Commons ChamberI quite agree with my hon. Friend. He is a fantastic champion for his constituents in Bolton, and I am delighted that he has been able to get this funding for them today. I would be delighted to visit Bolton at the earliest opportunity to see him in action in his community.
The £20 million announced for Wythenshawe town centre today is testament to the hard-working leadership team at Manchester City Council. However, my personal thanks goes to Gavin Taylor from the Far East Consortium, who helped me kickstart this project just over two years ago. My thanks also go to the Minister. The money unlocks, with all the other things, the potential for 2,000 much-needed homes. Without sounding like Oliver Twist, may I ask the Minister to talk to his colleagues at the Department of Health and Social Care and request that they look again at the exciting plans at Wythenshawe Hospital just up the road, which could deliver an extra 1,000 homes on top?
I am pleased that the hon. Gentleman has been successful. He is quite right to praise his council officials, because his bid was one of the highest scoring bids that we have been able to afford money to in this round. I am pleased to be able to grant it, and I am happy to work with him on how we can level up further in Wythenshawe and elsewhere across Manchester.

Commons ChamberI am grateful to have secured this Adjournment debate on Wythenshawe and Sale town centres. Town centres are the heart and soul of our communities. They are places where people come together to shop, to eat, to drink and to socialise. They are centres of trade and business. They provide jobs, skills and opportunities. They are the backbone of local economies. Over time, they have experienced periods of boom and bust. Each has its own unique history and identity, and I am sure that they are sources of local pride for every MP in the Chamber. But, sadly, over recent years they have faced many challenges including under-investment, changing retail and leisure demands, covid-19 and, now, the cost of living crisis.
I would like to use this Adjournment debate as an opportunity to pay tribute to the two town centres in my constituency—Wythenshawe and Sale—and highlight their important economic and social roles. I will also highlight the challenges and opportunities that they face and ask the Government what plans they have to support them. Too often, we hear this Government pay lip service to levelling up, the woes of left-behind people and places, and the importance of economic growth. Tonight, I want to talk about the reality of levelling up, and what levelling up actually means, or should mean, to places like Wythenshawe and Sale, and to people like me who grew up and live in a so-called left-behind town.
I am a lucky MP. I get to represent the constituency that includes not only the town where I grew up and still live, but two brilliant town centres: Wythenshawe and Sale. Both have the benefit of Greater Manchester’s Metrolink, which connects them to the rest of the conurbation.
I congratulate my hon. Friend on securing this important debate. In Stockport, we have been campaigning for a long time for an extension of the Metrolink tram system into our town centre to increase footfall and trade in the town centre. I raised the matter with the former Prime Minister, the right hon. Member for Uxbridge and South Ruislip (Boris Johnson), who assured me that he would study the plans with care, but I never heard back from him. Does my hon. Friend agree that one of the biggest issues facing northern towns is the lack of ambition and investment from this Conservative Government?
I thank my hon. Friend for that intervention. He should be proud of his work in Stockport to regenerate the town. There is nothing quite like “Foodie Friday”, which attracts independent retailers and thousands of people, but we know that the cream on the cake for Stockport would be extending the Metrolink to the town centre. I fully back his campaign, even if the right hon. Member for Uxbridge and South Ruislip (Boris Johnson) has not got back to him yet.
Wythenshawe, designed by the visionary architect Barry Parker, with the support of Ernest and Shena Simon, once led the way as a suburban utopia. In 1930, their garden city vision saw tens of thousands of families from Manchester’s inner-city slums moved to well-built, spacious neighbourhoods and green surroundings. That saw Wythenshawe transformed from a handful of small villages at the turn of the 20th century to a settlement of 100,000 people by the 1960s. In December last year, I hosted the “Who Built Wythenshawe?” exhibition with Professor Michael Wood, a famous former resident, and the Town and Country Planning Association here in Westminster, showcasing Wythenshawe’s garden city heritage.
The current site of Wythenshawe town centre, or the Civic, as it is known locally, started life as a shopping centre in 1963, with Wythenshawe Forum—one of Manchester’s largest buildings at the time—and a swimming pool, theatre and public hall added later. I would visit the Civic most weekends growing up, shopping at the market, visiting the Forum theatre and, yes, having many of my first dates there as well. Today, it still attracts over 5 million visitors a year and sits at the heart of a community of over 100,000 people. Like many towns, Wythenshawe faces some challenges, with increased costs for businesses and changing retail and leisure demands, but with the right investment it has so much potential.
Sale, a former market town that grew on the back of the Bridgewater canal, which brought coal to fire the industrial revolution, has also experienced challenging times, but it has an exciting future. It was recently voted the fourth best town in England to live in. It has strong transport links and housing stock and great schools, including the one at which I had the pleasure of teaching for the best part of a decade. Recent regeneration by Trafford Council is seeing independent businesses return to the town centre, but more investment could take the transformation to the next level, attracting more businesses and creating jobs.
In the Summer of 2022, recognising the need to rejuvenate these town centres, Manchester City Council and Trafford Council, under the leadership of my friend the former Member for Stretford and Urmston, submitted bids to the levelling-up fund. The plan to redevelop Wythenshawe town centre offered a once-in-a-generation chance to transform the Civic with a new public square, food hall, community cinema and 1,500 low-carbon homes.
Manchester City Council bought out the lease on the shopping centre to help control, steer and accelerate that investment. It put its money where its mouth is. The plans for Sale town centre included a wholesale transformation of the public realm and highways, to improve active travel for all and support the regeneration of Stanley Square. I pay tribute to Altered Space for the private sector investment that has so fundamentally altered the precinct in Sale and brought about so much regeneration.
To ensure that the plans were fit for purpose and had the support of the local community, Trafford Council funded the refresh of the Sale public realm strategy, which set out and delivered a costed plan to inform the bid. The transformational potential of the plans and the golden opportunity for regeneration that they provide must not be underestimated, especially in a constituency where 41.3% of neighbourhoods rank in the highest category of deprivation. The plans were serious about levelling up.
I congratulate my hon. Friend on securing this important debate. I draw Members’ attention to my entry in the Register of Members’ Financial Interests: not only was I the leader of Trafford Council when the bids were submitted, as my hon. Friend said, but I have the great honour—at least until Thursday—of representing Sale town centre on Trafford Council.
My hon. Friend makes an extremely important point about the diligence and care that were put into both levelling-up bids, which is replicated in bids up and down the country. Does he agree that that time, energy and endeavour did, in many cases, go to waste, as a result of a brutal bidding process that pitted town centres and local authorities against each other? Does he agree that such a system should not be used again, and should instead be replaced by a system in which funding allocations are made on the basis of need?
I will miss my hon. Friend as one of my councillors after Thursday, but I welcome him to these Benches. Under his extraordinary leadership, Trafford went from strength to strength. He took control away from the Conservative party in Trafford and started to build a sense of place. The plans for Stretford in the civic quarter, what we have done in Altrincham and what we hope to bring to Sale were the direct result of his leadership. I am grateful.
Both bids underwent a rigorous drafting process and extensive consultation, with strong local support. Careful consideration of the plans, which strongly reflect local need, could deliver so much more than shiny new buildings and superficial facelifts. They would attract new business, creating new jobs. Disappointingly, despite two strong bids and high hopes from local leaders, the Government did not match our ambition for Wythenshawe and Sale town centres. Both bids were rejected.
Tonight, I would like to hear from the Minister directly why the bids were rejected. I am not going anywhere. I will raise this at every opportunity, from now until kingdom come, to make sure that we make progress in the town centres in my constituency, of which I am extraordinarily proud. Why were the bids left out of a fund to support economic recovery and growth in the poorest parts of Britain? Why did the same fund that rejected the bids award £19 million to the Prime Minister’s own wealthy constituency? My hon. Friend the Member for Stretford and Urmston (Andrew Western) is right; some sort of “Hunger Games” of bidding seems to have taken place.
The truth is that the fund, just like the Government, is not serious. Around 70% of levelling-up funding has been pledged to constituencies in England that have a Conservative MP. How does that happen? Analysis shows that Tory-held seats received around £19 more per head than those in similarly deprived non-Conservative constituencies. We already knew that the Government were not serious about it—they have a track record. The Government have been in power for 13 years, and the levelling-up agenda has not cut the mustard with the British public.
A recent report by the Institute for Public Policy Research says that the north is being held back by “vast inequalities” and “systematic underinvestment” in research and development, social infrastructure and transport. What have this Government done to correct that? What have they done on R&D investment? Some 46% of R&D investment—vital for business innovation, jobs and skills—still goes to London, the east and south-east, despite those areas representing around only a fifth of the population.
What have this Government done to boost transport and connectivity in the north, in order to improve the vibrancy of our towns? HS2, which would have come to the borough of Trafford, has been put on ice. It would have reduced journey times from Manchester airport, in my constituency, to London Euston from two hours and 24 minutes, as they are currently, to 59 minutes. HS2 from Old Oak Common to Birmingham has now been shelved. The paucity of ambition to connect up this country is palpable. On Northern Powerhouse Rail, we cannot get TransPennine and other routes into Manchester airport. Some 20% to 30% of services to Manchester airport, one of the biggest economic drivers in the region, are regularly cut.
And it gets worse. What have this Government done to support local councils to deliver the frontline services that our communities rely on to function efficiently? Following the 2008 financial crash, rather than support the most vulnerable, there were politically motivated cuts. Manchester City Council, ranked the sixth most deprived local authority in England, has had to make £428 million of savings, while Trafford Council has had to take more than £260 million from its budget. We have seen the devastating reality of those cruel cuts.
As disappointed as I was by the Government’s decision to reject the two perfectly solid bids for levelling-up funding, which denied Wythenshawe and Sale town centres £40 million of investment, sadly I was not surprised. While this Government may not be serious about levelling up, local leaders are. Despite the lack of funding from Government, I am pleased to say that plans for both town centres will go ahead.
Manchester’s Labour council is delivering for Wythenshawe with new homes, cultural and leisure spaces, job opportunities, green infrastructure investment and better walking and cycling links. Likewise, Labour-run Trafford Council is pressing ahead with its transformation of Sale town centre, with solid backing from the private sector. The transformation around Stanley Square has been truly incredible, creating a modern and vibrant district that is home to new independent retailers, cafés, restaurants and bars. Both councils have my full support and I pledge to continue to do all I can, as the Member of Parliament for Wythenshawe and Sale East, to deliver investment and economic opportunities for our towns and our people.
Labour is serious about levelling up. We care about our town centres and we understand what communities need, because we are those communities. Despite all the funding cuts and lack of support from the Government, and the crushing blows that were delivered when we did not receive our levelling-up funds, we are already delivering. Will the Minister tell me what the Government will pledge to deliver for Wythenshawe, Sale and other towns like them across Britain? Are the Government finally ready to get serious about levelling up?

Commons ChamberObviously, we are very sympathetic to those who are feeling cost of living pressures, which is why the Treasury put together the £37 billion package at the autumn statement, followed by a further £26 billion. Service charges should be reasonable, they should reflect costs and there should be access to the ombudsman, as there is.
The Government are supporting towns to attract investment through a wide number of levelling-up initiatives. We are establishing freeports and investment zones designed to incentivise private sector investment and job creation in some of our most deprived communities, and devolution deals are giving local areas the opportunity to tailor policy to local investors. The £2.6 billion UK shared prosperity fund has been designed around a key theme of growing the private sector across the United Kingdom, and the levelling-up funding programmes, totalling almost £10 billion, are designed to revitalise town centres and grow local economies.
Manchester and Trafford are cracking on with regenerating Wythenshawe and Sale town centres in my constituency, despite submitting excellent but ultimately unsuccessful levelling-up bids. Does the Minister really think that the best way to level up is to force cash-strapped councils to waste millions of pounds entering endless beauty parades, just to get the investment that they deserve?
That is why the Government will be publishing a full funding simplification plan in due course, but it is also why we are focusing on devolving more power and more money to local areas. I hope that the hon. Gentleman will join me in welcoming the fantastic trailblazer deal that we have just introduced in Manchester, which is giving the power and authority there to complete projects such as the one that he has referenced.

Commons ChamberIt is wonderful to see such a strong contingent from Lancashire in the Gallery. Skelmersdale and Ormskirk will be proud of their new MP, I am sure.
Developers are lining up to sign our contract to remediate approximately 1,500 buildings. Some 95% of those buildings with the most dangerous Grenfell-style cladding have already been remediated or have work under way. The number of buildings that are being fixed by the building safety fund has doubled in the past year. The pilot for our new mid-rise scheme is making good progress ahead of its full opening in the coming months.
The hon. Lady is absolutely right. Not only have insurance premiums been too high, but some of the middle people involved have been gouging at the expense of leaseholders. We have made it clear that there are responsibilities on the Association of British Insurers and others to change their ways. The Under-Secretary of State for Levelling Up, Housing and Communities, my hon. Friend the Member for North East Derbyshire (Lee Rowley), is responsible for local government and engaged in work to make progress on that.
I will absolutely make sure that I or another Minister meets the hon. Gentleman and takes up the case of his constituent, yes.

Commons ChamberMy right hon. Friend makes a good point, and this is a cross-Government, and beyond Government effort. As he reminds us, we have welcomed people who have come here from Syria or Afghanistan in a compassionate fashion, but there are delivery challenges for everyone in Government that we need to work out, to ensure the right services are there. We expect, but do not predict, that many of those who will benefit in the first stages of this scheme will be people moving to areas where there are already a significant number of people of Ukrainian ancestry. Some of the social networks will help, but we must ensure that as the scheme expands, the support is there.
The Secretary of State said that the webpage to volunteer to sponsor a Ukrainian refugee has gone live, but the ITV journalist, Paul Brand, has just reported that it does not work and the site cannot be reached.
I am grateful to the hon. Gentleman for his real-time update. I am sorry if Paul Brand’s internet connection is wonky. It seems that the connection of my hon. Friend the Member for Rutland and Melton (Alicia Kearns) is superior, as she has just signed up.

Commons ChamberThe one thing that delighted me about the Secretary of State’s speech is learning that he has been a secret Manchester City fan all these years. I look forward to him joining the all-party group on football, ably chaired by the right hon. Member for Staffordshire Moorlands (Karen Bradley) in the weeks and years to come. However, little else impressed me.
Aviation communities have been particularly hard hit, as we all know. Manchester airport in my constituency is the international gateway to the north. The impact of the pandemic on its operations—going from 28 million passengers to 2.8 million passengers—has been devastating. That has resulted in job losses and significant knock-on impacts on sectors and businesses that support the operation of the airport. There is precious little in the Budget to support those aviation communities up and down the land.
However, in my constituency, we have other wider regeneration opportunities, championed by the local Labour authorities in Manchester City Council and Trafford Borough Council. We have a series of oven-ready schemes to drive genuine regional growth and economic development across Greater Manchester. The airport city masterplan includes the first phase of the Hut Group’s £1 billion business campus, which will support up to 10,000 jobs. A new £250 million hotel district is also gathering pace. Plans for a MediPark at Wythenshawe Hospital are well-advanced, with significant life science and health innovation businesses linked to the hospital and Manchester Airport.
We have also recently completed a masterplan for Wythenshawe Hospital. It is a plan that would: transform the hospital; create a world-class research and health facility; create a sustainable campus; and ensure a diversification of uses. The delivery model proposed for the development of the Wythenshawe Hospital site is for a financially driven, phased construction approach using a blended funding model. This funding solution could leverage in many commercial and health and social-related investment opportunities. However, to realise this, Government support is needed to unlock a technical solution to the current NHS capital regime. We have not stopped there though. There are exciting plans for the levelling-up bids for Wythenshawe and Sale town centres, and we eagerly await news on the timing of round two and the guidance on joint bids.
HS2 and Northern Powerhouse Rail are vital. We need the HS2 station at Manchester airport. Currently, it is unfunded in the proposals. If the Government really want to level up the north, why do they not put spades in the ground going south today? That would certainly help with the levelling-up agenda. We need platforms 15 and 16 across the constricted centre of Manchester to ensure that the northern hub means that train services across the north can operate effectively.
The Office for Budget Responsibility has revealed anaemic medium-term growth forecasts, with growth falling to an average of just 1.5% a year in the last three years of the forecast from 2024 to 2026. We need many things in our constituencies, but the Government’s various regeneration schemes do not come close to making up for the £15 billion of Conservative cuts since 2010. If the Government are serious about levelling up, they should work with Manchester, Greater Manchester and authorities across the north to ensure that we can deliver on the plans that have huge economic and social benefits to our people and our regions.

Commons ChamberIt is clear from the tone of the debate so far that Conservative Members have an ideological aversion to local government and local communities making decisions for themselves. The impact of covid-19 leaves a £50 million hole in Manchester City Council’s budget and a £37 million hole in Trafford Council’s budget for 2021-22. Both local authorities, which cover my constituency, are stuck between a rock and a hard place, being forced by the Government to propose increases to council tax in the middle of a pandemic. The savings options being considered by both local authorities will protect frontline services where possible. However, the tough options of cuts and savings are still hard to stomach.
Last week, communities in my constituency were affected by Storm Christoph, with residents being evacuated from their homes because of flood warnings on the River Mersey. The response by Manchester and Trafford local authorities was second to none, and I praise them for their outstanding response. Unfortunately, when the Prime Minister visited the Mersey valley last week, he failed to understand that those outstanding responses by the local authorities involved will become harder in future because of the depth and breadth of the cuts he is proposing. Communities at risk of flooding must not be let down because of inadequate resources. We must not let that happen at any time in the future.
Trafford Council has a funding gap of more than 20% of the size of its revenue budget for next year. It has also spent £50 million more than its £175 million revenue budget for this year. This demonstrates the scale of what local authorities such as Trafford are handling in excess of their usual workload in their response to covid-19, and with income streams falling, the demands on statutory services remain. The council tax hike will hit families in Wythenshawe and Sale East hard, when so many are worried about their future, the future of their jobs and how they will get through the next few months, particularly in a community such as mine, where tens of thousands of jobs are dependent on aviation at Manchester airport. With the Government not having given any specific aviation deal, many families in my constituency remain worried. The Government need to recognise that local government needs to be properly funded and that Manchester and Trafford residents must not be hit with a rise in their council tax bill and deterioration in their services.

I sympathise with my right hon. Friend’s concerns. His constituents, including those who use Hassocks station, which we have discussed on a number of occasions, have endured an unacceptable level of service, and he has been a strong champion for them. They will receive compensation and we will be setting out details of that compensation plan in coming days. It will be comparable, as the Secretary of State has indicated, with the compensation that was given to passengers on Southern about a year and a half ago.
With trains cancelled and delayed and journey times between Leeds and Manchester airport in my constituency up by 12 minutes, how does the Minister think the northern rail project is going, especially given the news at the weekend that he is reneging on the commitment to electrify the line between those two cities?
I have already addressed the issue of the trans-Pennine route upgrade. We await Network Rail’s final project plan for how to make the best use of the £2.9 billion the Government have set aside for it. It is a significant investment, and it is entirely right that the Government seek to secure the best value for money, both for passengers and for taxpayers.

Commons ChamberMy family will be delighted by how much exercise I am getting, jumping up and down.
We are committed to tackling unfair leasehold practices, which is why we are working with the Law Commission to make buying a freehold or extending a lease easier, faster, fairer and cheaper. We want to ensure that leaseholders have the right support to deal with onerous ground rent, and we will consider further action if developers’ schemes to compensate individuals do not go far enough.
I am delighted that Manchester, like several other authorities, is a beneficiary of the Government’s 100% business rates retention pilot, which is ensuring that local authorities keep an extra £1 billion this year. We will announce plans for a further round of pilots shortly after the local elections.

Commons ChamberIn the few minutes available, I want to say that, as a Catholic parliamentarian, I stand in solidarity with my Jewish colleagues in the Chamber today. As chairman of the Catholic Legislators Network and the director of Catholics for Labour, I know that we have to fight anti-Semitism wherever it rears its ugly head.
In October 2015, Pope Francis met Jewish representatives and said in a statement that we had, after 2,000 years, reconciled some of our differences. If I had said that in public 500 years ago, I would have been locked up, and if I had said it 50 years ago, I would have been laughed at, but today, some of those differences have been reconciled. In the encyclical “Nostra Aetate” of the second Vatican council in 1965, born out of the horror of the holocaust, the Catholic Church condemned anti-Semitism and asked for a transformation of the relationship. It was not until 20 years afterwards that Pope John Paul visited the synagogue in Rome—he was probably the first Pope to go into a synagogue since Peter the Apostle—which symbolised that new relationship.
I make a plea to my own party and my party leadership. Two years ago, I stood in central London at the Cable Street commemoration of how, 80 years previously, Jews and Catholics came together to fight the fascists. In that period, 20,000 protesters came together to fight fascism and Mosley, and having pleaded with the then Home Secretary, John Simon, to ban the march, forced the fascists to turn around. My hon. Friends the Members for Brent Central (Dawn Butler) and for Ealing North (Stephen Pound) were both at that commemoration. The Labour party and the Labour movement have a proud tradition of standing up to anti-Semitism in this country, and we must maintain it.
I will finish by saying that power, which is a gift from God, is either coercive or relational, and anti-Semitism is the worst possible type of coercive power. Martin Buber, the Jewish theologian, said, when asked whether God exists, that he exists in the space between us. That means we have to build solidarity with one another, day in and day out, to make sure that we create a better world.
Finally, we can look at scripture—Nehemiah—and see that on the return of the Israelites to Jerusalem after their exile, they built the walls of Jerusalem again. Our party walls have been breached, and it is up to each and every one of us to build those walls again. We can do that, and we must do it quickly.
