Commons ChamberThe hon. Gentleman will not be surprised to hear that I strongly disagree. When it comes to energy, it is the UK Government’s reserved energy policy that is working well for the people of Scotland. Had we followed the SNP’s energy policy of being against both nuclear and Scottish oil and gas, we would be in a terrible position and would probably be dependent on the good will of Vladimir Putin.
Forgive me, Minister, but it is already too late for some businesses. Alexandros, a very popular restaurant in my constituency, has announced that it is closing while it assesses whether it can afford to carry on with a £13,000 increase in its energy costs. This is going to be brutal for small businesses on our high streets, isn’t it, Minister, without appropriate intervention?
I have already said that this is a matter of very active consideration by the Government and that it is right at the top of the new Prime Minister’s in tray. I remind the hon. Gentleman of the amount of support the Government have given businesses during the pandemic and over other matters recently. We have an incredibly strong record of supporting businesses, which is one reason we have such an excellent record on creating jobs and making sure that, by working with businesses, we have a robust employment sector in this country.

Commons ChamberI pay tribute to my hon. Friend, who consistently and ably defends his constituents’ interests. The red diesel phase-out was announced two years ago, and I would be happy to talk to him to see how we can manage that transition.
To follow on from the question of the hon. Member for Harwich and North Essex (Sir Bernard Jenkin), many businesses, such as aviation, which has a massive impact on my constituency, hedge their future fuel costs, but many will be hugely exposed because they have not hedged those costs. Is the Department doing some analysis of the exposure of such businesses?
The hon. Gentleman raises a critical point. The Department is always looking, particularly at a time of extreme price volatility, at how prices affect the supply chain and businesses. The Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for North East Derbyshire (Lee Rowley), was speaking to energy intensive industries this morning, as I was, and we are fully alive to their plight.

Commons ChamberI always call my hon. Friend Mr Kettering, Mr Speaker, as he has been a councillor there for a long time and the Member of Parliament representing Kettering so diligently and astutely in this House. He is right: the UK currently has 10 GW of offshore wind capacity, which is around a third of the world’s total. We are looking to grow that to 40 GW by the year 2030.
Successful resolution of supply chain pressures will be a joint effort between stakeholders and the Government, and we will continue to engage with industry stakeholders and other Departments to find practical solutions to these challenges, which are not unique to the UK.
Will the Minister join me in congratulating companies such as Cardon Energy and Maritime Transport in my constituency on keeping the country fed, fuelled and supplied? However, they tell me that there is a tsunami of HGV drivers reaching retirement. Unite the Union says that terms and conditions are not good enough and lengthening the working day will not improve that. NG Transport has offered to resettle six Afghanistan families with the requisite skills. Will the Minister not stand in the way of companies trying to innovate to plug the gaps while we tackle these structural problems?
I thank the hon. Gentleman for that. Indeed, that is exactly why we are engaging with industry because the solutions will likely come predominantly from industry. We will continue to work with stakeholders on this so that we are able to innovate to tackle this incredibly intractable—at the moment—problem.

Commons ChamberIt has been a difficult time for all those affected whether they were customers on holiday, customers who had paid for a holiday but not yet taken it, or employees and those in the supply chain. The Government have sought to tackle all those issues as far as we are able to do so. The hon. Gentleman will be aware that the ATOL scheme is designed to provide refunds and repatriation costs that arise from a failure of a company such as Thomas Cook. Many of those who have suffered financial loss will be able to claim through ATOL or, indeed, through a credit card provider if their holiday has not yet been taken.
I thank the Secretary of State for her personal energy, commitment and skill in chairing the Government taskforce on the collapse of Thomas Cook. I agree with both Front-Bench spokespeople that the directors did not comport themselves well before, during or after the collapse. With 2.8 million passengers taken out of the equation at Manchester airport, with the huge repatriation event, and with employees still employed on temporary contracts trying to close the company, will she join me in thanking the workers who remain after losing their jobs and the trade union reps at Unite and the Transport Salaried Staffs Association, who have worked so hard to represent them so ably?
I thank the hon. Gentleman for his contribution to the taskforce and join him in thanking all those who have played their part. People from right across Government, from trade unions and from local enterprise partnerships and so on have all sought to find new work. The Department for Work and Pensions rapid action taskforce has been helping people write CVs, and there has been mental health support and so on. It is a great shame and a huge pity to see this long-standing brand collapse, but I am sure we are all glad that its name will survive perhaps as an online travel company. I join the hon. Gentleman in wishing our very best to all those who lost their jobs in finding new work in a similar sector.

Commons ChamberAs one of my colleagues helpfully says, the hon. Gentleman must wait and see. In our 2017 manifesto, we set out our fully funded taxation and spending policy. The hon. Gentleman needs to recognise that a fairer taxation policy would not only enable us to fund our public services better but ensure that our economy was growing and that the growth was shared by all those who contributed to it, unlike what is happening at the moment. Last month, we learned that household debt was at its highest rate ever. Many people are reliant on borrowing, not for luxuries but for essentials such as putting food on the table for their children, and food bank use has skyrocketed.
My hon. Friend is making a powerful case. Our 2017 manifesto was fully costed and full of figures, but the only figures in the Conservative manifesto were the page numbers. According to the StepChange charity, 3,500 families containing 5,000 children in my constituency are in toxic debt, owing about £14.5 million. Does she agree that this is because of eight years of austerity?
My hon. Friend makes an excellent point. The burden of debt has been shifted. We still have our public debt, but the burden has been shifted on to our poorest families. The national figures for debt are a matter of great concern for our future economic stability. As a consequence, food bank use has skyrocketed, with wages no longer covering basic living costs. In my constituency, Newcastle’s West End food bank is the largest in the country. That is not an achievement of which we are proud, but we are proud of the generous Geordies who take on the role that this Government have abandoned in feeding the most vulnerable among us.
We know that 5.2 million people are trapped in low pay, and small single-figure percentage increases in the legal minimum wage will not put an end to this misery. Shockingly, one in four employees earning the minimum wage for five years have been unable to move out of that low pay, which is the highest figure since records began. Low pay is becoming a trap, and the workers least likely to escape the low pay trap are those in the north-east and women. They are being trapped by the lack of action from this Government. Will the Minister admit that, under the Tories, low pay means that work is not a protection against poverty? I want to make it clear that, despite its name, the Government’s minimum living wage is not a real living wage. The small increase that this statutory instrument introduces will not make it a real living wage. More than 5 million people are paid less than the living wage—a huge increase from the 3.4 million people in 2009.

Commons ChamberI reiterate what I said earlier about welcoming this debate on the Government’s productivity plan, and I thank all hon. Members who have contributed to it. It seems curiously appropriate that, as we were debating this, news came through that Sir Philip Green is providing up to £363 million to sort out the pensions debacle that he himself created. Many Members of the Committee worked very hard to achieve that result—the hon. Members for Horsham (Jeremy Quin), for Bedford (Richard Fuller), for Cannock Chase (Amanda Milling), for Derby North (Amanda Solloway) and for Edinburgh West (Michelle Thomson). They were forensic and professional, and they put aside party politics to all work as one in order to continue to put pressure on Sir Philip Green. They should be very proud of themselves today.
I find it appropriate that a great, great parliamentarian and a fantastic co-Chair, my right hon. Friend the Member for Birkenhead (Frank Field), is also in the Chamber. He especially provided leadership of the Joint Committee and put pressure on Sir Philip to do the right thing—to right the wrongs that he had put in place. I pay tribute to my right hon. Friend, who is also a great friend of mine.
We can see a theme in all this, which is that the economy does not work for everyone. There was a disconnect: at a time when BHS workers were facing redundancies or cuts to their pension entitlements, Sir Philip Green was getting ownership of a third yacht. There is something profoundly wrong, and structural weaknesses need to be addressed. I hope that that was the purpose behind the productivity plan and the Government’s new industrial strategy. However, this cannot last just for 12 or 18 months. It must be long standing to ensure that we get permanent change and address the problems of inadequate investment in infrastructure, skills deficiencies and appalling regional imbalances in productivity and high growth. That is the challenge. I hope we can have a long-term view to ensure that the industrial strategy becomes embedded. The productivity plan seems to be last year’s thing, frankly. I hope that the industrial strategy can persist and last for decades to come so that we can really have an economy that works for everyone.

On a point of order, Madam Deputy Speaker. The Department for Education briefed the media earlier today that it was planning to bring forward a change to the Children and Social Work Bill to introduce statutory sex and relationships education for pupils from key stage 1 onwards. It was also my understanding that there would be a written ministerial statement outlining the update to that Bill. However, I now understand—once again, from briefings to the press, rather than any written or oral statement to this House—that there will not be an announcement today. The House is being held in contempt. This matter relates to a Bill that will return to the Floor of the House next Tuesday and that has wide support across all parties. Hon. Members need clarity from the Government. Madam Deputy Speaker, will you tell me or the House what notice, if any, you have received of whether the written statement will go ahead? If you have not, when will it be put before the House?
