. We want to become a country where everybody who works hard can have their own home, so the Gracious Speech also featured the local jobs and growth Bill, which will allow local authorities to retain 100% of local taxes to spend on local services by the end of the Parliament. That will be worth an extra £13 billion from business rates. Councils have called for more fiscal autonomy; now they are getting it—a real commitment from central Government, real devolution and real self-sufficiency for regions across England. It is arguably the biggest change to local government finance for a generation. The Bill will give authorities the power to cut business rates, boost enterprise and grow their local economies. As announced in the Budget, we will pilot the new system in Greater Manchester and Liverpool and increase the share retained in London.

It is little wonder that Labour Members are giving up on opposition and seeking new roles in life. I offer the shadow Home Secretary my best wishes for his mayoral nomination bid. He obviously does not think he is going to be Home Secretary after the next general election, and nor do I.

I am proud of this Conservative majority Government for looking at whole issues when it comes to serving our local communities, such as on infrastructure and business rates retention. Where we have no local plans, the Government are giving communities an opportunity to intervene and draw more up. Almost 50% of commuting in my area is out of Eastleigh, and standing traffic and air pollution are a big problem.

I know how important transport infrastructure and connectivity are in my hon. Friend’s constituency—we have discussed them many times—and I hope that our transport policies, such as those I have set out today, will help bring about some of the changes she wants.

Yesterday illustrated just how we are devolving power for local transport services. The bus services Bill will provide new powers for local authorities to improve bus services and increase passenger numbers. It will deliver for passengers, local authorities and bus companies, all working in partnership together to improve services. We will replace the disastrous quality contract scheme pioneered when Labour was in office—a failed theory that has never been successfully applied over the past 16 years.

Stronger partnerships will allow local authorities to agree a new set of standards for bus services, including branding, ticketing and how often buses run. Passengers want to know when their next bus is going to turn up and how much it is going to cost, so the Bill will mandate the release of fares, punctuality, routes and real-time bus location information. This will help the development of more transport apps, as it has already done in London, right across the country. There will be new journey planners and other innovative products to help passengers get the most out of their buses. This is about delivering for customers and empowering local communities.

I can indeed. Highways England is making good progress. It has been doing initial work on options and anticipates beginning engagement with stakeholders and the wider public later this year. The scheme is on track to start construction in the 2019-20 financial year, as planned, but I will ask Highways England to keep my hon. Friend informed of progress.

Will the Minister give me an assurance that the long-needed and very complicated Chickenhall link road in my constituency will be properly considered? It would deliver new jobs, less congestion and pollution, increased productivity, and access to Southampton airport, but has been decades in the waiting.

I congratulate my hon. Friend on her work on this issue. I know she has put an enormous effort into it. The congestion in the Eastleigh area is a significant local problem, and I am aware of the work that Hampshire County Council is doing, but perhaps it would be helpful if we met outside here to discuss what we can do to move this project forward.

I echo my colleagues’ sentiments about highlighting the importance of the debate, which was introduced by my hon. Friend the Member for Portsmouth South (Mrs Drummond). It is a vital debate in the light of the new franchising process.

We have heard about the importance of the Eastleigh chord—I am the Member for Eastleigh. It is exciting to hear because that could unlock connectivity for us in the south. I have certainly had many letters from upset, abject commuters who feel that Eastleigh has long not had the strong voice that it should have in discussions of productivity and added value in the Solent region. Eastleigh needs a strong voice among the voices of Winchester, Portsmouth and Southampton to secure better train links, and to ensure that the big cities of the Solent region continue to bring in key investment for our constituencies to reflect the £374 million that our region gives to the Exchequer through our rail services. Frankly, many of us in the south-east parts of the south-west feel taken for granted. The debate is a chance for us to be heard by the Minister, who has visited Eastleigh. She has seen its importance as a railway town and what the railway gives to the local economy.

We must take notice of the Wessex route study, which reports 20% higher-than-expected demand. The new franchise gives us the investment opportunity. The Waterloo throat has long been the subject of conversation on the doorstep with my constituents, because it has an impact on their commute to London. We must all reflect on the fact that commuting is now longer, harder and more difficult, with people having to consider their home situations and to travel further than they might like.

I should also reflect on the comments made by my right hon. Friend the Member for Basingstoke (Mrs Miller) about house building, which greatly concerns me, too. I already have a constituency of almost 80,000 residents. The 17,000 new homes likely to feature in the long-awaited new plan for the Eastleigh constituency could take the population to about 120,000. Frankly, our rail services will not be able to cope with that. That is only one little picture of hard-pressed commuters in the south.

I welcome the comments made by my hon. Friend the Member for North East Hampshire (Mr Jayawardena) about branch lines. I find it baffling that we have so many empty trains heading along the track when people do not need them. Commuters, in particular those of Hedge End, feel that their voices should be heard more clearly.

Getting around Eastleigh is difficult. The Secretary of State for Transport came down for the election campaign. I told him that the roads are extremely bad and he said, “Everyone tells me that,” but he experienced it for himself. Many of my constituents have to head to Portsmouth, Southampton or Gosport in the morning. The train between my constituency and Portsmouth and Southampton takes well over an hour, so people take to their cars. The M27 simply cannot cope. We have heard that more than 100,000 people travel between junctions 8 and 9—I say “travel” but most of them spend a lot of time just sitting there. During the election campaign, there was an incident on the motorway and, for 12 hours, nobody could move. That is a big problem because our acute hospital services for Eastleigh are in the major cities. Travel is a problem for people to get their health services. We have no escape routes. We have narrow, old-fashioned rural roads, which are absolutely chocker. When I left my office on that particular day in the campaign at 11 o’clock at night, it took me about an hour and a half to go two miles. There are so many cars on our roads. The M27 corridor is creaking and the M3 is suffering.

My hon. Friend and I share a bit of the Eastleigh borough—I represent the Chandler’s Ford and Hiltingbury part of it—and the local roads are a nightmare. Does she agree that it might be helpful if Eastleigh borough council got on with its local plan, which is currently a complete disaster zone?

Absolutely—that is music to my ears, given that we are going to be waiting until November next year for a plan. Consistently, there is hostile development on green spaces. Those are not sustainable places on which to be building, and at the moment, a planning application for a car lot and a drive-through restaurant is going through for the old council offices. That is a sustainable place for more houses that would be within walking distance of Eastleigh train station.

In Eastleigh, we have Southampton airport, which is an important regional airport and a hub for passengers coming into the area from Guernsey in particular. It has been highlighted, however, that it is sometimes easier for people to get to Gatwick than to Southampton, given that they can take a train from Swanwick heading up towards Gatwick and fly out that way, rather than trying to get from Guernsey or the island into Southampton to fly. That is a big concern for me. We have many short commutes that should be eminently doable, but they are a major problem because of the number of people doing those commutes on a struggling motorway, with no rail option. We have an extremely important enterprise zone bid based around the airport. The local enterprise partnership is backing that, but it can work only if we get better rail services. We need bypasses and link roads, and I have been making the case for those very strongly.

In conclusion, as we have heard, the Transport Secretary has kindly visited my patch. He knows the importance of Eastleigh. It is a great place to work, live and do business, but it is a terrible place to get around. The new franchise in 2017 is a vital opportunity for all of us across Hampshire and the south-west to seize the opportunity and stand up for the Solent and the south-west corridor. We must deal with capacity, power supply and the Waterloo throat issue. We must fight for investment, recognise the demand increase and ensure that we enact as much as possible, as soon as possible, from the Wessex route study.

As I said, the reclassification took place in September. When I appeared before the Transport Committee, I was asked to give my opinions on matters as they were at the time. Since then, owing to the greater accessibility and more direct control from which we have benefited, I have had a chance to think a bit more about what ought to be done, which is why I have made my statement today.

May I urge my right hon. Friend to work positively with the new management of Network Rail, the Solent local enterprise partnership and local stakeholders in my constituency to accelerate the development of the Chicken Hall Lane link road?
